CMS has not stopped conversations with the state of Florida. CMS remains in contact
with state officials and continues to share information. Senior officials from CMS will
continue conversations with state officials about our shared goal of securing access to
high quality health care coverage for low income Floridians. As we have previously said,
CMS will not extend Floridas Low Income Pool in its current form beyond June 30, 2015.

AHCAs statement went through several revisions

After a few tweaks, it was sent to Senior, who was not happy. He promised
Wachino they would not start a press spectacle. AHCA documents describe
the call as unexpected.

40 minutes later, the governors press office sends a statement. It was


ultimately the version sent out under AHCA letterhead using Dudeks name (see
above).

4/6 Scott sends out a statement indicating he is opposed to Medicaid expansion. It is


quickly circulated at AHCA.

4/6 AHCA issues a statement underscoring the idea that LIP negotiations are
separate from health care expansion.

4/9 A week after AHCA said CMS halted negotiations; Senior emails Dudek
indicating that feds would not discuss the issue during a conference call.

4/9 Later that day, Senior sends an email asking Wachino about the LIP talks. She
says CMS will be in touch.

4/14 CMS officials send a letter to AHCA formally stating that LIP negotiations are
tied to Medicaid expansion

4/14 - The House issues a statement. In short, its not backing down.
Tallahassee, FL House Speaker Steve Crisafulli (R-Merritt Island) issued the following statement in response to todays letter from
CMS to Justin Senior.
Up until today, no one from the federal government, not even U.S. Senator Bill Nelson, said the Low Income Pool funding (LIP) and
Medicaid Expansion are connected.

The letter from CMS contains, at best, mixed messages about the federal governments intentions on LIP funding. It is unthinkable that
they would leave our state on the hook for over a billion dollars simply because they want a specific policy outcome.
We believe the Florida Senate has provided inaccurate and false hope to Washington, D.C., and has muddled negotiations. Let me be
clear - the discussions about LIP and Medicaid expansion must be separate. The fact is, Medicaid expansion will not cover all of the
Floridians that need LIP funds.
We have long warned Floridians that the federal government is capable of holding states hostage based on untenable strings attached
to federal funding. Nothing should give our state more pause than what has occurred today.
We call upon those who truly care about creating a safety net for the neediest Floridians to join us in asking the federal government to
fulfill their commitment to Florida by providing continued LIP funding in a new form.
