In order to facilitate the management, Applicants are asked to divide the joint Action into maximum 5 thematically diversified components, Groups of Activities. A Group of Activities (GAs) is interlinked thematically in the project. Groups of activities should be broken down into activities, in order to make them sufficiently simple to be organized and easy to manage, but please make sure that you do not get into too much detail: the breakdown should stop as soon as the planner has sufficient detail to estimate the time and resources required, and the person responsible for actually doing the work has sufficient instructions on what has to be done. Make sure that you do not omit essential activities and/or tasks, like project management and communication/publicity activities. The description under GAs must be as precise as possible to deliver a clear picture of the planned activities and their outputs and results, to allow for proper assessment of the relevance and necessity of the Action, as well as its cost-effectiveness and cross- border impact. The first GA must always contain information about the overall project management, coordination and communication (internal and external communication) in the context of the action, while a separate GA should deal with the visibility actions related to the action. The reference terms regarding the equipments and the contract for provision of services will be established. The acquisition procedure will be determined by taking into account the foundations annual acquisition plan. The planned acquisitions will be completed on the basis of the purchase agreements or the contracts for provision of services, depending on the periods when the events will take place (during all period of the project till month 14). During month 5, the seminar will be held in Chiinu, with the participation of social inclusion specialists coming from both sides of the border. The young winners of the contest will be contacted; the process of organising and performing the training will follow (establishing the location, ensuring the attendance of the selected young participants, elaborating the agenda, the content, the materials, methods and resources considered to be necessary for the training); The activity will encourage interknowledge, communication and dialogue between youth and professionals, who will be considered as key personalities for the implementation of the mini-projects. The project will be implemented by means of the general method of LFM (logical framework matrix), and will be complying with the project management stages: initiation, planning, implementation, assessment. The implementation methodology of each activity includes monitoring, assessment and control. The general method of project management provides a good connection between the project manager and the project team members. It also allows a good coordination and implementation of the project, in accordance with the proposed time schedule. Specific methods to each activity. The methods used for the organisation of the activities dedicated to the professionals belong to the field of adult education. The transfer of know-how and the cross-border seminar offer the opportunity of interknowledge, mutual transfer of information and expertise, exchange of opinions and experience and reciprocal learning. The scheduled activities for young people are based on methods of counselling and informal education, in order to ensure active learning from actual reality, and, at the same time, to be attractive and motivating. The forum will combine presentation with interactive debate; dialogue and interknowledge will be encouraged. The workshops and the training activities for the mini- project leaders will include methods of active learning (direct training, debate, brainstorming, role- playing, communication, cooperation, negotiation and decision-making games, practical exercises, and so on) At the same time, the contest and the camp are valuable methods belonging to the field of informal education. The mini-projects represent an excellent method of experience-based learning, which introduces young people to project management. We chose those methods that stimulate the active participation of the target groups and their involvement in the process of acquiring new information, training new behaviours and attitudes and developing the desired abilities. The duration of 14 months was established by taking into account the necessary time for achieving the projects objectives. It also takes into consideration the necessary time for preparing and developing each activity under proper conditions and with the expected results. The activities of the project are intercorrelated and interdependent, and this is why there is need for a good synchronisation of the allocated time for their organisation. b) where the action is the prolongation of a previous action, explain how the action is intended to build on the results of this previous action. Give the main conclusions and recommendations of evaluations that might have been carried out; As we mentioned in the concept note, COTE Foundation and CSSCF have not worked together before on a project for cross-boundary cooperation in the field of social inclusion. However, the partnership created through this project gives the two organisations the possibility to valorise their experience and expertise in the field of social and professional integration of vulnerable children and youth. The development of life abilities represents a major component in the services carried out by COTE Foundation in Romania, during over 15 years of activity, as well as in the services carried provided by CSSCF in Moldova. Through this project, the applicant and its partner will extend the area of intervention to the cross-border region, and create activities adapted to the needs of the disadvantaged young people - who would develop their personality, talents, mental, social and physical abilities -, preparing them for life and helping them become more motivated and capable of getting involved in society. Through this project, the know-how of model of participation in the community life (by stimulating the involvement of disadvantaged youth in the creation of mini-projects, experimented with success by COTE Foundation in previous projects) will be transfered towards the partner, and will be reapplied in the cross-border area. The internal evaluation activity will be structured on the following directions: evaluation of the performance/quality of the activities developed within the project; evaluation of the impact of the model of youth involvement in community life; evaluation of the members of the project implementation team. The performance/quality of the activities developed within the project will be evaluated through: structured and unstructured assessment forms filled in by the participants; monitoring the website traffic. The impact of the model of youth involvement in community life will be evaluated through: feedback forms filled in by young people and collaborators; unstructured assessments of the people the mini-project implementation had an impact on; the analysis and evaluation of the website users comments. The members of the project implementation team will be evaluated through: planned and unplanned supervising visits of the project manager and the partners project coordinator, respectively; activity and event reports elaborated by the members of the project team. The external evaluation method for the project - auditing. e) the role and participation in the action of the various actors and stakeholders (partner(s), target groups, local authorities, etc.), and the reasons for which their roles for the project; The applicant ensures the project management (the efficient coordination of the activities, the compliance with the calendar, the achievement of the established objectives and indicators). The partner has an essential role in the development and coordination of the projects activities. The project team will include members from both institutions, and they will ensure the common organisation and development of the scheduled activities, on both sides of the border. The project has a common budget, which is shared by the two partners, in accordance with the activities established to be organised by each institution. The 10% co-financing is ensured both by the applicant and the partner, which proves the commitment of both organisations. The partner from the Republic of Moldova brings his expertise in the field of social inclusion of disadvantaged children and youth. This is why his role is essential for the project implementation. The partner: supports the implementation of the project in view of achieving the specific objectives; ensures the coordination of the activities to be developed in the Republic of Moldova; organises the activities to be held in the Republic of Moldova (project launching and closing conferences, transfer of know how, cross border seminar, training activities for the mini- projects leaders); gets involved in the organisation and development of the activities to be held in Romania (cross-border forum, cross-border camp); gets involved in the website design strategy; contributes to the dynamics and enrichment of the website content; informs, promotes and disseminates the project to the factors of interest in the Republic of Moldova; identifies and selects the collaborators among the relevant institutions and NGOs from its side of the border; contributes to the organisation of the mini-projects contest and to the selection of the mini- projects and leaders; Page 18 of 57 2011 Page 19 of 57 Grant Application Form for Priority 3 People to people cooperation takes part in the training of the mini-projects leaders; coordinates, supports and guides the activity of the mini-projects implementation in the Republic of Moldova; takes part in the projects work meetings; participates in the projects evaluation process and provides the necessary documents for the reporting activities. The target group: The 26 professionals (social workers, specialised educators, professors, pedagogues, psychologists coming from NGOs, schools and institutions from the two countries) are both beneficiaries and active actors for the establishment of contacts and exchange of experience. They promote the results of the projects and the models of good practice in their community, determining changes in the approach of vulnerable youth and social inclusion methods. At the same time, they play an important part in raising awareness about the importance of cross- border cooperation and ensure the replication potential of the project. The 60 young people from Iai, belonging to disadvantaged groups (institutionalised, coming from underprivileged families, with parents abroad, etc.), have an essential contribution to the development of a proactive and participative culture among the disadvantaged youth. They are challenged to become authors and actors of change in the community they live in, being this way encouraged to stay within their boundaries and actively contribute to progress and social inclusion. They are actively participating in the project by the feedback they provide to the website, the initiation and implementation of the mini-projects and the dissemination of the projects results among other youth from the community. The institutions and organisations that will sign collaboration agreements in the project play an important part in the dissemination of project information among the target groups. Partner: 1 photo-camera, 1 laptop, 1 video projector, services for launching and closing conferences , Cross-border seminar and Training for young leaders. h) the attitudes of all stakeholders towards the action in general and the project activities in particular As we mentioned in concept note, time and again, young beneficiaries recounted how the experience, the knowledge and abilities developed through the involvement in various activities organised by us have helped them in real life situations. An inquiry made in 2008 in the Republic of Moldova showed that only 16% of youth between ages 15- 24 were willing to participate in solving community problems, 33% were not willing to participate and 42% stated that they cannot participate, mainly because of lack of time or because they didnt know how to get involved. The vulnerable youth are reserved towards the classic education methods and show resistance to change. Even though they need continuous motivation and careful guidance, they are receptive to opportunities of interaction, of meeting other people and forming friendships, to opportunities of getting involved in new activities. Once they start feeling valued, they are willing to experiment, to prove their skills, to develop new abilities and are capable of enthusiasm, creativity and implication. During different debates and projects, we noticed that different social actors have similar difficulties in the process of education and social integration of vulnerable youth. A general opinion expressed by teachers and specialised personnel from child care institutions reports on focusing the youth on rights and less on responsibilities, on scarce independent life abilities. The public authorities and child protection institutions recognize the NGOs expertise in developing attractive programmes in the field of preparing the youth for life and society and state their availability for collaboration. The contacts and exchange of experience are encouraged by the professionals and by the institutions or organisations where they function, as a way of continuous professional development and implicitly, as an opportunity for development through partnership. In the public media, the youth are usually described with negative terms, situation that leads to marginalisation and discrimination. Applicants should not indicate a specific startup date for the implementation of the action but simply show "month 1", "month 2", etc. Applicants are recommended to base the estimated duration for each activity and total period on the most probable duration and not on the shortest possible duration by taking into consideration all relevant factors that may affect the implementation timetable. The activities stated in the action plan should correspond to the activities described in section 2.2.1. The implementing body shall be either the applicant or any of the partners, associates or subcontractors. Any months or interim periods without activities must be included in the action plan and count toward the calculation of the total estimated duration of the action. The action plan for the first 12 months of implementation should be sufficiently detailed to give an overview of the preparation and implementation of each activity. The action plan for each of the subsequent years may be more general and should only list the main activities foreseen for those years. The project complies with the criteria of cross-border cooperation, at all stages and under all aspects. The idea of the project was developed starting from a common problem affecting the cross-border area: deficient life abilities and reduced involvement of vulnerable youth in the community life. Through the implementation of this project we expect an improvement in the methods of life abilities forming and in the valorisation and stimulation of youth involvement in the community life. - A minimum of 15 institutions and NGOs from the cross-border area will be represented at the professionals seminar; - The vulnerable youth from the cross-border area will benefit from the model of the 60 active young people from the project; - At least 500 people from Iai county and Chiinu will be impacted by the mini-projects implemented by the vulnerable youth; - Professionals from institutions and NGOs activating in the field of education and social inclusion will promote models of good practice, initiate actions for the development of life abilities, will be able to replicate the activities model developed in the project and cultivate the established collaborations and partnerships; - The project website will ensure a national, cross-border and international impact; - The communities from the cross-border area will improve their perception on vulnerable youth. b) Describe a dissemination plan and the possibilities for replication and extension of the action outcomes (multiplier effects), clearly indicating any foreseen dissemination channel. All the means of communication/dissemination will be elaborated in conformity with the visual identity manual. The results will be disseminated throughout the entire duration of the project implementation, on both sides of the border. The dissemination activities dates are correlated with the activities development dates, as we mentioned in 2.21 Description of the action. The responsibility for the implementation of the dissemination plan belongs to the project manager, who will assign specific tasks to the project team members. The project results will be replicated through the future actions of the applicant and partner and also of the target groups that benefited from the project. The partnership and collaborations initiated in the project will be valorised and extended. The model of involving youth in the community life may be replicated by any interested organisation or institution. The project website will continue to be updated with information and resources. The 60 vulnerable young people will represent a model and a motivation source for the initiative and involvement of other youth. By putting professionals in contact with one another, the models of good practice and exchanged experience ensure the premises for the improvement of the methods and programmes destined to the development of life abilities and the stimulation of the active involvement of vulnerable youth in the community life. c) Provide a detailed risk analysis and contingency plan. In order to achieve the expected results, the following preconditions and hypotheses are considered necessary: Signing the funding agreement; Interest and availability of getting involved in the project from the part of the factors of interest; Motivation and availability of the vulnerable teenagers for participating at the mini-projects implementation during the whole period. Good diplomatic relationships between Romania and Republic of Moldova and a functional system of visa and border crossing e) Explain how sustainability will be secured after completion of the action. This income will cover the costs of the website administration. This leads to a continuous online communication and exchange of experience between the children from both sides of the border. The personnel from both organisations that are involved in the project will continually try to identify new financing sources. Other possible financing sources may come from the sums obtained through the redirection of 2% of the income taxes (only valid for Romania), from sponsorships and donations (valid for both countries). Institutional sustainability (including structures that would allow the results to continue to be in place after the end of the action, capacity building, agreements and "ownership" of action outcomes); The involved personnel will be part of the organisational chart of the two implementing organisations. Their accumulated expertise represents a considerable gain for the increment of the organisational capacity. The collaborations established within the project ensure the premises for future actions regarding the youth involvement in community life, in each of the two countries. The website will continue to be administered by the foundation and will constantly be updated both by the applicant and the partner, as it represents a permanent resource for communication, interknowledge and exchanges between the young people from both sides of the border. The results of the present project will be an integral part of the applicant and partners future projects and they will be reflected in the annual reports and in other identity documents of the two organisations. Policy level sustainability, where applicable (including what structural impact of the action have - e.g. will it lead to improved legislation, codes of conduct, methods, etc.); The project fits into the national, county and local strategies with regard to the Romania Moldova cross-border cooperation, but also with regard to the increase of the youth participation and the diversification of the actions that sustain the social inclusion of vulnerable children and teenagers. The project has a strong innovative component, through the contribution to the development of a proactive and participant culture among the disadvantaged youth. The youth are challenged to become authors and actors of the change in the community they live in, being this way encouraged to stay within their boundaries and actively contribute to progress and social inclusion. Through its activities, the project contributes to the promotion of the development of life abilities and of the methods dealing with the involvement of vulnerable youth and increases the level of youth involvement in the community life. It was organised on an annual basis, from 1996 until 2011, and addressed to the graduates who were forced to leave the foster centre that particular year. The young graduates benefited from temporary residence in the foundations apartments, financial support, programmes for the improvement of independent life abilities, psychological and vocational counselling, support in finding and keeping a job and a place to live. Project aim: Improving the living conditions of institutionalised children and youth by offering them a family environment as an alternative to the classic institutions. This project was developed as a response to the need of finding a solution for the 33 children from the foster care centre in Pacani, which was going to be closed. The starting date of the project was June 15, 2001, when 33 boys and girls, with ages between 11 and 17, were placed by the COTE Foundation in 6 fully equipped 3 and 4 room apartments, located in Iai. Over the years, the dynamic of the childrens situation (family reintegration, transfer to other institutions, finishing studies and leaving the state system when turning 18) determined some changes in the number of the beneficiaries. The services provided by the foundation were supplementary and complementary to those ensured by the General Directorate of Social Assistance and Child Protection in Iai and included: counselling, programmes for life abilities development, financial support. Results of the project: 33 children were placed in family apartments until they finished their studies. We carry out the actions concerning facilitation of social and professional reintegration of youths from residential care, trying to reconnect them with family and community, offering professional counseling, social reintegration of residential children, socialization and accountability. Also we developed the capacity of non-formal group, volunteers who are involved in civic activities and youth initiatives. History of cooperation with the applicant The two partner organizations met in the identification process of a partner with similar field of activity concerned to implement solutions to support social inclusion of vulnerable young people with cross-border impact. In preparing the project we correlate information obtained through experience, we consulted policy documents, statistical data relevant to the analysis of the problem and the need for joint cross-border delimitation. Discussions between the partners led to the design of this project. Objectives of this program: To accompany the young care leavers in the process of social reintegration; To socialize them; To involve them in volunteering and animation activities, in order to offer the possibility to manage their leisure time in some useful way; To facilitate the process of social reintegration by making them sharing their own life experiences with other peers Care Leavers' Friends is a group composed of 21 persons (17 of them are graduates of Boarding Schools and graduates of Colleges). The purpose of the this group is providing information and psychological support for current boarding school graduates, helping them integrate into the new school team. The members of this group were directly involved in guidance of their peers by sharing their experience and accompanying graduates during the admission to the studies. To ensure that the action runs smoothly, the Contracting Authority requires all partners to acknowledge this by agreeing to the principles of good partnership practice set out below. a) Our organization has read the application form and understood what our role in the action will be before the application is submitted to the Contracting Authority. b) Our organization got acquainted with the Joint Operational Program Romania-Ukraine- Republic of Moldova 2007-2013, read the Guidelines for Grant Applicants and the standard grant contract and understood what our respective obligations under the contract will be if the grant is awarded.
