Energy
Republican governors have been outspoken in their support
of an all of the above energy strategy. They understand the
need to embrace every form of domestic energy including
fossil fuels, nuclear and renewables. This session will explore
how the Republican governors all of the above strategy can
help lead America to an energy renaissance. How can
Republican governors continue to shift the national debate on
a comprehensive energy strategy?

Healthcare
On June 28, the United States Supreme Court ruled on
constitutional challenges to the Affordable Care Act (ACA),
upholding most of the law but affirming greater autonomy for
the states. Republican governors are now tasked with making

critical policy decisions without vital information or proper
guidance from the Obama Administration. Health Insurance
Exchange implementation deadlines are quickly approaching
and the Medicaid Expansion provision of ACA looms over
states decision makers. Despite prodding from state leaders,
including Republican governors, the Obama Administration is
refusing to clarify rules and regulations. This panel will
provide insights into state implementation activities and talk
about how those activities are impacting the private
healthcare industry.

How does the Administrations failure to issue detailed
regulations and written guidance impact Republican
governors ability to evaluate state-specific healthcare
options? How does the lack of clarity from the
Administration impact the healthcare industrys ability to
make sound business decision? How can governors work
with the healthcare industry to help create a more effective
and efficient regulatory environment?

Public/Private Partnerships
Republican governors have consistently encouraged the
development of innovative public-private partnerships
(P3s). These innovative partnerships between government
and the private sector allow for state and local governments
to provide efficient and cost-effective services to
citizens. How can Republican governors continue to find new
ways to implement these creative partnerships?

Workforce Development
Republican governors understand the critical role that
workforce development plays in strengthening our nations
economy. These state executives are on the front lines
developing innovative policies that allow their states to
effectively recruit, train, and market highly skilled workers. In
order to have a healthy and prosperous economy, it is
critically important to align state education and workforce
programs with the needs of employers. This panel will
provide insight into workforce policies championed by
Republican governors that promote job creation in the
private sector and prepare workers to be competitive in a
global economy.

How can states cultivate world-class workers with the
necessary training and skills to meet the needs of employers?
How can governors partner with the private sector to operate
their workforce programs at the speed of business rather
than the speed of government?

To ensure that RGA funds are reserved to assist our gubernatorial candidates, a conference fee of
$450.00 will be assessed per attendee to defray the costs of the 2012 Annual Conference. Please
note that the conference fee is in addition to RGA annual membership dues. All conference fees
and membership dues must be paid in full by Friday, November 9.
**RGA Statesmen are not required to pay conference fees for the 2012 RGA Annual
Conference.

TRAVEL INFORMATION
McCarran International Airport (LAS) serves all major airlines. The airport is located
approximately 15 minutes from the Encore. Sedan service can be arranged through the hotel or
taxi service is readily available outside of baggage claim.
