A Strategic Approach to Human Resource

Management
Strategic HRM is development dan implementation of human resource to get achievement of
organization strategic objectives. Management must have an understanding that HRM can make
significant contributions to end result it if a part of the strategic planning from the outset. If an
organizations human resource processes are not sync with vision, mission, and goals there will be
significant problems.
ARDM : A Diagnostic Approach to HRM
If organization have a problem must get solution to make the most optimal human resource. The ARDM
( A = Acquiring, R = Rewarding, D = Developing, M = Manintaining and protecting ) human resource can
help manager to finished the problem. Problem came from some factor that is concerned about people,
external and internal factor, dan organization itself.
The model includes four specific step to be taken manager :
1. Diagnosis
Manager diagnosis a work situation by observational techniques such as interviews, surveys, or
group meeting.
2. Prescription
Once diagnosis is completed, prescription is made to translate the diagnosis into action.
3. Implementation
Implementing a solution is the next step in the diagnostic approach.
4. Evaluation
Any solution must be evaluated, whether implementation can finished the problem and improve
the human resource.

External Environmental Influences
1. Government law and regulations.
Federal regulation influence HRM activities, policies, and program. Major area of legislation and
regulation include :
1) Discrimination on based on sex, age and disability.
2) Compensation regulation which affect pay, hours of work, unemployment and similar
conditions.
3) Employment of illegal aliens and undocumented workers.
2. The Union
An organization that represent the interest of employment on such issue as working condition,
wage and salaries, fringe benefits, employees right, grievance processes and woek hours.
3. Competitiveness
Organizations increasing amount of research suggests that the way organization implement and
modifiers their HRM activities can provide them with competitive advantages to having a a
superior marketplace position relative to competitors.
4. Geographic Location of The Organization
The location of organization is extremely significant for companies operating in other countries.
The employees may speak a different language, practice different in religions, have different
attitudes toward work, and so on.
