In policing it is not so. Actually FEW know the way and large majority is uncertain about it. What we
need is to change this FEW into significant FEW who can make lasting impact on quality of policing.
BPR&D has been making its small efforts to promote Good Practices and Standards in the field of
Police and Correctional Administration (Prisons) in the country.
Data on Police Organizations in India is one of the many initiatives of the BPR&D to present to
all the stakeholders in the Criminal Justice System in general and police officials in particular, such small information
give them access to and an insight into basic and vital statistics about police administration all over the country.
It is a source of valuable data about Police in one place to be put in it to such diverse uses as planning for
infrastructure building for police, undertaking research projects to reach at the root of various unusual trends,
to use it as objective and empirical inputs for policy decisions respecting police and policing in the country etc.
Publication of this edition of Data on Police Organizations has been the outcome of collaborative
relationship between the Ministry of Home Affairs and the Heads of CPFs, Director General/Inspector General
of Police of all States and UTs, Director, NCRB and others, who not only furnished the requisite data pertaining
to their States/UTs but also had it checked and rechecked as and when requested by the Bureau. Our sincere
gratitude is due to all of them and their officers.
The task of compiling and analyzing the data received from 28 States and 7 UTs and CPFs of the country
is not only a very laborious exercise but also needs rich inputs of guidance from the senior officers of the Bureau
in order to derive logical and intelligent inferences from the data so compiled and analyzed.
My personal gratitude are due for the most valuable guidance of Dr. Kiran Bedi, DG, Shri Rakesh Jaruhar,
Director (Training), Shri Sanjay Baniwal, Deputy Director, who have been very indulgent with the statistical unit
of R&D Division to bring the publication up to the desired quality. The change in get up and style of presentation
of data in this edition is specially attributed to DG, BPR&D.
Statistical Unit of the Bureau ably headed by Shri B.R. Sharma with valuable contribution from Shri Anil
H. Ramteke, Senior Investigator, Grade-I, Smt. Uma Negi, Senior Investigator, Grade-II, Smt. Neelam Gera, PA,
Shri Harjeet Singh, Steno, Shri Sundeep Saxena, Steno, and Shri Naveen Berry, DEO, have really worked
commendably to make this publication a reality. Shri A.K. Sood, AD (Admn) has been a valuable source of strength
to this unit.
