required eligibility criteria & shortlisted candidates shall stay back for Interview. Candidates not fulfilling the
eligibility criteria in this advertisement need not come for the interview. Candidates not fulfilling the requirement
will not be interviewed.

TERMS OF REFERENCE (TOR)


CONSULTANT (ENTOMOLOGIST) TECH., NVBDCP
1. To assist in all technical components of project formulation and project
implementation specially the newer components in addition to components related
to vector control strategies.
2. To assist in district readiness and details of district action plan with particular
emphasis to vector control strategies selectivity and sustainability.
3. To develop project implementation plan components related to vector control.
4. To carry out studies on the vector susceptibility status and larval density in project
areas.
5. To develop entomological manuals/guidelines and training to Insect Collectors.
6. To assist in the implementation of the new HMIS, to review its status routinely. To
coordinate with the M&E Consultant at State and District VBD Consultants to ensure
quality implementation of programme.
7. To develop ground material and facilitate project appraisal.
8. Any other task assigned by the Reporting Authority.
MANAGEMENT CONSULTANT (GIS & RESOURCE MAPPING)
1. He/She will be involved in developing the village level Geo data base of Orissa.
2. He/She will link attributes undertake data entry, updating of health, demographic,
socioeconomic, physical information and surveying of health units.
3. He/She will be involved in digitization, scanning of locational and health related
information across the state.
4. He/She will be involved in data inventory, requirements analysis along with the
project team.
5. He/She will be involved in GIS planning and implementation to achieve maximum
accuracy in mapping.
6. Conduct technical training sessions to the project team on satellite image processing,
interpretation and on GIS mapping and issues.
7. Develop natural resource action plan through spatial and non-spatial data
integration overlay analysis etc.
8. He/ She will involved in Output map interpretation and presentation.
9. Provide technical support to team members on any RS and GIS issues.
10. He/She will travel within the state and outside for smooth conduction of project
activities.

MANAGEMENT CONSULTANT (CHILD HEALTH)

LOGISTIC MANAGER
1. Management of overall logistic activities of SPMU involving coordinating with all
the sections of SPMU, Directorates & District PMUs.
2. Arrangement of Logistics for different training & workshops in office and outside
venues with coordination of concerned sections.
3. Arrangement of vehicles, tickets (Train, Bus & Flight) for NRHM officials.
4. Booking of accommodations for the guest and venues for training purpose as
and when required basis.
5. Receipt of material at Store along with document. Checking of material, quantity
& condition and document completeness.
6. Logistic arrangement for dispatch of the printing materials at the Store to
Districts as per the requirements received from the concerned sections of SPMU.
7. Supervise Material Handling, Storage, Material Disbursement, Inventory control,
& Housekeeping.
8. Inventory management & storage: Planning of inventory so as to curtail
inventory-holding expenses and adherence to the minimum inventory level to
minimize wastage.
9. Conduct physical verification of inventory on quarterly basis & reconciling with
systems stocks.
10. Interface with finance team & supplier to ensure that overdue payments to
vendors are cleared in time so that the supplies are not only affected but the
confidence of the supplier in the organization is enhanced.
11. Preparation of Audit compliance related to Stock / Store in coordination with the
finance team.

12. To understand the end user requirement, Receiving and Evaluating Quotations,
Negotiation, Placing Order, follow up for on time Delivery and Pending Orders.
13. Developing long-term partnerships with local suppliers, managing day-to-day
supplier performance to ensure meeting of service, cost, delivery & quality
norms
14. Ensure timely renewal of Annual Maintenance Contracts with hardware & other
warehouse gadgets.

MANAGEMENT CONSULTANT (PPP/NGO)
1. Develop preliminary PPP project proposals & guidelines based on the need/situation,
develop MoO, broad outline of the project structure and activities, project cost
estimation and indicative outputs of the proposed projects.
2. Leverage State, Government of India and Corporate Sectors to attract, support and
contract private investments and partnership to create conducive environment so as to
utilize the efficiencies, innovativeness and flexibility of the private sector to provide
better service delivery at an optimal cost.
3. Examines the PPP proposals recommended from the Districts and proposal of NGOs &
Corporate Sectors for implementation of health programs.
4. Provide support in the organization of the state NGO Committee meeting. Identify and
conceptualize projects place before the State NGO Committee of Health & FW Society for
a decision.
5. Review various formats and tools currently used to collect qualitative and quantitative
data on a periodical basis, analyze and develop formats for reporting of the specific PPP
activities.
6. Facilitate in preparation of PPP PIP under NHM for necessary approval of MoH& FW,
GoI.
7. Review all the existing guidelines, MoU, contracts and monitoring tools in time to time.
8. Facilitate in the smooth operation of PHC (N) Management, Urban Slum Health Projects,
NGO Scheme in Vulnerable Sub-centers, Arogya Plus projects its operational through
partnership in the State.

9. Provide technical support to other Consultants/ Programs at the State level where there
is a possibility of the partnership arrangement. Example- PTC, Maternity Waiting Home,
Vulnerable Group Project, 102 Call centre, ASHA HBNC training by NGOs etc.
10. Make arrangement for the midterm and final evaluation of PPP project by engaging
external agencies in time to time.
11. Will facilitate in redressal of grievances related to PPP projects in an amicable manner.
12. Conduct extensive field visits to the projects & districts to oversee the implementation of
the PPP programmes and to provide support.
13. Any other task assigned by the Reporting Authority.

MANAGEMENT CONSULTANT (RKSK)


1. Based on AH operational framework and Programme Implementation Plan of
NHM, develop and disseminate SOPs and guidelines for planning (including
section and training), budgeting and monitoring of the Peer Education (PE) and
Adolescent Health Day (AHD) components of district and state AH plans.
2. Update SOPs/guidelines on an annual basis to reflect experience in
implementation and changes/ revised GoI policy.
3. Ensure necessary training for planning, budgeting, implementation, and
monitoring of PE and AHD is conducted for personnel at every level.
4. Follow up and provide necessary assistance to ensure districts plans include PE
and AHD, on time and in accordance with the guidelines.
5. Prepare a state level plan and budget for PE and AHD, based on district plans
6. Work closely with the State Community Processes Resource Centre: this would
also include supervision and contract management of State Community
Processes Resource Centre as well as strengthening mechanisms for regular
ASHA payments.
7. Work with the State Nodal Officer-AH to ensure the plan for PE and AHD is
integrated into the State AH plan including ensuring logistics for smooth supply
of materials like-PE kits, Training Manuals and other job aids. S/he will also
coordinate with the state and district training sites and trainers for CP
interventions to enable PE trainings to be conducted as per the planned
schedule
8. Prepare state AH monthly report for AHD and PE components, based on
consolidated district AH monthly reports. Ensure:

10. Identification of the corrective action to be undertaken and follow up to ensure
implementation.
11. Prepare quarterly progress reports (physical/ financial) against the targets set
in the State AH plan for PE and AHD. Ensure:

14. Monitor ongoing PE training for logistics, quality, availability of training aids
and post training, supervision of state, district and PE levels

16. Support state-level training, and IEC officers to ensure effective planning,
implementation and monitoring of PE and AHD related activities
17. Support district programme officers in planning and implementation through
reviews and supportive supervision visits in accordance with a pre-determined
schedule.
18. Facilitate /provide necessary assistance to bring about to bring about
continuous process improvement in planning and implementation.

CONSULTANT (AYUSH)
1. Prepare and update database of AYUSH doctors posted in co-located units
under mainstreaming of AYUSH.
2. Collection & compilation of data related to ongoing AYUSH activity in the state.
3. Providing Managerial support to SPMU regarding AYUSH program .
4. Preparation of PIP for mainstreaming of AYUSH in consultation

with

Directorate AYUSH.
5. Develop IEC activities related to AYUSH program.
6. Expedite expenditure of AYUSH fund.
7. Fund flow management from State to districts.
8. Co-ordinate with training cell for various training programs related to AYUSH
doctors.
9. Co- ordinate between Mission Directorate & Directorate of AYUSH

10. Take technical support from AYUSH Directoarte in various technical matters
related to mainstreaming of AYUSH.
11. Communicate with DPMs and Dist. Data Managers

MANAGEMENT CONSULTANT (HR)


1. He/She will be responsible for management, implementation & evaluation of
HR principles & policies of the Society.
2. He/She will be responsible for smooth management of various recruitments
under the Society.
3. He/She will be responsible for timely preparation & presentation for release
of financial entitlements & other contractual entitlements such as leave,
reposition, NOC etc. He/She will also be responsible for timely presentation of
punitive actions as required & as deemed fit in accordance with terms &
conditions of the service with the approval of Authorities.
4. He/She will be responsible for preparation of agenda for EC & GB on HR
issues.
5. He/She will be responsible for preparation & presentation of RTI replies &
draft PWCs in matter relating to HR issues.
