Introduction

This course is designed to give graduate students in public affairs an


understanding of public management as a field of academic study and an area of
professional practice. Public administration involves the core activities of government
that are performed, for the most part, by highly trained professionals in specialized
organizations at all three levels of government- federal, state, and local. While it is
impossible to cover all the material from the academic discipline, this course will attempt
to familiarize you with the various complexities of public administration. All students of
government need to recognize the tremendous importance of public administration and
administrators within the political system.

Required Texts

There are two required texts for this course. They are listed below.

David H. Rosenbloom and Robert S. Kravchuk, Public Administration: Understanding


Management, Politics, and Law in the Public Sector, 6th Edition.

Richard S. Stillman, Public Administration Concepts and Cases, 8th Edition.

Course Requirements

Active Participation- This course is a seminar and depends on your active


participation in class. That means that you have to read the assignments carefully and
come to class prepared to share your opinions and insights with other class members.
Attendance is very important since the class meets only once per week. If you know you
will not be able to attend, please let me know in advance via e- mail or telephone. More
than two absences may affect your final grade.

Journal Articles- You will be required to find two journal articles from
recognized academic journals, such as Public Administration Review, State and Local
Government Review, Public Performance and Management Review, or Review of Public
Personnel Administration on topics we are discussing. The journals must be peer-
reviewed. If you are not sure if the journal is peer-reviewed, use one of the journals

mentioned above. You can also find suitable journal articles referenced in the texts that
are assigned. Summarize the main points of the journal article in approximately two
pages, be prepared to present your report to the class, and turn in the article and the
summary. Please provide handouts for class members. On the first class session,
students will choose an article (from the professor’s list) and presentation date for one of
their articles.

Case Studies and Briefs- Most weeks a case study from the Stillman book is
assigned for in-depth analysis and discussion. The brief should be 2-3 pages. Each of
you should prepare a brief on the assigned case using the major headings of the brief as
follows:
1) The problem: Mission, Power, Structure, Resources (money, skills, etc)
2) History or Background
3) Environmental factors that produce the problem or constrain the resolution
4) Alternatives for Resolving Problem/ Recommendations to Address the Problem
5) Lesson for Public Administrators (should include concepts from readings)

Assignment 1: Reaction Paper - Students are required to write a 2-3 page


reaction paper to Woodrow Wilson’s, The Study of Administration. The essay is Reading
1.1 in the Stillman book. The reaction paper should include the following:
1) Overview of Wilson’s argument
2) Explanation of the Politics-Administration Dichotomy
3) Applied reaction to the Wilson’s argument. Is a dichotomy possible? What
are the pros and cons of a strict separation of politics and administration?

Policy on Scholastic Dishonesty- Students who violate University rules on


scholastic dishonesty are subject to disciplinary penalties, including the possibility of
failure in the course and/or dismissal from The University. Since such dishonesty harms
the individual, all students, and the integrity of The University, policies on scholastic
dishonesty will be strictly enforced.

Examinations - The first exam will be near mid-term and the second exam will be
near the end of the semester. See the class schedule for dates. Exams are essay and short
answer. The material from the class notes and discussions will be included on the
examinations.. If you have to miss an examination for a good reason, you must tell me in
advance of the class and arrange a time with me to take a make-up exam.

Grading- The grade for the semester is based on the following:

First exam 30%
Second exam 30%
Case Briefs and Class Participation 20%
