PROFESSIONAL EXPERIENCE

Interim Vice President for University Advancement and Provost/Vice President for Academic
Affairs (see below) California State University, Bakersfield, 2011- 2012

In addition to the Provost responsibilities described below, also served as interim VP for
University Advancement, reporting to the President. Provided leadership to the division and
oversight of institutional fundraising, including endowments, annual fund, gifts; donor relations
and cultivation; alumni affairs; event planning; and advancement services operation. Highlights
of accomplishments include:

Initiated review of policies and procedures to strengthen the divisions operation,
including integrating athletics fundraising activities. Provided oversight and
refinement of the divisions strategic plan.
Implemented focused approach to donor relations and cultivation, and outreach to
individuals and corporate partners, including organizing donor cultivation events
aimed at showcasing academic programs and student achievements, resulting in new
donors.
Initiated corporate CEO meetings to strengthen ties and develop university
partnerships with regionally-focused industries, e.g. oil, agriculture, and health care
Reactivated the Annual Fund drive resulting in greater efficiency with higher revenue.
Working with the Alumni Board, facilitated the implementation of new membership
program that strengthens ties with University; oversaw the Alumni Hall of Fame.
Provided leadership in integrating with the campus Business and Administrative
Services Division to create a more efficient external fund operation; initiated
collaboration among all units responsible for administering private grants and
scholarship awards to improve process and reporting.
In pre-campaign-planning, provided leadership in the development of a case for
philanthropic support of each of the four schools, including prioritized academic and

Launched a campus-wide branding and marketing initiative including school-based
multi-media campaign and the overhaul of web services, with particular focus on new
and prospective students, external stakeholders and community supporters (to be
completed Summer 2013).
Worked with the Chair and the Foundation Board; provided support to the Advocacy,
and the Community Engagement and Cultivation Committees.

Provost and Vice President for Academic Affairs, California State University, Bakersfield,
2005- Present

Senior academic administrative officer, (reporting to the President with delegated authority in his
absence) of a growing regional comprehensive public university with a highly diverse student
population; promotes academic, operational and organizational excellence within the division and
across the university. Provides leadership in implementing the universitys mission, vision,
strategic goals related to academic excellence, faculty and staff excellence and diversity, new
academic programs, faculty development and support of scholarship and teaching, expanding
use of technology to enhance student learning, development and assessment of program goals
and objectives. Oversee student outreach and recruitment within region, including offsite centers,
with specific emphasis on improving the college going-rate of underserved populations. Faculty
personnel total nearly 400; staff in the division total 200, and the university serves approximately
8,000 (headcount) students across 4 schools, at the main campus and an off-campus center. Offer
majors in 31 undergraduate degree programs, 7 educational credential programs, and 18 graduate
programs, including a new joint doctoral program with another CSU.

development and implementation of the Universitys Strategic Plan and the all-campus CSU
Access to Success initiative on improving retention and graduation rates. Oversee campus
participation in the (national) Voluntary System of Accountability (VSA). Establish academic
priorities and monitor progress; work with University in garnering philanthropic support and
developing fundraising priorities. Oversee academic student support activities, and the
implementation of enrollment management objectives across schools. Evaluate, allocate, and
monitor resources for all instructional programs and units within Academic Affairs, including
developing budget planning and reduction strategies. Evaluate faculty personnel for hiring,
retention, tenure, and promotion; implemented Inclusive Excellence initiative; provide leadership
to institutional research, planning and assessment. Co-Executive Sponsor with VP for Business
and Administrative Services for the implementation campus-wide of the PeopleSoft system.
Oversee academic, e-learning, and administrative technology operations; initiated the
introduction of data management and warehousing systems. Monitor building and construction
projects for Academic Affairs; oversee academic space allocation and utilization plans. Supervise
grants and contract management unit that promotes faculty scholarship and research activities.
Monitor achievement of the California State University system-wide mandates.

Selected initiatives and accomplishments:

Successfully worked with deans in securing private funding for academic initiatives,
including support to expand STEM (Science, Technology, Engineering, and
Mathematics) programs and outreach; School of Natural Science, Mathematics and
Engineering received national recognition in 2012 by Excelencia in Education as
Americas top program for increasing academic opportunities and achievements for
Latino students at baccalaureate level, especially in the STEM disciplines.
Conceptualized the strategy and structure for implementing and monitoring the
University Strategic Plan; provide leadership to all divisions in the alignment of their
plan with measurable outcomes. Initiated the combining of the University Strategic Plan
Committee and the Budget Advisory Committee; serve as co-chair with University
President of new committee.
Successfully reorganized the Academic Affairs Division with an emphasis on student
success, supporting first generation college-going students, faculty and academic
excellence, staff development, organizational effectiveness and efficiency, and data-
considered decision-making. Implemented system for annual assessment of student
learning outcomes and progress towards graduation across all academic programs.
Led the successful institutional (WASC) reaccreditation process with special recognition
for the new institutional policies, practices, and structures related to assessment of
student learning and campus engagement.
Leading the development of a campus-wide Information Technology strategic plan that
aligns with the university plan and establishes short and long term goals and initiatives
for academic and administrative technology. Campus sponsor of shared technology
services initiative with other CSU campuses.
Reorganized and expanded the First Year Experience for freshmen and transfer students;
received $2.5 million Title V-A grant to launch new plan.

rates. Significant increase in first time freshmen enrollment. Initiated and strengthened
ties with feeder community colleges resulting in expanded community college
transfers.
Initiated summer pilot early start program for freshmen needing developmental work;
organized cross system (high school district, community college district, and
university) college readiness initiative. Emphasized early intervention system for at-
risk students. Increasing underrepresented students in graduate programs through $2.5
million Title V-B grant.
Leading the development of a comprehensive, cross divisional all-student success
monitoring system that matches successful interventions with students at-risk.
Worked with deans, faculty, and Academic Senate on initiating 13 new academic
programs and concentrations, including ones focused on meeting regional needs;
established a new academic program review process.
Implemented new budget and planning process across the division.
Initiated the formation of a Department Chair Leadership Council to increase awareness
of institutional issues, high impact practices and opportunities, and to promote cross
departmental and school collaboration, and to foster the identification and
development of the next generation of academic administrators.
Instituted new Faculty Hiring and Retention system aimed at extending diversity and
emphasizing Inclusive Excellence. Organized a web-based Faculty Excellence
Showcase to highlight faculty achievements.
Reorganized Teaching and Learning Center to increase faculty development and success
with on-line teaching. Established year-round Faculty Institute on On-Line Teaching,
including a certification program.
Provided leadership in the adoption of University Learning Outcomes; initiating a
comprehensive review of the general education program that emphasizes the
university learning goals, interdisciplinary and applied learning, assessment of student
outcomes, and integration with the major.
Restructured Enrollment Management operation for greater effectiveness and efficiency,
including establishing school-based Student Success Centers and a One-Stop
Student Resource Center, and the adoption of data systems that improve
communication with students and support their matriculation, retention, and
graduation. Improved enrollment patterns, while decreasing student deregistration
and stop-outs. Increased partnerships with community colleges and strengthened ties
to K-12 system.
Significant increase of grant and contract support to enhance the academic mission.
Oversaw construction of science building, nursing and new engineering facilities, and
other instructional and research facilities; expanded smart classrooms and
established technology refresh cycle for the campus. Initiated update of campus space
utilization plan to assure efficient use of resources.

Senior Research Fellow, National Center for Substance Abuse and Child Welfare/ Children and
Family Futures, Irvine CA, 2004 2005

Conducted state policy research aimed at preventing substance-exposed births, improving the
outcomes for children who were prenatally-exposed to drugs and other substances, and
supporting family well-being. Examined the policies, practices, and exemplary models within 50
states, and federal and state funding mechanisms, and early childhood intervention strategies.


System-wide Provost and Vice President for Academic Affairs, Alliant International University
(a not-for-profit), San Francisco, CA, 2001 2003

Provided leadership in the building of an infrastructure and the establishment of a new system-
wide, multi-campus Academic Affairs Division stemming from the acquisition of a
comprehensive doctoral-granting university. Led successful efforts to attain single institutional
accreditation out of five separately operating and accredited institutions. This independent not-
for-profit university consisted of five schools across seven locations in California, with campuses
in Mexico City and Nairobi, Kenya. Established new programs in Japan and exchange programs
in other parts of Asia. Implemented system-wide school-based management structure with 180
core faculty in over 30 undergraduate, post baccalaureate and graduate programs serving 4000
students. Developed an Institutional Framework for Excellence Initiative focused on academic
program quality, faculty development and support, multicultural and international education,
student life and achievement, and organizational effectiveness and efficiency. Developed resource
allocation model and common operational plan for the newly organized system. Oversaw the
development of academic policies and procedures to support the building of an integrated
infrastructure that emerged from five autonomous educational systems. Implemented academic
review of all programs; revised faculty development policies aimed at increasing resources across
all programs; worked with the Faculty Senate in developing handbook that reflected the new
institutional configuration.

Dean, College of Human Development and Community Service, California State University,
Fullerton, 1996 - 2001

Responsible for the management of the third largest college on the campus with 169 full-time
equivalent faculty, 35 staff, and 9 departments enrolling more than 3200 full-time equivalent
students in six graduate, five undergraduate, and seven state-approved teaching credential
programs, and a ROTC minor. Housed the Center for Collaboration for Children, and the Center
for Successful Aging. Gained approval for a School of Education within the newly designed
college structure. Developed college-wide enrollment management program and improved
transferability from community colleges. Increased FTES 43% and faculty baseline positions 37%,
with a significant improvement in faculty diversity (38% of new faculty hires). Gained approval
of new faculty personnel guidelines for all programs. Established college budget, department,
and faculty database systems; upgraded existing technology labs and established new nursing
and teacher education computer labs and human movement lab; gained approval for two new
degree programs, and reinvigorated the nursing program with an emphasis on industry
partnerships; developed and implemented space plan for college. Developed partnership with
Orange County public agencies and a community college to increase educational preparation of
300 county employees. Piloted year round academic operations; conducted a quality assurance
and commencement survey of students leading to undergraduate advisement center and a one-
stop teacher education admissions and credential center. Significantly increased college
scholarship fund.

University, Fullerton, 1994 - 1996

Member of the VPAAs Cabinet and Council of Deans. Worked with the Associate Vice Presidents
in designing and implementing a Department Chair Support Program, Faculty Recognition and
Faculty Development Programs. Organized Outstanding Professor Lecture program and
provided oversight for the Black Ombudsman Program; member of the Instructional Technology
Committee. Prepared special reports on: enrollment management, improving academic support
resources, student attitudes and experiences, and space utilization.
