Annual Board Meetng-Your help is needed!
A
nother fiscal year is coming to an end and
that means its time for the Annual Meeting
for Chesterfield Village Homeowners Associ-
ation. This meeting will take place at on
Monday, October 6, 2014 at 7 p.m. in the Clubhouse.

Topics for the meeting are:
Summary of the Year
Proposed budget for 2015 and dues discussion
Nominations of new Board members to replace
any outgoing positions

All neighbors are invited to attend.

The following Board Members will not be serving an-
other term:

Melissa Wittmer (5 years on the Board, Current
President)
Lorna Hammock (3 years on the Board, Current
Vice President)
Rick Petitt (2 years on the Board, Current Pool
Manager)
Charles Hyde (2 years on the Board, Current Ar-
chitectural Control Manager)
Jennifer Choi (3 years on the Board, Current
Treasurer)

The following Board Members are willing to remain on
the Board for another term:

Jackie Campbell (2 years on the Board, Current
Secretary)
Edd Liniger (6 years on the Board, Current Neigh-
borhood Watch Manager)
Terry Ebbrecht (2 years on the Board, Current
Clubhouse Manager)

These Board Members have invested a lot of their
time as volunteers for the neighborhood. All residents
of the neighborhood should consider service on the
Board. Past experience is not necessary. We need
your help to keep things running smoothly! We need
nominations for Board members.

What happens if outgoing positions are left un-
filled?
The HOA must be managed by a board. We are re-
quired to by the covenants. However, it is increasingly
difficult to get positions covered when Board members
retire or resign. One option is to hire a Property Man-
agement company in Springfield to manage the HOA
for us. This is costly, but it is an option. HOAs who
use this option do still have a Board of Directors from
the neighborhood who report to and work with the
management company.


How long do Board members serve?
The CVHOA covenants and bylaws are vague regard-
ing term limits for Board positions. President Melissa
Wittmer sought advice from the attorney who repre-
sents the Association. Randy Reichard of Lowther
Johnson stated that while the covenants state that
terms are 1-year, there are no limits on how many
consecutive or total terms members can serve on the
Board. Its an unwritten rule that new members re-
main in their position for a minimum of 2 years.

Board members must be re-elected every year at the
annual meeting to continue to serve.

Mailboxes
Recently, several mail-
boxes were broken dur-
ing overnight acts of
vandalism. Please con-
tact Edd Liniger at 887-
1375 to see if the HOA
has any more mailboxes
in storage. The supply
is down to a few. When
we exhaust the supply, new mailboxes
can be directly purchased from

great deal! Mailboxes must match! If or-

Neighborhood
Watch Training
Please plan to attend one neighborhood
watch training so that CV can qualify for
the new neighborhood watch program.
Training dates are posted on the Spring-
field Police Departments website
(www.springfieldmo.gov/spd, click on the
link for Training Opportunities). Resi-
dents can sign up online, or can call
417.874.2113 to register. Training is lim-
ited to 40 participants. Turn in completed
training certificates to Edd Liniger. We
only need to train 11 more households
to qualify!!!

Chairs Missing
The clubhouse is missing
a table and many chairs.
These were removed by
somebody who had ac-
cess to the clubhouse.
The only way for resi-
dents to enter the club-
house is via key fob or by
key when renting.

The tennis courts have some large cracks and some settling. The courts will be completely resurfaced by Gerald Perry
Tennis Courts Company in late September. The cost to resurface the courts is about $12,000.00. The cracks have
been filled every other year, but continue to open up. The courts were last resurfaced about twelve years ago.

The pool deck also needs repair. The Board is examining bids to repair cracks, remove and repour pool coping, restain
and seal the pool deck. Bids for this repair work are averaging $18,000.00. Once a bid is approved, work will begin in
the fall. The pool also requires a new coat of paint.
Tennis Court and Pool Repairs

P
art of the attraction of Chesterfield Village is its aesthetic qualities, and it is therefore
incumbent on each homeowner to maintain his or her property. Fall is a great time for a
little sprucing up! Pick up leaves and prune trees and shrubs. Remember to prune tree
branches that overhang the sidewalks. Fall is the best time to repair a damaged lawn.
Remove weeds, aerate the soil, sow grass seed and fertilize for future growth and weed preven-
tion.



W
hen walking your dog, remember that cleanup is mandatory! Please be kind to your neigh-
bors and keep our lawns and sidewalks beautiful by picking up your dogs waste. Always
carry a plastic bag when going on walks with your dog. Also, remember to always have
your pet on a leash.



H
alloween is a big event in the neighborhood. Many people travel to our
neighborhood for trick-or-treating because we have the best sidewalks and
lighting. Not to mention, we have the best residents who pass out tons of
candy! Please be very careful and watch for trick-or-treaters on Friday, Oc-
tober 31. Be safe!
Time for Fall Cleanup!
The neighborhood sidewalks are currently being replaced or repaired
by the City.

If residents have complaints or questions about the Citys work or
process, call Joe at 830-6631.

If your sprinkler system is cut or damaged during the repair, please
call Don at 224-4104 to set up the repair.
Sidewalk Repairs Update

We are looking for a new Architectural Control
Manager. If you have someone to nominate, or if
you are interested, please attend the annual
Board meeting on October 6.

A copy of the covenants and bylaws are posted

Legal action is taken for those who refuse to
comply with documented covenant violations.

Article 8, Section 9 Landscaping and Lawns (b) By Owner

Each owner within Chesterfield Village shall keep all shrubs, trees, grass and plants, including the area located be-
tween the boundary line of his property and the street on which the property abuts, neatly trimmed, properly cultivat-
ed and free of trash, weeds and other unsightly material. In the event that any Owner fails to maintain his lawn, land-
scaping or plants as provided herein, the Association, or its agents, may enter upon said Lot and may do so, and the
Owner shall reimburse the Association for its costs, upon demand.


Rent the clubhouse for your next event!

As a member of the Chesterfield Village Homeowners Asso-
ciation, rental of the clubhouse is easily accessible for your
private parties or family gatherings. For more information or
to make a reservation, please call Terry Ebbrecht at 510-207

Rental rates are $50 with a refundable security deposit of
$50.

Chesterfield Village uses Allied Waste
Company for weekly trash pick-up. If you are
new to the neighborhood, call Allied Waste at
(417) 865-1717 and tell them you are a CV
resident.
Trash pickup is every Monday. Recycling is
every other Monday. Residents can call to
request a free large bin for recycling. Yard
waste pickup is not included.
