Albemarle County Republican Mass Meeting – March 17, 2008

PROPOSED RULES

1. Agenda: The agenda (below) distributed at registration is adopted.


2. Officers: Upon adoption of the Rules, the temporary officers of the Mass Meeting will be the
permanent officers.
3. Credentials Committee: The Credentials Committee will report on those persons who are
properly registered and eligible to participate in the Mass Meeting and decide any questions
concerning eligibility. Only those persons properly registered may have the floor during the
meeting unless specially recognized by the Chair. All voters shall meet the requirements as
specified in the Call of the Mass Meeting.
4. Nominees and Nominating Speeches: Speeches on behalf of each such candidate will be as
follows: One nominating and one seconding speech of up to two minutes in length each. Each
candidate will be permitted to speak up to two minutes.
5. Resolutions: No resolution may be presented from the floor unless first submitted in writing to
the Resolutions Committee for consideration.
6. Debate: Debate on any resolution or candidate will be limited to five minutes. No person will be
permitted to speak more than one minute. One person may not yield time to another. No person will
be permitted to participate in any debate unless a duly registered member of the mass meeting
7. Votes:
A. Voting for any contested office or resolution will be by secret ballot. No proxies are
allowed. No vote may be changed once cast.
B. A majority of those present, properly registered and voting will be needed to elect a
candidate or pass any resolution. A plurality of votes cast will determine the winner. For
District convention delegates, each properly registered Mass Meeting participant shall
cast up to 320 votes. The 320 persons with the highest vote totals are delegates, the next
highest 320 are alternates. For State convention delegates, each properly registered Mass
Meeting participant shall cast up to 645 votes. The 645 persons with the highest vote
totals are delegates, the next highest 320 are alternates.
8. Rules: Except as specifically set forth above, the Mass Meeting will be conducted according to
the Plan of Organization of the Republican Party of Virginia, Albemarle County Republican
Committee By-Laws, and Robert's Rules of Order.
