Question 1
A consultancy report commissioned by the Hong Kong government found that the provision of
maritime education and a declining talent pool are relatively weaknesses compared with other
competitors such as Singapore, Shanghai, and London.
Analyse the role of the government in promoting maritime education and increasing the talent pool in
Hong Kong.

Report Guidelines
1.

You are required to prepare an essay between 1000 - 1200 words on ONE of the three topics
which is due on Week 7. The hard copy is to be submitted at the start of tutorials. The soft copy
is to be uploaded using Blackboard.

2.

Format of report:
- Times New Roman, Size 12 font, 1 inch margins (or 2.54cm) on all sides.
- Bold and number all main and sub-headings.
- Page numbers on every page starting from introduction.

Late Submission
Due date will be strictly enforced. Extensions may be granted upon receipt of medical certificate or
written requests, provided there are good reasons. Otherwise, 10% of the marks given will be deducted
for each day of late submission (late submission of less than 1 day will be counted as 1 day late).

General Idea
As part of the reform of the overall education system, the government of Hong Kong announced in
2000 an ambitious plan to enlarge the student body of the post secondary education (Lee and Young,
2003)
