I have a BSW from UTA and a law degree from Baylor Law School (1992). I have been

Attorneys Office, and spent 2-1/2 years in the Crimes against Children Division. I have
been in private practice since 1997, practicing in the areas of criminal defense, appeals,
civil/family law, and school and administrative law. Since 2003, I have served as a hearing officer in contested administrative hearings.
What are the three most important issues that you hope to address if elected?
The three most important issues facing our county are (1) managing the docket growth in
the courts as the county grows; (2) the need to maximize court time; and (3) the need to
create innovative programs to deal with the unique needs of certain populations, including
mentally ill offenders and youthful offenders. The drug court established by another court
has proven to be a successful measure in reducing the rates of incarceration and recidivism for those types of offenses. I would support similar measures for other types of
misdemeanor offenders, including offenders who have a diagnosed mental illness.

TERRYE EVANS
Candidate
District Clerk

Terrye has observed first-hand our towns turn into

cities, as well as the transformation of our cities
into a major extension of the Metroplex. Collin
Countys high growth rate poses major challenges
for its office-holders in terms of office-practices,
policies and budgeting. The burgeoning growth
rate is taxing on the legal system as well as our
citizens.
Terrye believes we need to maintain a citizens
perspective while we make the hard budgetary and policy decisions within the department.
Terryes sign in her office reads: Welcome, were glad to see you! Terrye will run the District
Clerks office with this same mantra.
Terrye believes that one never stops learning in life and as soon as one stops wanting to learn
it can often lead to loss of interest and then failure altogether. Terrye is committed to remaining vigilant and will commit her office to new technologies that will aid in everyday office practices. Basically working smarter so as to deliver the best work-product possible to Collin
Countys citizens, lawyers, judges and other county departments.
Terrye believes that we as taxpayers cannot afford to take the attitude that things are "good
enough". The District Clerk's office should be in a continual state of improvement, working
smarter to make customer and citizen interactions positive and helpful, rather than perplexing
and puzzling. The District Clerk staff should respect taxpayer time, and be sensitive to the
needs of all stakeholders, attorneys, judges, and other departments. Terrye believes the District Clerks office is there to accommodate and serve the public, not the other way around.
Terrye knows that the existing employees in the District Clerks office are armed with the
knowledge and readiness to serve! What they need is a leader to make the necessary
changes that this county desperately needs: Funds to aid programs involving the Indigent;
internal changes to better interface with the District Attorneys office and other departments;
eradicate delays in filing with full use of office hours through a clerk hot-line to aid attorneys.
BA in English, County Employee for almost 10 years
Managerial Experience at EDS and Susquehanna Radio Corp
Member of St. James Methodist Church in McKinney

What qualifications or experience do you have that distinguishes your candidacy?

I have the reputation for being fair, open-minded, and follows the law. I am trained, right
now, with no break-in time necessary.
What are the three most important issues that you hope to address if elected?
1.
2.
3.

Preventing repeat offenders from causing harm to our community: I have the experience to know use the programs and conditions available for maximum effect.
Absorbing increased case filings with fewer tax dollars: I know the system and can
make changes necessary for increasing population during budget reductions.
Helping the new judges: Courts 3, 4, and 6 will have brand new judges. My experience can help them as they come on board.

weekend classes at the University of Tampa, University of Maryland, Regis University, and Columbia College
where he eventually graduated Summa Cum Laude with a degree in Criminal Justice and a cumulative 3.95
grade point average.
LAW SCHOOL HONORS

DAVID RIPPEL

Candidate
County Court at Law #4
From an early age I was taught the importance of hard work,
perseverance and service. I have a strong belief in personal
honor that has always guided my decisions. As a young man I
achieved the rank of Eagle Scout and graduated from high
school.
After high school, I attended and paid for my own education at
Louisiana State University. At LSU, I graduated with BBA in

Few attorneys get this opportunity and it provides me with
a unique understanding of court administration.
After completing my judicial clerkship I began the private practice of law with an emphasis on trial
work in civil and criminal cases. I moved to Dallas and married my wife Laura. While I was preparing for the Texas Bar Exam I worked at the Office of General Counsel for the Social Security Administration. Upon admission to the Texas Bar I resumed my private practice. I have been practicing law since 1996.
In January 2003 I was called to service in support of Iraqi Freedom and Operation Noble Eagle. My
son, Ben, was born on May 29th 2003. I served two years and returned home to restart my practice.
During my military career, I have served as a company commander and a battalion commander. As
a commander I was required to use my discretion in making decisions of whether an offense should
be charged and how offenders should be punished. The army provided leadership training and I
am a graduate from the Combined Arms Services Staff School and the Command and General
Staff College. My combined service now exceeds twenty years, and I will soon be promoted to
lieutenant colonel.
My daughter Catherine was born on July 3, 2007. I am very proud of my family.
I am a conservative Republican who believes in tough and fair enforcement of the law and strict
interpretation. I have worked at many of our Lincoln Day Dinner events and served as a delegate to
the Republican State Convention in 2006 and 2008. I have served as a vice president in the Collin

What qualifications or experience do you have that distinguishes your candidacy?

I am the only candidate endorsed by every major law enforcement association in Collin
County, as well as the Texas Home School Coalition.
What are the three most important issues that you hope to address if elected?
1.
2.
3.

Increased use of technology to further streamline our court system.

Looking for ways to help close the gap between what law students are taught in law
school, and what they need to be practicing lawyers.
Look for more opportunities to encourage people to come observe our courts in action so they have a better understanding of how our courts work.
