be has final meeting as a City Councilmember. As you know, our original plan was for the PC to work with

Thank you for accepting Councilman Steve Hillyard's request for placing the Ocean
Ave holiday lights on the City Council agenda for April 1st, Steve's last Council
meeting.
From my perspective, turning off the holiday lights is simply complying with the City's
Policy on Hol iday Lighting. A flip of the switch would do it.
The up-lights have been on in addition to the holiday lights, why, I don't know.
While the Planning Commission sub-committee considers lighting, along with signage
and awnings, we could all be evaluating the Ocean Avenue median islands without any
lights. It would provide a respite from lights, and allow our creativity to imagine more
tasteful illumination, if year round lighting on Ocean Avenue is deemed preferable.

Sharon and I briefly conferred on this. The next step is to have the Planning Commission's sign subcommittee (or
convene a new subcommittee to) review the use of the Ocean Avenue median lights, and make recommendat ions on
any changes t o that, as well as any changes recommended for holiday lights elsewhere i n the City.
Ultimately, any changes to our Muni Code or poli cies would need input from the full Planning Commission and the City
Counci l. This will be a several month effort and require staff t i me in excess of what we currently have- unless ot her
t hings are put on hold.
A reasonable goal is to have the first meeting of the subcommittee sometime in December or January, and t hen shoot
for any revisions t o our practices or code compliance effort s by summer or f all of 2014.
We' re open to your input and suggestions on this. Thank you.

Perhaps we should meet to discuss this. Issue-specific Planning Commission subcommittees (Signs, Awni ngs, Wine-
Tasting Rooms) had been set up prior to my arrival. We have a General Plan and Commercial Design guidelines that
provide guidance on the broader issues.
In my opi ni on, taking each issue separately (though with overlap as workload allows) is an effective way to make
progress on desired changes. Each issue has its own complexities and controversy, and trying to address t hem in a
general way or on a broader scale would be challengi ng.
Beyond the t hree established subcommittees I note above, there probably is a need to establish a lighting subcommittee
to address commercial lighting, holiday lighting, and the City' s median.
What I suggest ed to the Counci l was taking up the hol iday lighting pol icy (includi ng t he median lighting) through a
subcommittee, and then to t he full Planning Commission, and finally to the Council, with t he goal of having the Counci l
make any appropriate policy revisions by the start of t he next holiday l ighting season (late November).
We could also take each of these separate issues through t he Planning Commi ssion portion of t he process, and then
, undle them together for the City Council to consider all of the potential policy changes, and t he broader commercial
.esi gn issues, at a single workshop or meeti ng. We may not be able to have each of the inciividual issues through the
Planning Commission process by November, t hough.
If you would like to meet on this to decide upon a course of action I am available to do so. Please let me know. Thanks.

Dear J, K, S, C, J and D,
I'm sorry to have left so abruptly after delivering Skip's written comments regarding the
Flanders' prel iminary options report. I felt like a rat abandoning a sinking ship, but I
needed to get my ail ing larynx to the warmth of home.
I apologize for not identifying myself, not once, but twice when I came forward to speak
to you. I'd planned to apologize in front of you, but forgot. It's said that the mind is the
first to go. I thought it was my cataracts and bum knees!
I do hope you take to heart the kernel of truth in the resolution I presented. Almost two
years ago I suggested to the Council that it not vote on something that would change
the face of Carmel, but refer the median lighting issue to the Planning Commission.
Although a motion to do so was formulated, it was voted down. Hence, the motion to
keep the holiday lights on year round passed.
However, a Resolution reflecting that motion was never passed by the Council. Hence,
the Council Policy C95-08 should be honored and the holiday lights in town, both
commercial and municipal , be doused.
Meanwhile, the subject of what to do in the future regarding the median lighting can be
discussed at the Planning Commission. I hope, a committee comprised of residents,
both in town and the sphere of influence, members of the business community and
Staff can meet to discuss options. Surely, there are other towns our size, with our
sense of dignity and heritage, that have addressed and solved this same issue.
At the April 3, 2012, Council meeting I offered to serve on such a committee. My offer
still stands. I can be reached by email or at home, 624-8422.

Thank you for your letter (attached) and for reaching out to City staff regarding improvements to the aesthetics on San
Carlos Street. The City appreciates your leadership in coordinating with other merchants and the City towards mutual
goals.
A coordinated approach for lighting along this block would be welcomed by the City. The City's Municipal Code allows
installation and illumination of holiday lights beginning with the third Wednesday in November and continuing until the
second Wednesday in January (City of Carmel-by-the-Sea Policy No. C95-08).
Sharon Friedrichsen (the City's Director of Public Services) and I are conferring on a re-evaluation of the City's holiday
lighting policy, as there is interest in the existing lighting policy and a more-effective compliance effort. Any policy
revisions will also need review and approval by the City Planning Commission and potentially City Council. The Planning
Commi ssion may also have a subcommittee work with staff and the business community on this issue. These efforts will
start sometime next year, likely in the summer.
I will keep your contact information, as we would like to invite your participation in these discussions and meetings.
For the other items you note in your letter: tree trimming, street lamp maintenance, and cleaning under trash
receptacles, these are under Ms. Friedrichsen's purview. I have copied her on this email, so that she can follow up with

My name is Stephen Ferry. I am the new gallery director for the Art of Dr. Seuss on San
Carlos. I recently spent some time visiting with a few of the merchants to discuss the
business trends on San Carlos Street. There were many suggestions to promote the
awareness that San Carlos is the jewel of Carmel By The Sea. Many years ago this was
"the street" to find a variety of fme artworks. Crossroads Jewelers, Elite Gallery, Bennett
Sculpture, to name a few, are involved with a print and television campaign tci help
promote the street. "Around Carmel with Hunter Finnell" recently began airing a
program showcasing a few of the merchants on San Carlos Street. Hunter refers to San
Carlos Street as "The jewel of Carmel By The Sea." We have combined advertising
dollar to create a San Carlos Street section in the upcoming issue of Carmel Magazine.
In the short term, a few of us have agreed to decorate the exterior for the holiday season
with white lights. We bope to encourage the rest of the block to use white lights in
accordance with the city's policy on holiday decorations.
In the long term, we have complied a short list of improvements that the city can make to
help beautify the street.
Tree trimming. Trees need to be cut back from the buildings for fue safety and to
allow display windows to be seen more clearly. Cut foliage blocking parking signs and
street lamps. Cut any limbs below 6-8 feet hanging over sidewalk. (Safety hazard)
Street a ~ Clean glass lenses and fixtures. Replace burned out bulbs. Lamppost
number 53 looks like the top is about to fall off. (Safety hazard)
Trash receptacles._ Unbolt wooden receptacles and power wash the sidewalk beneath.
Replace any rusted lids or rotted wood.

THE-SEA REGARDING YEAR-ROUND ILLUMINATION OF THE OCEAN
A VENUE MEDIAN LIGHTS
AND
DIRECTING CERTAIN ACTIONS TO BRING THE CITY'S PRACTICES INTO
CONFORMITY WITH ITS ADOPTED POLICIES REGARDING DOWNTOWN
LIGHTING
WHEREAS, on April3, 2012, the City Council voted 3-2 on a motion approving the
year-round illumination of holiday lights in the Ocean Avenue medians; and
WHEREAS said motion was not supported by a Resolution authorizing year-round
illumination of the Ocean Avenue median holiday lights; and
WHEREAS, the motion was in contradiction to adopted City Council Policy C95-08
which pertains to the allowance for and regulation of holiday lighting in the public rights
of way and on commercial properties; and
WHEREAS, City Council Policy C95-08 was not rescinded to facilitate the
implementation of said motion;
NOW, THEREFORE, BE IT RESOLVED TI:IA T THE CITY COUNCIL OF THE CITY
OF CARMEL-BY-THE-SEA DOES:
1. Rescind the motion of April 3, 2012 pertaining to the year-round illumination of
holiday lights in the Ocean A venue medians;
2. Reafiirm City Council Policy No. C95-08 limiting the holiday lighting season from
the third Wednesday in November until the second Wednesday in January;
3. Directs the City Administrator to enforce City Council Policy C95-08 by having the
holiday lights in the Ocean A venue medians immediately removed and notifying private
businesses which continue to display holiday lights to abate said lighting immediately as
the continuance of such lighting is also in violation of adopted Policy C95-08;
4. Directs the City Administrator to undertake an analysis of the condition of existing
"up-lighting" system which is in the medians and to report back to the Council the cost to
initiate any remedial work needed to activate said lighting system;
5. Directs the City Administrator to notify commercial businesses in the CC and SC
zones and commercial enterprises operating in residential districts that per adopted Policy
C95-08, the authorized period for displaying holiday lighting commences as of the third
Wednesday in November and concludes on the second Wednesday of January of each
year.
