Waukesha County officials will seek to
address a projected $5.2 million shortfall
between expenses and revenues for the 2015
budget.
I will introduce a budget that closes a $5.2
(million) gap through efficiency, collaboration,
innovation and spending reductions,
Waukesha County Executive Dan Vrakas wrote
during a Twitter Town Hall on the budget
process held July 30. The social media event fol-
lowed three meetings across the county.
According to information from county staff,
revenues are projected to fall by $1.27 million.
That includes a projected $200,000 reduction
in courts revenue and a reduction of
$200,000 general transportation aids.
Vrakas stated that court filings, fines and
forfeiture revenue have been trending down
over the last five years.
On the transportation side, we are still
making up for significant cuts in state aid over
the last few years, Vrakas said.
Also, delinquent tax revenue and reduced
investment income is projected to count for a
$690,000 loss in revenue.
During the Twitter Town Hall, Vrakas indi-
cated that law enforcement and public safety
are among the greatest areas of increased
expenses in county operations.
We are prioritizing within our budget and
holding costs down through innovative pro-
grams, he said.
According to information provided by
county staff, justice and public safety covered
21 percent of the current county budget while
human services accounted for 25 percent.
During his presentation, Vrakas noted that the
county will be contracting with the Lad Lake
organization to provide juvenile shelter care,
saving the county $130,000. He also noted
the county has contracted or privatized
approximately 60 county functions.
When asked if there would be property tax
levy increase or if the levy would remain flat,
Vrakas said my goal is to freeze the county
portion of the tax bill on a median-valued
home.
Vrakas also mentioned that Waukesha
County has the third lowest property tax rate in
the state at $2.21 per $1,000 valuation.
Information from county staff indicated that
Waukesha County has the lowest rate among
counties that dont impose a .5 percent sales
tax. Vrakas added that county residents save
approximately $35 million annually by not
having a sales tax.
Vrakas also cited data showing that
Waukesha County has the fewest number of
county employees per capita, with 3.5
employees per 1,000 residents.
Vrakas will introduce the proposed county
budget in September. The County Board will
then meet to discuss and revise the budget
before a final board vote is taken in
November.

BY NIKKI ACKERMAN
STAFF WRITER
When Nick Wagner started brainstorming
ideas for his Eagle Scout project, he knew
exactly where he would focus his efforts.
I knew that I wanted to give back to the
Lutheran Church of The Prince of Peace in
Menomonee Falls, explained the 17-year-old
ingoing senior at Menomonee Falls High
School. They have been generous hosts to my
troop (Boy Scout Troop 109) for many years
so a project to benefit them seemed like a
great way to say thank you.
Nick reached out to church leaders and
was informed that their youth group would
love an outdoor fire pit with bench seating.
This sounded like an exciting, useful, and
lasting project, which is what led me to select
it, he said.
The Scout took on the challenge one step
at a time, learning some very useful lessons
along the way.
Throughout my project, I was faced with
situations that required problem-solving and
continuous planning/communication, he said.
I learned the importance of always taking
charge of the situation, even when there are
professionals involved. Additionally, an effec-
tive leader should trust, but verify. Even with
the best intentions, people may inadvertently
work against each other if careful leadership is
not employed.
Due to some honest miscalculations, the
project, for all practical purposes, had to be
done twice. It was first completed in the sum-
mer of 2012, and for the second and final time
earlier this year.
After digging the post holes, it slipped my
mind to tamp down the dirt at the bottom,
Nick humbly acknowledged. Further, I did
not know that one should have a layer of
stone/gravel at the bottom of the hole before
pouring concrete. These two slip-ups led to
somewhat severe settling, which in turn led to
another summer of work.
However, Nick viewed the re-do as a
growth opportunity rather than a setback. I
am most proud of the fact that we did the proj-
ect twice, he said.
Another highlight was during the final work
day, Nick shared.
After running into one difficulty after
another that morning, and the chances of fin-
ishing the project that weekend looking dim, it
was incredibly rewarding to see my volunteers
rally and finish strong, he said. Though I
never had expected to essentially complete
this project twice, I am extremely pleased with
the final result.
In total, 271 hoursvolunteered by Scouts
from Nicks troop and adult Scout leaders both
his and other troopswent into the project.
Overall, I received help from 51 different
people, the Scout said.
With an initial budget prediction of
$1,600, Nick ended up receiving $2,500 in
donationsalong with donations of materials
and equipmentafter reaching out to friends
and family with a letter explaining his project.
I was amazed by the generosity I encoun-
tered, even from store owners whom I had
never met, and I would encourage future
Scouts to remember that many people may be
willing to donate or offer you discounts
towards your Eagle Project, he said.
Nick who lives in the village with parents
Jim and Terri and sister Rebecca, who will be
a junior at the same high school has been
involved in Scouting since first grade.
Being a Scout has offered me so many
leadership development opportunities, he
said. I've also become comfortable with pub-
lic speaking, and of course I have learned
countless outdoor skills as well.
Scouting has been just one of the many
achievements and interests in the well-rounded
teens life.
The straight- A student who has played
piano since kindergarten is also president of
Amnesty International and National Honor
Society and a member of Future Business
Leaders of America and the Spanish Honor
Society. He has been on the varsity downhill
ski racing team since freshman year and
joined the rock climbing team during his junior
year. As a sophomore he attended Conserve
School, a one-semester long
Outdoors/Environmentally focused enrichment
boarding school in Northern Wisconsin.
As he looks ahead to a bright future, Nick
will take with him a lifetime of Scouting and the
knowledge that he earned the highest Boy
Scout rank with a job well done.
Though my project wound up being a lot
more involved than I had expected, I did man-
age to enjoy it, he said. It will be a long-last-
ing facility that can be used and appreciated
for many years, and I could not be more proud
of it.

A long-time resident of Germantown was
selected to fill a vacant seat on the Village
Board Aug. 4.
Rick Miller was selected from three resi-
dents who applied to fill the District 2 trustee
seat. The position opened when Jeff
Werderman resigned due to a move to Florida.
Miller has been a resident of the village for
50 years. Miller is a vice president of a medium
sized company in Milwaukee.
Miller said he decided to apply for a seat
on the board due to timing, as his children are
now in college and he was appointed to the
Board of Zoning Appeals and the Economic

disabled individuals is not required, but is a plus.
Youth Leader - Waukesha
Connect with children and leave a lasting
impression that could change their life. Our
group meets once a month in the evening to pro-
mote learning and over all well being for the
families in our program. We are looking for
youth leaders to facilitate the children's group
with a pre- planned monthly activity. There is an
application/interview process to help find the
perfect match for the volunteer as well as brief
orientation. Opportunity is available to Adults,
teens (ages 13-17), and families.
Allay's Vet-to-Vet Companion
Program - Brookfield
Allay is looking for Veterans and/or Active
Military individuals who are willing to provide
support and companionship to others at end-of-
life. Once paired with hospice patients who also
have military experience, Veteran Volunteers
have a unique ability to relate and connect with
each patient to create a comforting environment
where life review and healing may occur.
Veteran Volunteers may also assist Allay staff in
the development of or by participating in vari-
ous activities such as: Veteran recognition
events, memorial services, community outreach,
and the Veterans History Project or Legacy
Program. The amount of time you give is flexible
and scheduled around your availability.
Reliable volunteers must be at least 18 years old
and attend the Allay Hospice Volunteer Training
