1. Industry overview
1.1. General industry overview
Medical equipment and goods market in Russia as of 2010, according to various estimates, is in the range of EUR 2.5-2.75 bln, which is about 1.1% of the global
medical goods market. Russian market of medical equipment and medical goods is one of the fastest growing markets. According to the goals of the Russian
Federal Targeted Program, the production volume of medical goods in Russia should reach EUR 5 billion by 2020.
Almost EUR 250 mln of the Russian state funds were allocated to the development of medical industry in 2011-2012 in the framework of the Russian Federal
Targeted Programs. For the same period the Ministry of Healthcare of the Russian Federation provided additional EUR 650 mln. for funding scientific research in
universities subordinate to the Ministry, R&D works in research institutes, works in Federal Biomedical Agency and Russian Academy of Medical Sciences.
In order to support domestic pharmacy and medical industry the Government of the Russian Federation will allocate EUR 3.75 bln by 2020, this sum includes EUR
1.75 of Russian state funds in the framework of Federal Targeted Program "Development of the Pharmaceutical and Medical Industries of the Russian Federation
by 2020 and for Further Perspective". Nowadays in the Russian Federation there are five most promising projects in the field of medical equipment and pharmacy
with funding of approximately EUR 225 mln 80% of this sum consists of private money. One of the main Russian medical industry priorities is to develop
partnerships with the world leaders in R&D and production of equipment and goods.
Another important direction is to develop the potential of the Russian higher educational institutions. At present more than 19 thousand scientists in more than
5 270 laboratories work in research and higher educational institutions subordinate to the Ministry of Healthcare of the Russian Federation. In 2010-2012 Russian
Government allocated EUR 82.5 mln to "Medical equipment" and "Pharmacy" sectors. The financing of the above mentioned state projects will run further on.
More than EUR 25 mln are additionally allocated to the program of the national research universities development.
In 2012 the Ministry of Healthcare of the Russian Federation along with other federal executive bodies and representatives of the scientific community carry out
the development of Strategy for biomedical science development. The main goals of the strategy are as follows:
Establishment of the common state priorities in the field of biomedicine.
Formation of the developed innovation environment.
Strengthening scientific schools by creating research-educational clusters on the basis of 12 leading higher educational institutions.
Technological renovation of scientific infrastructure and creation of the translational medicine sector.
Introduction of targeted program financing of medical scientific projects on the basis of the necessary institutional reorganization.
Creation of the intellectual property fund as a management tool for innovation process and effective capitalization of new knowledge and technologies.
Active involvement of companies in all the phases of the process starting with small enterprises, and up to big companies' participation in university
biomedical clusters.

The cluster was established in 2005 on the basis of small enterprises engaged in medical instrument engineering since the
beginning of the 90's. The cluster member companies pursue common interests in industrial cooperation, joint promotion of
products in the Russian and foreign markets, implementation of the project aimed at the establishment of scientific and
production complex in the sphere of medical instrument engineering and biotechnologies. The companies' main product line
consists of R&D findings transferred into serial production.

St. Petersburg Innovation Cluster of Radio-electronics, Instruments, Communication Facilities and Telecommunications
The cluster was established in 2008 on the basis of Saint-Petersburg Association of Radio-electronic Enterprises. The main aim
of the cluster to promote high-technology radio electronic goods in the markets, to assist in development of science and
production technology base of St. Petersburg radio electronic enterprises, to solve specialization and cooperation tasks.
Radio-electronics cluster evolves under public authorities' intensive support: the city administration and the Committee for
Economic Development, Industrial Policy and Trade. The concept of the radio-electronic cluster implies step-by-step transition
from enterprises specialized in serial assembly of goods to the creation of a powerful organized structure that would comply
with the world standards and would include St. Petersburg research, educational organizations and business structures.
