MAYOR BOWSERs Oce of LGBT Aairs has announced a new health survey
initiative aimed at the LGBT community.

Members of the Virginia House of Delegates last week killed two bills that would have
extended rights to LGBT residents.
The House General Laws Subcommittee tabled Senate Bill 785 that would have
banned anti-LGBT discrimination against state and local government employees.
The Virginia Senate earlier this month approved the measure that state Sen. A. Donald
McEachin (D-Henrico) introduced. Lieutenant Gov. Ralph Northam cast the tie-breaking
vote that allowed SB 785 to pass.
Also, members of the House Courts of Justice Subcommittee tabled Senate Bill 1211
that would have added gender-neutral language to Virginias marriage laws.
The realities of 2015 are here, like it or not, said gay state Sen. Adam Ebbin during
Thursdays hearing on SB 1211 before the House Courts of Justice Subcommittee. We
owe the Virginians who are legally married couples recognition under the law.

One of the D.C. areas most prominent private organizations that provides services to
senior citizens has recently reached out to LGBT seniors to help it better serve the LGBT
community, according to gay activist and LGBT seniors advocate Ron Swanda.
Swanda said IONA Senior Services, which is located at Wisconsin Avenue and
Albermarle Street, N.W., invited him and other LGBT seniors to meet with its ocials to
discuss issues of importance to LGBT seniors.
To ensure visitors and clients can readily identify it as a LGBTQ-friendly and
welcoming organization, IONA Senior Services recently began displaying Rainbow
Colors at its main entrance, Swanda said. One of eight lead agencies in D.C.s seniorservice network, IONA is the rst such organization to specically communicate the
availability of services to older LGBTQ individuals, and to develop programs that meet
specic needs of LGBTQ clients, he said.
IONA, which receives some of its funding from the D.C. governments Oce on
Aging, provides a variety of services for seniors, including care management, caregiver
consultation and assistance, home help for seniors, home-delivered meals, counseling
and support groups, exercise and tness programs, and a drop-in senior center located
at the St. Albans School near the National Cathedral.

The president of the Gay & Lesbian Activists Alliance of Washington characterized
as scandalous and absurd a D.C. police sting operation in which police are placing
ads on websites inviting people to hotel rooms to engage in sex for money and then
arresting them for solicitation for prostitution when they show up.
The Washington Post reported that police have arrested more than 50 unwitting
customers on prostitution-related charges in the past several weeks at hotels at or near
Thomas Circle, including the upscale Donovan Hotel.
Police have said they initiated the sting in response to complaints by nearby residents,
businesses and clergy aliated with churches in the area.
GLAAs position is that the law should be changed, and that alternatives to
incarceration should be pursued in the meantime, said GLAA President Rick Rosendall.
Criminalizing sex work helps no one, and is an absurd waste of police resources.
Over the past several years GLAA has released detailed position papers pointing out
that transgender women are sometimes forced into sex work to survive after being
denied more traditional employment due to discrimination. The group has said that
arresting LGBT people and others in that situation makes it more dicult for them to
nd other forms of employment.
When asked by the Blade whether gay male or transgender sex workers or customers
were being targeted in the sting, police spokesperson Gwendolyn Crump said only that
the operation was a response to community concerns.
Our enforcement of prostitution oenses targets community-related complaints,
she said. We do not ask arrestees their sexual orientation. All arrest information is
public record. We dont comment on operational matters, Crump said.
In the case of sex behind closed doors, whether in homes or hotel rooms, the fact
that someone is paying for it is no more a legitimate basis for police involvement than
if the transaction is a more informal one involving dinner and a show, GLAA said in a
policy brief rst published in 2008.

I just kind of lived my life naturally, said LESLEY GORE in a 2005 interview.
NEW YORK Singer Lesley Gore died at a New York hospital on Feb. 16 at
the age of 68. The New York Times reported that Gores partner of 33 years, Lois
Sasson, said she died from lung cancer.
Gore was born in Brooklyn, N.Y., on May 2, 1946.
She became famous in 1963 when she recorded Its My Party that quickly
climbed the charts.
Gore emerged as a prominent LGBT rights advocate after she came out as a
lesbian in 2005.
She hosted several episodes of In The Life, an LGBT news magazine that
aired on PBS. Songs from her 2005 album Ever Sense also appeared on The L
Word and other television programs.
The New York Daily News reported that Gore told Ellen DeGeneres in a 2005
interview that she never felt the need to hide her sexual orientation in the music
industry in spite of it being what she described as totally homophobic.
I just kind of lived my life naturally and did what I wanted to do, Gore told
the lesbian talk show host, as the Daily News reported. I didnt avoid anything, I
didnt put it in anybodys face.

memo represents a change in policy, the
lack of signature or date on the unveried
document may indicate a decision on the
matter isnt yet nal. USA Today later
corrected its story, reporting only that
the Army considers easing policy on
transgender soldiers.
Transgender troops are currently
prohibited from serving openly in the
armed forces as a result of DOD Instruction
6130.03, which calls for separation of
service members who undergo gender
reassignment or have psychosexual
conditions that include transvestitism
or transsexualism. Because the policy is
regulation, it could be changed at any time
without action from Congress.
Aaron Belkin, a proponent of transgender
service and director of the San Franciscobased Palm Center, commended the
potential move outlined in the memo, but
said more action is needed.
This is a welcome step toward inclusive
policy, but transgender troops must still
serve in silence until more is done to
dismantle the ban, Belkin said.

also remains silent. In an article titled,
Business Community Silent as Arkansas
Bill to allow LGBT Discrimination Set to
Become Law, ThinkProgress quotes a
spokesperson for the Arkansas Chamber
of Commerce as saying, We have no
position on that piece of legislation.
Laura Phillips, an Arkansas LGBT activist
and board member of the Fayettevillebased NWA Center for Equality, said shes
displeased with the lack of interest in
the business community over SB 202 in
addition to religious freedom legislation
pending before the legislature.
I am dismayed and alarmed at the lack
of response from Arkansas businesses,
Phillips said. I am dismayed that Gov.
Hutchison is even thinking about not
vetoing this bill. I am more alarmed at
HB 1228 which would allow religious
discrimination. There are so many things
going on and its just sad.
Walmart, the worlds largest company
by revenue and largest private employer
in Arkansas, is seen as key to defeating
SB 202. The multi-billion dollar company,
which has an LGBT non-discrimination
policy and in 2013 announced it would
start providing domestic partner benets
to employees, has said nothing and
didnt respond to the Blades request
forcomment on the legislation.
Wooledge said the decision by Walmart
to either speak out against the legislation,
or stay silent, will be the true test of
whether the company is a friend to the
LGBT community.
Thats now what we need to do is put
them on the record, and get them to
stand up for the policies that they have
corporately, Wooledge said. Walmart
does have a LGBT non-discrimination
policy; the state of Arkansas is basically
saying thats an illegal policy. While
theyre allowed to make their own
rules within the their own corporation,
why would the state make a law saying
you cant have the same policies that
Walmart has?
One of the national LGBT groups that
has spoken out against the legislation is
the Human Rights Campaign, which on
Tuesday issued a statement calling on
Hutchinson to veto the bill.

will host writing workshops on March 3
and 10. Author Mike Warren will lead the

makes sure to quote the president characterizing Biden as sloppy and the one
who screwed up, the one who talked
out of turn. And yet in the moments after Bidens stance leaked, there was Axelrod tweeting that Obama and Biden had
precisely the same opinion on marriage
equality. Except that it was a secret, and
there was that pesky record of years of
denial attempting to convince the electorate that they didnt hold those views.
Hence the need for interpretive guidance.
Who knows how long the stonewalling might have continued if Biden hadnt
misspoke? What of the state marriage
referendums of 2012? Or the Supreme
Court decision in United States v. Windsor? How many more years of same-sex
couples denied the legal protections provided to heterosexual couples; or biological families asserting privilege over the
estates and remains of a deceased partner; or children suering legal disenfranchisement from their parents? How many
more years of lives destroyed by lack of
simple legal equality?
Axelrod, Jim Messina, David Ploue,
Valerie Jarrett and even the president
all of them knew better. They knew that
opposition to marriage equality was legally wrong and morally oensive, and
yet they clung to it.And having made that
decision, they soothed their consciences
by lamenting behind closed doors about
their distaste for bullshitting, pushing
o the responsibility for their inaction
(and the furtherance of discrimination)
on those small-minded folk who couldnt
part with their bigotry.Now comes the inevitable peak behind the curtain, via Axelrods book, to let us feel their pain and
make sure that history knows they were
always on our side.
Whatever Axelrod planned to communicate with this anecdote the political
takeaway could not be clearer. In the end,
it was only the political embarrassment
of the vice president being ahead of the
president that compelled the administrations public embrace of marriage equality for same-sex couples. Advocates pursuing a recalcitrant electeds support on a
civil rights issue should feel no compunction about hounding or embarrassing
them; and should never, ever back down
no matter how harshly or persuasively
told that its not the right time or that your
time will come.

How long have you been out and who was
the hardest person to tell?
About 10 years, it was a progression. My
parents were toughest because I didnt want
my coming out to change our relationship.
Fortunately it didnt and they are my biggest
supporters. After that coming out at work
was not as challenging.

GLIFAA is one of those organizations that eventually did away with its
clunky name (it was formerly Gays and Lesbians in Foreign Aairs Agencies)
in favor of its acronym. Its tag is lgbt+ in pride in foreign aairs agencies.
Started secretively in 1992, its members work to secure fair treatment of LGBT
colleagues in the foreign aairs community, including the U.S. Department of
State, the U.S. Agency for International Development and more.
The group has its annual Pink Party Saturday at 7 p.m. at the Chastleton
(1701 16th St., N.W.) for members and friends. Tickets are available at glifaa.

Vanessa Vega calls her work as volunteer social director for GLIFAA her gay
job while her day job is deputy program manager for a contractor at the
United States Agency for International Development.
The 34-year-old El Paso, Texas, native came to Washington 11 years ago
because she was determined and desired to live in an international city.
She and partner, Lindsey, live in Southwest Washington. Vega enjoys cycling,
guitar and traveling in her free time.
