Installation of New Fiber Optic and Telephone Cable
Connecting the UPOU Main Building
to the UPOU Community Hub Building
The UP Open University (UPOU), through the General Appropriations Act 2015, intends to
apply the sum of One Million Two Hundred Thousand Pesos (PhP 1,200,000.00) only, this
being the Approved Budget for the Contract (ABC) for Installation of New Fiber Optic and
Telephone Cable Connecting the UPOU Main Building to the UPOU Community Hub
Building (Reference No. ITB No. 15-01-001). Bids received in excess of the ABC shall be
automatically rejected at bid opening.
The UPOU now invites bids for the project Installation of New Fiber Optic and Telephone
Cable Connecting the UPOU Main Building to the UPOU Community Hub Building.
Bidders should have completed within the last three (3) years from the date of submission
and receipt of bids a contract similar to the project and equivalent to fifty percent (50%) of
the approved budget for this contact. The description of an eligible bidder is contained in the
Bidding Documents, particularly in Section II. Instructions to Bidders. Bidding is restricted to
Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent
(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to
citizens or organizations of a country the laws or regulations of which grant similar rights or
privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act.
A complete set of Bidding Documents may be purchased from the address below and upon
payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand
Pesos (PhP5,000,00) only. It may also be downloaded from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the
non-refundable fee for the Bidding Documents not later than the submission of their bids.
UPOU will hold a Pre-Bidding Conference on 17 February 2015, 11:00 AM at UPOU
Headquarters, Los Baos, Laguna, which shall be open to all interested parties.
Bids must be delivered to the address below. All Bids must be accompanied by a bid security
in the form and in the amount stated in ITB Clause 18.

The project shall be completed within three to four weeks, the starting date being seven
(7) calendar days from the issuance of the Purchase Order.
Bid opening shall be on 3 March 2015, 11:00 AM at UPOU Headquarters, Los Baos,
Laguna. Bids will be opened in the presence of the bidders representatives who choose to
attend at the address below. Late bids shall not be accepted. UPOU reserves the right to
accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior
to contract award, without thereby incurring any liability to the affected bidder or bidders.
