IT IS ORDERED AND YOU ARE HEREBY NOTIFIED that your Washington Slate

insurance producer's license is REVOKED, effective Januar>' 27, 2015, pursuant to


RCW 48.17.530.
BASIS:
1.

Pa H. Vue ("the Licensee") is a Washington nonresident insurance producer,

WAOIC No. 829380, licensed most recently March 25, 2013.

On December 22, 2014, the Insurance Commissioner received notice through the

National Association of Insurance Commissioner's Personalized Information Capture System the


Licensee's Oregon resident producer license had been revoked by final order dated
November 24, 2014. A copy of the order was obtained from the Oregon Department's website.

The Oregon order of revocation was based on the fact that in September 2013, the

Licensee had been convicted of the felonies of aggravated theft, identity theft, and aggravated
identity theft. It was reported that she used the identity of a deceased person to liquidate
certificates of deposit in excess of SI 0,000. The Licensee did not inform the Oregon Department
of her conviction as is required by their statute ORS 744.089(2). The Licensee did not inform
the Washington State Insurance Commissioner of her conviction as is required by RCW
48.17.597(2).

RCW 48.17.530(I)(f) allows the commissioner to place on probation, suspend,

revoke, or refuse to issue or renew an insurance producer's license in accordance with


RCW 48.17.560 for having been convicted of a felony. By fraudulently using another's identity
to liquidate certificates of deposit, leading to a felony conviction, the Licensee violated RCW
48.17.530(l)(f), justifying the revocation of her license.

RCW 48.17.530(l)(i) allows the commissioner to place on probation, suspend,

revoke, or reftise to issue or renew an insurance producer's license for having an insurance
producer license, or its equivalent, denied, suspended, or revoked in any other state, province,
district, or territor>'. By fraudulently using another's identity to liquidate certificates of deposit,
leading to a felony conviction and resulting in the revocation of her Oregon resident producer
license, the Licensee violated RCW 48.17.530(1) (i), justifying the revocation of her license.

WAC 284-17-122 requires a Washington nonresident licensee to maintain a like

license in their resident state in order to retain their Washington nonresident license. Because the
Licensee's Oregon resident license is revoked, she does not qualify to retain her Washington
nonresident license, violating WAC 284-17-122.

RCW 48.17.597(2) requires that within thirty days of the ininal pretrial hearing

date, an insurance producer shall report to the commissioner any criminal prosecution of the
insurance producer taken in any jurisdiction. By failing to report her felony conviction within
thirty days of the ininal pretrial date, the Licensee violated RCW 48.17.597(2).

RCW 48.17.530(l)(b) allows the commissioner to place on probation, suspend,

revoke, or refijse to issue or renew an insurance producer's license for violating any insurance
laws, or violating any rule, subpoena, or order of the commissioner. By violating WAC 284-17122 and RCW 48.17.597(2), the revocation of Licensee's license is justified under RCW
48.17.530(l)(b).
IT IS FURTHER ORDERED that you return your insurance producer's license
certificate to the Insurance Commissioner on or before the effective date of the revocation of
