conspiracy, economic sabotage and bribery who
recently filed a bond before Criminal Court C
at the Temple of Justice with the hope of getting
temporary freedom ahead of further legal proceedings in
May risk getting re-arrested as the Government of Liberia
has excepted to the validity of the bonds on grounds that
the guarantor of the bond, Sky International Insurance
Company lacks the financial capacity to support the bonds.
Defendants Albert Chie, Evelyn Kandakai, Fodee Kromah,
Nanborlor Singbeh and Alominza Ennos Barr filed a total of
US$14,551,311.00 and LRD 72,000.00 to secure temporary
freedom but on February 28 AD 2015 the Government of
Liberia through its legal counsels, Cllr. Benedict F. Sannoh,
Minister of Justice, Cllr. J. Daku Mulbah, County Attorney,
Montserrado County and Cllr. Augustine C. Fayiah, Assistant
Minister for Litigation challenged the validity of the bond
praying the court to re-arrest the defendants.
Wherefore and in view of the foregoing, the prosecution/
plaintiff prays your honor to set aside the bail bond as filed
by the co-defendant Albert T. Chie and order his re-arrest
until the surety can remedy the defects in the said bail
bond, stated the Government of Liberia exceptions to bail
Bond filed by the five defendants.
Out of the 10 individuals indicted eight have so far
filed bonds to Criminal Court C to ensure that they are
temporarily allowed to move freely until court appearance
to answer to the charges of Economic Sabotage, Bribery,
and Criminal Conspiracy.
The case involved the Republic of Liberia by and thru
the Ministry of Justice versus Clemenceau Urey former
chairman Board of Directors of the National Oil Company
of Liberia, Cllr. Stephen Dunbar Jr, Peter B. Jallah Jr, D.
Evelyn Kandakai, Grand Kru Senator Albert Chie, all former
members of the Board of Directors, NOCAL, Dr. Fodee
Kromah former president /CEO, NOCAL, Fulton Reeves,
comptroller, NOCAL, Timothy G. Wiaplah, former Senior
Accountant, NOCAL, Alomiza Ennos Barr, former member,
52nd Legislature and J. Nanborlor Singbeh, secretary of the
Liberian senate was .
The 10 were indicted by the Ministry of Justice for allegedly
committing the crime of Economic Sabotage, a felony of the
first degree in violation of chapter 15, subchapter F, section
15.80(a) (b) (c) (e) of the new penal law of Liberia, title 26
of the Liberian code of laws.
Most of the bonds filed to the court by 8 of the 10 defendants
are criminal appearance bond which is to secure the release
and reappearance of the defendants before the court.
State excepts to bonds
In a 10 count exception to the bonds filed before Circuit
Court C, the prosecution prayed the court to set aside bail
bond.
The Prosecution argued that the bonds filed by the
defendants are insufficient as it failed to meet the legal
requirements for the sufficiency of a bail bond under
Liberian law.

Referencing a case, the Prosecution cited Margaret E.


Robinson et al V. Quiah Brothers et al (2012 Supreme
Court Opinion), that for a bail bond to be sufficient, the
surety must show evidence such as certificate or other
legal instruments from an appropriate legal instruments
from an appropriate legal authority such as the central
Bank of Liberia or other insurance authority or similar
Government entity having regulatory responsibilities for
insurance companies, sufficient to cover the obligation
undertaken by the insurance company in the bond,
exclusive of other bonds to which it is already serving as
surety, commensurate with the amount stated in the bond.
The state team stated that the Sky international Insurance
Corporation the guarantor of the bonds filed by the
defendants has not shown any asset or assets sufficient to
cover the obligation it has undertaken in the instant case,
neither has the defendants shown assets sufficient to cover
the other bonds to which it is already serving as surety,
exclusive of the bond filed in the case.
In count 4, of the prosecution exception to the bond, the
legal team added that the statement of account attached
as an evidence of the capacity of the Sky Insurance
Corporations ability to underwrite its obligation under
the bail bond shows a bank balance of LRD 3,019320.57
in the month of January 2013, which the state is arguing
does not in any way reflect or indicate the corporations
financial standing as at the date the bond was filed, that
is to say February 25, 2015; indicating that assuming for
the sake of arguments that the bank balance reflected the
corporations current financial position, the said amount is
still grossly inadequate to meet the obligation of the bond.
Prosecution further argued that the reinsurance cover note
attached to the defendants bond does not lend any support
to the sufficiency of the bond as the reinsurance coverage
is limited to a certain class that is bid bonds, performance
and maintenance bonds, supply bonds, advance payment
bonds, customs bonds, appearance bonds and appeal
bonds written on behalf of the Liberian and foreign
contractors performing work in Liberia written directly by

the company.
The state declared that the criminal appearance bond
filed by the defendant is not mentioned under the class for
which the reinsurance was issued and hence the same is
inapplicable and insufficient; and assuming for the sake of
argument that reinsurance was applicable, the maximum
amount of the reinsurance is US $ 150,000 or equivalent
any one risk/contractor which is insufficient.
Count 6 of the exception stated prosecution says that the
sky international insurance corporation, as surety has
filed numerous bails bonds to secure the release of many
party defendants amounting to US$14,551,311.00 plus
LRD 72,000and which cases are still pending before other
courts with the encumbrance it already has in the present
case.
The prosecution further stated that under the statue laws of
the Republic of Liberia, every bail bond must have security
for the fulfillment of the conditions of the said bail bond;
in the instant case the bail bond filed by Sky insurance
company on behalf of the defendants is utterly defective
for it lacks any security that will guarantee the fulfillment
of the conditions of the said bail.
The state further declared that a bail bond in the case of
economic sabotage should commensurate with the amount
charged in the indictment, hence in order for the bail bond
to be sufficient, it must be in the amount of money charged
in the indictment guarantee with sufficient security to
uphold the obligation contained therein.
The state further noted that the bail bond lacks any binder
to show contract between the defendants.
Defendants Urey through his sureties filed a criminal
appearance bond of U.S $125,000 USD, Kandakai filed
a criminal appearance bond of $ 240,000.00, Chie filed
$245,800.00, Dunbar $180.000, Kromah $ 242,000.00,
Nanborlor $5,000, Ennos Barr 80,000.
As per the law the defendants were to file a bond with a
value twice the amount for which they are indicted.
The defendants were jointly held for an amount of
US$120.400, representing the amount transacted in total
in the chain of bribery payments.
According to the indictment Defendant Urey, Dunbar,
Kandakai, Chie all then members board of directors, NOCAL,
Dr. Kromah, president/CEO, NOCAL and the other indictees
knowingly, willfully, purposely and intentionally collude
to defraud the Government of Liberia of US$120,400 by
engaging themselves into the solicitation, payment and or
receipt of money for the alleged purpose of ratification by
the 52nd Legislature of oil contracts entered into by and
between NOCAL and several companies.
The 5 defendants through their criminal appearance bond
promised that they will appear before the court on May
11, 2015 to answer to the charge of Economic Sabotage,
bribery and Criminal Conspiracy and will remain in the
court until discharge and if convicted of the charges he/
she will surrender herself/himself unto the custody of the
ministerial officer of said court to undergo the full sentence
of the law.
The bonds filed by the 5 defendants were also attached by a
certificate of Authorization, affidavit of sureties in keeping
with 1LCL revised page 266-67, section 63.2 and 63.1(b) of
the civil procedure law of Liberia.
Meanwhile, the Ministry of Justice has posed no exception to
the bonds filed by former NOCAL board chair Clemenceau
Urey, and Cllr. Stephen Dunbar.
Sources have hinted FPA that the ministry is expected to
file more exceptions to the bonds.
In other development, two of ten defendants have not
been served their writ of arrest by the sheriff of the court,
defendant Peter B. Jallah was the latest among the three
who could not be served his writ but he was able to file his
bond Monday and is currently on bail.

LIBERIA'S OIL

LIBERIA IS 167 years old, and it is the oldest independent


black African republic but has nothing to show for the age
and the contributions to the independence of other African
countries that are today far better.
BEHIND THE AGE, the country is endowed with natural
resources including a large rain forest, gold, diamond, iron
ore and other resources, but why the country remains one
of the least developed in Africa and perhaps the world is a
big question.
LIBERIANS ARE AMONGST some of the best intellectuals in
terms of academic achievement, graduating from prestigious
universities around the world but some are even ashamed to
mention their country of nationality due to the international
image of the country-underdevelopment, poverty, war,
disaster and all the negativities.
YET STILL OTHERS have reduced Liberia to a farmland
where they come to get money and take to western countries
to support their luxurious lives.
DOZENS OF LIBERIAN officials without doubt have homes in
western countries mainly the United States of America and
others, and use Liberia for money making.
THESE OFFICIALS HAVE their families living abroad, children
attending good schools and they also run to the west when
they fall sick, leaving the population at the peril of a broken
health system where every disease is a killer.
IN ORDER TO support their lavish style abroad, these
officials of government sign bogus deals, mortgaging the
countrys resources to companies, taking kickbacks to
enrich their ego.
FOR YEARS LIBERIA experienced the exportation of millions
of tons of iron ore when several international companies
operated in the country including the Liberia American
Mining Company (LAMCO), Bong Mining Company and
several others but after the departure of these companies,
today nothing substantial was left behind in terms of
development in the local communities besides potholes and
damage to the soil.
THERE IS NO explanation for the unpaved road from Ganta
in Nimba County to the former LAMCO Company that was
based in Yekepa, Nimba County, same as the road to Bong
Mines in Bong and Margibi Counties.
THESE COMMUNITIES DO not have any good infrastructure
such as medical facilities, schools, amongst others.
MANY LIBERIANS CONTINUE to blame the lack of
nationalism on the part of past leaders for their actions to
sellout the country resources to companies without much
benefit to the population.
DECADES DOWN THE line, the situation appears to be
getting worse than the past, as a recent statement released
by the international watchdog group Global Witness has
outlined how the oil blocks have been sold out to companies
that lack that the financial capacity to perform.
WITH OFFICIAL PRONOUNCEMENT of oil discovery yet
to be made, the country has already contracted all the oil
blocks to companies with vague indication of actual benefits
to the population.
THERE IS AS of today no real reason for the hasty sale of
these oil blocks with no understanding of the commercial
value of these blocks when oil is officially discovered
sometimes in the future.
WHAT IS BEST known is that like days of old, officials of
today want to benefit from signature fees and other bonus
payments from the signing of these contracts ignoring the
bigger picture of selling out the oil blocks to companies that

LIBERIA: ONE MILLION SCHOOLCHILDREN LIVE IN POVERTY

he plight of a million schoolchildren living in poverty will


reach a watershed moment as school across Liberia reopens
this week after a state of emergency closed all schools last
July in response to the Ebola outbreak, which killed over 4000
Liberians. Many will be returning to school without readiness skills that
will severely impact each school day; while others will be confronted
with a host of issues ranging from hunger pains causes by lack of proper
nourishment to unprepared teachers, inadequate school supply, and
scarce books, wanting curriculum, poor living conditions, transportation
and improper uniform. Furthermore, countless number of parents will be
confronted with the cruel reality of sourcing funds to get their kids back
into school after seven months without an income and employment. Many
schoolchildren and their parents will be coming from communities where
Ebola devastatingly affected family members, friends, and neighbors.
Over the past decade, poverty has had a terrible ripple effect on
schoolchildren throughout Liberia by upsetting the balance in school
enrollment, participation, behavior, promotion, absenteeism, dropout
and poorly trained teachers. According to the United Nations, over 87%
of schoolchildren in Liberia are trapped in the injustices of poverty. This
author holds the view that many schoolchildren throughout Liberia do
not simply have satisfactory access to healthcare, shelter, food, water,
sanitation, hygiene, nutrition and proper instructions, which in fact
cause the problem in the first place. For many schoolchildren throughout
Liberia, poverty simply provides unstable living conditions and insecure
learning environment, which when paired together become detrimental
to their cognitive, physical and emotional development.
The vast majority of schoolchildren in Liberia come from households
where over 50% of individuals live in extreme poverty on less than US$1
a day. For instance, the richest 12% of Liberias population earns half of
the countrys total income, while the remaining 88% are left with the
other half. It is almost a certainty that schoolchildren who come from
such households would be less likely to complete secondary school.
In other words, the deck is always stack against them from the get go.
A recent European Commission Study confirms this authors point. The
Study states that 68% of Liberias rural population and 55% of its urban
population live on less than US$1 a day, while 56% of the rural population
and 29% of the urban population fall below the extreme poverty
line; thereby, lacking the means of meeting the cost of basic social and
economic needs. Household poverty has serious ramifications for social
and economic success amongst schoolchildren. For instance, over 28% of
schoolchildren in Liberia sit on the bare floor without desks or adequate
supplies, equipment, laboratories or properly trained teachers to provide
appropriate instructions and curriculum.
According to UNICEF, the percentage of schoolchildren that are trapped
in poverty in Liberia has grown progressively over the past decade. For
example, the World Bank states that a mere 12% of Liberians celebrated
the countrys turnaround in good fortune after a return to democratic
governance in 2006; while, 36% wobbled in hopelessness, misery and
limbo; with the lion-share of the population, 52% being confined to the
bottom of the socioeconomic ladder without opportunities to improve
livelihood or enhance chances for upward social mobility. In fact, school
dropout rates between 14 to 24 year olds from poor families are seven
times more likely than those from families with incomes, higher social
status, employment, skill and connections. To make matters worse, these
situations create persistent inequalities in society beyond school years.
Poverty amongst schoolchildren in Liberia needs to be substantially
reduced or completely eliminated. Many schoolchildren continue to work
the streets to earn a living as peddlers, shoeshine boys, money changers,
motorbike taxi operators, cars washers or recharge phone cards sales
people. Still others sell sachet water, candy, gum, newspaper, bread, and
other small items along roadways; while, some simply resort to outright
begging and prostitution. Liberias schoolchildren, who must work, needs
be better trained in a variety of vocations including carpentry, painting,
auto mechanics, welding, plumbing, bricklaying, roofing, gardening,
crafts and computer technology. For example, 96% of junior high and
high schoolchildren do not own or have access to a personal computer,

laptop, notebook, smart phone or the internet. Nevertheless, Liberia


has the resources and capacity to totally wipe out poverty amongst
schoolchildren in a decade.
Lip service, which is the customary solution to vital socioeconomic
challenges in Liberia, is precisely what this very important issue does
not need. It would be naive for anyone to think that the issue of poverty
and one million schoolchildren in Liberia can be shoved under a rug or
be solved overnight. It cant. This author believes that in order to better
deal with poverty among Liberias one million schoolchildren, Liberia
needs a long-term strategy and urgent support system. Calculated policies
directly targeting schoolchildren needs to be developed and implemented
with stringent oversight and enforcement instruments put in place as
the core to making change happen. Our education policy needs to be
creative, innovative and proactive in order to reach the poorest and most
vulnerable schoolchildren; those from poor households living in periurban communities and rural areas.
This author believes that it is only through education that schoolchildren
will be able to realize their dreams and full potential in order to live
productive lives that allows them to contribute their quota to the
development of Liberia. Education is the key to reducing poverty and
providing a clear trajectory to upward social mobility with equity for every
schoolchild. It will enhance their earnings potential, both in competing for
jobs and earnings and as a source of growth and employment in itself. But,
to address the root causes of poverty amongst a million schoolchildren
in Liberia, policies need to be implemented to improve health, nutrition,
sanitation, water, hygiene, infrastructure, vocation, computer literacy
and recreation. Social promotion, along with buying of grades and sex for
grades can no longer be options. These evils must be discouraged and not
tolerated. In fact, stringent punitive measures needs to be handed out to
teachers who engage in and practice such behavior in order to totally and
completely clean up this respectable and noble profession.
Poverty amongst schoolchildren needs to seriously be addressed by this
generation, who currently leads and governs our country. It is they who
have the expertise and ability to really make significant change happen
for innocent schoolchildren. Each member of this generation knows
that education of schoolchildren throughout the country is definitely an
investment for Liberia. It is certainly a win-win for the family, the individual
child, and the community where they live. Every Liberian should have a
clear interest in keeping schoolchildren in school because those who stay
in school are less likely to become teen parents or become a burden and
menace to society. By being in school, Liberian schoolchildren are more
likely to participate in community life and comprehend the complexities
of sustainable development.
While not a panacea, restructuring Liberias educational system to fit
projected economic development trends and social expansion outlook
are steps that can certainly move the needle forward. Two things need
to happen, if we follow this trend of strategic targeted thinking. First,
massive investment needs to be made in preschool education across
the board. Secondly, the government needs to request and insist that all
multi-national corporations in Liberia invest in specific areas of study for
students in high school, which would benefit the manpower development
needs of the company in say 10 years. This is a sort of apprenticeship
program where specific vocations and requirements are met to both
uplift the student and guarantee the company talented professions to
restructure employment and workforce development. Third, enthusiasm
and respectability needs to be put back into Liberias educational system.
This can only be accomplished with regular teacher training programs
for career development to build appropriate skill, guide vocational
education, and lengthen the school day. Additionally, targeting parents of
schoolchildren who are at risk, with better housing, business development
and skill training, will send a powerful message to schoolchildren and
their parents. Our Government must once again become a source of
leadership and innovation regarding issues of economic prosperity,
employment and upward social mobility, which can only be derived from
a sound productive education.

perpetual mortgaging of the countrys emerging oil sector in such hasty faction.
THE GOVERNMENT IS always in search of millions which it cannot really account for, making the talk of signing oil contracts
only to raise funds as a flimsy excuse for selling the country resources cheaply.
WHILE IT IS true that the foundation of Liberia was badly laid to the extent that it is now hurting the country with every single
individual now desiring to ascend to power for the sole purpose of enrichment rather than contribution to the growth and
development of an impoverished nation, it is not late to stop such ugly trend.
LIBERIANS HAVE A right to better living conditions and improved structure which can be provided through the natural
resources in the country.
IT IS TIME to start using the resources of the country to improve the life of the people and the government of a Nobel Laureate
must stop mortgaging the country oil.
NATURAL RESOURCES INCLUDING oil are the heritage of the Liberian people and the current wave of selling the oil blocks to
hastily is not in the interest of the people, it is a way to ensuring that an elite few benefit from what is intended for the majority.
THE SALARIES AND emoluments of officials and employees of the National Oil Company of Liberia (NOCAL) where people are
paid huge amounts of money in a country where more than 80% of the people are unemployed is just another example of how
the oil sector has started benefiting a few.
MADAM SIRLEAF AND her cronies must stop mortgaging Liberias oil as the common people need to benefit too.

including doctors, nurses and physicians who died from Ebola Disease in

Madam President, the leadership of the Liberian Community in France
is planning to send a high-powered delegation to Brussels, Belgium to
place meet with youto share with you serious happening that require your
action to save ourcountrys image in Europe especially France. This is very
serious and hope thatyou will accord us audience; however, below is the
summary of our concern whichwe have no doubt you will bring to check
and deal with decisively to save mamaLiberia image abroad.
Theses precarious issues, among others, the illegal possession of
Liberianpassports both diplomatic, official and ordinary in the hands
of criminals andnon Liberians, the payment of 300 Europe payment
for renewal of Liberianordinary Passport and the maltreatment of two
Liberians by a female diplomat atthe embassy of Liberia in France. Our
President, forever time we go toprograms and parties, we usually seemed
our Liberian National Passports inthe hands of criminals including non
Liberians such Nigerians, Ghanaian, Cameroonians,Malians, Ivorian,
and white people with tainted characters. These criminals are abusing our
passports; this situation is very rampaged in the Euro zone especially in
France and Belgium. Please Madam President, somethingurgently needs
to be done about this ugly happening; this is graduallydestroying our
country image.
we also want to inform you Madam President, Whenever a Liberian goes
to the Liberian Embassy in France to process documents and obtain a visa,
one lady identified as Raddie Teresa Johnson Perry frequently demands
200 Euros, and also usually demand that we pay euro 250 for amonth
visa and 350 Euros for two months and 450 Euros for three months visa,
etc; while our colleagues have paid to Madam Perry between 300 to 500
Euros to authenticate documents such as a Liberian Citizenship, Married
Certificate, legal certificate, birth certificate etc. These monies are paid
directly to her instead of direct payment into the bank account of the
embassy here in France.
Our President, we want to know is Liberian government charging her
citizens inforeign lands to pay 250 Euros or more to renew a Liberian
passport and 400 Euros to authentic documents. The monies are paid
directly to madam Perry without receipt. Why should we pay money to
Madam Perry instead of the back account of the government? We have
been told that to renew passport in Monrovia is justUS$23.00 while in
France Madam Perry is charging us 250 Euros which is exploitation. Our
President, whenever we asked for payment receipt, Madam Perry will tell
us that the embassy does not have receipt book. She lacked good manner of
approach whenever is taking to her colleagues and local staffs at the office;
it is shocking when you visit the embassy and see how she talk to the local
staffs before visiting guests. She is too authority and insensitive to the
plights of our members of the Liberian Community in France.
Madam President, it is not all rosy for everyone who takes a public
assignment out of Liberia, particularly in the Europe, where it is assumed
things are normal and life is sweet. Life back in our country Liberia can
be better that some who take assignment abroad prefer to run back home.
Madam President, now let us also bring to your attention another serious
unbearable and precarious condition of two of our brothers and fathers
living in Paris, France, and several other importance issues that needy our
action to save our countrys image in Europe especially in France. These
two Liberians are Mr. David Williams and Mr. Joseph Richards, former
Chief Cook and former House-Keeper to former Liberian Ambassador
to France McKinley Thomas are being subjected to mal-treatment by a
one Madam Raddie Teresa Johnson Perry of Liberian Embassy in France.
Madam President, the hardship against these two Liberians, is not meted
out by the by your administration or French government in which they
reside; it is rather, a product of a female diplomatic staff of their former
employer, the Embassy of Liberia.
This has prompted us as members of the Liberian community in Bordeaux,
France to complain to you Madam President of the violation of the rights
of two Liberians. These two Liberians worked at the Liberian Embassy
here in France for over seven years, dedicating their services to serve
former Ambassador McKinley Thomas and the entire Liberian Embassy
in several other capacities day and night without complaining. These two
suffering old-men also served other senior officials of government and
Liberians from Monrovia to France and other guests of the embassy. It
is hard time for two Liberians formerly worked at the Liberian Embassy

in Paris, France, and worse still they are still being denied their just
monthly salaries for over a year by Madam Raddie Teresa Perry as a
result, they are forced to live on handout, as life turned difficult for them
in Paris. Mr. Williams and Richards were taken from Monrovia to France
in 2006 by the then ambassador to serve him as domestic staffs in the
capacities as chief cook and House-keeper and other areas at the Liberian
Embassy, something which they have been doing with all their hearts
and willingness over these seven years without having an opportunity
for a leave to return to Monrovia to see their wives, children and family
members. Our President, we want to also inform you that Mr. David
Williams, former Chief Cook and Mr. Joseph Richards, former House
Keeper of Ambassador Thomas hearts have been broken. It is our prayers
that you will do something about the plights of these two peaceful and
law abiding Liberians doing your visit in Belgium. Madam Perry also
vowed to deal with them whenever to get around the embassy; besides she
threatens the local staffers with dismissals if they maintain any contacts
with them two Liberians. She doesnt speak to either David Williams or
Joseph Richards and warned other staffs not to speak to the two peaceful
Liberians. Our President, how can officials of our embassy who should
protect their citizens be the ones to destroy them? Why? As I am writing
this letter, these two fathers are surviving on assistance and goodwill from
some of our members in Paris due to the heartless treatments from Madam
Raddie Perry. She has completely destroyed Mr. David Williams and Mr.
Joseph Richards to the Government of France through the French Foreign
Ministry, thus indirectly killing these two old-men alive.
Our President, according to a photocopy of an official letter in our
possession, on March 24, 2014 Madam Raddie Teresa Perry wrote an
official letter to the French Foreign Ministry on the Liberian Embassy letter
head and signed it as Charged Affaires. In the letter written in French,
Madam Perry informed the French government that Mr. David Williams,
Chief Cook and Mr. Joseph Richards, House Keeper of Ambassador
Thomas whereabouts are unknown and were illegally residing in Paris
therefore the police should have them arrested and deported to Liberia.
Our President, the two Liberians are presently living, but dead, distressful
and worrying. With such a terrible letter wrote against them by this lady,
Mr. Williams and Richards will never get employment in France. These
are peace loving and law-abiding fathers who scarified greatly and worked
hard to serve our embassy. They have served the embassy especially
Madam Perry for over seven unbroken seven years. Although they were
appointed as domestic staffs to the ex-ambassador, they provided lots
of other services to the Liberian Embassy and the residence of Madam
Raddie Teresa Johnson Perry.
On many occasions Madam Perry has requested them (Mr. Williams
and Mr. Richards) to clean her Apartment about a mile from the embassy
including washing her under-clothing and cook for her without them
making any request for extra pay. Because of their services, one time
Madam Perry said that she was to take Mr. Williams and Mr. Richards
of the United States of America where she said they were to work for her
upon establishing her business.
Regardless of all these services towards Madam Perry and the exambassador, Perry has rewarded these two old men with evil. How can a
Liberian treat a peaceful Liberians in foreign lands in such an inhumane
manner? This is very bad, something needs to be done. We should not
allow anything bad to happen toMr. Williams and Mr. Richards before
the Foreign Ministry take an action. We the leadership of the Liberian
Community in France cannot do more than this letter which is the fourth.
Our President, everyone of us in France are living witnesses how Mr.
Williams and Mr. Richards have served our embassy with all their hearts
and these two Liberians conditions due to the cruelty against them by
madam Perry are now pathetic and worrisome; considering their ages and
their current status here in France. Both of them are in their early 60s.
This Perry lady is dangerous-she is the one who masterminded the illegal
dismissal from the embassy of our caring, gently, humanely and well
educated president of the Liberian Community here in France, Mr. George
Carr Nyemah. She was so envious and jealous about Mr. Nyemah good
works so she decided to use her contact with ex ambassador to dismiss
George Nyemah and several other local staffers on false allegations.
Madam President, we are praying that one day you will come for a visit
here in France so we can meet you in person to state our displeasure of the
unfavorable treatments against Mr. William and Mr. Richards by Madam
Perry and also to expose her corrupt and shady deeds.
On behalf of our leadership and the entire membership of the Liberian
Community here in France, we are hopeful that you will consider the
conditions Mr. Williams and Mr. Richards. Our President, we are therefore
praying that the Almighty God will continue to guide and protect you.

morning, she was hopeful to
return to her Duport road food
center not later than 7:00 am
to meet up with her customers
demands.
Even though Madam Freeman
woke up early in the morning
just to catch up with time to
open her food shop, her plans did
not materialize as she became
disappointed when she arrived
in the Red-light market to buy
frozen food and found all the
stores closed.
For about three hours Tuesday
morning, all stores in the densely
populated Red-light market were
shut down by their respective
owners over what members
of the Paynesville Business
Association believe could draw
the attention of the government
and the general public about
exorbitant fees being imposed
on store operators by the
Paynesville City Corporation.
For Nancy, since it became
impossible to get her frozen food
on time, she had no option but
to return home frustrated, going
without business for the entire
day.
Said Madam Freeman: I came
here since this morning but I
have not seen any store opened.
I asked some of my friends and
they told me that the store people
are striking because town hall
people charging them plenty
money to pay. Right now, I dont
know what to do because I cant
cook today. Only in the morning
more people can buy but I dont
have fish or chicken to put in the
soup.
The shutting of stores at the
popular
Red-light
market
brought to a standstill all
economic activities in the market
as retailers could not buy their
goods in the store earlier to carry
out their normal businesses.
James Wobeh, a retail marketer
in the Red-light market, was
shocked too when he went in
the morning to buy cutlasses
and other materials at Jetty
Trading Center but saw the store
shutdown as well.

early this morning to buy some
tools that I normally sell around
the market, but I noticed that
almost all the Fula and Lebanese
people have closed their stores.
I dont know why they closed
but I think something is wrong
somewhere because this is very
unusual to me.
Consumers who could not
exercise patience were forced
to return home or to their
business centers because all the

stores remained shutdown but


reopened around midday, which
caused serious traffic jam in the
market as many shoppers rushed
in to get hold of goods.

Before our advocacy, the PCC
fees were in Liberian dollars,
but since our advocacy which
allows them to be placed on
governement budget all their
fees have sky-rocket and fees
are now paid in U.S dollars
with more than 80% percent
increment especially when we
all are retailers who sell our
products in Liberians dollars,
the group stated.
As a result of the protest

titled "Ebola: from
emergency
to
recovery" on the deadly Ebola
Virus Disease in Brussels.
The conference, which began
Tuesday, aims to sustain the
international mobilization and
to plan the next steps in the
fight both against the current
outbreak and the Ebola virus
in general.
While international efforts
have reduced the number
of Ebola infections in recent
months, it is critical to maintain
the momentum to prevent a
sharp increase in new cases,
states a release issued by the
EU on the conference.
The conference is co-chaired
by the EU, President Ellen
Johnson-Sirleaf
and
the
Presidents of Guinea and
Sierra Leone, the United
Nations, the African Union and
the Economic Community of
West African States (ECOWAS).
The conference also brings
together key international
players to prepare the actions
needed now to bring the
number of Ebola infections
down to zero and the measures
to help the affected countries
recover from the severe blows
that the epidemic has dealt
their people and economies

Programme "(NIP) for cooperation with Liberia in the

the Minister of Finance and


Development Planning, as
National Authorizing Office
(NAO) of the EDF, Amara
Konneh, took place at the Highlevel International Conference
on Ebola.
Commissioner Mimica said:
Todays signature marks
a new step forward in EUs
commitment with Liberia
to promote stability and

reconciliation as well as
to promote equitable and
inclusive development. The
EU is a strong and long-term
partner with Liberia and our
support will target clear drivers
for sustainable development
and growth specifically agreed
with H.E. President Sirleaf
and her team, such as good
governance, energy, education
and agriculture.
I am particularly pleased to
note that our key priorities
can indeed cover areas where
special efforts have to be put in
order to remedy the medium
and long term consequences
of the Ebola epidemic in the
country.
The
National
Indicative
Program (NIP) focal sectors
are aligned to the Government
of
Liberia
Agenda
for
Transformation (AfT).
The good governance sector
will support the overall
improvement of the public
sector management both in
terms of finance management,
including revenue generation
and fight against corruption
according to the EU.
It will address the ability

to deliver services as well as


focus on the consolidation of
peace, democracy, the rule of
law and security, states EU.
The energy sector aims for
the access to sustainable and
affordable electricity for the
general population and for
productive activities. The
education sector will focus on
improvement of quality, equity
and accessibility of the basic
education and of the Technical
Vocational Education and
Training (TVET), as defined
by the AfT as a key priority
for economic growth and
transformation and also, from
a rights-based perspective, as
part of the process of social
inclusion and nation building.
The
AfT
stresses
that
agriculture is the largest
source
of
employment
and a source of food for its
people and the EU states
that its support is focusing
on increasing agricultural
productivity and added value
in a sustainable manner from
an environmental, economic
and social point of view.
The access to domestic and
international markets shall
be improved and nutritionsensitive production systems
shall be developed, states the
EU.
President Johnson Sirleaf has
called for a "Marshall Plan" for
the Ebola-affected countries
of West Africa. Her comments
came after Sierra Leone was
immediately granted more
than $80m (52m) to help
end the Ebola outbreak and
recover from its effects. The
IMF has pledged a $187m
financial aid package for Sierra
Leone. Nearly $5bn has been
pledged internationally to the
Ebola effort, but less than half
of the help has materialized.
Nearly 10,000 people have
died in the outbreak, the vast
majority in Guinea, Liberia and
Sierra Leone.

SENATE DONATES LD 100,000.00 TO LOFA STUDENTS

Affairs of the Liberian Senate,
the presentation was made over

the week end in Vojaima-Lofa


county at the induction ceremony
of a newly elected student
council government of the
LCCC. Making the presentation
on behave of the Senate, Senate
Pro Tempore Armah Jallah said
the Senate was pleased to be
associated with the
educational development of
Lofa. As Senators, we have a
responsibility to ensure that the
educational sector of Lofa and
other counties is supported and
sustained, he said. We are
confident that with this amount,
the financial burden of students
and administration hit by the
Ebola outbreak can be reduced.
Expressing regrets for the loose
of citizens during the height
of the Ebola outbreak, Senator
Jallah pledged the Senates
commitment
to
supporting
the county post Ebola era
especially in road development
and education. The Senate Pro
Tempore however, pledged

to lobby with members of


the Legislature to ensure an
increment in the budgetary
allotment of Lofa in
the coming fiscal year budget;
vowing to do same to counties in
dying need.
The Senate Pro Tempore then
commended citizens of Lofa for
the election of Senator Stephen
Zargo, and cautioned them to
remain united and refrain from
divisive politics. We salute the
people of Lofa for their support,
commitment, devotion, patience
towards moving our county
forward, Senator Jallah added.
Accompanying by poll of
Senators including Montserrado
Senator George Weah and
Senator Henry Yallah of Bong
County and others, Senator
Jallah said in
collaboration with Lofa Senator
Stephen Zargo, they would
collaborate to ensure a road link
between Gbarpolu and Lofa
counties.

Currently there exist no road


link between the two sisterly
counties owing to a collapsed
of routes caused by the countys
civic crisis. Responding to the
donation, authorities at the
college described the donation
as timely and a rescued mission.

Doris Williams stadium is
expected to be rated as one of
the best county stadiums in the
country base on its architecture
design and the quality of work
the contractor has done so far,
some observers say.
In late January, a meeting to
restart work on the project was
held between the contractor
and Grand Bassa Development
Superintendent, Adonis Z.
Greaves although both the
county and the contractor
refused to reveal the outcome
of the meeting to the media.
FrontPage Africa gathered
from sources that at the meeting
the two parties came to some
terms in other to complete the
stadium. The terms, our source
said, has paved the way for
the contractor to resume the
project. Despite the resumption
of works on the project, there
are increasing concerns over
foul play by the two parties
disregarding stipulations in the
contractual agreement.
Work restarted almost three
weeks ago but it is unclear how

the modernization will now


go considering what sources
are asserting about a new
decision reached between the
two parties during the recent
meeting in Buchanan.
The Senior Managing partner
of the CJ Construction
Incorporated, James Johnson,
told FPA in an interview that the
failure of the countys Project
Management
Committee
(PMC) to comply with his
companys recommendations
created the delays, while the
county administration accused
the firm for reneging on its
responsibility stated in the
contract document.
Months ago, the construction
company hinted at while it
is important for the PMC
to give it the retention fees
which it said will help expedite
the work. The fee which is
US$53,482.20, according to
the contract, is intended to
cover latent defects that may
exist in the work for 60 days
period and up to now it is
unclear if the PMC will or has
given the retention fees to the
firm.
However, the construction
company claims it resumed
work in 2014 after the county
administration resolved to
take the matter to the County
Attorney for probe but
according to Mr. Johnson, the
Ebola virus outbreak obstructed
work. Johnson revealed to FPA
that his company during the

virus outbreak, communicated


with the county about its
decision to stop work.
In 2013, the firm stated
unprecedented
rain
falls,
acquisition of materials, and the
lack of sufficient skill workers
in the county were hindrances
that stalled the efficiency in
their work, thereby causing
several delays.
The delay in completing the
project over the past months
created dissatisfaction amongst
many people especially in
Buchanan city with some
asserting that the delay is
an attempt to abandon the
project while some alleged
that both the company and
the
administration
have
misappropriated
funds
intended for the project.
County Information Officer,
Eddie Williams, told FPA on
January 14, 2015 that senior
staff of the county development
and the PMC offices were
planning a meeting to look at
the status of incomplete and
pending projects in the county
but the outcome of that meeting
is still undisclosed.
An FPAs 2013 look into the
stadiums project prompted
contradicting revelations from
the county administration
and CJ Construction. By
then, Grand Bassa County
Information officer claimed
that the county had paid the
contractor
US$800,000.00
when contract papers presented
by the company proved that
only US$538,482.00 was
allotted for the stadium project.

their decision to suspend three
lawmakers and mandate two
others to write apology letters
to plenary of the House of
Representatives for disrupting
session twice in the same week.
The decision by the House was
confirmed by the signature of
50 of the 73 members, which
constitutes two-third majority in
keeping with the houses rules.
The rules calls for the signature of
a two-third majority of the House
of Representatives.

5 Nimba County) are suspended
for misconduct on the 13 and 15
of January 2015.
The plenary decision is the result
of an investigation conducted
by the Houses committee on
rules order and administration,
in keeping with a mandate given
that committee by plenary.
The committee was mandated
on the January 22, 2015 to
investigate the
disturbance
caused by some members of the
House of Representatives.
In
the
committees
recommendation to plenary in
the investigation conducted on
the accusation filed by Rep. Bill
Corneh (NPP-District #6 Bong
County) against Rep. Cooper, the
committee recommended that the
Margibi lawmaker be suspended

for three months without pay and


that he be made to apologize to
Rep. Corneh and the People of
Electoral District 6, Bong County
through a written communication
through the office of the chief
clerk.
The committee during its findings
established that the allegations
made by Rep. Corneh are true as
the accused admitted committing
the offense.
The committee stated: Based
on the mandate of plenary
which made use of rule 48.4
of the rules and procedures of
the House of Representatives,
the committee on rules, order
and administration initiated an
investigation into Representative
Cornehs complaints. During the
investigation, the parties were
accorded due process by making
the accused to face his accuser.
In consideration of the second
issue, rule 42.2 of our rule and
procedures: No member shall
insult, abuse or harass other
persons within the confines of the
House, or cause disturbance to
the activities of the House, the
committee stated in its report.

Rep.
Moses
Acarous Gray (CDC-District #
8 Montserrado County), filed a
motion for reconsideration last
week; it was tested and defeated
by plenary.
In the motion Rep. Gray raised
several issues including conflict
of interest and selective justice.
The CDC Lawmaker also quoted
in his motion that the decision

to suspend three members of the


house is in violation of Article 44
of the Liberian constitution.
He also claimed that the letter of
complaint written by Hon. Wesseh
Blamo against six colleagues,
took into consideration others
that are vividly seen disrupting
session on video evidence
presented to the investigating
committee.
He accused the committee of
failing to reconmend any act of
punishment for persons such
as Rep. William Dakel who is
captured on video recording,
using insulting remarks.
Gray said: This brings to my
attention Rule 42.1 prestige and
Dignity of the House which states,
no member shall insult, abuse or
harass other persons within the
confines of the House, or cause
distrubance to the activities of the
House.
He also said in his mind when
the committee accused some
of the members on contempt of
Legislature in Article 44 of the
Liberian Constitution.
Rule 53.1 on composition
of committees says: Each
committee shall be composed
of not more than (70 members,
except the committees on ways,
means and Finance and Paeace
and National Reconciliation that
have 15 persons each representing
the 15 counties.
Gray said: That by precedent,
a suspension of member of this
body can only take effect by a
resolution signed and voted for
by two third members of the
House that must also be seated on
the day of such decision.

day and interment follows at the Iron Gate
cemetery in Brewersville.
Genevieve, who was born on November 27, 1987,
died on February 23 after a combination of
illnesses, including typhoid.
She leaves to mourn her parents Sherry
and Morris; maternal grandmother Nancy
Pantee, sisters Valerie and Euphemia, brothers
Frederick, Danesius, Wallace, Nagbe, Lee and
Frank; several nieces, nephews, uncles, aunties
and a host of relatives and friends at home and
abroad.
She was a junior student at the University of
Liberia.

Liberian musicians together for
the first time for that event.
Artists danced to the beats of
several of their music, welcome
each others in a typical Liberian
style and extended an olive
branch for whatever they may
have done wrong willingly or
unwilling to their colleagues .
The brain behind the event,
Ambassador Marion Cassell
beaming with smile said it was
her dream to unite gospel artists
from Liberia residing in the
United States.
According to her once Liberian
artists and gospel ministers in the
US are united they will foster a
stronger working relationship
which will also protect and
support each other activities,
something she also believe will
make Liberian gospel musicians
dreams to become a reality .
I have called on all my fellow
gospel musicians for us to
come together to fellowship,
share and trash our differences,
amen. If we are all serving this
one God, there is no need to be
divided, there is no need for us
to fight and envy one another,
Ambassador Cassell said at the
Palmist night Dinner.
She pleaded that all the praises
and adoration they offer is in
honor of Jehovah God who is
the creator of the heaven, earth
and mankind, stressing that each
human has the same blood given

the Ebola-affected countries
of West Africa.
She was referring to the
massive US aid programme
for Europe launched after
World War Two.

comments
came
after Sierra Leone was
immediately granted more
than $80m (52m) to help
end the Ebola outbreak and
recover from its effects.
The IMF has pledged a
$187m financial aid package
for Sierra Leone.
Nearly $5bn has been pledged
internationally to the Ebola

effort, but less than half of


the help has materialised.
About 600 delegates from
around the world met in
Brussels on Tuesday to talk
about Ebola and long-term
plans to fight the disease.
Nearly 10,000 people have
died in the outbreak, the vast
majority in Guinea, Liberia
and Sierra Leone.
This meeting is not a donor
pledging conference - it
marks the beginning of a
new conversation, whose
objectives could be difficult
to achieve.
It comes at a time when
new cases of infection are
significantly down.
Compared to HIV 30 years

ago, this Ebola epidemic was


met by a better organised
international
community.
But even so, the pledges
for support and actual
disbursement of aid were
slow to come. With the
epidemic seemingly under
control, the next phase recovery - is going to be
longer and more challenging.
The call is for a process led
and owned by the affected
countries. But real recovery
will only be achieved if there
is complementary longterm commitment from
donor countries - a clear
intervention with definitive
objectives and timelines.

reconstituted

constitution review committee
following the death and burial
of chairman Zoegar Jaynes last
November.
According to a press release

committee is headed by
Vincent Yelegar, who served as
co-chairman to Jaynes.
Others are Hilary Colnoe, cochairman; Omari Jackson,
secretary-general;
and
Henry Flomo and Malcolm
Wleemongar

members.
The committee will review
the current constitution and
propose amendments where
necessary by March 31.
Following the submission of
their report, a mini congress
will be held to review and adopt
the committees proposal.

honor their second leg Caf Champions
League tie with Real de Banjul.
BYC were held to a 1-1 draw at the
Banjul mini stadium in the first leg
on February 14 but a September ban
imposed by Caf on Liberia, Guinea
and Sierra Leone due to Ebola means
the second leg must be played on a
neutral ground.
That has not been an easy task with
Mali, Ghana and Ivory Coast having
rejected a request from Liberia to
hold the return leg.
Youth and Sports Minister Eugene
Nagbe left Monrovia on February 24
to hold talk with Ivory Coasts sports

According to deputy minister Henry
Yonton, discussions would have been
finalized and an announcement made
on the fate of the team last weekend
but that didnt happen as Nagbe is

making it impossible for us to
travel despite Cafs decision of
maintaining that the match goes
ahead as planned this weekend
(27 February 1 March).
It is the responsibility of BYC
to host us at a suitable venue
and communicate the details to
us in due course, but they have
failed to honour that obligation.
We have already incurred costs
in excess of US$20,000 and we
cant really afford to spend any
more money.
We have now contacted the
Gambia Football Federation to
formally ask Caf and request
them to award Real de Banjul
the points so as to facilitate our
qualification to the next round
of the Caf Champions League
qualification competition, the
club said on their website on
February 24.
