Rage Against the
Dying of the Light
Five years of waiting for justice to be
attained by those aggrieved and wronged, is
still short in the countrys protracted judicial
system.
In the case, therefore of the so-called
Maguindanao Massacre, for the families of
the 58 people killed, including 32 members of
the media, justice will therefore still be long
time coming.
Justice Secretary Laila de Lima explains
the slow grind stems from the peculiar nature
and sheer number of the victims and their
witnesses, both of the prosecutor and the
defense. The number of the media people
killed still remains the biggest in the world in
contemporary times.
We should also note that in criminal cases,
the quantum of evidence needed is proof
beyond reasonable doubt, even if those
killed were members or supporters of the
Mangudadatus, a political rival of the then
ruling Ampatuan clan.
Nevertheless, given this Philippine reality,
we should still rely on our fabled optimism
that justice will still be attained, even for 200
years as Joker Arroyo hyperbolically joked.
As we Bicolanos are wont to say, Suripot an
Diyos.
Still, we should draw and learn a lot of
lessons from this senseless contemporary
carnage. One is the economic and ethical
dilemma faced by media practitioners,
particularly the community journalists who
because they are not paid regular salaries,
align themselves with political patrons to
survive.
Second, reforms in the electoral system,
as in the requirements for the locus in the
filing of candidacies, should be reexamined,
as shown in this instant case. The COMELEC
should take note that we are already in a
wired world, and electronic filing should be
one option for would-be candidates.
Third, warlordism in Mindanao has a long
way to go to be resolved, rooted as it is in
both its history, culture and religion, and
aggravated by the politics of patronage
prevailing in our country.
Fourth, impunity can only reign if people
look the other way of injustice. We should, as
Dylan Thomas enjoins: Rage, rage against
the dying of the light.

ASEAN Open Skies

TOURISM: With 100 million
population now, Philippines rank
second to Indonesia (with 200 million).
With such huge number of people, both
countries will benefit from the ASEAN
Open Skies agreement which will take
effect by end of 2016. This pact will
require added facilities in terms of airline
travel and hotel accommodations, and
possible medical tourism. Indonesia
has recently signed the ASEAN draft
agreement.
The Philippines has yet to signify its
acceptance for a simple reason. Our
airport facilities are not ready for the
influx of more flights. Major airports
like Manila, Cebu and Davao are
considered as crowded, while those
in secondary cities (candidates as
international airports) need improved
facilities to qualify as world-class. The
expanded airports in Cagayan de Oro,
Laoag. Bacolod, Iloilo and soon
Legazpi - are part of our preparations
in this aspect.
PRIORITY: I have visited Thailand
in periods of calm and even in turmoil
(political upheavals) and I am very
much surprised to note that in both
times the Thai economy survived
and continued to grow. The Thai baht
which used to be weaker than the Phl
peso is now worth P1.385. As a result
fewer Pinoys are going to Bangkok
to buy the goods they sell to fellow
Filipinos. (The alternative destination
now of local importers is Vietnam).

burden. We need to take care not only
of those who have already embraced
the Christian faith, but also of the
persons who are not yet part of the
sheepfold of Christ.
*Religious Unity
Since his election, Pope Francis
has been inviting all Christians to
foster religious tolerance and unity.
He was able to gather in harmony
and peace, many spiritual leaders
of the major world religions, such
as Judaism, Islam, Buddhism and
Hinduism. He believes that religious
tolerance is the root of unity, as he
explained: Unity is the result of
sharing our life with others, respecting
their different customs and religious
beliefs.
By promoting interreligious
dialogue, the Pope is following the
example of Jesus, who was not afraid
of meeting the members of other
religions, such as the Samaritan
Woman (John 4:7) or the Roman
Centurion (Matthew 8:5). As the Pope
commented: Let us encourage the
friendship and respect among people
of different religious traditions; let
us go closer also to those who do
not belong to any religion, but who,
nonetheless, seek for truth, goodness
and beauty.
In particular, he encouraged unity
among Christians, as he said: Let us
not pursue the road of division, but
the road of unity, which is the road of
Jesus. Unity is a grace that we must
ask from the Lord.

all from Camarines Sur, received ten (10) brand new
Cherry Mobile Fusion Aura
and one Canon Pixma Printer each - an early Christmas
gift from the National Grid
Corporation of the Philippines (NGCP).

yesterday together with NGCP
South Luzon Corporate Communications and Public Affairs

The SPED Center in Buhi
is home to 87 elementary pupils, 42 high school students
and 6 teachers. In Libmanan,
NGCP gave the same donation
to Loba- Loba SPED Center,
situated in Barangay Loba-lo-

ba in the said municipality.


Somera said that the thank
you gesture is their way of
appreciating the big help that
the community is continously
giving to NGCP, particularly
their vigilance in keeping the
towers situated in their areas
of jurisdictions safe. This is
also part of NGCPs corporate
social responsibility wherein
the communitys effort is being rewarded.
There are approximately
90 NGCP towers scattered
in five (5) barangays in the
municipality of Buhi. Most
of them pass through public
schools and barangay outskirts. Somera reiterated the
need to intensify their safety
campaign particularly to students and barangay folks by
arming them with the correct
information on how to take
good care of the towers for
their own safety.

Saving a Century-Old Bridge

When the century-old acacia tree at


the Bicol University (BU) campus was
uprooted by Glenda, BU president Faye
Lauraya was said to have wept. No such
mourning is expected when the 100-year
old Barit bridge in Santiago, Iriga City, is
finally demolished by the wrecking ball of
the DPWH. The bridge, built in 1914, is
set for demolition under the governments
National Tourism Development Program.
The plan to demolish it is nevertheless
ironical as by itself, the bridge is a cultural and historical resource of the Rinconada area; i.e. it has a tourism potential. It
is ironical, because the present administration of the City of Iriga has for a ta-

NAGA BY PROVIDING INCENTIVES THROUGH THE INSTITUTIONALIZATION OF
THE MOST-CHILD FRIENDLY BARANGAY AWARDS :

Explanatory Note

WHEREAS, the Philippines is a signatory in the United Nations Convention on


the Rights of the Child, the Declaration of the Rights of the Child and the Geneva
Declaration of the Rights of the Child;
WHEREAS, it is the declared policy of the State and of the City Government of
Naga to protect and promote the rights and welfare of children;
WHEREAS, children, being the next leaders and stewards of our society, should
be afforded the necessary protection and assistance so that it can fully assume its
responsibilities within the community;
WHEREAS, to attain the aforementioned goal, the City Government of Naga
has mandated each barangay to organize their respective Barangay Council for the
Protection of Children;
WHEREAS, the City Government of Naga will boost the performance of all
BCPCs in the city by encouraging them to exert their best efforts in doing their tasks
through giving them additional incentives;

BE IT ORDAINED, therefore, by the Sangguniang Panlungsod of the City of
Naga that:
SECTION 1.TITLE. - For brevity, this ordinance shall be known as the Most
Child-Friendly Barangay Award Ordinance.
SECTION 2. PURPOSE. This ordinance is promulgated in order to:
a. Protect and promote the rights and welfare of children;
b. Enhance the efficiency, competence and responsiveness of barangay
governments in Naga City; and
c. Establish a sustainable mechanism that will continually drive the barangays
to effectively and sustainably implement innovative programs for protecting and
promoting children.
SECTION 3. COVERAGE. This ordinance shall cover all barangay
governments of Naga City and shall focus on the effectiveness and innovativeness
of their respective programs on the protection and promotion of children rights and
welfare.
SECTION 4. THE MOST CHILD-FRIENDLY BARANGAY AWARD The Most
Child-Friendly Barangay Award is hereby established to be conferred to barangays
of the City of Naga which have met the criteria and conditions prescribed in this
Ordinance, as confirmed and validated by the Awards Committee comprised herein.
SECTION 5. CRITERIA. The Most Child-Friendly Barangay Award shall
be conferred to outstanding barangays which have gained the highest points in the
following criteria:
I. Functionality of Barangay Council for Protection of Children (BCPC) 30pts.
This refers to the effectiveness and efficiency of operation of the BCPC. This
criteria is divided into the following:

Per Memorandum Circular No. 2014-80 of the Department of the Interior and

Care of health facilities within the jurisdiction of the barangay
(Note: Computation of point is equivalent to the percentage of
health facilities accredited by PhilHealth for Maternal Care Services
and Primary Care over the total number of health facilities in the
barangay, i.e. if there are ten health facilities in the barangay and
only eight are PhilHealth accredited for Maternal Care Services
and Primary Care, then the barangay will only gain 0.8 points.
If a particular barangay, however, has no health facility within its
jurisdiction, it will be accorded 1 point.)
SECTION 6.-COMPOSITION OF the MOST CHILD-FRIENDLY AWARDS
Committee. The Most Child-Friendly Awards Committee is hereby constituted and
shall be composed of the heads, or his/her assigned representatives, of the following
offices:

and conferment in October of every year;
SECTION 8.THE SECRETARIAT. The Children Affairs Office (CAO) shall
provide the secretariat functions of the Most Child-Friendly Barangay Awards
Committee.
SECTION 9. FUNCTIONS OF THE SECRETARIAT. The secretariat shall
have the following functions and duties:
1. Serve as repository of all documents, memorabilia, pictures and other
related information on the Most Child-Friendly Barangay Awards;
2. Provide the Most Child-Friendly Barangay Awards Committee with the
various forms, guidelines and criteria of the awards;
3. Assist in the search of the Most Child-Friendly Barangay Awardees;
4. Plan and conduct a Most Child-Friendly Barangay Awards Presentation in
October of every year during the celebration of the Childrens Month.
SECTION 10. SELECTION AND EVALUATION PERIOD. The selection and
evaluation period shall cover the months of September of the preceding year to August
of the current year. The evaluation and assessment shall be conducted in the month
of September of the current year.
SECTION 11. AWARDING AND PRESENTATION OF THE MOST CHILDFRIENDLY BARANGAY AWARDEES. Awarding and presentation of the Most ChildFriendly Barangay Awardees shall be in October of every year. The event shall be one
of the highlights of the celebration of the Childrens Month.
SECTION 12. THE AWARDS. Recipient of the Most Child-Friendly Barangay
Awards shall be given the following prizes:
1st Place- One Million Pesos (P1,000,000) worth of projects and Trophy
2nd Place- Seven Hundred Thousand Pesos (P700,000) worth of projects and
Trophy
3rd Place- Five Hundred Thousand Pesos (P500,000) worth of projects and
Trophy
4th Place- Three Hundred Thousand Pesos (P300,000) worth of projects and
Trophy
5th Place- Two Hundred Thousand Pesos (P200,000) worth of projects and
Trophy
6th 10th Place - One Hundred Thousand Pesos (P100,000) worth of projects
and Trophy
Provided, that the 1st to 5th Place must have a rating of not less than 85% and
th
the 6 to 10th place must have a rating of not less than 80% to qualify for cash award.
In the event that the first five (5) highest ranks scored less than 85% but not less than
80%, the cash award shall be 50% of what is provided in this ordinance. This same
rule shall apply for the 6th to 10th place, i.e., when the score is less than 80% but not
less than 75%. Provided further, that the winners having a rating of less than 75% shall
not be entitled to the cash award. Provided finally, that entries having a rating of 75%
but not included in the Top Ten (10) shall receive a consolation price of Fifty Thousand
Pesos (P50,000) worth of projects and a plaque.
SECTION 13. UTILIZATION OF CASH AWARD. The cash prize awarded
under this ordinance shall be utilized solely on projects directly addressing the child
welfare, protection and development.
SECTION 14. FUNDING. The City Government of Naga shall appropriate an
annual budget for the purposes of the successful and efficient implementation of the
Most Child-Friendly Barangay Awards. The said amount shall be included in the Naga
City Council for the Welfare and Protection of Children (NCCWPC)/Children Affairs
Office of the Naga City Childrens Fund (Kaakian Fund) of at least one percent of the
citys total Internal Revenue Allotment (IRA) under the Special Purpose Appropriation
of the current year.
SECTION 15. SEPARABILITY CLAUSE. Any provision or portion of this
ordinance found to be unconstitutional or invalid shall not impair the other provisions
or parts thereof which shall continue to be in full force and effect.
SECTION 16. REPEALING CLAUSE. Any or all ordinances, rules and
regulations which are inconsistent or in conflict with the provision of this ordinance are
hereby repealed and modified accordingly.
SECTION 17. EFFECTIVITY. This ordinance shall take effect upon its
approval and after publication in a newspaper of local circulation.

Corps is to organize a solid
media group of volunteers

with the help of the city chapter
of the United Architects of the
Philippines (UAP) headed by its
president Maridel Baldano, the
city government came up with
a strategic plan for a highly resilient and livable city featuring
a safe and green environment
aimed sustaining good public
health, which impressed the

City, Happy City presents farreaching innovations that inspire
a more dynamic development
of the city into a very safe and
healthy locality for its people and
visitors, as well.
In choosing this city as one
of the venues of APEC meetings,

is looking to invest in infrastructure for the chosen sites not only
for the event itself but also as

The government is building
permanent infrastructure in here
and other APEC sites and the
benefit is not the meeting but
beyond the meeting so that the
place is built for business and
good for repeat visitors, rather
than for one-time tourists, Rosal

Part of this infrastructure
network are good roads, airports,
telecommunications
networks and private facilities
-- including hotels and restaurants. For now, the national
government has earmarked an
amount of Php140 million for
the ongoing widening from
two to four lanes of Yawa

Resort sits and will be used as

Saving a Century-Old . . .

mountain itself, offers climbers
and trekkers the chance to see

of the largest species of flower in
the world. Barit river was also
the site of the shooting of the first
Philippine version of the Tarzan
tale, Og, which starred Bicolano
actor and former Mr. Philippines,
Jose Ramos of Partido.
Yet, the Barit bridge can no
doubt be the star attraction of
that local tourism circuit for its
historical and architectural value,
particularly for the DPWH.
Page 29 of the Quarterly
Bulletin of the Bureau of Public Works (Vol. 3, 1914), states
that the Barit River Bridge
was opened for traffic on April
1, 1914. The problems posed
when the Barit River rises and
overflows its bank preventing the
haul of agricultural products and
the passage of pedestrians, were
at last removed by the completion of this bridge, the brief report added. The bridge therefore
is already more than one hundred
years old!
The Barit bridge is clearly
part of Irigas American colonial
heritage, along with the public
school system which bred such
Irigueno Far East games decathlon champions Genaro Saavedra
and Juan K. Taduran in the 20s;
ALATCO, the first organized
bus transportation company in
the country established in 1914
by former U.S. serviceman Albert L. Ammen; and the film
industry, represented by actress
Gilda Gales, the so-called Greta
Garbo of the Philippines, who
was the daughter of a salesman
of the English company, Smith
Bell, which used to run a buying
station for abaca in Iriga where
Gales herself was born.
Its construction was a result
of the destruction by Filipino
revolutionary troops of the old
wooden bridge at the site now
known as Tinuytuyan, located a
little downstream of the river, on
February 25, 1900.
There are at least seven(7)
documentary evidence which
attest to the historical value of
the Barit bridge. The first is the
account of Fr. Marcos Gomez
O.F.M. on the Philippine Revolution of 1898 in Ambos Camarines

which was published as A Friars


Account of the Philippine Revolution when it was translated into
English from the original Spanish by Apolinar Pastrana Riol.
Gomez is one of 22 Franciscan
friars imprisoned for 16 months
by Tagalog insurgents in Nueva
Caceres (now the city of Naga),
and made to march the more
than 40 kilometer road to Iriga
on February 1900 by the Tagalog
troops led by a certain Col. Pena
who were escaping from the
American soldiers chasing them.
In Iriga, according to Gomez Sr.
Crescini, who desired to free
us, did not stop advising Pena
to head for Buhi so that, in this
manner avoid to be informed that
we were there. Before this revolutionary entered Iriga, he went
out to meet him and advised him
to head towards the ecclesiastical house of San Antonio, but
he was not able to do it. Later,
seeing that they tried to camp
in the town and that they were
already putting cannons in the
streets, he told him not to try it
because thus they would get him,
that he march to Buhi and cut off
the bridge so that the Americans
would not pass and there to wait
for the result of the official communications that they had sent
the Americans. Taking into consideration these reasonable counsels, Pena and his people left for
Buhi, leaving us alone in Iriga.
Based on Gomez account,
it is clear that Pena and his men
destroyed the bridge on February
25, 1900. The bridge referred
to was the one at the part of the
Barit river called Tinuytuyan,
a word in the dialect meaning
where a bridge once stood.
Its location is evidenced by
a 1898 sketch of the property of
Don Francisco Vargas, the great
grandfather of the present owner of the lot on the left side of
the road immediately after the
present Barit bridge when one
is going to Buhi. In 1998, during the Centennial celebration
of the Philippine Revolution,
Mrs. Gloria Angara, who sat
in the organizing committee of
the celebration, inaugurated the
stone marker at the site which
recognized its historical value
and contribution to the Philippine revolution.
A primary source about the
destruction of the bridge is
supplied by a report of Col. J.
H. Dorst of the 55th Inf. U.S.
Volunteers dated February 28,
1900 to the Assistant Adjutant

General where he said he ordered three (3) companies led


by Maj. Frank W. Frederick of
the 2nd South Carolina Infantry
to proceed to Buhi on February 26, 1900. Maj. Frederick
was delayed until 4:00 p.m. in
getting over a broad, deep and
swift stream (Barit river) about
four(4) miles from here (Iriga)
over which there had been a
wooden bridge just burned by
the rebels and still on fire.
The burning of the bridge
by the Tagalog rebels is also
evidenced by a March 11, 1900
report of Brig. Gen. J. M. Bell
which appeared in the Annual
Reports of the United States
War Department. Bell wrote:
The presidente of Buhi has
been directed to reconstruct the
bridge burned by the insurgents
near that place.
When was the present bridge
constructed? In page 17, the
Quarterly Bulletin, a publication of the Bureau of Public
Works, issue of July 1, 1913
had this brief report: Plans are
being prepared for bridge No.
43.3 on the Iriga-Buhi road to
replace a wooden Howe-truss
of 20-meter span by a more permanent structure.
Clearly, another wooden
bridge was built by the Americans in 1900 in the present location to replace the one burned
by the insurgents, and that a decision was made in 1913 to replace the same with a more permanent one, i.e. with concrete.
As we have said, the bridge
because of its historical value,
can in fact be a part of and also
complement a tourism circuit
or route in Iriga as well as in
Buhi, i.e. included in the district
tourism plan. This circuit can
include the ALATCO Heritage
Museum; the legendary Sarikaw
monument at the boundary of
Iriga and Buhi in Sta. Justina;
the Nakabuhi monument; Lake
Buhi with its sinarapan; the
towns American-time municipal hall; and the Buhi church.
Moreover, the city government
can erect monuments for Saavedra and Taduran and markers for
the Waras Ambush in San Agustin where Agta natives fought
the Japanese invaders.
While tourism needs good
infrastructures, it doesnt need
to destroy already existing ones
which in their counterparts in
other countries, are preserved
and protected by the government.
The Barit bridge particularly
needs that immediate protection.
