SECURITY GUARD HIRED TO PROTECT RESIDENTS ARRESTED FOR STEALING FROM THEM
On Monday, August 18, 2014, Westwood Police arrested Frank TARR (60), of Middleboro, and charged him with
(2) counts of burglary and (2) counts of larceny from a building (both felonies) from the same apartment complex where
he worked as a security guard.
Starting back in October 2013, a number of burglaries and thefts were reported from the Fox Hill Village
apartment complex in Westwood. All of the crimes occurred in the same fashion; tenants who were away on vacation,
in the hospital or extended leave returned home to find their valuables taken. There was no forced entry in any of the
breaks and it seemed as is the culprit either wore gloves or wiped fingerprints from the scene of the crime indicating
that the thefts were committed by someone with inside knowledge of the residents activities and access to some type
of master key.
Working with the security manager for the Fox Hill Village Apartments, Westwood Police Detective Derrick
Stokes observed video from hidden security cameras that had been installed throughout the complex showing TARR
entering the home of a resident who was away on vacation without permission and pilfering throughout the apartment.
Detective Stokes then obtained an arrest and search warrant for TARR and, with the assistance of the Middleboro Police
Department and members of the Westwood Police Department, executed the search warrant at TARRs Middleboro
home and arrested TARR without incident.
Numerous items were taken into custody from TARRs vehicle and home including latex surgical gloves like the
ones TARR was seen wearing in the hidden video. TARR was arraigned on Tuesday, August 19th, at Dedham District and
the District Attorneys Office asked for $15,000 cash bail. The Court ultimately set bail at $500 and TARR was released.
While the investigation is still ongoing, it is estimated that tens of thousands of dollars were taken in the burglaries.
Chief Silva said, Many people, including Frank Tarr, probably thought that his victims were forgotten and their cases
would never be solved, but Committed to Service isnt just a phrase on our police cars, its a philosophy we live by. The
Chief added, I personally went with my officers to make this arrest because I want everyone to know very clearly -
when you break into our residents homes, its like breaking into one of our homes and were coming after you.
