3. Nitrogen and phosphorus content are unknown. But in this kind of wastewater N and P are
more or less absent. Sufficient quantities must be added as nutrient for anaerobic treatment.

4. The chloride content is assumed to below 500 mg/l. Frequently higher values would have
consequences for material choice (type of stainless steel). Unless mentioned otherwise,
stainless steel used in machines and systems is AISI 304 and AISI 304L (1.4301), or
occasionally better.

5. We further assume sufficient inherent anaerobic biodegradability of the organic matter in the
wastewater, as measurable in a lab test, and being at least 75%, as common for such paper
mills. Potentially toxic, harmful or inhibiting products are not present in concentrations that
can disturb a biological system in one way or another.

2. PROCESS DESCRIPTION
=========================

2.1 Pretreatment

The wastewater is pumped over a screen (S100) and into a DAF (Dissolved Air Flotation) unit
(S105).

In the DAF unit, the solids are forced to float by fine air bubbles attaching to the solids. The fine
air bubbles are created by recycling clean effluent, in which air is dissolved under pressure. After
injection into the flotation tank, the pressure release results in formation of fine air bubbles.

After the DAF the wastewater is pumped (P115A/B) into the equalization tank (B101) where
biological hydrolysis/acidification processes take place, resulting in the formation of organic
acids, which causes a serious pH drop (down to 5 7). This equalization tank is gently mixed
(with submerged mixers A101A/B).

A pH correction on the equalization basin outlet (anaerobic reactor inlet) is foreseen. This pH
correction with NaOH is mainly important in the start-up phase, afterwards it will be low or
stand-by, as typical for this type of paper mills. The pH in the feed line to the methane reactor is
continuously measured and, if required (occasionally), adjusted through in-line NaOH dosing in
front of a static mixer. The setpoint of the pH control lies in the neutral to acid range, depending
on the progress of plant start-up and the loading of the plant. In automatic mode, a cascaded pH
control is activated. The setpoint of the influent pH control is dynamically and step-wise (at
preset intervals) adjusted, in function of the pH in the methane reactor effluent (=pH in recycle).
This system allows minimization of NaOH consumption, while safeguarding correct pH
conditions at any time. In case this pH cascade system would be insufficient to keep the pH of
the methane reactor within a pre-set range, the wastewater influent flow will automatically stop,
as long as the pH remains out of the safe range. If in the meantime the equalization basin fills up,
it will overflow and bypass the anaerobic treatment stage.

2.2 Anaerobic treatment (ANUBIX-B)

From the pretreatment the wastewater is pumped (P101A/B) into 3 ANUBIX-B methane
reactors, which is the recommended reactor selected from GWE's program that constitutes the
best system for this wastewater. It is an Upflow Anaerobic Sludge Bed (UASB) type of
system.

Note that GWE has several different types of anaerobic systems, from low rate covered lagoons
to ultra-high rate expanded granular sludge bed (EGSB) systems, built as high tower reactors.
GWEs EGSB system, called ANUBIX-T is ideal for paper mill wastewater with over 5000
mg/l COD, but is not recommended here, since the wastewater is considerable more dilute, and
the ANUBIX-T system loading becomes strongly limited by hydraulic factors. The

ANUBIX-B system is more suitable for dilute wastewaters, and is not or less limited by high
hydraulic loads (inlet flows).

The wastewater enters the reactors D101A/B/C at a constant flow rate through an influent
distribution system at the bottom. The total wastewater flowrate to the reactor is controlled at a
predetermined setpoint. The influent (effluent of equalization basin) is controlled by a flow
control loop which, after start-up has been completed, has its setpoint controlled in cascade by
the level in the equalization basin. In order to assure a constant flow to the methane reactor, a
second control loop is installed on the methane reactor effluent recycle line (P102), to
compensate for flow variations of the influent.

The ANUBIX-B reactor is equipped with a special "3 phase separator" device at the top of the
reactor. After rising through an expanded bed of anaerobic active methanogenic sludge (the so
called "sludge blanket") the wastewater/sludge mixture passes
through an internal 3-phase separator device at the top of the
reactor. This results in a separation of the mixed liquor into
clarified wastewater, biogas and sludge. The absence of any
mechanical agitation allows a natural selection towards heavy
floc and granules of active methanogenic sludge. Effluent
recycle is necessary to have a sufficient mixing in the sludge
blanket and a sufficient upflow velocity to expand the sludge
bed. The internal 3-phase separator comprises a built-in "cross-
flow" type parallel plate separator section, to prevent the loss
of even small methanogenic sludge floc. This highly efficient separator, developed by our
engineers to the present 6
th
generation model, has proven to be very reliable in practice and
allows peak reactor loading rates without significant sludge loss. As sludge loss is effectively
prevented, the separator also allows shorter start-up periods.

Excess sludge can eventually, from time to time, be withdrawn from the bottom of the reactor.
This is not envisaged in the first half year of operation. If no excess sludge is removed, it will
leave the reactor with the effluent, and be removed in the aerobic treatment. This practice is quite
common, and recommended here. However, to obtain the cleanest effluent (lowest TSS, COD,
BOD), regular removal of excess sludge should be applied. The excess sludge can be quite thick
(5-10% DS). It can be land applied (agriculture) or used to start-up new reactors elsewhere. To
facilitate sludge disposal a storage tank can be foreseen (optional on request, but not essential).
Such a tank also provides an emergency stock or a strategic reserve of sludge, to be reused in
case of incidents with the wastewater treatment plant. When storing anaerobic sludge for several
months, the activity drops only slowly.

2.3 Biogas handling

If not reused in the factory, the biogas is flared off. Several types of biogas flares --- elevated
flare with visible flame, or shielded flare with largely hidden flame, or groundflare with
completely enclosed flame --- can be used, according to the requirements (see InfoSheet). A
standard elevated flare (H101) has been foreseen for this project.

We recommend future reuse of the biogas, e.g. in a factory steam boiler. A separate proposal for
the supply of a biogas burner system, together with other equipment like biogas blowers,
instrumentation, etc. can be made, after the characteristics of the factory boiler have been given.
GWE has extensive experience in the utilization of biogas, and many installations in operation
worldwide.

4. SHORT TECHNICAL DESCRIPTION

Note:
- GWE reserves the right to apply technical modifications, resulting from ongoing
improvement activities and technological progress.

GENERAL CONCEPT:

The plant is conceived as a compact concrete block, built above ground, with the methane
reactor and the equalization basin in one block. The available area is unknown by assumed to be
available. The outer appearance is that of a building, and not of a wastewater treatment plant.

Example:


The plant can alternative be conceived as a set of circular concrete or steel tanks, cheaper to
build but resulting in higher cost for connecting piping.

LOCAL REGULATIONS:

Any specific requirements (=beyond standard public domain regulations) from local
authorities, mentioned in the construction and operation permit of the wastewater treatment plant
(WWTP) or of the factory as a whole, if applicable for the WWTP, must be communicated to
GWE in advance. Typical items of importance, to be cleared by the client in advance are:
- emission standards for sound, gaseous components, odor, if specified
- fire fighting and safety requirements
- effluent monitoring obligations (e.g. sampling devices)
- constructional and architectural requirements, e.g. maximum height, distance to boundary,
colors, materials used.

4.4 Civil works

The basic design (guideline drawings and specifications) for the civil works is included in our
scope. The detail (structural) design is to be done by a local certified civil engineer (design
institute), and the works by a local contractor. Architectural design is also best done by a local
architect.

The general concept is that of a compact block (See lay-out). Equipment is placed outside, under
a weather protection roof if requested.

The actual civil works comprise:

1. Site clearance, preparation and soil excavations
2. Piling foundation, if needed.
3. Reinforced concrete works
The basic cost driving factors are:
- concrete
- formwork
- reinforcement steel
The amounts can be estimated on request.
4. Buildings
Detail building design is part of the architectural design, not included in our scope. Also to be
foreseen is lighting, water, and if requested sanitary facilities, a HVAC system, etc

2. Assistance in commissioning of the plant, including calibration and testing of equipment
supplied by GWE.
Estimated requirement: 2 trips, 3 weeks (7d/w) in total).
3. On-site training of local operators, with class room sessions and on-the-job training, and
assistance in plant start-up and operation.
Estimated requirement: 2 trips, 6 weeks (7d/w) in total.

5. Assistance on site in conducting performance test run:
1 trip, 2 weeks (7d/w).

Notes:
- The basic services as described above include travel and accommodation expenses.
- Additional services can be provided by GWE on site. Payable at our standard daily rates. E.g.
- Meetings for project kick-off, engineering discussions (after submitting basic engineering
package), engineering review meetings (e.g. constructability review with contractors),
progress meetings, intermediate inspections, assistance in permit procedures, etc.
- After preliminary commissioning and training, the client has to operate the plant under our
supervision and guidance, both on site and remote, until final plant acceptance. On request,
we can take over more on site operation tasks than indicated above, payable at our standard
daily rates.

Daily rates, 2010: 300.- Euro per day (absence fee; 10 h/d, 7 d/week)
+ all travel and accommodation expenses.

6.1.6 Other items

Insurances: GWE personnel are covered by an accident insurance valid worldwide. Possible
other required insurances are either not valid for GWE as designer/equipment supplier (not doing
construction work on site), or should be covered by others locally in line with local requirements
and regulations. Costs for such insurances should be foreseen by others.

6.2 Exclusions

Local Works, as listed in Chapter 7
Note: if local works done by others are delayed to the point that extra costs are occurring to
GWE, these costs will be charged extra. E.g. storage fees, idle time on site, delayed power
connection hook-up, etc.

6.3 Battery Limits

Battery limits for design, supply and/or construction, installation work, all services (incl. permit
related documents) are:

influent: at the inlet of screen S100
effluent: at the outlet of the effluent holding box B102A/B
sludge at the reactor D101A/B/C drain nozzles
chemicals: from storage tanks to dosing points
biogas: from reactor to flare + T-piece for connection to biogas user.
water: provided by the client at the entrance of the WWTP building

6.4 Price

Total Price for above mentioned scope: - Euro

6.5 Commercial conditions

Payment conditions (typical for supply of complete scope under 0; to be agreed):
30% downpayment at order
20% at supply of basic engineering package
50% at supply of the equipment and hardware, resp. at readiness to supply on
agreed date, by LC, proportional as per the value of the partial shipments,
against shipping documents and 10% performance guarantee to be released
at successful guarantee test run or ultimately 12 months after supply of all
the equipment and hardware, if the mechanical completion is delayed by
no fault of GWE.
No withholdings on payments.
Payable within 30 days, except for first payment at order (7 days)

Validity: 2 months

Supplies: CIF, nearest international seaport

Passing of Risk: The risk of loss or of damage to goods supplied passes to the client at the point
and moment of delivery, or after arrival on site in sealed containers or unopened
packaging.

Upon arrival on site, a formal inspection of quantity and quality (possible
damage) must take place at once, and any deviations reported in detail within 7
days after arrival. After 7 days, the goods are automatically considered accepted,
also without formal signed acceptance certificate. Alternatively, if agreed in
advance, goods arriving in a sealed container can remain under seal till arrival of
a GWE mounting supervisor, supervising the unloading of the container(s).

Mechanical guarantees
Mechanical guarantee for the equipment supplied is 18 months after arrival on site, or 12 months
after beginning of start-up (first wastewater intake), whichever comes first.

Time of delivery (typical):
- layout and civil guideline drawings: 4 weeks
- rest of basic engineering: 8 weeks
- detailed engineering: 12 weeks
- hardware supply: ca. 18 weeks

Intellectual Property Rights and Copyright:

This quotation and all attachments remain GWE property. In case of contract award, all
documents supplied will be protected under a User License agreement, allowing use for
construction and operation of one single plant. The User Licenses is to be signed at contract
award or latest at receiving the Basic Engineering Package if not included in the project before.
Without written agreement, it is not allowed to copy or duplicate any document from GWE, to
hand them over to a third party, or to make the contents available to anyone else.
By accepting this quotation, the recipient recognizes GWEs intellectual property rights.

GENERAL TERMS AND CONDITIONS

1. Unless expressly altered or modified in the body of the quotation or elsewhere in writing, the following terms
and conditions apply to this quotation and shall be deemed incorporated in and form part of the quotation upon
its acceptance.

2. Technical description of equipment, list of instruments and other technical details given in this quotation are
preliminary and the Company reserves itself the right of modifications during the design and engineering stage
in the interest of reliability and performance of the plant, and/or according to availability on the market. These
modifications will however not have any influence on the contract price nor on the given guarantees.

3. All quotations, offer and contracts are subject to changes caused by war, fire, strikes, transport delays shortened
hours of labor, accidents of any kind, Government controls or any other cause or contingency beyond the
control of the Company, whether of the same nature as the preceding causes or not and the Company shall not
be liable in any way for loss, damage, or delay resulting from or attributable to such causes. Each delivery to be
considered a separate contract, and a failure of any delivery shall not vitiate the contract as to others.

4. Prices contained in our quotation are based on current prices at the date of quotation for the cost of materials
(especially stainless steel), labor, freight, insurance, customs duty, primage duty and sales tax, together with
wharfage, clearing, handling and delivery charges. In the event of a significant rise in any of these rates, our
prices can be revised accordingly. The prices are also based on our suppliers standard conditions of sale and
their last known manufacturing and delivery costs, which are adjustable to those ruling at the date of delivery,
and any variation in which will be accounted for as above. Our quotation is based on conversion from foreign
currency to Euro currency, ruling at the date of quotation, unless otherwise specified. Should there be any
variation in these rates or charges at the time payments are made, such variations will be to purchasers account.

5. Value Added Tax is not included in the prices quoted unless otherwise stated and where applicable will be
additional to customers account.

6. Unless previously withdrawn, this quotation is open for acceptance for the period stated but when no period is
stated, then for a period of thirty days only from the date hereof.

7. Testing and inspection if required by the Buyer or his Agent, will be at our Works and will be final there. The
Company will not be responsible for further testing after such materials has left the works of manufacture.

8. This quotation includes only such goods, accessories and work as are specified herein. It is exclusive of
foundations, builders work, fuel and water required during erection and testing, and of any other plant, material
and service not specified.

9. Material proved to be defective and rejected will be replaced but the Company disclaims any responsibility for
delay, workmanship, consequential damage or any other expense.

10. No claim for damage will be allowed unless the Company is advised within seven days of the receipt by the
Buyer of the goods and an opportunity is given to the Company to investigate the claim.

11. Delivery : When included, delivery is to be made only as specified by us, and there-after goods are at your risk.
Default and refusal on your part to take delivery shall be equivalent to delivery and acceptance.

12. Terms are strictly net except where otherwise stated. Unless otherwise arranged in writing, payment in full in
respect of any goods shall be due and made by Bank Draft, Bill of Lading or other negotiable documents and
time in this respect is the essence of the contract, upon dispatch from our works.

13. If the contract is frustrated, and / or the goods in respect thereof cannot be delivered from any cause whatsoever,
it is expressly agreed that:
a. If any sum has been paid to the Companys account by the Buyer and is repayable to him by operation of
law the Company will be entitled to deduct there from all expenses incurred by it in connection with the
said contract, and
b. If no sum has been paid to account, the Buyer will be bound to pay the Company all expenses incurred by it
in connection with the said Contract.

14. The Purchaser shall not alter any equipment furnished by us or do anything that will in any way infringe,
impeach, or lessen the validity of the patents or trademarks under which our equipment hereunder are made or
sold.

15. These Conditions of Sale shall not be deemed to be waived or varied by any representation nor by any condition
included in the Purchasers order, unless the same is approved by us in writing

7. LOCAL PART
=============

Not included in the scope of supply of GWE is the local part, to be arranged by customer
and/or the (end) client, is summarized as follows:

7.1 All local permits, for design, construction, operation, emissions.
Technical documents needed, are supplied by GWE.

7.2 Translations and interpreter services, if needed. All documents supplied by GWE are in
English. Some manufacturer vendor data, if available, also in the clients language.

7.3 Detailed civil engineering. Must normally be local.
Optional: supply by GWE, based on European norms

7.4 Soil investigation and geological report.

7.5 Civil works and structural steel, including :
Site preparation (incl. fencing, temporary access roads and storage area) and
demolition works
Soil excavations and refill, incl. for underground process piping
Concrete sumps, basins, structures, equipment slabs, pipe rack foundations (if
applicable).
Coating works (by specialist contractor), where indicated above, for protection of
steel and concrete structures, sumps and basins.
Painting works where applicable, e.g. for carbon steel structures, for buildings
inside/outside. We suggest the whole concrete structure to be painted on the outside,
to match the factory surroundings.
Building (with doors, windows, floors, etc, lighting, + all its technical building
installations: water, drains, HVAC,; with staircase to upper floor).
Gravitary plant sewers, building sewers and drains (underground)
Supply and installation of pipes or pipe sections embedded in or underneath
concrete structures and to be installed during civil works (supply, fabrication,
installation, testing).
E.g. Inlet pipe and sludge outlet pipe for a concrete clarifier. Or conduits for cables.
This will not be the case in this project.
Structural steel: stairs, ladders, railings, platforms, walkways, covers over pits and
access openings in concrete basins (in steel or in GRP if indicated as such), pipe
racks if applicable. Painted carbon steel, galvanized steel and/or stainless steel, as
specified or requested by the client.

7.6 Supply, fabrication and installation of all piping systems: pipes, pipe supports, hand
valves and fittings, as well as some special materials (mainly piping related items, e.g.
couplings, strainers, compensators, sampling ports, vortex breaker, etc). Incl. supply of
supports, bolt, nuts, washers, anchor bolts, all in SS, and gaskets, welding rods, welding
gas, passivating paste, etc. Actuated control valves are part of the instrumentation
package.
Included in the piping is:
- reactor inlet distribution system
Optional on request: Material supply by GWE.

7.7 Supply of all equipment listed in Chapter 4, not quoted or supplied by GWE. This
comprises following equipment: F101, F103 (incl. vapor lock), F104

7.8 Erection, installation and mounting of equipment (imported + local), incl. supply of
(anchor) bolts in SS. All underwater fixations to be done with chemical anchor bolts.

7.9 Mounting of instrumentation and panels (our instruments engineer will advise/assists).
Fabrication and supply of supports as needed (e.g. local switches, locally mounted
transmitters), in case components can not be mounted on nearby walls. Complete with
bolts and nuts.

7.10 Supply and connect electrical and instrumentation cables, according to our detailed
wiring drawings. Incl. supply of galvanized cable trays and conduits, incl. fixation
materials (supports, bolts in SS).
This includes cabling between flare components and flare panel (= in main panel).
Optional on request: materials supply by GWE

Pipes transitions through concrete walls will be done using the block-out method. Block-outs are foreseen in the
concrete walls, and closed (by civil contractor) after mounting of the piping (with puddle flange (steel plate)
supplied and welded to the pipe by the civil contractor).

7.11 Supply of PC computer system:

tightness testing of tanks and basins.

7.15 Electricity and water during construction.

7.16 Furniture for control room and laboratory. Laboratory analysis equipment. See GWEs
InfoSheet about analysis requirements and recommended equipment.

7.17 Local transport (to construction site) of imported equipment (approx. x 40 sea
containers), incl. safe storage. If use of second hand Shippers Owned Containers
(remaining on site as property of the client) are preferred, extra cost for buying
containers by GWE will be charged.

7.18 Unloading of containers and inspection of the goods supplied within 7 days after arrival.

7.19 All local (=in country of destination) taxes, duties and fees, for delivery and sales,
import, import clearance, permits, inspections, etc.. This includes value added tax, sales
tax, any withholding taxes, if applicable. Such taxes and fees paid by GWE for reasons
of procedures, will be charged. This includes possible VAT charged to GWE by local
subcontractors, which can be avoided or made recoverable to the client, by direct
invoicing by our subcontractor to our client, compensated by an equal reduction of
payments to GWE.

7.20 Project specific insurance cover, covering GWE if required by client. Contractors All
Risk Construction site insurance. GWE personnel is covered by an accident insurance.

7.21 Overall project and construction site management (supervision and coordination of all
activities on site), incl. during start-up period
