CONSTITUTION AND BY LAWS

PREAMBLE
For the purpose of setting up a legitimate organization where camaraderie is honored,
We, whose name appear upon the Organizations Roster of the San Jacinto Barangay Senior
Citizens Association (San Jacinto BASCA) of Barangay 16, Laoag City, Ilocos Norte,
Philippines do hereby recognize ourselves as a local organization of the Federation of Senior
Citizens Organization of the Philippines and imploring the aid of the Divine Providence, do
hereby, whose objectives is to promote physical, spiritual and social well being do hereby submit
ourselves to be governed by this constitution and by laws.

ARTICLE I
NAME

SECTION 1. The name of this organization shall be SAN JACINTO BARANGAY SENIOR
CITIZENS ASSOCIATION ( San Jacinto BASCA) located at Barangay 16, San Jacinto,
Laoag City, Ilocos Norte, Philippines, which term shall be used to refer to the entire
organization.
SECTION 2 The office of the San Jacinto Barangay Senior Citizens Association shall be at
Barangay 16, Day Care Center, San Jacinto, Laoag City, Ilocos Norte, Philippines.

ARTICLE II
NATURE
This is a non partisan, non sectarian and service oriented community based
organization upon mutual agreements entered into by its members in a manner with all existing
laws and regulations of the Government of the Republic of the Philippines pertaining to all
senior citizens are mandated by the provisions set forth under revised RA 7432.

ARTICLE III
ENTITLEMENT
SECTION 1. The San Jacinto Barangay Senior Citizens Association shall have the right to
govern itself according to the standards of good tenets, endeavoring to keep the unity of
camaraderie in the bond of peace.
SECTION 2. In connection therewith, the San Jacinto Barangay Senior Citizens
Association shall have the right to purchase or acquire by gift and to own any property as may
be necessary for the furtherance of its purpose all in the name of the organization.

SECTION 3. BENEFITS OF MEMBERS


a. In case of death, the amount as financial aid shall be given to the bereaved family of
an active member. An amount of Fifty Pesos (Php50.00) shall be collected from each
of the active membership and a fix amount of One Thousand Pesos (PhP1,000.00)
as per membership shall be given as death aid. The remaining if ever there will be
shall be added to the treasury of the organization for whatever purpose shall be
decided by the Board. The fixed amount of death aid shall be subject to a higher
amount dependent upon membership increased with an approval of the Board.
b. All Officers shall be bound to give a necrological service to the bereaved family for
sympathy, consolation and enlightenment. The collected death benefit will be
awarded to the bereaved family at such occasion.
SECTION 4. ACTIVITIES
a. All activities shall be in conformity with the provisions as set forth in RA9257
through the Federation of Senior Citizens of the City of Laoag.
b. All members shall also be in full support to all the plans and programs and other
community affairs like the barangay fiesta, medical missions, social festivities and the
like as spearheaded by the Sangguniang Barangay or NGO as maybe decided by the
Board.

ARTICLE IV
VISION, MISSION AND GOAL

SECTION 1. VISION
The vision of this organization is to have a well respected organization which serves as
a role model providing good example to the youth and to all entities in the community in
harmonious collaboration with the local government unit (LGU) of Laoag City or other non
government organizations to be approved by the Board.
SECTION 2. MISSION
To provide efficient, effective and available service under revised RA 7432 by RA 9257.
SECTION 3. GOAL
a. Provide available humanitarian services to all bonafide members;
b. Assist bonafide members to avail general welfare as secured by RA 9257 through the
Federation of Senior Citizens of the City of Laoag;
c. Establishment of good coordination with the Barangay Officials or any non
government agencies in activities that may serve the interests of all inhabitants
especially the senior citizens.

ARTICLE V
RELATIONSHIPS

SECTION 1. GENERAL RELATTIONSHIP


a. The San Jacinto Barangay Senior Citizens Association must be affiliated to, and
integral part and in full cooperation with the Federation of Senior Citizens of the City
of Laoag. As such this organization shall be in conformity with and be the subject
with the existing laws of the Republic of the Philippines as adopted by the Federation
of Senior Citizens Association.
b. The San Jacinto Barangay Senior Citizens Association shall recognize and be subject
to RA 9257 through the Federation of Senior Citizens of the City of Laoag subject
to the approval of the Board.

-2SECTION 2. DISCIPLINE OF MEMBER


a. Any member who violates camaraderie ethics and courtesy shall be dealt with
accordingly based on the Constitution and By Laws and as decided by its Board.
b. Any member who willfully absent himself / herself from the Annual General
Assembly Meeting or any regular meeting as properly called for shall be dealt with
accordingly.
c. A member shall be classified as terminated when he / she continuously violates the
provisions as set forth in this Constitution and By Laws and / or as determined to be
decided by the Board.

ARTICLE VI
MEMBERSHIPS

SECTION 1. MEMBERSHIPS ELIGIBILITY


a. All inhabitants of Barangay 16, San Jacinto, Laoag City ages Sixty (60) years old
and above are encourage to file membership form and agree to be governed by this
Constitution and By Laws.
b. All bonafide members are required to pay their membership fee of PhP150.00 and an
annual fee of PhP50.00 only to be collected by the duly elected Treasurer of the
organization.
SECTION 2. ACTIVE OR VOTING MEMBERSHIP
Active or voting members of the San Jacinto Barangay Senior Citizens Association shall
consist of all duly constituted voting members who have paid their Membership and Annual
Dues in conformity with Article VI, Section 1b.
SECTION 3. INACTIVE OR NON VOTING MEMBERSHIP
Enrolled members who shall:
a. Absent himself / herself from any or all of the meetings and activities of the
organization unless provided with reasonable justification and representative
as such;
b. Have not paid his / her membership or Annual Dues;

ARTICLE VII
MEETINGS

SECTION 1. ANNUAL MEETING


There shall be an annual business meeting of this organization at which time the election
of officers unless otherwise provided herein, shall take place and report of all officers shall be
rendered and delivered. This meeting shall be as a General Assembly Meeting. The time and
place shall be announced by the President. Due notice shall be given one week prior to the date
of the said meeting. In case of the failure to attend, a penalty amounting to Fifty Pesos
(PhP50.00) shall be collected and added to the general fund of the organization.
SECTION 2. SPECIAL MEETING
Special meeting by this organization may be called for by the President when necessary
after proper notice has been given to members. Provided the meeting has been agreed upon by at
least two (2) officers or two (2) director members

-3SECTION 3. QUOROM
A majority attendance will constitute a quorum in any business meeting of the
organization, except in the election of officers that includes the president which requires the
presence of at least two thirds (2/3) of the members.
SECTION 4. OFFICERS MEETING
The officers and members of the organization, with the president shall meet Quarterly at
the Day Care Center for the transaction of routine business of the organization. When the
President is unable to discharge his / her duties and functions or incapacitated, the Vice President
shall act as the Presiding Officer?

ARTICLE VIII
OFFICERS

SECTION 1. ELECTED OFFICERS


The elected officers of this organization shall consist of the President, Vice President,
Secretary, Secretary, Treasurer, Directors, Auditor and Public Information Officer and Business
Manager. Other officers may be added as the need arises.
SECTION 2. APPOINTED OFFICERS
The appointed officers of this organization shall be the Sub Secretary, Sub Treasurer
and there will be three (3) sitio coordinators who shall serve as collectors and messengers.
Committee leaders may also be appointed as the need arises.
SECTION 3. RELATIONSHIP
All officers shall be subordinate to this organization and shall contribute to the harmony,
development and welfare of the organization.
SECTION 4. TERM OF OFFICE
The term of office of all elected and appointed officers shall be two (2) years and can be
re elected without any limit as long as they are spiritually, morally, mentally, and physically
capable of discharging their respective duties and obligations.
SECTION 5. DUTIES AND FUNCTIONS
a. The leadership of the President, is to promote the welfare of the Senior Citizens of the
Barangay and as such may exercise his / her authority
b. The President is responsible to the organization and for his / her actions. Any major
acts requires majority vote of the officers.
c. All matters of organizations government shall be carried by the Officers under the
leadership of the President except in matters affecting the entire organization. In such
case, they shall at least present their recommendations to the general membership for
ratification.
d. The Officers shall provide the administrative leadership of the organization.
e. The Officers shall study all members with the view of putting them to work where
they are happiest and most useful.
f. The Officers shall discuss and resolve major issues and problems that may arise in
their business meetings.
SECTION 6. DUTIES OF THE SECRETARY
a. Shall keep accurate minutes of the Organizations Annual and Special Meetings and
Officers Meetings and other meetings.
b. Shall sign and issue documents approved by the organizations officers.
c. Shall compile official list of active and inactive members

d. Shall give due notice of all meetings of the organization.
e. Shall make an annual report to the organization.
SECTION 7. TREASURER
a. Shall have custody of, and be responsible for all funds, and keep complete and
accurate record of all receipts and disbursements.
b. Disbursements shall be made as authorized by the Board.
c. Shall render an annual financial report to the organization.
d. Shall receive and give receipts for all money paid to and received by the organization
from any source whatsoever.
e. Shall post receipts and disbursements of all accounts through the accepted
bookkeeping and financial system.
f. Shall report and distribute a copy to the officers a quarterly report. The ending
balance shall be the beginning balance for the next quarterly report at quarterly
meetings of organizations finances to exhibit and show continuity and flow of
reported finances.
g. Shall have the accounting statement / documents ready for any clarifications by any
active member subject of the approval of the Board.
SECTION 8. AUDITOR
a. Shall be responsible in the alignment of receipts and disbursements of the
organization based from the records of the Treasurer.
b. Shall see to it that all transactions made thereto by the treasurer are properly recorded
and audited.
c. Shall report to all the officers and the organization if ever there are irregularities in
the report of the Treasurer.
d. Shall sign and issue documents certifying the veracity of the organizations treasurer.
e. Shall execute this audit responsibility on the annual and quarterly meeting report
signed by the Treasurer.
SECTION 9. DIRECTORS
a. The Board of Directors with a maximum composite of seven (7) elected Directors or
not less than 5 Directors, shall be appointed by the President, Chairpersons of
Committees it may deem necessary and desirable for the proper promotion of its
objectives or programs.
b. Must attend the quarterly / special as well as the general assembly meeting.
c. Declares and fills any vacant position.
d. Deliberates on grievancies, removal or expulsion of a member according to set up
procedures by the Association.
e. Proposes, programs, projects, goals and long range plans of the Association.
f. Work with the President in carrying out its policies.
g. Designate the bank for the Association funds and ensures its funds to be safeguarded.
h. Ensures that the quarterly and annual financial reports are reviewed and audited by
the Auditor of Association. And the books to be closed at December 31st eacj year for
audit review.
SECTION 10. PUBLIC INFORMATION OFFICERS
a. Shall serve as the media person of the organization.
b. Shall be responsible in relating communication of the plans and programs of the
organization to the public
c. Shall be responsible in giving the updated bulletin of the organizations present
programs.
d. Shall communicate with the proper authorities and other cause oriented organizations
in promoting the welfare and image of senior citizens of Brgy. San Jacinto.
e. Shall also provide useful information for the upliftment of all the members.

-5SECTION 11. BUSINESS MANAGER


a. Shall serve to facilitate business and management processes;
b. Shall classify all positions accordingly to their duties and responsibilities;
c. Shall conduct an investigation as to the loyalty, character and background of
members and new applicants;
d. Shall coordinate in the promotion of training activities;
e. Shall carry out programs for equal opportunity to all members;
f. Shall take care in the Operation of the Senior Citizens services and programs.

ARTICLE IX
ELECTION

SECTION 1. OFFICERS
The elected officers of the San Jacinto Barangay Senior Citizens Association shall be
elected at one of its Regular Annual Business Meeting according to the manner of election
provided. These officers shall be chosen from all Active Membership of this organization and
shall be men and women of mature experience, ability and respectability.
SECTION 2. QUALIFIACATION OF OFFICERS
Any active or voting member as indicated in Article IX, Section 1 shall be qualified to be
voted upon as an officer.
SECTION 3. NOMINATION AND ELECTION
All candidates for the elective officers of the organization shall be nominated upon the
table is followed thereafter by other nominations after which a move for the closure of the
nomination shall be followed. All position nominations shall be handled in the same procedure.
All nominated candidates must be presented before they are to be voted upon. The most number
of votes garnered by the candidate will be declared the winner.
SECTION 4. VOTING CONSTITUENCY
Voting constituency shall be as indicated in Article VI, Section 2.

ARTICLE X
ANNUAL BUSINESS MEETING

PARLIAMENTARY ORDER. The general rules of Parliamentary Order and Procedure


shall govern all the Business Meeting of this Organization in order to expedite the work and
avoid confusion of its deliberations.

ARTICLE XI
FISCAL YEAR

The Fiscal Year of this Organization shall commence on the first day of January and ends
on the last day of December each year.

ARTICLE XII
EFFECTIVITY
The Constitution and By Laws of the San Jacinto Barangay Senior Citizens
Association shall take effect upon the ratification of the General Assembly.

ARTICLE XIII
AMMENDMENTS
This Constitution and By Laws maybe amended by two thirds (2/3) vote of the active
members of the organization at any regular or special meeting as called for that purpose of
amendment, provided due notice of such proposed change shall have been made at least one (1)
week immediately prior to the time of such meeting and the proposed changes should be made
also in writing and distributed to all active members at least one (1) weeks prior to the date of
meeting together with the notice of meeting

ARTICLE XIII
CERTIFICATION

KNOWN ALL BY MEN BY THESE PRESENTS:


That we, the undersigned do hereby Certify that the documents hereto and entitled
CONSTITUTION AND BY LAWS of the SAN JACINTO BARANGAY SENIOR
CITIZENS ASSOCIATION, as ratified by the members representing two thirds (2/3) majority
votes of all the members present for adoption at a meeting called for that purpose of ratifying the
Constitution and By Laws held on ______________________________ at the Day Care
Center of Barngay 16, San Jacinto, Laoag City, Ilocos Norte, Philippines.
That we, the undersigned, received this copy as the FINAL and ORIGINAL COPY of the
Constitution and By Laws of the San Jacinto Barangay Senior Citizens Association.
In WITNESS WHEREOF, we hereunto signed and affixed our signatures this
