The specific product conditions and amounts in this brochure are subject to changes and printing errors. In case of any
difference between the specific product conditions in this brochure and our General Conditions, the latter shall prevail.
The various delivery times in this brochure represent target times and are therefore indicative.

Single mail items

General Information
Weight categories
The rates for single item mail are per item and always apply
up to the last weight stated for the relevant category. Up to
50 grams therefore means that no item may weigh more
than 50 grams.
VAT
In terms of the Postal Act, 2009, PostNL is obliged to offer
certain products and services. These products and services
are listed on pages 5, 6, 7 and 21 and are exempt from VAT
unless they are shown in grey. In the latter case the rates
include VAT. VAT is charged on our other products and
services.
Registered (for parcels): for these rates, the increased
liability at 1,65 is exempt from VAT.
Insured Service (for parcels): for these rates,
the increased liability at 7,50 is exempt from VAT.
Payment Service (for letters and parcels): For these rates,
the increased liability at 1,65 and the Payment Service
surcharge at 8,30 are exempt from VAT.
Letters and parcels franked with the NetSet franking
machine are exempt from VAT. If you opted for a contract
with an annual volume discount, VAT is charged on all
domestic products.
Franking methods
You can frank your postal items in the following ways:
With stamps. If you use our stamps with a figure,
you no longer have to put on additional stamps.
With prepaid stamps. If you simply want to frank your
domestic parcel, you can do so with a prepaid parcel
stamp. You can also use a prepaid stamp for your
domestic registered postal item. For more information,
visit the MijnPost Shop at postnl.nl/mijnpost or go to
postkantoor.nl.
With our digital stamp. Simply print your stamp yourself
using a DYMO LabelWriter and you will always have the
correct postage for your letters, parcels and letterbox
mail. For more information, visit digitalepostzegel.nl.
With our Online Shipping Service. Using your own
computer and printer you can prepare letters and
letterbox packets for dispatch with Track & Trace
within the Netherlands online. For more information,
go to onlineverzendservice.nl.
With a NetSet franking machine. With this machine you
can frank small and large numbers of mail items in a jiffy.
And in most cases you pay a lower rate than the normal
stamp rate.
With a postage stamp code. The postage stamp code is

a stamp in the form of a 9-digit code which you can buy
direct with your mobile phone. The postage stamp code
is part of the PostNL app; you get your postage stamp
code simply by pressing a button. Write this code on
the letter or postcard where you would normally stick
the stamp and mail it. A postage stamp code costs 0.85.
You can use it to send letters and cards up to 20 grams
within the Netherlands.
All loose mail item products and services are available
from the PostNL postal outlets. So you can also have your
letter, letterbox item or parcel franked by an employee at
a postal outlet.
Conditions
Different conditions are applicable to our loose mail item
products and services:
The general conditions for the Universal Postal Service
(latest version) are applicable to standard parcels,
registered parcels and parcels up to 10 kg (domestic)
and 20 kg (foreign) sent using the Insured Service.
The General Conditions for the Transport of Goods
(latest version) are applicable to heavier parcels.
The General Conditions for the Universal Postal Service
(latest version) are applicable to letters, registered items
and letters with the Insured Service.
The General Conditions for the Universal Postal Service
(latest version) are applicable to letters and parcels,
whether registered or insured or not, franked with a
NetSet franking machine, unless an annual volume
discount is applicable. In the latter case, the General
Conditions for the Transport of Bulk Letterbox Mail (for
letters) or the General Conditions for the Transport of
Goods (for parcels) apply. For more information about
annual volume discount, please see page 14.
The General Conditions for the Transport of Goods
(latest version) are applicable to letters and parcels with
Payment Service.
The General Conditions regarding the Transportation
of Goods are applicable to letters with Speed Service.

Single mail items

General information
Braille
Different conditions apply to items for the blind
and persons with impaired vision. You can find more
information at postnl.nl/braille.
Addresses for foreign items
On your mail items to foreign countries, the country of
destination must always be written in Dutch or English
and on the bottom line. Always write the name of the town
and the country in capital letters. The name of the country
must be written out in full. The other address details,
such as the name of the addressee and the street, may
be written in the language of the country of destination.
If a country makes use of post codes, you must state them
in the address. An item destined for a foreign country must
also state the address of the sender in the Netherlands.
Delivery time for foreign mail
When mail is sent abroad, the delivery time depends on
the country of destination. Loose mail going abroad is
sent with the Priority Service. Priority mail must be franked
with a priority stamp, a priority sticker or a Priority image
pre-printed on the item. These images can be found
at postnl.nl. Stickers can be collected free at PostNL outlets
or ordered in the MijnPost Shop at postnl.nl/mijnpost or
via postkantoor.nl.
Postage stamps for use on foreign mail already include
the Priority image. If you are using this type of stamp, there
is no need to add any additional Priority image yourself.
A priority indication is always required and ensures that
your mail receives priority treatment abroad as well.
You will find the delivery time per country in Annexes 2
and 3 on pages 27 and 28.
Goods and customs
For the delivery of goods outside the European Union,
customs forms must be used. Please go to postnl.nl for
the necessary customs forms or ask for them at a PostNL
outlet. Clearance by customs in the country of destination
may result in your mail item being delayed.

mijnpost or via postkantoor.nl.
The item can be followed on tracktrace.nl.
Insured Service is not possible in combination with
the Collecting Service. The item must be handed in
at a PostNL outlet.
Insured service abroad
For the delivery of goods with a value of 425 and
more outside the European Union, customs form

attempts will be made to deliver the parcel.
If delivery at the door was not possible, the
item can be collected at a PostNL outlet for
up to three weeks thereafter.

countries are categorised in the zones EUR 1,
EUR 2, EUR 3 and World.

Bulk mail
Product range
PostNL offers an extensive and simple range of bulk post

options. Its main features are:

Choice of delivery speed within the Netherlands:
24 hours, Basic 48 hours and Basic 72 hours. With Basic

time-critical direct bulk mail can also be sent by our Standard

General information
How does bulk mail work?

General
What is a consignment?
Bulk refers to a consignment of postal items from one
sender, which is handed in to PostNL for dispatch at the
same time and at the same location, to be delivered with
the same delivery speed accepted at a rate per item that
differs from the loose item rate. In order to be classified as
Small, Large and Special formats, the items in a consignment must have the same appearance and size. With the
exception of Mixed bulk mail, consignments of bulk mail
may not exceed the weight category for the product in
question. Within their weight category, the items may vary
(e.g. 0-20 grams). Consignments must be handed in
sorted into the categories Small, Large or Special.
A Mixed consignment may consist of items in the Small,
Large and Special sizes. International consignments
may also contain packets. The latter may differ in size,
packaging, contents and appearance and may weigh up
to 2 kg per item.
Franking with a franking machine

Domestic bulk mail in the categories Small, Large or
Special can be franked with a franking machine. If you
hand in these items as bulk mail at one of our Business
locations and your consignment meets all the conditions
set by PostNL, you may qualify for the bulk mail rate.
Weight categories
The rates for bulk mail are applied per item, and in every
weight category the item weight is always up to and
including the highest weight stated. For example, in the
category 40 to 50 grams no item may weigh more than
50 grams.
Addresses for international items
On your mail items to foreign countries, the country of
destination must always be written in Dutch or English
and on the bottom line. Always write the name of the town
and the country in capital letters. The name of the country
must be written out in full. Other address details, such as
name of the addressee and streetname, may be written
in the language of the country of destination.
If a country makes use of postcodes, you must include
them in the address. An item destined for a foreign
country must also state the address of the sender in the
Netherlands.
Franking
Franking with PostNL Port Betaald (postage paid)
Postal items in a consignment must be franked with the
standard indication PostNL Port Betaald. For foreign
countries this is PostNL Port Betaald/Port Pay Pays-Bas
or PostNL Port Betaald/Postage Paid The Netherlands.
You may find images at postnl.nl/downloads. If you still

General Information
Preparing mail
Would you like to hand in a consignment? Then please
take note of the following.
Design
For consignments of bulk mail consisting of 2500 items or
more that fall within the categories of Small, Large and
Special, the design of your mail is subject to the terms and
conditions described in our brochure Conditions for
designing mail items (latest version). For consignments
of Small, Medium or Special bulk mail consisting of fewer
than 2500 items, this brochure is provided for advisory
purposes only.
Sorting consignments
Bulk mail in the categories Special and Periodicals can be
handed in sorted from 5,000 items upward. You then
qualify for a lower rate. Sorting becomes easier with the
sorting program e-Sort, which you can download free of
charge via postnl.nl/e-sort. For more information about
sorting methods, visit post.nl or contact our Business
Service on 088 868 68 68.
Advance notification
If you have large consignments, please inform us in
advance how large your consignment will be and what it
contains, so that we may offer you the appropriate level of
service. Notifying in advance is easy with MijnPost.

Minimum numbers or minimum order amount

Bulk mail is subject to a minimum consignment size or a
minimum order amount. This is specified in the relevant
rates. Would you like to hand in a consignment with fewer
items than the smallest defined consignment size? Then
you may either pay the minimum order amount, or you
may pay for the missing number of postal items at the bulk
order rate.
Presenting via MijnPost

For every consignment, you have to submit an order form
(p1700). You can do that quite easily with MijnPost, our
digital customer environment. With MijnPost, you can
arrange your postal affairs quickly and effectively. Already
using MijnPost? Then youll receive a digital order confirmation in MijnPost the day after youve handed in a
consignment at a business location. This way youll always
have the latest information on your order at hand. You will
also receive your invoices from us via MijnPost, and for
each invoicing period youll receive a management report.
With this report you can allocate the products and services
youve purchased to your own cost centres. In short,
MijnPost lets you take care of the financial administration
of all your postal affairs. You can sign up for MijnPost at
postnl.nl/mijnpost.
Note
As from 1 January 2014, we will charge an admin fee of
2.50 for manually completed order forms.
Bulk mail
General Information
Hand-in
PostNL has a very extensive network of locations where
you can hand in mail. You can call on these locations every
working day.
Small consignments, up to 5,000 items, may be presented at any of our more than 2,000 PostNL outlets and/or
Business Points.
Consignments up to 25,000 items, including those using
rolling bins (maximum of 6), may be presented at some
30 Business Points XL (often located in retail outlets).
Consignments of 1 to 6 rolling bins can be presented
at some twenty strategically located hand-in locations.
Do you have a consignment of more than 25,000 items,
or are you using more than 6 rolling bins? Please take
them directly to the business counter of one of our 6
sorting centres.

postnl.nl/locatiewijzer. If you would like for us to come
collect your mail, please select the Pick-up service (see
page 23).
Undeliverable items of bulk mail

PostNL may charge a return fee for individual items of bulk
mail that are returned to sender. You will be informed of this
well in advance.
Handing in
Bulk mail must be submitted in countable units of
(for example) 25, 50 or 100, with the address placed on the
same side and running in the same direction on each item.
When handing in consignments of (Basic) Direct Mail,
Samples or Periodicals, an additional copy (not addressed)
must be handed in for evaluation.
Delivery
We aim to deliver the mail on the date of your choice.
If you opt for Bulk Mail 24 hours within the Netherlands,
your mail can be delivered from Tuesday to Saturday.
If you opt for Basic, delivery can be done on Tuesday,
Thursday or Saturday.
Payment
Payment for your bulk mail is preferably made on account.
If you only send bulk mail occasionally, you may also pay
by single direct debit.
Ordering postal aids by telephone
From 1 January 2014 on, we will apply a service charge of
4.00 whenever postal aids (such as wheeled containers,
crate dollies or sacks) are ordered by telephone. You can
order your postal aids simply, swiflty and free of charge via
postnl.nl/hulpmiddelen or via your MijnPost account.

Bulk mail
Rates and discounts
PostNL offers a number of different discount arrangements. Our discounts are given on standard rates. To
qualify for discounts, you must have a written agreement
with PostNL.
Domestic discounts
Annual volume discount on letterbox mail
From an annual volume of 50,000 items of letterbox mail
(meaning items no larger than 380 x 265 x 32 mm and no
heavier than 2 kilos), you qualify for an annual volume
discount. The higher your annual volume, the higher the
discount. The discount is at least 3% off the standard rate.
In determining your annual letterbox mail volume, the
following products are taken into account:
Domestic bulk mail
Domestic business reply items*
Domestic letterbox mail franked with a NetSet franking
machine.*
Domestic business reply items*

You may qualify for a discount on the rate for regular
domestic business reply items if your items comply with
the design as described in our brochure Conditions for
designing mail items (latest version). The discount is
applicable from 25,000 items a month and up per reply
number and is 5.0% off the standard rate.
Location discount
You qualify for a 1% location discount on large consignments if you deliver your consignment at one sorting centre;
your consignment is 25,000 items or more;
you have presented your consignment with MijnPost
and given us notice by Prenotification at which centre
you will be delivering your consignment;
it is bulk mail for All destinations Netherlands.
If the annual volume is 50.000 items or more, the discount

on your bulk mail and your domestic business reply items
is included in your contract rate. The discount on domestic
letters franked with a NetSet franking machine is always
credited retroactively at the end of the year.
If your annual volume is less than 50,000 items, but the
letterbox mail franked with a NetSet franking machine
during the year does exceed 2,500 items, a discount of 1%
is given on this volume. This discount is credited retroactively each year.
Annual volume discount on non-letterbox mail
You receive a 1% discount on the following products if you
send at least 100 items per calendar year:
Registered items franked with a NetSet franking
machine.*
Parcels franked with a NetSet franking machine.*
KIX discount on letterbox mail
You qualify for a 0.5% KIX discount if your annual volume
of domestic letterbox mail is at least 50,000 items and
youve added a special bar code (KIX) to the printed
addresses. The KIX discount does not apply to sorted
consignments, business reply consignments and domestic
letterbox mail franked with a NetSet franking machine.
* Products eligible to rates and discounts at a preset volume are subject to the General Conditions
for the Conveyance of Bulk Letter Mail. These products are subject to V.A.T.. You must apply for a
discount beforehand and in writing. Only the volume portion subject to discount, is considered in
the determination of the annual volume.

International discounts
A parcel delivered to your letterbox
Discounts can also be given on international items. At

10,000 or more postal items or 1,000 or more international
parcels a year, you qualify for lower rates. For more
information about the conditions and the rates, contact

Around 7.5 million letterboxes in the Netherlands are

large enough to not only receive a letter or large envelope, but are also more than capable of accepting a
letterbox parcel without any trouble. The major benefit of
this is that the parcel can always be delivered, even if the
beneficiary is not at home.
Special domestic and international situations

In special situations we offer other products, rates,
discounts and conditions. These situations may include:
Specific foreign destinations.
Other delivery speeds/delivery times.
Other volumes than covered in this brochure.
Different logistic features and circumstances.
Contract term.
Ability to plan/certainty of volumes handed in.
In these situations you can conclude a separate contract
with us. It is therefore advisable to contact us, especially
in the following cases:
Consignments >5,000 items.
An annual volume of at least 50,000 items of letterbox
mail within the Netherlands.
An annual volume of at least 10,000 items of international letterbox mail.
Consignments of at least 2,500 items of mail to a single
international destination.
An annual volume of at least 1,000 international parcels
without Track & Trace.

items within the Netherlands

The key features of a letterbox parcel

A letterbox parcel often includes an additional protective
packaging, such as cardboard, studded film or a padded
bag. This makes it an ideal way of sending items such as
clothing, books, DVDs or small gifts.
A letterbox parcel must meet the following conditions:

Delivery and Collection Service

The daily rate for the Delivery and Pick-up Service is
made up of two parts:
- A subscription component, which depends on the
service window (0.5 hour, 1 hour or 2 hours) and the
frequency, i.e. the number of days a week the
service is used.
- A volume component, which depends on the
number of bags or roll containers per day.
We invoice the actual number of working days that
matches your contract, excepting nationally
recognised holidays, on a monthly basis. The
amount on your monthly invoice may therefore
vary.
It is also possible to order a single, one-off collection
of your mail.
Urban Economy
Urban Economy involves a lower rate for Delivery and
Pick-up Service. The rate is 4,99
a day and applies when you meet the following
conditions:
Delivery between 08:00 - 11:00 or Pick-up between
15:00 and 18:00
Standard 5 days a week, Monday through Friday
A maximum of 12 bags a day
The delivery- or pick-up address is located in
an industrial area*
Business Safekeeping Service
For keeping mail addressed to your business and
sent by PostNL.
The mail we keep is delivered to you on the first
delivery day after the safekeeping period.
You can opt for one continuous period or,
choose a subscription, for a maximum of 7 separate
periods, up to a maximum duration of 14 weeks.
Safekeeping Service can not be contracted for
registered items and items sent with Insured Service.
You can apply online up to 5 working days before the
desired start date via postnl.nl/bewaarservice.
Business Forwarding Service
For forwarding mail to another national or
international postal address.
Handy when your business is temporarily closed,
when you are moving or when you receive mail at
several addresses.
For mail sent to a business address or post box.
For one period, multiple periods (max. 7 periods,
total duration 14 weeks) or continuous (can be
extended annually).
Not applicable to parcels, items heavier than 2 kg,
registered letters abroad, unaddressed mail and mail
delivered by other delivery services or couriers.
You can apply online up to 5 working days before the

With International returns Light, your customers can

Items returned using International Returns Light
may not weigh more than 500 grams and must be
no thicker than 3.2 cm. For mail items using
International Return Bulky, the sum of the length,
width and height of the item may not exceed 90 cm
and the longest side may not exceed 60 cm.
If you already have a domestic reply number and
you want to receive return shipments on this
number as well, you need to pay a one-time
subscription fee.
For both Light and Bulky solutions:
- return shipments up to 50 grams can be received
from all countries;
- return shipments exceeding 50 grams can be
received from several countries;
- specific requirements are set for the design of
the return shipments.

This is a joint publication of Koninklijke PostNL B.V. and PostNL Pakketten Benelux B.V.
The following general conditions apply to the products and services described in this rates brochure.
The conveyance of single mail items which comply with the dimensions and the weight as set out in
this rates brochure and of international bulk mail is subject to the General Conditions for the Universal
Postal Service of Koninklijke PostNL B.V. (latest version). The Payment Service, Priority Service and the
conveyance of (consignments of) bigger parcels (heavier than 10 kg within the Netherlands; heavier
than 20 kg to foreign countries; and /or larger than 38 x 26.5 x 3.2 cm in general) are subject to the
General Conditions for the Transport of Goods of PostNL Pakketten Benelux B.V. (latest version). The
conveyance of bulk letter mail not consisting of parcels is subject to the General Conditions for the
Conveyance of Bulk Letter Mail (AVPB) (latest version). The information in this folder is subject to

Delivery time
The tables on this page list a number of frequent foreign
destinations and the applicable indicative delivery times.
The delivery time is the number of working days a mail item is in
transit before reaching its destination.
The delivery time depends on the country of destination, and for
some bulk mail products on the service window selected as well.
Local holidays may also affect the delivery time.
The delivery time of registered letters or letters sent using the
Insured Service may, depending on the country, differ from the
number of working days stated in the table. On average, this type of
mail takes one working day longer than Priority mail, because it is
processed through an additionally secured channel.
Clearance by customs in the country of destination may result in
your mail item being delayed.
Within Europe, the delivery time of mail items using Standard
Service is on average two working days longer than that of items
sent by Priority Service. For countries outside of Europe, this
delivery time is on average four working days longer.
The delivery time given for the Speed Service refers to capital cities
and the main business centres in the relevant countries. For
outlying areas additional delivery time must be allowed. At present
it is not possible to predict a precise delivery time.
