Open Issues at CJS Hanger/Dyenamic FBO

Dear Kevin:
Brad and I appreciate you coming to our site on September 4, 2014, to discuss the open
issues and potential solutions on our leasehold. Since our discussions, we have had,
as you are aware, a lightning strike on the FBO building and hangar. We would like to
thank you for the assistance in beginning to get the facility back into normal operation.
The extent of the damage incurred from the aforementioned strike brings the electrical
issue at the facility to the forefront. The strike appears to have struck not only the Bright
House lines, but into some of the electrical system. The issues include but are limited
to: (1) no lightning arrestors on the buildings; (2) potentially a void underground that
could be attracting the lightning; (3) potentially undersized wiring and poor grounding
may have contributed to the damage. Bright House replaced all of their equipment that
was damaged, but it left us with many open issues. At this point, we have identified the
strike fried the county owned telephone system, security system, surveillance cameras,
two high bay ballast, one exterior hangar ballast and two televisions plus rendered the
automatic door system and gate inoperable. CJS owned switches for communication,
voice mail, routers, one laser printer and one GPU that was plugged in to the wall outlet.
We all have lived in the general area for years and understand the seasonal storms, but
this is six lightning strikes at this facility. You need to mobilize a specialized electrical
contractor to find out the deficiencies in the system and protect the buildings and the
safety of all people working in the facility.
We have discussed your proposal for a potential solution of the undersized AVGAS tank
that is on the facility that does not meet current minimum operating standards. After
careful deliberation on CJS purchasing the tank farm, we do not believe the ownership
of the tank farm and the buildings on the leasehold should be separated. When we
discussed this issue with Leonard Sossamon and Wayne Dukes on February 27, 2014,
Mr. Dukes instructed Mr. Sossamon to correct the issue by replacing the tank with the
one that was purchased and reimburse us for the purchase of said tank. After Mr.
Dukes understood that there should not be two owners of the tank farm from a shear
liability

Prospective, he instructed Mr. Sossamon to correct this issue and I (Dukes) do not
want to hear any more about this subject. This was after Mr. Dukes and Brad toured
the facility and he saw firsthand the deficiencies of the sprinkler and fire system in the
hangar. To remind everyone, this was in our conference room after the FAA presented
CJS with its Part 145 Repair Station Certificate. Our concern is the tank was under
snow during the winter and spring in New Jersey and we needed to act in a prudent
manner for a summer or fall installation.
The depression that has formed in front of the hangar door is creating a potential liability
issue every time we move planes in the hangar. The larger the plane the greater the
liability, since the depression causes the jet porter to push against the nose gear with
greater pressure and the jet porter is dragging at the transition of asphalt to concrete.
Coastal Engineering was out and provided an opinion and there were borings taken.
We need to determine the extent of the damage, whether or not the problem is under
the hangar floor (particularly since the floor is suspect based on spalling and is
constructed with 3,000 p.s.i. concrete). We are formally requesting a copy of their
findings and if they performed other tasks or produced any other reports such as
seismics. Coastals opinion was that the only way to fix the problem if it was only from
poor compaction was to dig the affected area out and replace it with 5,000 p.s.i.
concrete. The depression now spans nearly the complete width of the hangar.
The hangar door height is a problem since the hangar was advertised as a 30 tall x 125
door. The hangar door is only 28 tall and the door will only open to a width of 105.
This has caused us problems with larger aircraft having antennas at the tallest point of
the tail. We will work with you on an equitable resolution of this issue by. Also, the way
the hangar is constructed; it would be virtually impossible and surely impractical to put
taller doors on the present hangar. This issue has cost us revenue since we cannot take
the taller planes in for maintenance that we have marketed. Our preference would be to
keep the overall facility on the campus of the present leasehold, which would make the
proposed MRO hangar for CJS on the north side of runway 27 not practical. We believe
the hangar can be built on our leasehold that we can take part in the design.
The fuel farm itself needs absolute confirmation that the work is complete. We must not
find that any mild steel pipe is left in the system, as this would be a great liability to you,
as well as, be a violation. When the contractor J & J comes to the site they do not
report in or out of the facility and do not leave us with any reports. We have asked for
help in closing this matter.

We look forward to working together to put bring closure to these items. We are
beginning our 15th month and want the 7,000 welcome mat to be apparent at this
facility.
