Bangladesh was hit by a nationwide blackout after a transmission line bringing electricity from India failed,
but power was restored to many parts of the country within a few hours, an official said.
o The blackout was caused by a technical glitch and swept across the nation at around noon, said Masumal-Beruni, managing director of the state-run Power Grid Company of Bangladesh. He did not elaborate on
the cause.
o Officials used powerful generators to restore power to some parts of the country by 3 p.m., and they
expected the capital, Dhaka, a city of more than 10 million people, to have electricity by evening, Mr. Beruni
told the Associated Press. He did not say exactly where in the country power had been restored. ''One by
one, we have begun restarting all our substations that supply electricity in Dhaka. The city will get power
back as soon as possible'', he said.

Ki-moon has set up a 14-member panel, including an Indian to review peacekeeping operations worldwide.
o The panel, headed by Jose Ramos-Horta, the former President of East Timor, will include Lt. General Abhijit
Guha, a retired Indian Army officer who now holds a U.N. post.
o In a statement, Mr. Ban said: ''Peace missions are increasingly called on to confront politically complex and
challenging conflicts, often in volatile security environments where operations are directly targeted''.
The Spanish government has successfully passed a new copyright law which imposes fees for online content
aggregators such as Google News, in an effort to protect its print media industry.
o The new intellectual property law, known popularly as the Google Tax or by its initials LPI, requires
services which post links and excerpts of news articles to pay a fee to the organisation representing Spanish
newspapers, the Association of Editors of Spanish Dailies (known by its Spanish-language abbreviation
AEDE). Failure to pay up can lead to a fine of up to 600,000.
o The law is the latest volley in the war between European newspapers and Google. The publishers accuse the
search firm of using their copyrighted material to build up a news service without doing any reporting of its
own; Google defends itself by claiming that it secured 10 billion views to newspapers websites every month.

Canadian warplanes involved in the U.S. led campaign against Islamic State militants in Iraq have launched
their first airstrikes since deploying to the region. A statement from Defence Minister Rob Nicholsons office
said two fighter jets attacked targets in the vicinity of Fallujah with laser-guided bombs. The statement said
the aircraft safely returned to their base in Kuwait. Canada has deployed six CF-18s along with a C-150 Polaris

UN chief Ban Ki-moon launched a global campaign to end the often deadly practice of female genital
mutilation within a generation, as survivors said it had "shattered" their lives. "The mutilation of girls and
women must stop in this generation, our generation'', Ban said on a visit to the Kenyan capital Nairobi. "Men
and boys must also be encouraged to support the fight against FGM -- and they should be praised when they
do. "FGM ranges from the hacking off of the clitoris to the mutilation and removal of the entire female
genitalia, and is carried out from the youngest babies to teenagers.

In an unusually candid report the Pentagon has openly criticised Pakistan for using militant groups as proxies
in a war against India, a step that could mark growing strategic closeness between Washington and New Delhi
since Prime Minister Narendra Modi assumed office in May.
o In its report on ''Progress towards Security and Stability in Afghanistan'', tabled in the U.S. Congress, the
Pentagon said, ''Afghan-and-India-focused militants continue to operate from Pakistan territory to the
detriment of Afghan and regional stability. Pakistan uses these proxy forces to hedge against the loss of
influence in Afghanistan and to counter Indias superior military''.
Israel's parliament has passed a law that could block the release, in any future peace negotiations, of
Palestinian prisoners convicted of murder, a spokesman said. The 120-member Knesset voted 35 to 15 in
favour of the bill, which was initiated by a far-right politician and approved by the cabinet in June, a
parliament spokesman said.
o The law gives judges the power to convict murderers under a new category of "extraordinarily severe
circumstances" which would prevent the government from releasing them in any future deals. Israel freed
78 Palestinian prisoners during failed US-backed peace talks between July 2013 and April, including many
who had been convicted for murdering Israeli civilians.

The Republicans easily gained control of the Senate in the mid-term elections, with projections showing them
picking up at least six of the seats they needed, and probably more. Polling had showed that West Virginia,
South Dakota and Montana were already in the bag, but other wins came thick and fast, and by wider margins
of victory than had been thought. The Democrats were also defeated in Arkansas, Colorado and North
Carolina, giving the Republicans their six seats.
o In Georgia David Perdue sailed past the 50% needed to avoid a run-off and held the seat for the
Republicans. Mitch McConnell, the next Senate majority leader, retained his seat in Kentucky by swatting
away his Democratic challenger with a 15-point margin of victory; the polls had suggested a closer result.
Indonesia powered up a national discourse about the countrys intent, capabilities, and roadmap as a
maritime power in the Indo-Pacific region. Indonesias newly installed president, Joko Widodo, popularly
known as Jokowi, promised in his election manifesto in May 2014 to focus on strengthening Indonesias
maritime security, expand the canvas of regional diplomacy to cover the entire region of the Indo-Pacific, and

He further announced in June 2014 that he aimed to transform Indonesia into a global maritime axis
(poros maritim dunia). He reaffirmed his vision after being declared victorious in July 2014 and called upon
all citizens to ''work together to develop Indonesia into a global maritime axis, a global civilizational hub''.

China has developed a highly accurate home-made laser defence weapon system capable of shooting down
small-scale drones flying at a low attitude. Characterised by its speed, precision and low noise, the system is
designed to destroy unmanned, small-scale drones flying within an altitude of 500 metres and at a speed
below 50m/s, state-run Xinhua news agency reported.
o It is also expected at the same time to play a key role in ensuring security during major events in urban
areas and address unlicensed mapping activities, the agency reported. The weapon is able to shoot down
small aircraft within a two-kilometer radius and can do so in five seconds after locating its target, said a
statement released by the China Academy of Engineering Physics, one of the systems co-developers.
''Intercepting such drones is usually the work of snipers and helicopters, but their success rate is not as high
and mistakes with accuracy can result in unwanted damage'', Yi Jinsong, a manager with China Jiuyuan HiTech Equipment Corp, said.
In yet another endorsement of the new government's policies aimed at reviving the economy, the OECD has
bumped up India's growth forecast for next year citing a pickup in investment because of the improved
political situation that stems from the Narendra Modi-led BJP having come to power with a substantial
majority that will enable it to undertake reforms.
o The country could be within striking distance of China by 2016 in terms of the pace of growth, with that
country forecast to slow in the years ahead, according to the OECD (Organisation for Economic Cooperation and Development). But that doesn't mean the central bank can relent in the fight against
inflation, it said. This runs counter to the demand for interest rate cuts from companies and some
government quarters. OECD expects the Indian economy to expand 6.4% next year compared with 5.9%
estimated less than two months back in its September 14 interim outlook.

About 1.6 million people in Spain's northeastern region of Catalonia voted in favor of breaking away from the
country and carving out a new Mediterranean nation in a mock independence poll, but more Catalans stayed
away either because of the poll's questionable legality or their opposition to secession.
o Results released with 88 percent of votes counted showed that over two million people voted and 1.6
million favored forming a new nation that would be separated from the European Union and forced to
reapply for membership. But 5.4 million were eligible to vote, meaning many did not bother to participate
amid worries about the vote's lack of legal guarantees and its nonbinding status.

constitutional obstacle to his becoming president for a third term, something the top lawyers' association says

as an unusually personalized system of government. He has also been criticised over human rights

o The government has said it will hold an early election amid some indications its popularity is fading but to
secure another term as president Rajapaksa must ensure the constitutional path is clear. Rajapaksa
