CBD! is! part! of! the! Art! Council! Englands! Creative( People( and( Places!
programme.! Creative! People! and! Places! is! a! national! action! research!

arts!activity.!

CBD! supports! people! who! live! in! Barking! and! Dagenham! to! experience!

approaches!to!involving!local!people!in!creative!things!to!do!and!see.!We!
aim! to! inspire! a! lasting! passion! for! arts! and! culture! and! recognition! of!
Barking!and!Dagenham!as!a!creative!place.!!!

2.(What(are(the(aims(of(CBD?(
1. To! achieve! a! longYterm! increase! in! levels! of! arts! engagement! in!
Barking! &! Dagenham.! ! This! means! more! than! 10,000! people!
saying!theyd!like!to!be!involved!with!an!arts!or!cultural!activity!or!
performance!at!least!3!times!per!year.!!
2. To! increase! the! types! of! decisions! that! residents! can! make!
regarding! creative! activities! happening! in! their! borough,! and!

An( Artistic( Programme( of! projects! and! events! in! landmarks,!
neighbourhoods! and! open! spaces! across! Barking! &! Dagenham,!

The! Landmark! Commissioning! strand! aims! to! enable! the! creation! of!
extraordinary!siteYspecific!arts!experiences!at!landmarks!across! Barking!
and!Dagenham,!developed!in!collaboration!with!local!residents.!We!aim!
to! reach! 20,500! local! residents! as! audiences! and! participants! through!
this!strand!of!work.!

Punchdrunk( Enrichment( was( selected( for( a( landmark( commission( in(
2014.( The( panel( was( excited( by( their( idea( to( transform( a( local( historic(
house( into( the( setting( for( an( ambitious( theatrical( production( X( St(
Ethelbergas(Hallowtide(fair(X(inspired(by(the(history(of(the(local(area.((
(
They( began( their( commission( by( inviting( 70( local( people( to( watch( their(
show( The( Drowned( Man( in( Paddington,( and( by( talking( to( students( of(
Barking(and(Dagenham(College.(To(develop(the(show(they(worked(with(
local( community( participants,( Cultural( Connectors( and( college( students(
from(the(technical(theatre(and(performing(arts(courses.((

contributors,( technical( and( production( staff,( performers( and( as( part( of(

which!will!be!empty!from!April!2015!until!June/July!2015!when!it!

7.(Targets(and(Outcomes(

The! focus! of! CBD! is! on! adult! (17+)! audiences! and! participants.! ! Our!
programme! is! about! reaching! new! audiences! for! the! first! time! and!
offering!routes!for!people!to!continue!enjoying!and!accessing!the!arts.!!

We!need!our!Landmark!projects!for!2015!to!attract!a!minimum!of!7000+!
people! as! audiences! and! 1500! as! participants! in! total.! We! expect! to!
commission! around! 3! or! 4! Landmark! projects! across! a! range! of! scales!
and! artforms.! The! decisionYmaking! panel! will! be! looking! for! a! mix! of!
projects!that!together!will!be!able!to!achieve!these!targets.!!

Its!important!to!us!that!artists!and!arts!organisations!approach!projects!
with! a! commitment! to! sustainability,! considering! from! the! beginning!
what!will!be!left!once!the!projects!are!over.!The!CBD!team!will!work!with!

Applicants!can!request!funding!up!to!a!maximum!of!50,000.!However,!
please!note!that!the!maximum!will!be!awarded!only!for!very!ambitious!
projects! with! the! potential! to! reach! large! numbers! of! people.! We!
encourage!applicants!to!bring!match!funding!with!them!for!projects,!but!
this! is! not! a! preYcondition! for! applying.! Our! Landmark! Commissions!
awarded!in!2014!ranged!in!value!from!6,000!to!35,000.!

CBD! is! an! action! research! programme! and! we! are! learning! as! we! go!
along! about! what! works! best! in! increasing! arts! engagement! in! the!
borough.!We!have!a!critical!friend!supporting!our!learning!and!reflection!
and! The! Audience! Agency! (TAA)! is! our! evaluation! partner.! We! have! a!
small! staff! team! but! we! expect! to! work! closely! with! commissioned!
artists!and!organisations!to!create!the!best!outcomes!for!projects,!share!

If!successful!in!your!bid!for!a!Landmark!commission,!you!would!also!be!
expected! to! attend! a! number! of! our! monthly! Cultural! Connector!

6.(Eligibility(Criteria((

We!want!to!work!with!artists!and!arts!organisations!who!are!interested!
in! testing! out! new! approaches! to! arts! engagement! and! in! finding!
meaningful!new!ways!for!people!to!get!involved!with!the!arts.!To!lead!a!
successful!CBD!Landmark!Commission!you!will!need!to!be!as!interested!
in!working!with!adults!who!are!not!engaged!with!the!arts!as!you!are!in!
making!a!great!new!piece!of!art.!We!are!open!to!applications!across!all!
art!forms.!

Applicants!for!the!Landmark!commissions!can!be!either!individual!artists!

A!panel!consisting!of!three!local!residents!(part!of!our!team!of!Cultural!
Connectors),!our!artistic!adviser!and!a!strategic!partner!will!meet!on!the!
22nd! January! 2015! to! select! a! shortlist! of! 10! applicants! whose! project!
ideas! have! the! most! potential! to! meet! our! aims.! Applicants! will! be!
informed!by!the!5th!February!2015.!

The! 10! chosen! applicants! will! be! awarded! bursaries! of! 250! each! to!
research! and! develop! their! ideas! during! February! 2015! in! consultation!
with!local!individuals!and!groups,!with!support!from!the!Creative!Barking!
&!Dagenham!team.!!

They!will!then!be!expected!to!present!the!results!of!their!research!and!
their!developed!project!idea!and!budget!at!an!interview!with!the!panel!
