to SB 101 that is based on the Religious Freedom and
Restoration Act, a federal law that took eect in 1993.
Gov. Mike Pence has said he would sign SB 101 into law.

Free State Legal Project last week announced Hyattsville City Councilmember Patrick
Paschall will become the organizations new executive director.
Paschall will come to the Baltimore-based LGBT legal organization from the National
LGBTQ Task Force where he was senior policy council. Paschall has also worked for the
National Center for Transgender Equality, Lambda Legal and other LGBT advocacy groups.
I am deeply honored and incredibly excited to be selected for such an important
position at such a pivotal time in the LGBTQ rights movement both nationally and in
Maryland, said Paschall in a press release. We know all too well that low-income LGBTQ
Marylanders, and especially LGBTQ people of color, face signicant economic and social
barriers to accessing health care, housing, employment, public accommodations, and
basic things like identity documents.
Leading such an eective, life-saving organization into a future of greater success
and deeper impact will be the opportunity of a lifetime, he added. I couldnt be more
grateful to the Board for trusting my leadership at such a critical time in our state.
Paschall will succeed Aaron Merki, the co-founder of Free State Legal who stepped
down last October.

In an apparent rst, a federal court
has upheld the interpretation of nondiscrimination language on the basis
of gender in Obamacare as prohibiting
anti-transgender bias in the health care
system.
U.S. District Judge Susan Richard
Nelson, an Obama appointee on the
U.S. District Court for the District of
Minnesota, on March 16 ruled that
Section 1557 of the Aordable Care Act
allows individuals to sue a health care
facility if they experience discrimination
based on their gender identity.
The order denies a request from
Fairview Southdale Hospital in Minnesota
to throw out a lawsuit led on behalf of
Jakob Tiarnan Rumble, a young trans
man who alleges he was badly mistreated
while hospitalized because of his gender
identity.
No
regulations
exist
on
the
interpretation of Section 1557, and the
hospital alleges a 2012 opinion letter
from HHS arming trans people are
protected under the law isnt binding. The
court nonetheless determines the letter
carries weight as it looks for guidance on
the statute.
Here, the court nds the OCRs
interpretation
of
Section
1557
persuasively concludes that Section 1557
protects plaintis, like Rumble, who
allege discrimination based on gender
identity, Nelson writes in the 63-page
decision.
The order could have widespread
implications across the country for trans
people who feel theyve experienced
discrimination in the health care system
and wish to seek restitution.
Harper Jean Tobin, policy director for
the National Center for Transgender
Equality, said in a blog post the court
order makes clear trans people have
options if they face discrimination.
This case illustrates the need for
transgender people to stand up for their
rights in health care settings, Tobin said.
Having recently experienced a stay in a
hospital myself, I know that no matter
who you are, if you are trans the fear
of mistreatment in medical settings is
constant. When it happens, trans people
need to know that, no matter where you
live, theres something you can do.

the event the six U.S. ambassadors who
took part in it are all gay white men.
Stuart Milk described them as
wonderful representatives of the
LGBT community. HRC President Chad
Grin further categorized the men as
trailblazers.
Today there is no clearer sign of
our progress in 2015 than the fact that
there is not one, not two, but six openly
gay ambassadors serving our country
overseas, said Grin at the beginning of
the panel. Theyre dear friends. Theyre
true leaders.
Brewster told the Washington Blade
during a brief interview after the panel
that it makes him proud to see Dominican
LGBT rights advocates and their straight
allies stand behind him and Satawake
when they face criticism.
We have to just lead and that was our
objective in being who we are and thats
being a couple that love each other, said
Brewster. We dont look at ourselves
as being any dierent than any other
couple. We just want to do great work for
the Dominican people.

Through some mysterious reserve of discipline, I did not binge-watch my way through
the enforced sheltering-at-home caused by
the recent unpleasantness known as winter.
OK, I did watch the extraordinary Transparent one whole snowy day. Otherwise I was
hard at work.
It was time well spent. I am now waiting on
patents for two of my inventions: the combo

Ratication of Presbyterian
vote brings marriage rights

Presbyterians in the D.C. area have for
the most part welcomed their churchs
decision to ocially recognize same-sex
marriages.
Rev. Jerey Krehbiel of Church of the
Pilgrims near Dupont Circle said Monday
he is very pleased with the result of the
Presbyterian Church (USA) Oce of the
General Assemblys March 17 approval
of a change to language within the
denominations constitution to describe
marriage as what the Associated Press
described as a commitment between
two people.
The Presbyterian General Assembly,
the churchs top legislative body, last year
approved the redenition of marriage
within its constitution. The majority of
the denominations 171 presbyteries,
however, needed to ratify the proposal.
It will take eect on June 21.
Its been something weve been
working on for several years, Krehbiel
says.

While wearing many hats to get a start-up o the ground may sound
stressful to some, Connor J. Hogan nds it exciting.
Im one of those people who if I dont have a million balls in the air, I feel
like Im doing nothing, the 26-year-old Deer Park, N.Y., native says.
He started HalfMad Theatre three years ago with his friend Elizabeth
Dapo, citing an urge to produce his own work and to be kind of a theatrical
laboratory for me and my friends. Hogan also works with other companies
such as Contellation Theatre, WSC Avant Bard and others, but says HalfMad
gives him a chance to act, direct, write, market and more.
The current show, Shakespeares The Winters Tale, adapted by Dapo, tells
of Hermione queen of Sicily, who nds that calamity strikes while celebrating
her young sons birthday. Remaining performances are Friday and Saturday
night at 8 and Sunday at 2 p.m. at Capital Fringes new Trinidad Theatre (1358
Florida Ave., N.E.). Pride night is Saturday when $10 tickets will be oered

Blithe spirit was an instant hit when it
premiered in 1941 and has delightfully
endured over the years.
And now at National Theatre, Angela
Lansbury, another force of nature with
uncanny staying power, is reprising her
Tony Award-winning take on the ghostly
comedys eccentric medium, Madame
Arcati, a part she rst played in the 2009
Broadway revival.
Reportedly penned by Coward over
ve paranormally inspired days, Blithe
Spirit ranks as one of his most popular
works. The plot is simple: Researching
a new storyline, successful novelist
Charles Condomine invites local medium
Madame Arcati to conduct a sance at his
home in the Kent countryside. On hand
for the occasion are Charles skeptical
wife Ruth and genial neighbors Dr. and
Mrs. Bradman.
When Madame Arcati unwittingly
summons the spirit of Charles late rst
wife Elvira (pronounced Elveera), the wellrun Condomine household dissolves into
chaos. Now stuck in the material world,
mischievous Elvira who can only be
seen by Charles strikes on a plan to
reclaim her earthly mate and make life
miserable for his current wife, not the
ideal mnage trois.
Though Charles enjoys the visiting
ghosts attention and her sense of fun, he
does his best to keep her in check. After
all, he knows Elvira well: I remember
her physical attractiveness, which was
tremendous, and her spiritual integrity,
which was nil.
Staged by Michael Blakemore and
gorgeously designed by Simon Higlett,
this Blithe Spirit ran on Londons West
End last year (dierent from Broadways
2009 revival). And its an impressively

discovered athletic
passion later in life

In the continuing Blade series on the
veterans and rookies that make up the
LGBT sports teams in Washington, we
take a look at two rowers from the D.C.
Strokes Rowing Club.
The Strokes have wrapped up their
winter dryland training and took to the
Anacostia River for the rst time this
year just last week. The two women
spotlighted here did not have sports
backgrounds before joining the Strokes
and have since redened themselves as
competitive athletes.
Christine Wirth, who is 25 and from
Columbia, Md., noticed the Strokes at the
Capital Pride parade and after graduating
from the University of Maryland, decided
to register for their Learn to Row program
in the spring of 2014.
I tried one semester of rugby in
college, but other than academics, I had
never been on a team, Wirth says. My
only sports activities were recreational
biking and running.
Following the completion of her Learn
to Row classes, Wirth attended a Strokes
barbeque where the veterans were on
hand to encourage the rookies to join the
novice program.
Wirth signed on and during the rst
month of the novice program, the
veterans serve as volunteer coxswains to
help navigate the rookies in their boats so
there are no crashes.
The Strokes oer a lot of interaction
with the veterans, which was important
because I had so many questions, says
Wirth. I also enjoyed the women of D.C.
Strokes practices on Sundays.
During the rst year of the novice
program, the rowers compete in one
sprint race and three head races (longer
distance). Wirth found that the sport
agreed with her in several ways.
It has been a crazy transition into being
an athlete but it suits me really well,
Wirth says. You use all your muscles in

MICHAEL,
My friends are telling me to break up
with my boyfriend of eight months. They
think hes a mess. I agree that Eric is an
anxious guy. He worries a lot about his
precarious job situation, needs frequent
reassurance about my feelings for him
and I use a lot of energy soothing him.
When Eric is calm, things are pretty
good. We like to go out to eat, to theater
and movies, and just went to New York
for the weekend, all enjoyable. But my
friends make the point that Im setting
myself up for a lot of work in the future if
I stay with him.
I was in a relationship for nine years
until my (younger) partner dumped me
three years ago. Im now in my early 50s
and am, to be honest, relieved to be in a
relationship again. I dont like hookups
and I also dont like being alone. It feels
like the odds of nding someone better
are not great. Eric is a pretty good guy
and I like being able to cheer him up. So
Ive concluded that its better to be with
someone, even if hes awed, than to be
alone.
My friends, however, say this is crazy
and Im asking for trouble. I say no
relationship is perfect. Thoughts?
MICHAEL REPLIES:
Is it better to be with someone than
be alone? Great question. Id say its
certainly rewarding to be with someone
if a relationship gives you joy and not
too much grief, keeping in mind that all
relationships will have their share of
challenges.
Staying with someone because you
dont want to be alone puts you in a
precarious position. If you want to stay

Decision to redene
marriage joyous for
LGBT Presbyterians
The Presbyterian Church (USA) since
2011 has allowed openly LGBT people
to hold leadership positions within the
denomination. The church last June
eectively lifted its ban on pastors
performing marriages in jurisdictions
where it is legal.
The amendment to the denominations
constitution contains a provision that
states no clergy will be compelled to
ociate a same-sex marriage.
Krehbiel was a commissioner of the
churchs 2012 General Assembly that
took place in Pittsburgh.
He says he was somewhat surprised
the church moved so quickly on marriage,
considering the reaction the issue
received during the Pittsburgh meeting.
The church was so afraid of taking this
step, Krehbiel says. They were barely
willing to have a full debate.
