A Whole Lot to do About Something

Conserving Our Natural Resources

State law requires that localities throughout the State divert

50% of the solid waste they generate from the landfills.
Some San Bernardino County comunities are below the
50% diversion goal, while others fight to remain above it.
Construction and demolition material has been targeted for
diversion by the County of San Bernardino because of the
significant amounts of debris generated by the construction
industry. If diversion rates do not reach or stay above 50%,
State fines could be as high as $10,000 per day, for each day
of violation.

C&D materials can be recycled into a number of useful

products. Concrete and asphalt wastes are crushed for use
as aggregate base in road construction; metal can be sold as
scrap to processors for recycling. Wood and green wastes can
be used for soil amendment; good quality red clay brick is
marketed by building materials companies; and corrugated
cardboard can be recycled into new cardboard packaging. All
of these recycling efforts help to conserve natural resources,
one of the primary goals of resource recovery.

Construction and demolition (C&D) are materials generated

in the construction and demolition of buildings, roads,
homes, tenant improvements, landscaping, hardscaping,
and site clearing activities. This waste stream includes, but is
not limited to: concrete, asphalt, gypsum, wood waste, glass,
ferrous and non-ferrous metals, red clay brick, corrugated
cardboard, soils, trees, and shrubs. This guide provides
information on reducing, reusing, and recycling the volume
of construction and demolition materials at the source.

Extending The Life of Our Landfills

Available landfill space in San Bernardino County is
decreasing. As mentioned above, the State of California
enacted legislation requiring that localities reduce the
amount of waste they send to landfills. To reach this goal, it
is essential that the C&D waste stream be managed through
source reduction, reuse, and recycling efforts. Fortunately,
there can be considerable cost savings to contractors who
reduce or recycle these materials. These savings will increase
as landfill capacity diminishes and disposal costs increase in
the coming years. As of yet there are no ordinances regarding
the recycling of C&D debris for the County of San Bernardino.
However, beginning January 1, 2011, the State of California
will require all new buildings in the state to follow the CA
Green Building Standards. CALGREEN will require a 20%
reduction in water use, a 50% diversion rate for construction
and demolition waste and installation of low polluting/
emitting materials. San Bernardino County operates the
Comprehensive Disposal Site Diversion Program (CDSDP)
at most County disposal sites. The objective of the program
is to increase recycling efforts in response to the statemandated waste reduction goals. Residential and commercial
customers are charged an additional fee to have their loads
reviewed and recyclables sorted and diverted from the waste
stream. Items that are diverted include: wood/green wastes,
tires, concrete, metal and other C&D materials.

Beginning a C&D Recycling Program

The first step in recycling your C&D waste materials is to preassess the amounts and composition of your waste; the time
frame in which materials will be generated; and the amount
of space available for separation of materials at the site. With
this information, you can begin to determine what wastes
will be generated and if the quantities will be significant
enough to warrant source separation. Depending on the
availability of storage and hauling, decisions can be made
as to those materials to separate out from the mixed wastes.
Of course, the more materials that are eliminated from the
mixed wastes, the more money you can save.

Reducing Your Waste Hauling & Disposal

Costs
If your C&D materials are currently being sent to the landfill,
your disposal costs may be unnecessarily high. The tipping
fees for concrete and asphalt at San Bernardino County
operated landfills, for example, currently average about
$55 per ton. Tipping fees at concrete and asphalt recycling
facilities can be as low as $10 per ton. Your company may
be able to save money through avoided disposal costs and
receive revenues from the sale of presorted materials such as
scrap metal and cardboard.
The cost of transporting materials to recycling processors
may be a concern to contractors. Trucking and transportation
costs may range from $65.00 and up per hour each way. As
shown in this listing guide, San Bernardino County has many
recycling facilities, some of which are located close to County
landfills. Contractors can make arrangements to have bins
provided and have C&D materials source separated and
hauled from construction sites. There are processing firms
that will provide on-site crushers for recycling and reuse of
concrete and asphalt, which may reduce hauling and disposal
fees. Waste haulers may offer special services, at reduced fees,
for source-separated construction material.

Some materials can be separated and reused in
their existing form at the site or by other businesses and
organizations. By participating in a materials exchange,
a company can improve its bottom line: reducing disposal
fees and saving money. This may require some advanced
planning. There are several organizations that may be able
to reuse your unwanted materials:
Solid Waste Management Division has partnered with
CalRecycle on the California Materials Exchange Program
(CalMAX) to create SBCountyMax.
SBCountyMAX is an on-line service that provides listings of
available and wanted reusable waste materials or excess
materials generated by a variety of businesses. If you are
looking for low cost materials or generate large quantities of
reusable waste or excess material, this could be for you. For

Habitat for Humanity San Bernardino

Area
A non-profit organization, Habitat for Humanity uses
volunteer labor and donated materials to build and
rehabilitate housing for low-income families and sells
them at cost. This organization relies heavily on donations
for its building supplies, and often is in need of a wide
variety of construction materials. For example, plywood
and dimensional lumber are greatly needed. Habitat for
Humanity has limited storage space, moves from site to site,
and must comply with strict building codes; any donations
must be pre-approved and arranged with the organization in

Amor Ministries
A non-profit, non-denominational organization, that
organizes short-term mission trips to Mexico to build and
repair homes, churches, schools, medical clinics, and
orphanages. The organization needs large amounts of
quality, reusable dimensional lumber. Also in need of a wide
variety of building products and materials. Since Amor is
based in San Diego, they need sufficient quantity in order to
make a special trip to pick up material in the San Bernardino

Waste Prevention
is more important than recycling. Why? Practices that prevent the
generation of waste, such as reusing products on-site and reducing
packaging, minimize material use and expenses. The littlest changes to
building practices can add up to significant savings for the environment
and the builder.

Conduct An Informal Waste Assessment Determine
the amounts, types, and time frame for C&D materials
generated by your project. Calculate any possible cost
savings from reducing a portion of this waste stream,
in terms of disposal cost avoidance and transportation
time.
Reduce Investigate strategies for reducing C&D waste
materials. Proper materials management practices can
result in cost savings. Assure that precise estimates are
made prior to cutting materials so that excess scrap and
end cuts can be avoided. Consider having materials
precut at lumber yards, using engineered wood products,
steel framing, or other pre-manufactured components.
Reuse Consider the potential for others to use the
materials you normally discard. Consider planning
ahead and contacting Habitat for Humanity to arrange
donation or visit SBCountyMAX www.sbcountymax.org
to list such materials. Conduct site pre-assessment to
evaluate the kinds of materials that can be salvaged for
reuse, such as cabinets, architectural woodwork, light
fixtures, and appliances.
Recycle Investigate the companies listed in this guide
or local telephone book yellow pages (under recycle)
that can recycle some of your C&D wastes from both
source-separated and mixed loads. Be sure to compare
the costs of recycling with the costs of disposal.
Educate Employees, Contractors, & Sub-Contractors
Whatever waste reduction strategies you choose,
remember that it is crucial to educate and motivate
your employees and subcontractors for maximum
participation. Emphasize that source reduction, reuse,
and recycling is everybodys business.

for recycling construction materials such as asphalt,

community relations. Follow these steps to set up a successful,
cost-effective job-site recycling program.

How can you find space to separate

recyclables on space-constrained sites?

For commercial collection, determine if you will

co-mingle recyclables or source-separate them for
collection.

Start Early----Incorporate recycling early on to guarantee success.

Reusing materials on-site such as chipping landclearing

debris for mulch or erosion control, and grinding
concrete and asphalt for fill, are inexpensive recycling
options.

Choose smaller containers and more frequent collection.

There are a variety of container sizes and service options
available through recycling service providers.
Ask recycling service providers about single containers
with multiple compartments.
Rent a trailer for major recyclable material generated in
the first phase of construction. When full, haul it directly
to the recycler. Bring it back to collect the next quantity
of material generated.
Use smaller containers, on wheels if possible. That are
collected at the end of the day and dumped into a larger
container for pick up.
If self-hauling, build custom containers to fit the space
requirements using scrap or damaged plywood, concrete
forms, or barrier fencing.
Use trashcans and other small containers to collect
recyclables generated in smaller amounts.
Consider co-mingling small quantities of wood,
cardboard, and metals to make on large load of
recyclables.

Source separated or co-mingled, which is best for your

project?
Source separated recycling service involves collecting
recyclables in separate containers as they are generated. The
recycling hauler takes the materials directly to a recycler or
a transfer site.
Co-mingled recycling service allows contractors to put
select recyclables such as wood, cardboard, and metals in
one container. The recycling company takes the materials
to a sorting facility where the materials are separated for
recycling. Some services will be mixed loads that include
garbage.
PROS & CONS The recycling rate on co-mingled programs
can be significantly lower than source separated programs.
It is also challenging to quantify the amount of materials
recycled on a particular project. Co-mingled recycling is
cheaper than garbage disposal but source-separated recycling
saves more money.

Research Recycling Options

Using a commercial hauler works well on projects where
large quantities of materials are generated, such as
demolition, multifamily, and commercial projects. Some
recyclers offer smaller drop off boxes or drop boxes with
several compartments for home construction and tenant
improvement projects.
Self-hauling is a good choice for projects where small
quantities of materials are generated, such as residential
construction and remodeling. Recyclable materials are
collected on-site in piles or temporary containers and taken
to recycling facilities in the contractors own vehicles.

What is a CESQG?
Businesses that generate 27 gallons or
220 lbs. of hazardous waste, or 2.2 lbs. of
extremely hazardous waste per month are
called Conditionally Exempt Small Quantity
Generators, or CESQGs. San Bernardino
County Household Hazardous Program
provides waste management services to CESQG
businesses. The most common CESQGs in San
Bernardino County are painters, print shops,
auto shops, builders, agricultural operators
and property managers, but there
are many others. When you
