PROVINCIAL ORDINANCE NO. _____
AN ORDINANCE CONFERRING THE AWARDS TO DESERVING INDIVIDUALS OR
ENTITIES DURING THE FOUNDATION ANNIVERSARY OF THE PROVINCE
EXPLANATORY NOTE
WHEREAS, the province celebrates its foundation anniversary as a civil
government in the month of November;
WHEREAS, one of the main highlights of the yearly event is the recognition of
the individuals or entities who demonstrated leadership qualities or achievements or
accomplishments worthy of emulation and have projected a good image of the province or
have voluntarily rendered social, economic and infrastructure services benefitting the
province;
NOW THEREFORE,on motion duly seconded,
BE IT ORDAINED BY THE SANGGUNIANG PANLALAWIGAN OF
THAT:
Section 1.
Short Title of the Ordinance: This Ordinance shall be known as
the Awards Ordinance
Section 2.

Functions of the Awards Committee:

To prepare guidelines for nomination;


To select awardees in various categories after proper verification;
To prepare write-ups
To coordinate the preparation of plaques and rings with the Provincial
General Services Officer;
5. To present list of proposed awardees to the Governor for approval

Section 3. Criteria for each Category of Award:


A. Leadership Awards:
1. Awardee must be a native born citizen of the Province.
2. Awardee must have demonstrated qualities of leadership in any field with
outstanding achievement/accomplishments projecting good image for the
province internationally, nationally or regionally.
3. Awardee must be a living individual
4. Awardee must not have previously been given the same category of award
by the province.
5. Must not be incumbent elective official of the province.

B. Everlasting Award:
1. Awardee may either be an individual or an entry.
2. Awardee must have voluntary rendered social, economic and
infrastructure services benefitting the province or two or more
municipalities and/or its people.
3. Awardee must not have previously been given the same category of
award.
C. Achievement Awards:
1. Awardee may be either living or dead individual or an entry.
2. Awardee must have outstanding action worthy of emulation in a specific
field of endeavor thus projecting a good image for the province or the
people regionally, nationally or internationally.
3. A native born or resident /domicile of the province for at least ten (10)
years.
4. Must not have previously been given the same category of award
D. Outstanding Student Leadership Award:
1. Awardee must be a living individual and currently enrolled in any school;
2. Awardee must be a native born of the province;
3. Awardee must have demonstrated qualities of leadership in any field with
outstanding achievements/accomplishments projecting a good image for
the province internationally, nationally and regionally; and
4. Awardee must not have previously been given the same category of award
by the province.
Section 4.An 18 Karat Gold Ring and Plaque will be given to the Leadership
Awardee. For Everlasting Awardee, Achievement Awardee and Outstanding Student Leadership
Awardee, a plaque of appreciation will suffice.
Section 5. Per Diems or Honorarium shall be given to the Awards Committee
Memberswho are non-government employees or officials subject to the usual accounting,
auditing rules and regulations.

Section 6.SOURCE OF FUND. The total amount of two hundred fifty thousand
pesos (P250, 000.00) is hereby made available every Calendar Year in the General Fund of the
Province;
Section 7.Repealing Clause: All existing ordinances or decrees not in conformity
with the provisions of this ordinance are hereby repealed.
Section 8.EFFECTIVITY.This ordinance takes effect upon approval.
