Introduction

1.1 About Central Engineering Consultancy Bureau

The Central Engineering Consultancy Bureau, CECB, established in 1973, is the foremost
engineering consultancy in Sri Lanka. It has also earned a great reputation for methodical
planning, systematic execution and timely delivery of projects covering a wide range of
engineering disciplines be it roads, bridges, high risers, power stations, dams, irrigation or
community resettlements.
During its time, CECB was called upon to play a pivotal role in some of the largest
development projects in Sri Lanka, working hand in hand with leading international
consultants and contractors.
Though a state institution, CECB, from the very onset, operated as a self financing
organization, under the purview of the Ministry of Irrigation and Water Management of Sri
Lanka. With a view to widening its scope and delivery of services still further, in 1995,
CECB was empowered in forming joint ventures and limited liability companies. It carries
out design and built (Turn Key), Built Operate and Transfer (BOT), Build Own and Operate
(BOO) projects as well.

1.1.3 Human Resources and In-house Facilities

The CECB has staff strength of over 1000 permanent employees. Nearly 600 of them are
engineers, architects and geologists: many of whom have had their post graduate ship with
affiliations to universities here and abroad.
Their professionalism comes with vast years of experience in investigating, planning, and
designing, supervising and managing some of the major development projects in Sri Lanka.
In order to harness the best results, at any given moment, even with the shortest notice,
CECB is well equipped with the latest in-house state-of-the-art technology to carry-out
topographical surveys, geological investigations and soil testing. Furthermore, it has a well
provisioned library of technical content.
CECB is headquartered in Colombo. Its island wide network of base offices and overseas
operational activity are handled by three major functional arms of the institution: Consultancy
division, Engineering Procurement and Construction (EPC) and the International Division.
