The Sixth Delhi Economic Census 2013 was released on 19 September 2014.

The economic
census was released by the Directorate of Economics and Statistics of Delhi Government.
The field work for the Economic Census was conducted between February 2013 and June 2013. It
included all types of entrepreneurial activities in the field of agricultural and non-agricultural activities
(except crop-production and plantation).
Highlights of the census
The average employment size per enterprise in Delhi is 3.34, which is higher than the national
average of 2.18.
Only 3.32 percent of all establishments in Delhi have employed eight or more workers.
The total number of establishments operating in Delhi has increased from 7.55 lakh during the fifth
Economic Census conducted in 2005 to 8.93 lakh in 2013, indicating an 18.35 percent growth.
Of the 2984850 people working in the establishments, a majority are men, constituting as much as
87.8 percent.
Women constitute a meager 12.2 percent while the composition of women in total employment is
30.90 percent at the all-India level.

Interestingly, only 68.70 per cent of the total workers are hired indicating that the remaining are
often

made

up

of

family

members

or

others

helping

the

owners.

About 1.53 percent of the total establishments in the country are located in NCT of Delhi. Of the
establishments, 76.89 percent operate with a fixed structure and the rest around 23.11 percent
operate

from

households

without

fixed

structure.

The maximum number of establishment i.e.1.53 lakh is located in Central District followed by West
and

North-East

district.

In case of employment, the maximum number of 5.76 lakh persons is working in Central District
while, 19.3 percent followed by South-East and North District.

Hockey India (HI) on 19 September 2014 inducted Hockey Village India (HVI) as an Academy
Member to reach out to underprivileged children who are keen to make a career in the sport.
At present, Hockey India has 26 permanent Members, 23 associate Members, one Member through
State Olympic Associations, eight Academy Members and one Hoc-Key Member.
Hockey India has always strived to reach the underprivileged children those who in spite of having
the talent cannot reach the big platform. Now the HVI on board will strengthen work towards
reaching out and identifying the talent.

The Hockey Village India was established by Andrea Thumshirn of Germany at Garh Himmat

HVI works towards the better future of underprivileged children in rural India in terms of sports and
education. HVI creates the awareness of hockey in the surrounding areas and started training boys
and girls who are Under-14 and U-16 tournaments.
In 2013, HVI opened its own school to provide proper education and sporting facilities to budding
players. Some German hockey players are also volunteering to train young kids.
HVI adopted Bhusawal Railway Boys (Maharashtra) and two more schools in South Goa in
January 2014.

US Senate on 19 September 2014 passed a bipartisan resolution declaring 30 September 2014 as


US-India Partnership Day. The resolution recognizes the importance of India and the US to one
another and their relationship in defining the 21st century.
The resolution was introduced by senators Mark Warner of Democratic Party and John Cornyn from
Republican on 17 September 2014. Warner and Cornyn are co-chairmen of the 42-member Senate
India Caucus which is the only country specific caucus in the Senate.

The second Board of Inquiry (BOI) in September 2014 recommended decommissioning of INS
Sindhurakshak, in its report. The second BOI was constituted by the Union Defence Ministry to
probe the feasibility of reusing INS Sindhurakshak.
The BOI has also found out that the massive fire on the submarine caused by its missiles and
torpedoes would have damaged the hull of the submarine making it unfit for the sea.
The BOI has recommended that the submarine INS Sindhurakshak is not seaworthy, hence not fit to
sail again thus it should be decommissioned.

BNP Paribas on 18 September 2014 launched equity index linked green bond. It was launched in
collaboration with the World Bank which will help raise funds for products seeking to mitigate climate
change. It is the first equity index linked with green bond.

India and China on 18 September 2014 agreed to establish a Joint Working Group to promote
facilitation in the film sector. The group will meet for the first time in November 2014 on the sidelines

The decision of formation of the Joint Working Group was taken in New Delhi at the meet between
the Union Information and Broadcasting Minister Prakash Javadekar and his Chinese counterpart,
Minister for State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) Cai
Fuchao.

As per the plan, the proposed meet will involve the stakeholders from both the countries to
concretize cooperation in the film sector with specific proposals and projects. The meet will be an
important step towards identifying key deliverables and a common road-map to strengthen bilateral
cooperation

in

the

areas

of

films

and

audio-visual

production.

The two nations have decided to work on the agreement within an institutional time frame in the light
of the audio-visual co-production signed during the India visit of Chinese President Xi Jinping. The
ambit of co-production agreement covered the domains of feature films, documentaries, cine films
and

animations.

Apart from this, the two nations also agreed that the Chinese Films Co-production Commission
would interact more closely with the Union I&B Ministry.

Sardar Singh on 19 September 2014 became India's flag bearer at 17th Asian Games opening.
Sardar Singh is the captain of Indian Hockey team.

Sardar singh lead the Indian Contingent of 130 Indian athletes as the organizers had put the
limitations of 130 persons from any country to be participated in the opening ceremony.

been launched to help the first generation entrepreneurs and skilled youths to set up micro and small

Earlier, for the purpose of operation of the Angel fund scheme a memorandum of understanding
(MoU) was signed between the State Government and Assam Gramin Vikash Bank. The MoU was
signed by the Commissioner and Secretary, Industries and Commerce, Rajesh Prasad on behalf of
the State Government and Chairman, Assam Gramin Vikash Bank, Shio Shankar Singh in the
presence of Chief Minister Tarun Gogoi and State Minister for Industries and Commerce Pradyut
Bordoloi.

Background
The newly launched Angel Fund in Assam was announced by Chief Minister Tarun Gagoi in his
2013 budget speech. Earlier, the state government earmarked a sum of 12 crore rupees for the
Angel Fund.

What: launched by the Chief Minister of Karnataka, Siddaramaiah

The Chief Minister of Karnataka Siddaramaiah on 19 September 2014 launched a Unicode based
mobile app in Kannada for android phones. The source code of the app can be downloaded free of
cost by the users from the website of the Kannada and Culture Department.
The language was launched in a bid to improve the usage of Kannada on mobile phones and tabs.
Earlier, the app linked to the Kannada language was available through private players but now the
Government has officially introduced the app.

The Unicode Converter System that will enable the users to download any content in Kannada from
across the world in the Android phones has been developed by the committee headed by Dr. K
Chidananda Gowda, former Vice-Chancellor of Kuvempu University, Shimoga.
Apart from the mobile based app, the Chief Minister also unveiled Kannada Braille script for blinds.
This version that will be available free of cost will accompany voice mode which can be heard when
the scripts key is touched on computer.

Co-founder and leader of Oracle Corp Larry Ellison on 18 September 2014 stepped down as Chief
Executive Officer (CEO). Larry Ellison will now be the chairman of Oracles board and the Chief
Technology Officer of the company.

Infosys BPO Poland on 19 September 2014 signed a contract with commercial real estate developer
Skanska Property in Poland for leasing its office space for 10 years.
This agreement is the largest deal in the office market of Lodz so far and the biggest lease
transaction in Poland in 2014.

Highlights of the deal


Infosys is planning to expand the workforce at Lodz delivery centre in Poland by 500 people. For this
purpose, it signed the agreement for leasing over 21000 square meter land of Infosys Green Horizon
office complex in Lodz city in the European nation.
The agreement covers new lease terms for the area already occupied by Infosys beside an
additional 3800 square meter of office space.
The new lease agreement extends the lease period to 2024.

Lodz delivery centre was established after Infosys BPO took over Philips Shared Service Centre

(SSC) in 2007.
It is the largest Infosys location outside India that offers BPO and ITO services across 48

Union Information and Broadcasting (I&B) Ministry on 19 September 2014 launched free news SMS
service of All India Radio (AIR) in five Indian languages. These five languages are Hindi, Marathi,
Sanskrit,

Dogri

and

Nepali.

The SMS service is aimed at providing important news to the subscribers in their preferred language
on their mobile phones.

The SMS service initiated by AIR constitutes a critical component of Communicating India which is
an outreach mechanism to enable the flow of quality information to the people across platforms.
The ministry suggested that AIR should broadcast news in other regional languages through the
SMS service and run a campaign through newspapers and Doordarshan to create awareness of the
service. This would help a large cross-section of society to access news in real time.
Previously, AIR had launched SMS service in English on 9 September 2013 to provide AIR news on
mobile sets to its subscribers free of cost. The service has already touched the database of over
three lakh subscribers.

Ma Ying-jeou, The President of Taiwan presented the Tang Prizes in Taiwans capital Taipei on 18

The Wealth-X and UBS Billionaire Census 2014 was released on 17 September 2014. The census
looked at the global billionaire population from July 2013 to June 2014.
The Wealth-X and UBS Billionaire Census 2014 is the only comprehensive global study on the
composition and dynamics of the top-tier of the global ultra high net worth (UHNW) population.

It examined the top-tier wealth segment by geographical location, gender, sources of wealth and
personal traits.
Findings of the Wealth-X and UBS Billionaire Census 2014

155 new billionaires joined the billionaires group in 2014 pushing the global billionaire population
to 2325 which is a 7 percent rise from 2013.

The combined wealth of all the billionaires increased by 12 percent to 7.3 trillion US dollars. This
is higher than the combined market capitalisation of all the companies that make up the Dow
Jones Industrial Average.

Europe with 775 billionaires is the region with the most billionaires earning wealth of 2.37 trillion
US dollars. In 2013, North America was the region with the most billionaire wealth.

Asia shows the largest billionaire wealth increase with the billionaires wealth growing by 18.7
percent over 2013. Billionaire population in Asia grew by 10 percent in 2014 with 52 new entrants
into the billionaire club, out of which 33 are from China.

The United States maintained its position as the world's top billionaire country with a population of
571 billionaires in 2014.

China was listed on the second position with 190 billionaires in 2014 and the United Kingdom is
the third topmost billionaire country with 130 billionaires in 2014.

Latin America and the Caribbean region saw the most significant growth in terms of the size of its
billionaire population that grew to 37.8 percent in 2014.

The billionaire population in the Middle East region shrank by 1.9 percent. However, total
billionaire wealth in the region increased by 16.7 percent.

The billionaire population of Africa decreased by 4.8 percent but its billionaire wealth increased by
12.9 percent.

Pacific region witnessed no change in the billionaire population but the its total billionaire wealth
dropped by 2 percent.

Around 35 percent of the billionaires are concentrated in 20 cities. Moreover, only 5 percent of all
the billionaires are worth more than 10 billion US dollars.

The average wealth of billionaire rose by 4.4 percent in 2014 and the average age of the typical
billionaire came out to be 63 which is one year older than it was in 2013.

There are 2039 male billionaires accounting for 87.7 percent of the world's total billionaire wealth
of 7.3 trillion US dollars in 2014. Besides, there are 286 female billionaires accounting for a 12.3
percent share of global billionaire wealth in 2014.

As per the census, India retained its sixth position in terms of 100 number of billionaires
possessing wealth of 175 billion US dollars in networth. Moreover, India has more number of
billionaires than Switzerland, Hong Kong and France.

However, the number of billionaires decreased over last year as there were 103 billionaires in
2013.

The financial capital Mumbai comprises of 28 billionaires. Mumbai is among the top 20 billionaire
cities globally. New York topped the list of 20 billionaire cities which is home to 103 billionaires.

Pope Francis on 17 September 2014 approved the cannonisation of Blessed Joseph Vaz as Saint.
Pope approved the vote by the Ordinary Session of Cardinals and Bishops in favor of canonization
of the Indian-born priest and decided to summon a Consistory shortly.
The sainthood will be given to Blessed Joseph Vaz, also called the Apostle of Sri Lanka during Pope
Francis' visit to the Sri Lanka in January 2015.

Tulu script Unicode version was released by the Karnataka Tulu Sahitya Academy on 15 September
2014. The release of the Unicode version will bring the Tulu script on the world language platform.
The software for Tulu script, so that it can be rendered into Unicode, was prepared by keyboard and
font specialist K.P. Rao and M.J. Thomas of Manipal.

The Unicode version was developed on the basis of the recommendation of the Dr. Radhakrishna
Committee constituted by the Karnataka Tulu Sahitya Academy. The other members of the
committee were Venkataraja Punanchittaya, who demonstrated that Tulu had its own script, and
S.A. Krishnaiah.
Finalisation of the Tulu script was largely influenced by Anjali script of Malayalam.

Tulu script belongs to the Dravidian family of languages and is spoken in Tulu Nadu (coastal districts
of Udupi, Dakshina Kannada and Kasaragod districts).
Apart from Tulu Nadu, a significant emigrant population of Tuluva people is found in Maharashtra,
Bangalore, Anglosphere, United States, and the Gulf countries.
At present, most Tulu works are written in Kannada. Tulu script is almost similar to Malayalam script
and the font specialist prepared the software for Tulu to be rendered in Unicode.

Bangladesh Parliament on 17 September 2014 unanimously passed the 16th Constitutional


Amendment Bill that reinstates Article 96 of Constitution and empowers Parliament to impeach
Supreme Court Judges.

Nepal government cleared GMR Company proposal to build 900 MW Upper Karnali hydroelectric
power plant (HEP) in North-West Nepal. The proposal approved by Nepal Cabinet on 18 September
2014 is a part of foreign investment scheme in Nepal aimed at exporting electricity to India.
With the Nepal Cabinet passing the proposal, now the Investment Board Nepal will sign a Project
Development Agreement (PDA) with GMR to construct transmission lines across the border to
transmit the electricity to India.
The GMR is expected to complete the project in 2021 and will provide 12 percent energy free to
Nepal to ease a crippling power shortage in Nepal. Rest of the electricity will be exported to India.
According to the agreement, the GMR will give 27 percent of stake of the project to Nepal.
The GMR also will build a separate power house to generate two megawatts of electricity to be
supplied to villagers in Achham, Surkhet and Dailekh districts where the project will be located.

Indian low-cost carrier IndiGo on 17 September 2014 signed an agreement with Industrial and
Commercial Bank of China Ltd (ICBC) for purchasing 30 A320 aircrafts worth 2.6 billion US dollars.
The agreement was signed at an India-China business meeting. The meeting was organised by

The Gurgaon-based carrier signed the memorandum of understanding (MoU) with the ICBC

and this new effort to further explore the collaboration will cement the relationship for the longer
term.
The no-frill carrier has 81 aircraft in its fleet at present.

Chinese President Xi Jinping concluded his official visit to India on 19 September 2014. During his
visit, he signed several agreements including 20 billion US dollar investment on Infrastructure, Mass
rover,

Indian

Railways

and

Industrial

Parks

over

the

next

five

years.

This is the first time a Chinese president has traveled to India in the last eight years. His visit infused
a

new

vitality

in

the

relationship

of

the

two

countries.

China and India are the two most populous countries and fastest growing major economies in the
world. The resultant growth in China and India's international diplomatic and economic influence has

increased

significance

of

their

bilateral

relationship.

Their bilateral relationship is of critical significance to the regional and world pattern. As two
members of the BRICS group and the G20, China and India share extensive common interests in
issues such as the reform of international financial system, climate change, and international trade
negotiation.
Further, being the worlds oldest civilizations, the cultural and economic relations between China and
India date back to ancient times. The most famous cultural and economic connectivity between the
two nations was provided by the Silk Road. It not only served as a major trade route between India
and China, but is also credited for facilitating the spread of Buddhism from India to East Asia.

However, relations between contemporary China and India have been characterised by border

Apart from these agreements, the two countries also had discussion on the border issue shared by
the two nations that is also termed as LAC (Line of Actual Control). During the talks, the two leaders
agreed and committed to resolve the border dispute through friendly consultation at an early date, so
that peace and cooperation between the two countries lasts long.

However, in relation to repeated incursions by Chinese troops in the Indian side, Xi described that as
the border between the two countries is not demarcated so such incidents would occur but both
sides are much capable of effectively managing the situation through border-related mechanisms, so
that they do not have big impact on the bilateral relations of the two countries.
Commentary and Analysis
These sixteen pacts between India and China will enhance the diplomatic relations between the two
countries. Xi Jingping is the first President of China to visit India in past eight years and also the first
Chinese leader to be given a public reception in six decades. Last such kind of public welcome was
given to Zhou Enlai on 28 June 1954. But after that visit of Enlai, the two countries saw 1962 war on
its border. This time also the same kind of welcome was given to Xi Jing Ping but during his visit the
army of the two nations faced off each other in at Spanggur Gap in south-eastern Ladakh in crucial
Chumar region of Jammu and Kashmir. These incursions are being repeated even after the two
sides in 2005 signed a protocol on Modalities for the Implementation of Confidence Building
Measures in the Military Field Along the Line of Actual Control in the India-China Border
Areas.

Rajasthan became the first Indian state to ratify the National Judicial Appointments Commission
(NJAC) Bill 2014. The Bill was unanimously passed by the Legislative Assembly of Rajasthan on 17
September

2014.

The Bill seeks to end the two-decade-old collegium system of appointments and transfers of judges
to higher judiciary. It lays down the procedure to be followed by the NJAC for recommending
persons for appointment as Chief Justice of India and other judges of the Supreme Court, and Chief
Justice and other judges of High Courts.

After the Parliament passed the Bill in August 2014, the NJAC Bill was sent to States in accordance
to Article 368 of the Constitution of India. Article 368 empowers the Parliament to amend the
Constitution but the amendment is required to be ratified by the legislatures of not less than one-half
of the states by resolutions to that effect before the amendment Bill can be presented to the
President for assent.
As a result, NJAC Bill needs endorsement by at least 15 states before sending it for the Presidential
assent. The bill will become an Act, once it receives the presidential nod.
Article 368 of the Constitution
Article 368 in Part XX of the Constitution of India mentions the provisions of Amendment of
Constitution. The Article 368 gives power of Parliament to amend the Constitution and procedure
thereof.
In sub-section 368(2) states that any amendment that seeks to make any change in
(a) Article 54, Article 55, Article 73, Article 162 or Article 241, or
(b) Chapter IV of Part V, Chapter V of Part VI, or Chapter I of Part XI, or
(c) Any of the Lists in the Seventh Schedule, or
(d) The representation of States in Parliament, or
(e) The provisions of this article

the amendment shall also require to be ratified by the Legislatures of not less than one-half of the
States by resolutions to that effect passed by those Legislatures before the Bill making provision for
such amendment is presented to the President for assent. Nothing in article 13 shall apply to any

The President Pranab Mukherjee was on a visit to the Socialist Republic of Vietnam from 14 to 17
September 2014. During his visit, he held bilateral talks with President Truong Tan Sang and met
Prime Minister of Vietnam, Nguyen Tan Dung. They exchanged views on the socio-economic
developments and foreign policy of their respective countries, bilateral relations and issues of mutual
interest.
Both the countries Presidents jointly inaugurated the Center for Indian Studies at the Ho Chi Minh

work of the Cham Monument at My Son in Vietnam.
President Pranab Mukherjee visited cultural and historical sites as well as interacted with the
common people.

He gifted a sapling of the Holy Bodhi Tree from Bodh Gaya to Vietnam President Truong Tan Sang,
which is a symbol of shared Buddhist heritage between the two countries. He also visited the Tran
Quoc Pagoda where a Bodhi tree was planted by the first President of India Rajendra Prasad in
1959.
He also visited the War Remnants Museum and Cu Chi Tunnels in Ho Chi Minh City which record
and demonstrate the stubborn spirit and courage of the Vietnamese people who have emerged
victorious against tremendous odds.
President Pranab Mukherjee invited the Prime Minister of Vietnam Nguyen Tan Dung to India and he
is scheduled to visit India in October 2014.
Both the countries concluded 7 Memorandum of Understanding (MoUs) which will provide the
institutional framework for mutually beneficial exchanges. The signed pacts will enhance the
diplomatic relations and partnership of two countries.

The Reserve Bank of India (RBI) on 17 September 2014 proposed to segregate the post of
Chairman and Managing Director (CMD) of Public Sector Undertaking (PSU) banks. It also proposed
a separate committee for appointment of directors on the board of PSU banks.
These proposals are a part of corporate governance reforms in PSU banks and are based on the
recommendations of various committees including the PJ Nayak Committee recommendations.

The proposal of RBI may delay the appointments of Chairman in at least ten PSU banks or may
bring changes in the top management of the PSU banks. Already top position of 4 PSU banks is
lying vacant which are likely to be filled once government finalises the new norms for appointment of
bank chairman.
At present, the post of CMD in PSU banks is vested with one person only. As a result CMDs of PSU
banks enjoy absolute power and often dominate the board during their tenure.
The only exception among the PSU banks is State Bank of India where the top position is
commanded by the chairman and there are four managing directors with clearly defined executive
roles.

US President Barack Obama on 18 September 2014 nominated Indian-American Richard Rahul


Verma as the next US Ambassador to India. The US Embassy in New Delhi is currently headed by a
Charge d'affaires Kathleen Stephens.
If confirmed by the US Senate, Richard Rahul Verma will be the first Indian-American to serve the

As a result, Army Chief of Burkina Faso General Honore Nabere Traore took over as the head of state of Burkina Faso. He

Seven Indian sailors who were held in captivity by the Somali pirates off the coast of Somalia for four years were released on 30
October 2014. They were released in Harardhere, a coastal town north of Mogadishu. This was the last batch of Indian sailors held
in captivity by the Somali pirates. Of these seven sailors, two each were from Maharashtra and Karnataka and of remaining three
one each were from Punjab, Tamil Nadu and Andhra Pradesh.The information of their release was announced at the concluding
session of the International Counter Piracy Conference in Dubai by the Chairman of the Maritime Piracy Humanitarian Response
Programme Dr. Peter M Swift. These sailors were held in captivity since September 2010, when the pirates hijacked the Panamaflagged ship MT Asphalt Venture

Union Cabinet on 29 October 2014 approved the proposal to amend Foreign Direct Investment (FDI) policy in construction and real
estate sectors. The proposals came in the backdrop of depleting FDI inflows in construction and real sector in last few years.
Union government decided to use relaxed rules for FDI in the construction sector by reducing minimum built-up area as well as
capital requirement and easing the exit norms to boost the construction and real sector.

The proposal is the minimum capital requirement is brought down from 10 million US dollar to 5 million US dollar.
In case of development of serviced plots, the condition of minimum land of 10 hectares has been completely removed.

In case of development of trunk infrastructure, though the lock in period has not reduced from 3-year lock-in period but permitted
foreign investors to investors to exit on project completion or 3 years from the date of final investment.

After the relaxation, the FDI inflows in the construction sector witnessed a steady rise during 2006-07 but have stared declining in

The Conference was hosted by UAE Ministry of Foreign Affairs in partnership with global marine terminal operator DP World. The
Conference addressed the challenges, and current concerns regarding maritime piracy.
It was attended by more than 600 delegates including attendees from over 50 Government and non-governmental organisations.

Main developments of the Conference

The participating governments promised full support for the counter-piracy efforts at sea and on land.

The Conference expressed hope that participating members will contribute to Somalias political and economic development and
future security.

The Conference noted that while incidents of Somali-based piracy have fallen significantly, the economic costs remains high at
more than 3 billion US dollars and the human cost to seafarers and their families is severe. There remain an estimated 37
seafarers still held captive in Somalia.

At the Conference, UAE committed to ensure the safety of the worlds oceans and the well-being of citizens and seafarers alike.

The special discussion on youth and gender empowerment highlighted the vital importance of empowering and engaging these
marginalized groups in society for the enduring growth and prosperity of the region.

Discussions were also held around the lessons learned from counter-piracy policy in the Horn of Africa and recent trends that
helped facilitate building a framework for future cooperation. Also, the scope of discussion was expanded to include West Africa,

Germanys historic wrought-iron gate bearing the Nazis cynical slogan Arbeit macht frei (Work Sets You Free) was stolen from the
former concentration camp at Dachau on 2 November 2014. The wrought-iron gate measured 190 by 95 centimeters and was set
into a larger iron gate.

United Nations (UN) chief Ban Ki-moon on 30 0ctober 2014 launched a global campaign in Kenya to end the deadly practice of
female genital mutilation.

Hockey India President Narinder Batra on 2 November 2014 became a member of International Hockey Federation (FIH) Executive
Board.
The decision was taken during the 2014 Ordinary Congress of FIH. The event was held in Marrakesh, Morocco.
Voting for Ordinary Members of the FIH Executive Board also took place for the positions of two female members, one male
member and two open positions.

The voting for the new Executive Board members began with the female vote. Maureen Craig-Rousseau from Trinidad and Tobago
was elected and Pamela Stuper from the USA was re-elected to the Board.
The male place went to Dr. Narinder Batra from India. The two open positions saw the re-election of Marc Coudron from Belgium
and Qasim Zia from Pakistan.
