President's Message

I would like to invite you to attend our upcoming
evening meeting (6pm-8pm) on November 11
th
, and
I am thrilled to announce the meeting will be held at
the Science Museum of Virginia. We are honored to
host Virginia Delegate Tom Rust, who is a practicing
professional engineer in Herndon, VA, and he will be
receiving ASCE's respected Outstanding Projects and
Leaders (OPAL Awards) in Arlington, Virginia on
March 26, 2015.

Tom Rust was elected to the Virginia General Assembly in the House of
Delegates in 2001. He has accomplished many goals during his tenure, but he
was most recently appointed as chairman of the House of Delegates Committee
on Transportation, and he was an integral part of the 2013 Transportation
Reform Bill (HB 2313), which was the first major reform since 1986 to provide
funding for Virginia's roads.
This month we plan to provide accommodations for member networking with
heavy hors d'oeuvres before and after Tom Rust speaks. As an effort to get
better member outreach, we will be rotating having lunch and evening meetings
due to the diverse schedules of our members. If you have any questions or
comments about the new schedule we would love to hear them. You can find

annual Legislative Meet and Greet for Virginia Senators and Delegates. We
expect the event will be held in the middle of January. Be on the lookout for
more information soon in a save the date email. Contact Loai El-Gazairly at

involved with planning the event.
ASCE Richmond is also gearing up for our annual Popsicle Stick Bridge
Competition for our future engineers (middle school and high school) that will be
held in March this year. We are in the process of refining the rules, and we plan
on opening registration within the next month on the webpage. If you have any
questions or comments about this year's competition please contact Ryan Abalos
(rabalos@Dewberry.com) or Ashley Johnson (ajohnson@rkk.com).
We have recently welcomed the new Environmental and Water Resources
Institute Richmond Chapter into the Richmond ASCE family. Please read below in
the newsletter for additional information about the group, which was formed in

Thomas Rust, P.E., M.ASCE, has been a member of the Virginia House of
Delegates representing the 86th District in Fairfax County since
2002. He is a recent recipient of ASCE's 2015 Outstanding Projects and
Leaders Lifetime Achievement Award for government. Tom was
previously the mayor of Herndon in Fairfax County for 19 years from
1976-1984 and 1990-2001. The first member of his family to graduate
from college, Rust is a graduate of Virginia Polytechnic Institute and
State University (Virginia Tech) with a bachelor's degree in civil
engineering, George Washington University with a master's degree in
public works engineering, and the University of Virginia with a master's
degree in urban and environmental planning. Currently vice chairman of
Pennoni Associates, a Philadelphia, Pennsylvania-based engineering and
design consulting firm, Rust was vice chairman of the Board of Directors
of Patton, Harris, Rust and Associates, P.C., from 1969 to 2011, before it

merged with Pennoni. During that time, he spent more than 45 years as
a civil engineer and planner, working on complex infrastructure projects
ranging from transportation and road projects for the Virginia
Department of Transportation, to land development projects, to pump
stations and water/wastewater projects across Virginia.

Tom will be speaking on a few different topics. He'll cover how he
transitioned from practice into public service, discuss the state's funding
of transportation projects, how the new transportation funding bill is
working, and share information on the state's Public Private partnerships
program (PPTA).

P3 Leadership Workshop - Virginia Tech's School of Public
and International Affairs


This workshop will bring together four panels of practitioners from both
the private and public sectors who have experienced public-private
partnership (P3) leadership challenges first hand to discuss the critical
elements of P3 success and to share best practices.

When: Friday, November 7th
Where: Virginia Tech Research Center, Arlington, VA
Cost: $250
Agenda available here.

Workshop participants will engage in group discussions, examine case
studies and be challenged to consider P3s as more than just mediums for
transportation and utilities projects. Rather, the workshop will describe
ways in which P3s are transforming a new "social infrastructure" where
the focus is to maximize public land assets with higher density mixed use
development in order to provide public value in the larger context of a
community.

Welcome to the ASCE/EWRI Richmond, VA Chapter

In August 2014, the Environmental & Water Resources Institute of the
American Society of Civil Engineers (ASCE-EWRI) officially declared the
formation of EWRI Richmond chapter. The new chapter welcomes
engineers, young professionals, hydrologists, geomorphologists,
researchers, academicians and experts from all across Virginia who wish
to contribute towards the field of environmental and water resources.

At present, EWRI Richmond is being run by a small group of young
engineers who in the current and next annual year plan to organize
events ranging from technical webinars, symposiums, guest lecture to
community outreach, fund raising activities, social gatherings etc. To
achieve these target goals, the team needs more active members and
volunteers. EWRI Richmond formally invites every motivated individual
to be a part of this new organization and bring more new ideas and
opportunities into action.

RJEC Lifetime Achievement, Engineer of the Year, and
Community Service Awards

The Richmond Joint Engineers' Council (RJEC) is seeking nominations for
the annual Lifetime Achievement, Engineer of the Year and Community
Service Awards. Deadline for applications is December 1st, and all
awards will be presented at the RJEC Banquet at the Jefferson Hotel.

Post PE Happy Hour

Last Friday, October 24, ASCE hosted a happy hour at T-Miller's Sports
Bar and Grill to celebrate the conclusion of the PE exam. All exam
takers thoroughly enjoyed their first drink on ASCE as well as their first
chance to socialize without having to think about studying and
preparation. Thank you to all who came!
