SUBJECT: SALARY ORDINANCE ADJUSTMENT FOR SEASONAL AND PART-TIME WORKERS
RECOMMENDATION:
That Council authorizes amending the hourly rate paid to seasonal employees, temporary laborers and
temporary clerks to reflect the January 1, 2015 adjustment in the Ohio minimum wage rate.
BACKGROUND:
The State's new minimum wage rate for 2015 has been set at $8.10 per hour, a fifteen cent increase from
the current $7.95 per hour. The Federal minimum wage remains at $7.25 per hour, but we are required to
follow the Ohio guidelines since that wage rate is greater than the Federal wage.
The current step system for seasonal wages has 15 steps, starting at $7 .85 per hour. We are
recommending that as of January 1, 2015, the starting step would be $8.10 per hour, matching the
minimum wage, and there be only 14 steps. There would be no increase to the other steps. Likewise, the
steps for the part time positions of Cemetery "year round" or part-time auditing clerk would be reduced
from seven to six, Step 1 would be $8.10 per hour, and there would be no increase in the wage for the
remaining steps. The attached chart shows the current structure and that proposed.
The seasonal salary ordinance will reflect other part time positions, such as interns, but those positions are
not being increased.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council consideration of amending the
salary Ordinance to adjust the Salary Ordinance for seasonal employees, temporary laborers and
temporary clerks, as proposed which includes the starting step conforming to the new State minimum
wage.

Effective January 1, 2015, the State of Ohio will increase the minimum wage from $7.95 an hour to $8.10 an
hour. The State of Ohio minimum wage is reviewed annually and adjusted as needed to the National Consumer
Price Index. The Federal minimum wage remains at $7.25. Employers are required to comply with minimum
wage laws and in this case the City of Troy would follow the State of Ohio guidelines since it is higher than the
federal standard.
Minimum wage is most relevant to our seasonal workers, especially to those at the Troy Aquatic Park (TAP) and
the Recreation Department. The TAP generally employs approximately 50 or more seasonal employees. The new
minimum wage will require an adjustment to Ordinance 0-24-2013. Step One of Troy Ordinance 0-24-2013
starts employees at $7.95. (See attached)
I recommend that we change Step One to the new minimum of $8.10 and adjust the remaining steps as indicated
in the list below.

All new entry level employees would start at $8. l 0 for 2015 as required by the State Minimum Wage. All
returning employees would be hired at the most applicable Step rate as approved by the Appointing Authority. I
understand that this recommendation will need to be approved by the Troy City Council.
