PART I.

WHAT IS THE BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM?

1.1 Description:
The Barangay Governance Performance Management System is an assessment tool that
measures the barangays delivery of services and accomplishments in relation to their
functions as mandated in the 1991 Local Government Code (RA 7160) and other related
issuances.
1.2 Legal Bases of BGPMS:
1.2.1 The 1987 Philippine Constitution in Article X, Section 3, mandates that Congress
shall enact a Local Government Code which shall provide a more responsive and
accountable local government structure instituted through a system of
decentralization with effective mechanisms of recall, initiative, and referendum,
allocate among the different Local Government Units their powers,
responsibilities, and resources, and provide for the qualifications, elections,
appointment and removal, term, salaries, powers and functions and duties of local
officials and all other matters relating to the organization and operation of the
local units.
1.2.2 The 1991 Local Government Code, Section 3 (h), mandates that there shall be a
continuing mechanism to enhance local autonomy not only by legislative acts but
also by administrative and organizational reforms; likewise, Section 3 (m) further
mandates that the national government shall ensure that decentralization
contributes to the continuing improvement of the performance of local
government units and the quality of community life.
1.2.3 The 1991 Local Government Code provides the legal framework for local governance
under Sections 16 & 17. It defines the roles and responsibilities of local authorities
that require the development of management tools and approaches to assess the
efficiency of the processes and the quality of public service towards efficient and
effective governance.
1.2.4 Republic Act No. 6975, mandates the DILG as the central agency that assists the
President in the exercise of general supervision over local governments, as such,
promote local autonomy and community empowerment.
PART II. WHY MEASURE BARANGAY GOVERNANCE PERFORMANCE?

To determine and assess their level of compliance to the Code and other laws,
especially in the identified service areas through the BGPMS scoring and rating
system; and

To improve the quality of policies and programs based on the problems identified
and defined by/per service area.

2.1 Scope and Focus


The BGPMS shall focus on the following priority performance areas: (1)
Governance; (2) Administration; (3) Social Services; (4) Economic Development; and
(5) Environmental Management.
These performance areas are further subdivided into several service areas as
shown below.

2.2 Benefits of Barangay Governance Performance Management System


The formulation of BGPMS aims to promote policy and program reforms at the
barangay level. The five areas of concern to be measured are reflective of the
present level of governance they are providing. Eventually, BGPMS is a
developmental program with the following foreseen benefits both at the national
and barangay levels.
A. For National Government/Policymakers
Serve as basis in formulating policy that would rationalize assistance to
barangays.

B. City/Municipal Government
Be apprised of the present state or level of performance of its component
barangays and thus be guided in the formulation of integrated policies, plans
and programs that would lead to the barangays efficient delivery of basic
services and effective discharge of its functions and responsibilities; and
Be provided with vital data/inputs in the accomplishments of the data
requirements of their own LGPMS.
C. Barangay Level
Become aware of the state or level of performance viz-a viz the following:
benchmark information/data generated necessary for the preparation of
plans and budget as well as crucial in the assessment of their skills and
training needs; and
identified presence or absence of services and facilities which serve as guide
in enhancing the delivery of services to their constituents
Promote transparency and accountability in barangay governance through
compliance to laws and other issuances.

1. Governance
Good governance as defined in the Local Government Code of 1991 is the process by which
communities address their own needs, problems and priorities through responsive and accountable
local governments. Its component Service Areas are: Local Legislation; Transparency; and Citizens
Participation.

1.1.1 Formulated Sangguniang Barangay Internal Rules of Procedure (IRP)
Section 50, Local Government Code of 1991 (RA 7160)
The Internal Rules of Procedure (IRP) is a set of procedural rules adopted by
the sangguniang barangay to serve as guide in the proper and orderly conduct
of sanggunian sessions and official business transactions. IRP must be adopted
within 90 days from its first regular session following a barangay election, or
updated in case of existing IRP.
The IRP guides the barangay officials on how to conduct sessions and how the
sanggunian members should conduct themselves during meetings and sessions.
It clarifies the duties and responsibilities of the sanggunian members and the
manner by which they shall conduct themselves during meetings and sessions.
A copy each for the sangguniang barangay members, the barangay secretary,
and 1-3 copies for the Office of the Sangguniang Barangay.

Section 52 of the Local Government Code of 1991 (RA 7160) mandates the
sangguniang barangay to hold a minimum of two regular sessions every month.
The day, time, and venue of regular sangguniang barangay sessions are fixed by
the sanggunian concerned on the first day of its session immediately following
the election of its members.
Holding regular sangguniang barangay sessions is very important because it is
the proper venue for discussing matters, issues and concerns affecting the
community and the future course of its development. It is an excellent
opportunity for the sanggunian to take relevant measures for barangay
development and uplift the living condition of its constituents.
Minutes of all regular sangguniang barangay sessions prepared, organized and
maintained for safekeeping at the barangay hall by the barangay secretary.
These records should be readily available and accessible to the community
residents upon request for justifiable reasons.

Enacting ordinances is among the principal duties, powers and functions of the
sangguniang barangay with the end view of facilitating the discharge of its
responsibilities, as well as, the promotion of the general welfare of barangay
residents. Barangay ordinances may range from one of general application to
those intended for specific purposes, like tax and revenue ordinances.
RA 7160 carries specific provisions on the conduct of public hearings,
particularly in connection with the enactment or approval of tax ordinances
and revenue measures.
Ordinances spell out the specific functions or actions of the punong barangay
and other barangay officials in connection with the proper discharge of their
duties and responsibilities. Likewise, ordinances set the scope and the limits
of implementation as well as compliance structure by community residents.
Allows constituents to take part in the process of crafting tax or revenue
measures affecting them; also, informs the public of the salient features of the
proposed measures, how the same would impact upon them, and enables
residents to voice out their opinions and concerns about the subject legislative
measures.
Ordinances compiled and maintained by the barangay secretary at the
barangay hall, which are readily available and accessible to barangay residents
upon their request for justifiable purpose.
Official records of proceedings of what transpired during the public hearings
held, prepared and maintained by the barangay secretary at the barangay hall,
not only for safekeeping but for public scrutiny whenever the situation would
call for it.

and welfare of its inhabitants.
b. Executive Summary contains significant results of operations.
c. Brief Description provides information on the socio-economic and
demographic profile; political and peace and order; general and sectoral
development objectives and other related information.
d. Organization and Management identifies the committees and/or offices and
personnel, including duties and responsibilities. For each committee and/or
office, the report of accomplishments shall be focused on the delivery of
basic services and facilities.
e. Budget Performance and Financial Statements report on the results of the
budgetary and financial transactions for the preceding year.
f. Plans, Programs and Accomplishments describe in narrative and pictorial
manner the major plans and programs and its accomplishments during the
year under review. Presentation is performance-oriented indicating the
types of services delivered and projects undertaken in the social or
economic fields.
g. Local Legislation contains the report of the sanggunian in the exercise of
its legislative powers such as budget approval, concurrence with the
appointments made by the punong barangay, passage of significant
ordinances and resolutions.
Plans and Programs for the Ensuing Year describe the visions, directions, plans
and budgetary thrust of the barangay for the coming year.

2. Administration
The administrative function as used in this manual refers to the related services and activities performed

Sec. 106 of RA 7160 calls upon each local government unit, including the
barangay, to come up with a comprehensive development plan to be initiated
by its development council. Its main function is to assist the sanggunian in
setting the direction of economic and social development, and to coordinate
development efforts within its territorial jurisdiction.
The barangay development council (BDC) shall consist of all members of the
sangguniang barangay, representatives of NGOs operating in the barangay, and
shall constitute not less than of the members of the fully organized BDC, and
a representative of the congressman [Sec. 107 (a) (1), (2), (3)].
More specifically, the BDC shall exercise such functions as mobilizing peoples
participation in development efforts, preparation of barangay development
plans based on local requirements, monitoring and evaluation of the
implementation of national or local programs and projects, and other functions
as provided by law or competent authority [Sec. 109 (b) (1), (2), (3), (4)].
The BDC shall meet at least once every six months or as often as may be
necessary (Sec. 110).
The BDC is also mandated to create an executive committee to represent and
act in its behalf when it is not in session. [Sec. 111 (a)]. The BDCs executive
committee members include the punong barangay as chairman, a
representative of the sangguniang barangay chosen from among its members,
and a representative of NGOs that are represented in the council, as members.

Importance

The powers and functions of the BDCs executive committee are to: (1) ensure
that the decision of the BDC are faithfully carried out and implemented; (2)
act on matters requiring immediate attention or action by the council; (3)

4.2 Scoring and Its Application


The BGPMS scoring is patterned after the scaling system of the LGPMS. Except that, the BGPMS
Data Capture Form has several sub-indicators in each service areas.
The purpose of this scoring system is to determine and assess the level of compliance of the
barangay in the identified service areas through the BGPMS scoring and rating system in order to
improve the quality of programs and policies; and to identify and define problems by area and
determine the corrective measures to be installed by area.
The 1st Part of the Data Capture Form (DCF) refers to the general information on the barangay
which includes information on the political, physical, fiscal, demographic, health, and among
others of the barangay. While the 2 nd Part of the DCF are the formal questions that will be used in
assessing the performance of the barangay. It has five (5) parts, each representing the Performance
Area. The DCF provides spaces for Point Score and Service Area Average or Index. (Attachment
A DCF)
The Scaling System Guide uses the 1 5 point method. This means that one (1) is given to an
indicator where the NO box is checked, while 5 (five) is given to all indicators that answered or
checked the YES box.
The data on the DCF is transferred to the Score Sheet which is the summary of ratings on different
Service Areas under the Performance Areas. (Attachment B)
Each indicator of the performance area has a corresponding scale (Attachment C - BGPMS Scaling
Table). The corresponding scale is the equivalent Point Score. For those indicators that have sub
indicators, get the total score point and divide it by the total number of sub indicators. The sum is
the Point Score of the Indicator.
The Service Area Index is the average of the Service Area, computed by adding the point scores of
its indicators divided by the total number of indicators.

5.1. Creation of BGPMS Barangay Assessment Team
The Punong Barangay thru an Executive Order or the Sangguniang Barangay thru a
Resolution shall create the BGPMS Barangay Assessment Team with the following composition and
functions:

B. Functions:
Coordinate closely with the DILG City/Municipality Office on project
implementation;
Gather data using the data capture form (DCF);
Assign point score using the BGPMS Scaling System;
Analyze the assessment result;
Prepare and present the State of Barangay Governance Report (SBGR) to the
Sangguniang Barangay and the Barangay Development Council (BDC); and
Furnish one (1) copy of SBGR to the respective DILG City/Municipal Office and
City/Municipal Mayors.
5.2 Orientation of BGPMS Barangay Assessment Team
After the creation of the team, the DILG C/MLGOOs, in coordination with the concerned
City/Municipal Officials and other agencies, shall orient the members of their functions and
requisites of the project.
5.3 Data Gathering
The BGPMS Barangay Assessment Team shall undertake the data gathering every January of
the year. The period to be assessed shall be the immediate preceding year.
5.4 Data Processing and Analysis
Data processing and analysis shall focus on the following:
1. Level of performance by the barangay per area;
2. Identification of gaps and issues; and
3. Intervention/s to be undertaken.
5.5 Preparation of State of Barangay Governance Report (SBGR)
The BGPMS Barangay Assessment Team shall prepare the SBGR. This is a brief report that
includes the following:

5.6 Conduct of Exit Conference
An Exit Conference with the members of the Sangguniang Barangay, Barangay Development
Council and the City/Municipal Planning Development Council or their representative shall be

conducted by the team to present the SBGR and to discuss the gaps, priority concerns,
interventions to address identified issues and problems.

5.7 Frequency of and BGPMS Calendar of Activities

VI. ROLES OF DILG OFFICES AND LOCAL GOVERNMENT UNITS


6.1 Department of the Interior and Local Government (DILG)
6.1.1

The DILG Central Office

Oversee the nationwide implementation of BGPMS;


Provide policy direction and guidelines for its implementation;
Provide technical assistance to and coordinate with the DILG Regional Offices in
the implementation of the project;
Monitor project implementation and submit reports to SILG thru USLG; and
Conduct periodic evaluation.

6.1.2 The DILG Regional Office

Oversee region-wide project implementation;


Coordinate closely with DILG Central Office on policy matters;
Conduct region-wide orientation workshops;
Provide technical assistance to DILG City/Municipal Office;
Monitor project implementation;
Maintain accomplished BGPMS Monitoring Forms 1, 2 & 3; and
Assist in the conduct of the periodic evaluation.

6.1.3 The DILG Provincial Office

Oversee the province-wide project implementation;


Coordinate with the DILG Regional Office on project operationalization;
Conduct province-wide orientation workshops;
Provide technical assistance to DILG City/Municipal Office on project
implementation;
Conduct monitoring and evaluation;
Submit BGPMS Monitoring Form 2 to DILG Regional Office;
Maintain BGPMS Monitoring Forms 1 and 2; and
Perform such other functions as maybe directed by the DILG Regional Office.

6.1.4 The DILG City/Municipal Office

Oversee the city/municipal-wide project implementation;


Coordinate closely with the DILG Provincial Office on project implementation;
Conduct orientations/trainings and provide technical assistance to the Barangay
Assessment Team;
Monitor project implementation in all barangays;
Ensure timely submission of the State of Barangay Governance Report (SBGR) by
the BGPMS Barangay Assessment Team;
Submit BGPMS Monitoring Form 1 to DILG Provincial Office;
Maintain BGPMS Monitoring Form 1 and SBGR; and
Create, when necessary, a secretariat that will assist in the accomplishment of
Monitoring Form 1;

6.2 Local Government Units


6.2.1 The Provincial Government

May provide technical and logistical support to their component barangays.

6.2.2 City/Municipal Government

Pursuant to its mandate of supervision over component barangays and


considering that the SBGR are vital inputs in their State of Local Governance
Reports (SLGR) and/or Development Plans, shall ensure the smooth
implementation of BGPMS, and extend logistical support, when necessary.

VII. MONITORING AND EVALUATION


7.1 Monitoring Forms and Reports
7.1.1 Form 1 to be accomplished by the DILG City/Municipal Offices; Form 2 by the DILG
Provincial Office; Form 3 by the Regional Office; and Form 4 by NBOO.

Project Evaluation
The NBOO, in coordination with the Regional Offices, shall evaluate the
implementation of BGPMS every three (3) years, including the enhancement of the indicators,
as needed.
