The Seafarer Chapter of the Association for Unmanned Vehicle Systems International (AUVSI)
continues the Student UAS (SUAS) Competition aimed at stimulating and fostering interest in
unmanned systems, technologies, and careers. The focus is on engaging students in systems
engineeringatotalsolutiontoachallengingmission,requiringtheanalysis,design,fabrication
anddemonstrationofasystemcapableofcompletingspecificautonomousaerialoperations.

1. Concept of Operations (CONOPS)
1.1. Ahugeforestfireraginginthesteep,ruggedforestsofsouthcentralIdahohasalready
swollentomorethan100,000acresandcontinuestogrowduetohighwinds.Over1,000
firefighters,fromacrossthecountry,arecurrentlyfightingthestubborn,10dayoldblaze,
whichcontinuestothreatenoneoftheWest'smostpopularrecreationareas.
Approximately2,500residences,fromnearbyisolatedresidentialcommunities,havebeen
evacuated,whileothersfromneighboringcommunitiesremainunderapreevacuation
warning.ForestServicecrews,coupledwithlocalfiredepartmentsandprivatecrews
hiredbyinsurersandhomeowners,battleboththemainblazeandspotfires,inaneffort
protecthomesfrombeingconsumed.
1.2. TheU.S.ForestServicehasrequestedintelligence,surveillanceandreconnaissance(ISR)
supportusingUnmannedAircraftSystems(UAS)fromtheNationalGuard.TheU.S.Forest
Servicestatedthattheaircraft"willidentifywherefireactivityislocatedandhowitis
moving,whichwillimprovetheoddstoprotectlife,property,andnaturalresources."A
spokesmanfortheState'sfireagencynotedthatthemilitaryUASisbeingtaskedforits
mostsignificantfirefightingtesttodateandwillprovidecommanderswithrealtime
imagesandinformationonfireactivitynearfirefightersandresidents.Thepossibility
existsthattheseUASsmaybeuniquelyequippedtoairdropreliefsuppliestofirefighters
caughtbehindthemassivefireline."Becausethefireissolarge...we'rehopingthatnew
technologywillallowustobetterdeployourresourcestosavelives,''hesaid.
1.3. Thefirefightersbattlingtheblazeareaidedbyretardantdroppinghelicoptersandtanker
airplanes.TheUASwillassistfirefightersbyshoulderingtheburdennormallycarriedout
bylargermannedhelicopters,whichmustberefueledeverytwohours.''TheUASis
providingdatadirectlybacktotheincidentcommander,allowingforquickdecisions
regardingwhichresourcestodeployandwhere,''thespokesmansaid.Officialswere
carefultopointoutthattheimagesarebeingusedtoaidfirecontainmentefforts.
Outsidethefirearea,theUASwillflyanarrowandrestrictedflightpath,monitoredby
StateOfficials.
1.4. Yourteamhasbeencalledupontoproviderapidresponse,viaanUAS,thatcansupport
thisISRmission;whichmayevolveintoaSearchandRescue(SAR)mission.Inorderto
supportthismission,yourUASmustcomplywithSpecialInstructions(SPINS)fordeparture
andarrivalprocedures,andthenremainwithinassignedairspace.Itwillbetaskedto
searchanareaforitemsofinterestand,ifrequested,toconductpointreconnaissance.
ImmediateISRretaskingmayberequiredoutsidecurrentlyassignedairspace,causingthe
UASoperatorstoexecutedeviationstotheflightplan.
1.5. Additionally,UASsoutfittedwithimprovedcommunicationsystemswillbemorecapable
ofachievinghigherlevelsofavailabilitywhichthismissionmaydemand.IftheUASis
outfittedtosupportSimulatedRemoteInformationCenter(SRIC)messages,itwillbe
capableofreceivingvitalmessagesthatcouldprovidelastknownlocationsoffirefighters
inlifethreateningsituations.UASsoutfittedwiththermalimagingsensorswillbeinhigh
demandtolocateandtrackfirefighterspositions.ThefewUASthatcanalsoaccurately
deliverretardantorwaterwheredirected,havethehighestprobabilityofactuallysaving
trappedpersonnel.

operateanautonomousUAStosuccessfullyaccomplishthemissiontasks.

2.4. RULES
2.4.1. TheSUAScompetitionwillbebaseduponthecompetitionrulesoutlinedwithin
thisdocumentcontainingadministrativeandperformanceobjectives.These
rulesareaimedatacollegelevelcurriculum.UponDRAFTreleaseoftheserules,
potentialcompetitorsareinvitedtoprovidecommentsorquestionspriorto
UniversityDay.AfterUniversityDay,theserulesmaybeupdatedwith
clarificationsorupdatesandpostedastheofficialrulesforcompetition.The
SUAScommitteereservestherighttomakechangestotheserulesandissue
updatesoraddendumsatanytime.
2.5. SCOPE
2.5.1. Thisisaperformancebasedcompetition.Multiplegovernmentagencies,prime
andsubcontractors,engineeringfirms,anduniversitiesareobservingand
judgingthiscompetition.Contestantswillbeawardedprizesformajorgraded
elements,overallperformance,orindividualaspectsofagradedelement.
2.6. REQUIREMENTS
2.6.1. Therequirementsforthiscompetitionarelaidoutinparagraphformat,inline
itemnumericalorder,tofacilitatetrackingandtaskidentification.Technical
supporttasks,documentationandproductsshouldbeprovidedinaccordance
withthesestatements:
2.6.1.1. ShallindicatesarequirementthatisaTHRESHOLD.Failuretomeet
thethresholdisfailuretomeettheminimumcriteria,i.e.thesystem
isjudgedinadequate.
2.6.1.2. ShouldindicatesarequirementthatisanOBJECTIVE.
Demonstratingtheserequirementswillearnextrapoints,butthe
basicmissioncanbeachievedwithoutmeetingit.
2.6.1.3. Mayindicatesapermissibleimplementation,butisnota
requirement.
2.6.1.4. Willindicatesactionstobetakenbythecompetitionjudgesor

4.1. DRAFTRULES
4.1.1. Thedraftrulesforthecompetitionareissuedinthefirstperiodofthenew
academicyear.Professorsandstudentsareinvitedtoreviewthenewrules,
proposechangesandformteamstoparticipateinthisstudentcompetition.
4.1.2. Teamsareencouragedtoreviewtherulesandsubmitcommentsandquestions
totheSUAScommitteebeforeUniversityDay.ThiswillhelptheSUAS
committeeanswerquestions,clarifyspecificareasandaltertechnicaland
administrativespecificationsasnecessary.
4.2. UNIVERSITYDAY
4.2.1. UniversityDayconsistsofa11/2hourlongconferencephonecall,inwhichall
perspectivecompetitorsareencouragedtoparticipate.Thiseventprovidesthe
opportunitytoposegeneralandspecificquestionsdirectlytothejudges.
4.2.2. Althoughteamsareencouragedtocallin,theUniversityDayeventisnota
gradedelement,andteamsarenotrequiredtoattend.
4.2.3. ThedateandtimeforUniversityDayislistedintheScheduleofSection3.
4.2.4. ThephoneconferencecallnumberandwebmeetingURLaredefinedinSection
10.1.7.
4.2.5. BasedonfeedbackreceivedregardingdraftrulesandduringUniversityDay,
thesecompetitionrulesmaybemodifiedbytheSUAScommittee.
4.3. FINALRULES

4.4. REGISTRATIONPROCESS
4.4.1. Acompletedregistrationapplicationformandthefullregistrationfeeshallbe
receivedinorderforateamtobeginthequalificationprocesstoenterthis
competition.
4.4.2. TheregistrationprocesswillopenatthesametimetheFinalrulesareposted.
4.4.3. Tobeacceptedandprocessed,theregistrationapplicationformandpayment
shallBOTHbereceivedwithofficialpostmark,bankannotationorelectronicfile
date/timestampedforsubmissionnolaterthanthedeadlinestated.
4.4.4. Registrationapplicationformandpaymentshallbesubmittedbythespecified
dateandtimedeadlinedetailedintheScheduleofSection3.

4.5. DOWNSELECTION
4.5.1. Duetothelargenumberofteamsinterestedincompeting,theSUAScommittee
reservestherighttoimplementadownselectionprocess.Thismayrestrict
teamsfromparticipatinginasingleormultiplephasesofthecompetition,based
onrequirementslaidoutintheserules.
4.5.2. Adownselectionprocessmayoccuratanytime,evenafterthewithdraw
deadline.
4.5.3. DetailsaboutthedownselectionprocessareindefinedSection10.6.
4.5.4. Teamsshallcompleteallrequireditemsassoonaspossibletoavoiddown

4.7.1. Afterbeingacceptedintothecompetition,afactsheetprovidingbasic
descriptionsoftheairvehicleandsystemsshallbesubmittedtoAUVSISeafarer
Chapter.Asthisisthefirstintroductiontoyoursystem,thefactsheetshall
providenecessarydataforlogisticsandsafety.TheFactSheetshallinformthe
SUAScommitteeandjudgesofgeneralvehicleparametersforsafetypurposes,
suchasvehiclesize,weight,fuelorbatterytype,transmittedairvehiclecontrol
andpayloaddatafrequencies,andlargegroundequipmentthatwillbe
transportedtotheflightline.TheFactSheetshouldprovidetheSUAS
committeeinsightintothemissiontaskstheteamwillattempttoachieveduring
flight.
4.7.2. Thefactsheetduedatewillbeusedasthefirstdownselectfilter,withthe
contentofthefactsheetbeingsecondary.
4.7.3. Thetimelysubmissionofthefactsheetaffectsthegradingoftheflightelement.
4.7.4. Thefactsheetshallbesubmittedbythespecifieddateandtimedeadline
detailedintheScheduleofSection3.
4.7.4.1. Latesubmissionofthefactsheetwillonlybeextended5daysafter
thedeadline.Eachdaylatewillresultinpointdeductionsfromthe

4.8.2. TeamsfromU.S.schoolsshallprovidethedatainordertoaccessamilitarybase.
4.8.3. TeamsfromschoolsoutsidetheU.S.,orU.S.teamswithnonU.S.citizens,shall
provideadditionalspecificdataandformallettersofauthorityfromtheirschool
inordertoaccessamilitarybase.
4.8.4. Thebaseaccessinformationisrequiredtoparticipateinoralpresentationand
flightmissionphasesofthecompetition.
4.8.5. Thebaseaccessdatashallbesubmittedbythespecifieddateandtimedeadline
detailedintheScheduleofSection3.
4.8.6. ThebaseaccessshallbesubmittedinaccordancewiththedetailsinSection10.
4.9. PROOFOFFLIGHT
4.9.1. Priortothecompetition,avideoshallbesubmittedasprooftotheSUAS
committeethattheteamssystemhassuccessfullyflownatleastonce.
4.9.2. Ataminimum,thevideoshalldemonstratethevehiclecanattainflight,sustain
flight,andterminateflightinasafemanner,independentofthemission
systems.
4.9.3. Theproofofflightvideodoesnotneedtohavetheaircraftinafullupmission
flightconfiguration.ItisacceptabletodemonstrateaRadioControlled(RC)
flight(atexpectedcompetitiontakeoffweight).
4.9.4. Theproofofflightvideoshallprovideofthefollowing:
4.9.4.1. Identifytheschoolandteam,TeamCaptainandsafetypilotname(s).
4.9.4.2. Showthevehicleinthefollowingphasesofflight:

team,eveniftheairvehicleisnotflyingautonomously.
4.9.5.1. NOTE:Thissegmentoftheproofofflightvideocanassimpleasthe
cameraoperatorpanningfromthevehicleinflighttotheGCSscreen
andthenreturntothesamevehicleinflight.

4.9.6. Ifabackupvehiclemaybeusedfortheflightmissiondemonstration,aseparate
proofofflightvideoshallberequiredtobesubmittedwithinthesamedeadline.
4.9.7. Ifpossible,itisdesiredtohavethesamepilotfromtheproofofflightvideobe
thecompetitionsafetypilot.
4.9.8. TheproofofflightvideoshallbeuploadedtothecompetitionSharePointsite
(seeSharePointinstructions)eitherasavideofileorasatextfilecontaininga
linktotheteamsvideopostedonwww.youtube.com.
4.9.9. Theproofofflightvideoisrequiredtoparticipateintheflightmission
demonstrationphaseofthecompetition.
4.9.10. Theproofofflightvideoshallbesubmittedbythespecifieddateandtime
deadlinedetailedintheScheduleofSection3.
4.9.10.1. Latesubmissionoftheproofofflightvideowillonlybeextended5
daysafterthedeadline.Eachdaylatewillresultinasignificantpoint
deductionfromtheteamsscorefortheflightmissiondemonstration

4.10.1. Eachteamshallsubmitatechnicaljournalpaperthatdescribesthedesignof
theirentryandtherationalebehindtheirdesignchoices.Thepurposeofthe
paperistoshowtheteamsoverallsystemsengineeringprocess,design
tradeoffs,finaldesignsolutionforthesystem,illustratehowitwillsafely
performmissiontasks,andprovidetestresultsverifyingsame.Thejournal
papershalladdressthemissiontaskstheteammaybecapableofachieving
duringflight.
4.10.2. Thejournalpapershallbeagradedelement.
4.10.3. Thejournalpapershallbesubmittedbythespecifieddateandtimedeadline
detailedintheScheduleofSection3.
4.10.3.1. Latesubmissionofthejournalpaperwillonlybeextended5days
afterthedeadline.Eachdaylatewillresultinasignificantpoint
deductionfromtheteamsscoreforthejournalpaperphaseofthe
competition.
4.10.3.2. Failuretosubmitthejournalpaperbythe5

4.11. TEAMCHECKINANDORIENTATION
4.11.1. Duringcheckin,teamswillreceiveinstructions,badgesandvehiclepassesfor
baseaccess.NonU.S.citizenswillhaveadifferentpassprocessesthatis
followedduringcheckin.
4.11.2. Duringthecheckinprocess,allstudents,academicadvisors,andvisitorsshall
signtheappropriateliabilitywaiverformdefinedinSection9.
4.11.3. Duringtheorientation,teamswillreceiveuptotheminutechangesinplansand
beprovidedremindersaboutrulesandcoordination.Teamswillalsobenotified
oftheinitialorderforconductingtheoralpresentationsthefollowingmorning.
4.11.4. Asimplemealwillbeprovidedforthestudentsduringthecheckinprocess.
4.11.5. ThemissionwaypointGPScoordinatesandaltitudeswillbesuppliedtotheTeam
Captainsatthecheckinandorientation.
4.11.6. Teamshallbeatthecheckinandorientationbriefingatthespecifieddateand
timedetailedintheScheduleofSection3.
4.11.6.1. Thereisnoguaranteethatateamwillbeprocessedintothe
competitioniftheyareunabletomakeallthedeadlinesdetailedin
theScheduleofSection3.
4.11.6.2. Teamsnotinattendanceforthecheckinandorientationbriefing
shallriskbeingunabletoaccesstheGovernmentfacilityandforfeit
theirabilitytocompete.
4.11.6.3. Iftheteamencountersunforeseencircumstancesduringtravelthat
affectarrivalschedulesandcausethemtomisstheCheckInand
Orientationbriefing,theTeamCaptainoralternateshallmakeevery
efforttocontacttheSUASCompetitionDirectorpriortocheckin
starttime.Theywillneedtoexplainthecircumstancesandrequest
exemptionfromattendanceatcheckin.Theywillbeprovided
guidanceonhowtoundergoalatecheckinprocess.
4.11.7. ThelocationofthecheckinandorientationaredefinedinSection10.1.10.
4.12. ORAL/STATICPRESENTATION

simultaneousteamstransmittingRF,thecompetitionreservesthe
righttoreverttooneteamtransmittingRFatatime(likepast

10.8. TEAMMEMBERSHIP
10.8.1. Fulltimeundergraduateorhighschoolstudentsincludingnomorethanone
graduatestudentshallcomposetheteam.
10.8.2. Ifafacultyadvisor,nonstudentsorAUVSIStaffisusedastheairvehiclepilot,
theyarenotcountedasteammembers.
10.8.3. Membersfromindustry,governmentagencies,oruniversities(inthecaseof
facultyoradditionalgraduatestudents)mayadvisetheteam;however,they
shouldnotdirectlycontributeinthecreationofthedesign,test,paper,or
presentation.
10.8.4. Thefacultymember/advisorwillsignastatementthattheteamconsistedofno
morethanonegraduatestudentandsubmititwiththeteamlist.
