Dyukovmadesuretohighlightthatthismovetosell
oilforeurosinsteadofdollarswassimplyGazpromdoing
whatwasnecessarytoprotectthecompanyfrompotential
U.S.sanctions.ItwasnotapolicysetbyRussianPresident
VladimirPutin.
Regardless,thislatesteortbyGazprommaymarka
seeminglyslightbutsignicant changeinMoscowsrecent
assaultontheU.S.dollarsreservecurrencystatus.
Earlierthismonth,AndreiKostin,presidentand
chairmanofthepowerfulRussianv1nBank,saidthat
muchofRussiasoilindustrywasreadytoswitchfrom
thedollartotheRussianrubleaspaymentforexports.He

Yettheseanalystsalsooverestimatethestrengthof
America.TeyarguethatallU.S.PresidentBarackObama
wouldhavetodoiscallSaudiArabiaupandhaveitstart
pumpingoutmoreoilandtherublewouldcollapse.Tis
viewisbasedonoutdatedreasoning.First,Americas
relationshipwithSaudiArabiaisinserioustrouble,with
variousmembersoftheSaudiroyalinnercircleexplicitly
showingdisgustwithU.S.foreignpolicyandoutright
angeroverAmericasembraceofIran.Second,itisun-
clearhowmuchexcessoilcapacitytheSaudishaveattheir

transactionsofwhichtheoiltradeisonecomponent,if
notthebiggest.
Tefactthatsomanynationsusedollarstosettletrade
contractshasenabledtheU.S.torunupmassivedebts,and
allowedtheFederalReservetoprinttrillionsofdollarsto
keeptheU.S.economyfromcollapsingduringandsub-
sequenttothe:oo8economicmeltdown.Withoutsuch
status,thedollarsvaluewouldhaveplummetedprecipi-
tously.Withoutthisstatus,interestrateswouldbesky
high.AmericaseconomywouldbemuchsmallerandU.S.

near-termglobalreservecurrencyholder.
WhataboutEurope:WouldEurope,withitscumulative
economysurpassingtheU.S.,everwanttoholdthepremier
worldreservecurrency:
ConsiderhowRussiasactionsinUkrainehaveimpacted
bothEastandWestEurope.WhileEasternEuropean
countriesareclamoringfortheWesttoconfrontRussia,
EuropesrealpowerbrokersinGermanyandFranceare
muchmoresubdued.
Why:
WithRussiadiversifyingitsoilandgasexportstoChi-
na,EuropeknowsthatRussiawillsoonbeabletoturno
thegastaptoEuropeforextendedperiodsoftime.Tisis
justthewayoflifeintheEast,soitsusedtoit;butWestern
Europeisonlynowcomingtotermswithit.
IsitanywonderthatallthreeofGermanysmostrecent
chancellors,GerhardSchrder,HelmutKohlandHelmut
Schmidt,haveeachpubliclyvoicedsupportforRussias
actionsinCrimea:EachblamedEuropeandtheWestfor
incitingRussia,andpreferthattherestofEuropecutadeal
withtheKremlin.
TeyappreciatethestickRussiaholds.
Europealsoappreciatesthecarrot.Europeaninterests
havebeenworkingforyearstointernationalizetheeuro
andexpanditsreservecurrencystatus.However,theeuros
shareofglobalreservesdroppedsharplyafertheGreece
crisiseventhoughithasnowrecoveredforthreeconsecu-
tivequarters.
IfevenaportionofRussiasoiltransactionswerecon-
sistentlypricedineuros,itwouldbeamassiveboosttothe
euroatthedollarsexpense.
Russiaappearstobedanglingreservecurrencystatusin
frontoftheEuropeannancialpowers.WillFrankfurtand
BrusselsmakeadealwithPutin:TeBiblesaystheywill,
sodontexpectahugeresponsebyEuropetoconfrontPu-
tin.Instead,expectRussiaandGermanytoworkouttheir
dierenceswhiledividingupEuropeintheprocess.
