Bangladesh was hit by a nationwide blackout after a transmission line bringing electricity from India failed,
but power was restored to many parts of the country within a few hours, an official said.
o The blackout was caused by a technical glitch and swept across the nation at around noon, said Masumal-Beruni, managing director of the state-run Power Grid Company of Bangladesh. He did not elaborate on
the cause.
o Officials used powerful generators to restore power to some parts of the country by 3 p.m., and they
expected the capital, Dhaka, a city of more than 10 million people, to have electricity by evening, Mr. Beruni

told the Associated Press. He did not say exactly where in the country power had been restored. ''One by
one, we have begun restarting all our substations that supply electricity in Dhaka. The city will get power
back as soon as possible'', he said.
Prime Minister Sheikh Hasina has asked New Delhi to flush out Bangladeshi terrorists operating from India.
o Two people killed in a recent blast at Burdwan in West Bengal were found to be Bangladeshis and members
of the outlawed militant outfit Jamaat-ul-Mujahideen Bangladesh (JMB).

Under pressure from India over the safety of United Nations Peacekeeping forces, U.N. Secretary-General Ban
Ki-moon has set up a 14-member panel, including an Indian to review peacekeeping operations worldwide.
o The panel, headed by Jose Ramos-Horta, the former President of East Timor, will include Lt. General Abhijit
Guha, a retired Indian Army officer who now holds a U.N. post.
o In a statement, Mr. Ban said: ''Peace missions are increasingly called on to confront politically complex and
challenging conflicts, often in volatile security environments where operations are directly targeted''.
The Spanish government has successfully passed a new copyright law which imposes fees for online content
aggregators such as Google News, in an effort to protect its print media industry.
o The new intellectual property law, known popularly as the Google Tax or by its initials LPI, requires
services which post links and excerpts of news articles to pay a fee to the organisation representing Spanish
newspapers, the Association of Editors of Spanish Dailies (known by its Spanish-language abbreviation
AEDE). Failure to pay up can lead to a fine of up to 600,000.
o The law is the latest volley in the war between European newspapers and Google. The publishers accuse the
search firm of using their copyrighted material to build up a news service without doing any reporting of its
own; Google defends itself by claiming that it secured 10 billion views to newspapers websites every month.

Canadian warplanes involved in the U.S. led campaign against Islamic State militants in Iraq have launched
their first airstrikes since deploying to the region. A statement from Defence Minister Rob Nicholsons office
said two fighter jets attacked targets in the vicinity of Fallujah with laser-guided bombs. The statement said
the aircraft safely returned to their base in Kuwait. Canada has deployed six CF-18s along with a C-150 Polaris
and two CP-140 Aurora surveillance aircraft as its contribution to the campaign against the Islamic State
group, which has seized large parts of Iraq and Syria.
UN chief Ban Ki-moon launched a global campaign to end the often deadly practice of female genital
mutilation within a generation, as survivors said it had "shattered" their lives. "The mutilation of girls and
women must stop in this generation, our generation'', Ban said on a visit to the Kenyan capital Nairobi. "Men
and boys must also be encouraged to support the fight against FGM -- and they should be praised when they
do. "FGM ranges from the hacking off of the clitoris to the mutilation and removal of the entire female
genitalia, and is carried out from the youngest babies to teenagers.

Thirteen years after the 9/11 terrorist attack the resurrected World Trade Center is again opening for business
marking an emotional milestone for both New Yorkers and the United States as a whole.
o Publishing giant Conde Nast will start moving into One World Trade Center, a 104-story, $3.9 billion
skyscraper that dominates the Manhattan skyline. It is Americas tallest building.

Its the centerpiece of the 16-acre site where the decimated twin towers once stood and where more than
2,700 people died on September 11, 2001, buried under smoking mounds of fiery debris.
India strongly condemned suicide bombing near the Wagah border, in which 57 people were killed, and told
Pakistan to act against all terror groups. There is no grievance or political goal so great as to justify such a
cowardly act.
o ''We believe that only the firmest and most comprehensive action against all terror groups without any
distinction is the only way to defeat this evil scourge''. Pakistani Rangers had set up extra barricades on
October 15 after receiving intelligence about a possible threat to the Wagah closing ceremony, which
attracts between 12,000 and 20,000 people.
o It was this that had prevented the bomber from reaching the main parade venue. Taking a cue from the
Pakistani side, Indian officials said they had also set up new barricades.
o

In an unusually candid report the Pentagon has openly criticised Pakistan for using militant groups as proxies
in a war against India, a step that could mark growing strategic closeness between Washington and New Delhi
since Prime Minister Narendra Modi assumed office in May.
o In its report on ''Progress towards Security and Stability in Afghanistan'', tabled in the U.S. Congress, the
Pentagon said, ''Afghan-and-India-focused militants continue to operate from Pakistan territory to the
detriment of Afghan and regional stability. Pakistan uses these proxy forces to hedge against the loss of
influence in Afghanistan and to counter Indias superior military''.
Israel's parliament has passed a law that could block the release, in any future peace negotiations, of
Palestinian prisoners convicted of murder, a spokesman said. The 120-member Knesset voted 35 to 15 in
favour of the bill, which was initiated by a far-right politician and approved by the cabinet in June, a
parliament spokesman said.
o The law gives judges the power to convict murderers under a new category of "extraordinarily severe
circumstances" which would prevent the government from releasing them in any future deals. Israel freed
78 Palestinian prisoners during failed US-backed peace talks between July 2013 and April, including many
who had been convicted for murdering Israeli civilians.

The Republicans easily gained control of the Senate in the mid-term elections, with projections showing them
picking up at least six of the seats they needed, and probably more. Polling had showed that West Virginia,
South Dakota and Montana were already in the bag, but other wins came thick and fast, and by wider margins
of victory than had been thought. The Democrats were also defeated in Arkansas, Colorado and North
Carolina, giving the Republicans their six seats.
o In Georgia David Perdue sailed past the 50% needed to avoid a run-off and held the seat for the
Republicans. Mitch McConnell, the next Senate majority leader, retained his seat in Kentucky by swatting
away his Democratic challenger with a 15-point margin of victory; the polls had suggested a closer result.
Indonesia powered up a national discourse about the countrys intent, capabilities, and roadmap as a
maritime power in the Indo-Pacific region. Indonesias newly installed president, Joko Widodo, popularly
known as Jokowi, promised in his election manifesto in May 2014 to focus on strengthening Indonesias
maritime security, expand the canvas of regional diplomacy to cover the entire region of the Indo-Pacific, and
project the Indonesian navy as a respected regional maritime power in East Asia.

He further announced in June 2014 that he aimed to transform Indonesia into a global maritime axis
(poros maritim dunia). He reaffirmed his vision after being declared victorious in July 2014 and called upon
all citizens to ''work together to develop Indonesia into a global maritime axis, a global civilizational hub''.

China has developed a highly accurate home-made laser defence weapon system capable of shooting down
small-scale drones flying at a low attitude. Characterised by its speed, precision and low noise, the system is
designed to destroy unmanned, small-scale drones flying within an altitude of 500 metres and at a speed
below 50m/s, state-run Xinhua news agency reported.
o It is also expected at the same time to play a key role in ensuring security during major events in urban
areas and address unlicensed mapping activities, the agency reported. The weapon is able to shoot down
small aircraft within a two-kilometer radius and can do so in five seconds after locating its target, said a
statement released by the China Academy of Engineering Physics, one of the systems co-developers.
''Intercepting such drones is usually the work of snipers and helicopters, but their success rate is not as high
and mistakes with accuracy can result in unwanted damage'', Yi Jinsong, a manager with China Jiuyuan HiTech Equipment Corp, said.
In yet another endorsement of the new government's policies aimed at reviving the economy, the OECD has
bumped up India's growth forecast for next year citing a pickup in investment because of the improved
political situation that stems from the Narendra Modi-led BJP having come to power with a substantial
majority that will enable it to undertake reforms.
o The country could be within striking distance of China by 2016 in terms of the pace of growth, with that
country forecast to slow in the years ahead, according to the OECD (Organisation for Economic Cooperation and Development). But that doesn't mean the central bank can relent in the fight against
inflation, it said. This runs counter to the demand for interest rate cuts from companies and some
government quarters. OECD expects the Indian economy to expand 6.4% next year compared with 5.9%
estimated less than two months back in its September 14 interim outlook.

Ukrainian People's Front Party led by Ukrainian Prime Minister Arseny Yatsenyuk won the country's eighth
parliamentary elections.
o The People's Front Party gained 22.14 percent of the vote while the political bloc that supports Ukrainian
President Petro Poroshenko came second by winning 21.81 percent.
o The Samopomich party headed by Lviv Mayor Andriy Sadovyi ranked third with 10.97 percent of the vote.
o The pro-Russian Opposition Bloc led by former Fuel and Energy Minister Yuriy Boyko stood fourth with
about 9.43 percent of votes and surpassed the Radical Party of politician Oleh Lyashko that stood fifth with
7.44 percent votes.
India is making a strong diplomatic push for a presidential pardon of the five Indian fishermen who were
recently sentenced to death by the Colombo High Court, The Hindu has learnt.
o Sri Lankan President Mahinda Rajapaksa telephoned Prime Minister Narendra Modi and their talks ''centred
on the fishermens sentence'', sources in the Presidents office said.
o Sri Lanka is more inclined to consider a commutation of the sentence to enable the transfer of the five men
to serve out a life sentence in an Indian jai. But Sri Lanka has not made a final decision either way, and the
sources said a decision would be unlikely before the January elections.

About 1.6 million people in Spain's northeastern region of Catalonia voted in favor of breaking away from the
country and carving out a new Mediterranean nation in a mock independence poll, but more Catalans stayed
away either because of the poll's questionable legality or their opposition to secession.
o Results released with 88 percent of votes counted showed that over two million people voted and 1.6
million favored forming a new nation that would be separated from the European Union and forced to
reapply for membership. But 5.4 million were eligible to vote, meaning many did not bother to participate
amid worries about the vote's lack of legal guarantees and its nonbinding status.
o On 19 September 2014, the Catalan parliament approved a call for a referendum on independence.
Subsequently, according to the decree signed by the Catalan President Artur Mas on 27 September 2014,
the vote was to be held on 9 November 2014.
Germany celebrated the 25th anniversary of fall of the Berlin Wall. The celebrations were attended by
German Chancellor Angela Merkel.
o On the occasion, white balloons marking a stretch of the wall were released to symbolize the disappearance
of the wall. The fall of the Berlin Wall on 9 November 1989 was the most significant event in recent German
history and the wall.
o The Berlin Wall was built in 1961 by the German Democratic Republic (GDR, East Germany) to stop people
fleeing from East Germany to the West.
o The wall was a symbol of division between the Eastern and Western Germany and its fall in 1989 marked a
powerful symbol of the end of the Cold War. Within a year of its collapse, Germany divided after its defeat
in World War Two was reunited.

He said truce measures may be favourable to moderate rebels and government forces as they face a
common threat from Islamic State militants. The UN has called for "freeze zones" to halt fighting and
improve aid. More than 200,000 people have died in Syria's increasingly fragmented civil war, now in its
fourth year.
o Rebel groups, including jihadists from Islamic State (IS) and the al-Qaeda-aligned Nusra Front, have been
fighting among themselves, as well as against forces loyal to President Bashar al-Assad. Syria's conflict has
broadened this year, with a US-led coalition now carrying out air strikes against IS fighters and position.

International Convention Centre on the sidelines of the 12th ASEANIndia summit on the second day of his

UN Secretary General Ban Ki-moon has appointed a five-member panel to investigate Israeli attacks on UN
shelters during the Gaza war.
o The inquiry led by retired Dutch general Patrick Cammaert will "review and investigate a number of specific
incidents in which death or injuries occurred at, and/or damage was done to United Nations premises'', UN
spokesman Farhan Haq said.
o It will focus on incidents from July 8 to August 26, he added. The UN spokesman emphasized that Ban
"expects that the board will enjoy the full cooperation of all parties concerned. "Ban toured the site of
damaged UN shelters during his visit last month and declared that the destruction from the war was
"beyond description. "At least five UN facilities were hit during the conflict, killing scores of Palestinians
including children, according to the UN refugee agency UNRWA.
Sri Lanka President Mahinda Rajapaksa has asked the Supreme Court to determine if there is any
constitutional obstacle to his becoming president for a third term, something the top lawyers' association says
he cannot do.
o Rajapaksa and his family have a tight grip on Sri Lanka's economy and on politics which critics characterise
as an unusually personalized system of government. He has also been criticised over human rights
standards.
o The government has said it will hold an early election amid some indications its popularity is fading but to
secure another term as president Rajapaksa must ensure the constitutional path is clear. Rajapaksa
abolished a two-term presidential limit in 2010 but the Bar Association says the limit still applies to him as
the amendment was brought in during his second term, after he won under the provisions of the earlier
constitution.

The draft resolution for an International Day of Yoga was prepared by India and informal consultations

billion to the Green Climate Fund to help developing nations deal with climate change'', he said in a speech

Russian President Vladimir Putin has denied a rift with German Chancellor Angela Merkel, who has adopted a
tough stance on Russias actions in Ukraine.
o As the ceasefire in Ukraine effectively collapsed and convoys of unidentified weaponry were recently seen
in rebel-held areas, some European leaders called for more sanctions against Russia and the separatists it

o Ms. Merkel indicated earlier this week that she favours putting more rebel leaders on the sanctions list but
stopped short of advocating more economic sanctions against Moscow.

hit by the Ebola crisis.
o The grant is part of the nearly $1 billion of financing previously announced by the World Bank for Guinea,
Liberia and Sierra Leone, reports Xinhua.
o A previous World Bank analysis showed that if Ebola continues to surge in these three countries and
spreads to neighbouring countries, the two-year regional financial impact would reach $32.6 billion by the

proclamation to seek re-election was issued at an auspicious hour, presidential officials said.

Tunisia just had two clean electionsbut it could be headed for another Arab Spring.
o Tunisians voted to pick their first directly elected president, with the two major parties expecting a run-off
as the final step in the North African state's transition to full democracy following a 2011 revolution that
ousted long-time ruler Zine el-Abidine Ben Ali.
o Beji Caid Essebsi's secularist Nidaa Tounes party said he was ahead in election by at least 10 percentage
points. Essebsi, a former Ben Ali official, and rival Moncef Marzouki, the incumbent president, were
expected to be front-runners, but analysts had said neither was likely to avoid a run-off in December.
