1 OVERVIEW
The measurements TASSATT, TASSSUCC and TASSFAIL should count incoming
inter BSC directed retries in addition to the current assignments and intra-BSC
directed retries.
The following subcounters shall be added to the measurement type 'Total number of
assignment attempts per cell per channel type' (TASSATT) :
No. of assignment attempts due to incoming external directed retry (TCH/F)
No. of assignment attempts due to incoming external directed retry (TCH/H)
The following subcounters shall be added to the measurement type 'Total number of
successful assignments per cell per channel type' (TASSSUCC) :
No. of successful assignments due to incoming external directed retry (TCH/F)
No. of successful assignments due to incoming external directed retry (TCH/H)
The following subcounters shall be added to the measurement type 'Total number of
assignment failures per cell, per cause, per channel type' (TASSFAIL) :
No. of failed assignments due to incoming external directed retry (TCH/F)
No. of failed assignments due to incoming external directed retry (TCH/H)

3 CUSTOMER BENEFIT / REASON FOR THE FEATURE
The operator is able to get more reliable statistics about the call setup success rate
and directed retry success rate with less effort in a much more easier way.
Additionally also in a multivendor BSS area it then possible to evaluate the above
formulas. These measurements are very important for network operation, network
planning and network optimisation.

4 FUNCTIONAL DESCRIPTION
The measurements TASSATT, TASSSUCC and TASSFAIL should count incoming
inter BSC directed retries in addition to the current assignments and intra BSC
directed retries. The measurements should be extended in the following way:
Total no. of assignment attempts per cell per channel type (TASSATT)
Two more subcounters shall be added to count also incoming external directed
retries. The triggerevent must also be extended.
Trigger events : - receipt of a valid Assignment Request (MSC -> BSC)
- transmission of a Handover Commmand message
embedded in a Handover Request Acknowledge message
(BSC->MSC) in the context of an incoming inter BSC
directed retry (Handover Request with cause 'directed
retry received before)

4.1 MMI Requirements
This feature is an extension of subcounters for existing measurements. Therefore
new MMI commands or parameters are not necessary.

This feature is an extension of subcounters for existing measurements. Therefore

existing measurements.
