This is to formally inform the Loyola Schools community that Freshman School of Science and
Engineering Central Board Representative, Patrick Daniel N. Go, who had been elected into office
during freshman and Special Elections on 14 August 2014 has been officially relieved of his mandate
in the Sanggunian. Patrick had submitted his resignation letter on 11 November 2014 citing personal
issues.
The Sanggunian thanks Mr. Go for his time in the Sanggunian, his service to his constituency and
our university. The Sanggunian wishes him all the best in all future endeavors.
As of 12 December 2014, the Freshman School of Science and Engineering Central Board
representative position is left vacant. No provision in the 2005 Constitution of the Sanggunian ng
mga Mag-aaral allows for the filling of vacancies in the Central Board after the special elections.
Section 4 of the 2005 Constitution only allows for the filling of vacancies in the positions of Vice
President, Secretary-General, Finance Officer, School Board Secretary-Treasurer, Executive Officers
and Block/Course Representatives.
Section 4. Vacancies.
a. Vacancies that occur in the Central Board and School Boards before the election of Freshman
Officers, with the exception of the positions of Sanggunian President and School Board
Chairpersons, shall be filled via special elections to be held simultaneously with the
Freshman Year Officers Elections. b. Vacancies for the positions of Vice President, SecretaryGeneral, and Finance Officer occurring after the election of Freshman Officers shall be filled
through by the President appointing a member of the Central Board to the post, subject to
confirmation by three-fourths of the Central Board. Officers so appointed will not enjoy
succession rights. c. Vacancies for the positions of School Board Secretary-Treasurer occurring
after the election of Freshman Representatives shall be filled by the Chairperson appointing an
Executive Officer to the post, subject to confirmation by three-fourths of the entire School
Board. Vacancies of the same nature for Executive Officers shall be filled by the concerned
constituencys block or course representatives electing amongst themselves a replacement.
Officers so appointed will not enjoy succession rights.

This constitutional silence had necessitated the CIP to state the following provision:
Section 9. Appointment of OIC Central Board Representatives. In the event that a batch Central
Board Representative seat is rendered vacant for the year (e.g. through impeachment,
resignation, or lack of any duly elected officers through electoral exercise), the School
Board of the batch and school concerned may appoint an officer-in-charge Central
Board Representative from among the batchs elected block or course representatives.
Section 10. Eligibility for OIC Central Board Representative Positions. Elected block and course
representatives shall be given priority for appointment as officer-in-charge batch
Central Board Representatives. In the event that no such elected representatives exist
or if all such representatives are unwilling to accept the appointment, the position shall
be made open to other members of the concerned constituency.
Section 11. Appointment Procedures for OIC Central Board Representatives. Any OIC Central
Board Representative for a given batch shall be chosen by that batchs block and course
representatives and by the School Board at large. The School Board shall then forward
to the Central Board a letter of endorsement for the concerned representative. The
Central Board shall deliberate and decide by majority vote whether to accept the
endorsement of the School Board. If approved, the representative shall be appointed
the officer-in-charge Central Board Representative for his or her batch and school,
effective until the next Sanggunian elections.
Section 12. Powers and Responsibilities of Officer-in-Charge Central Board Representatives. OIC
Central Board Representatives shall be considered full members of the Central Board,
save for their inability to vote. They shall be allowed to make motions, resolutions, and
amendments, to serve in Central Board and School Committees, and to be recognized
as OIC Central Board Representatives by the Sanggunian and by the student body.

As of 20 December 2014, no Office-In-Charge has been duly appointed by the School of Science
Engineering School Board. It has come to my attention that the incumbent Executive Officer, Neicy
Marie F. Pilarca, had the freshmen block representatives, under her mandate, to vote on an OfficerIn-Charge in fulfillment of the provision on vacancies of the current Constitution in plenary last 18
November 2014. The current block representatives of the SOSE Freshmen batch have chosen to
abstain and leave the position vacant. Thus, until an Officer-In-Charge is appointed, the position
shall be left effectively vacant. I leave it to the discretion of the School of Science and Engineering
School Board to attend to this matter.
