Scott is a graduate of The University of Texas at Austin
(94) and Southern Methodist University School of Law
(97) He and his wife Jana live in McKinney with their two
sons, as well as their two dogs Rosie (the beagle) and
Daisy (the bassett hound). They attend the First Baptist
Church of Allen and have enjoyed getting more involved
with their Bible Fellowship class over the past year and a
half.
Scott has worked at the Collin County District Attorneys Office for the past six
years. Currently, he is a felony prosecutor assigned to Trial Team 1, handling all types of
cases including Murder, Aggravated Robbery, and larger drug cases. During his time as
an ADA, Scott has also spent almost 2 years in the Crimes Against Children Unit focusing
on the prosecution of child molesters and child pornographers. Difficult but rewarding
work.
Prior to his time in the DAs Office, Scott had his own law practice where he handled
mostly criminal matters, but also some civil and family law matters as well. Over the past
decade Scott has gained experience in each area of law over which the 219th District
Court has jurisdiction. This makes him uniquely qualified to be the next judge of the
219th and carry on the tradition of judicial excellence in Collin County.

ANGELA TUCKER
In the race for County Court at Law No. 6, a predominantly criminal court, I am the only
candidate that is Board Certified in Criminal Law.
Angela Tucker was born in Sherman, Texas and North Texas

has always been home. After receiving a Bachelor of Arts
degree from the University of Texas at Austin, she returned to
Dallas to attend law school at Southern Methodist University,
graduated in May 1996, and was licensed in November 1996.

While attending law school, Angela participated in several

internships. She was recognized for valuable service during
her internship with Justice Craig Enoch of the Supreme Court
of Texas in 1995. Additionally, Angela interned with both the
Grayson County Attorney's Office and Dallas County District
Attorney's Office. She gained civil and criminal experience through her internship with the Law
Office of George Ashford III and SMU Civil Clinic.
Shortly after receiving her law license, Angela began working for the Collin County District Attorney's Office as an Assistant District Attorney in 1996. While there, she worked in misdemeanor and
felony courts, and became Chief of the Misdemeanor Intake section just eight (8) months into her
tenure. Angela has also worked in every court in Collin County from the Justice of the Peace Courts
to District Courts and has argued before the Court of Appeals.
Angela maintained the Law Office of Angela Ivory from 2000 to 2007 at which time she formed a
partnership, Daniel Tucker & Harrison PLLC , with her current law partners. Currently she practices
in the areas of criminal defense-felony and misdemeanor, Juvenile, Child Protective Services, family and civil litigation.
Angela's legal career encompasses well over 100 jury trials and many more trials and contested
hearings before front of the Court. Her legal experience has included criminal and juvenile law,
appeals, family law, personal injury, bankruptcy, and mental health cases. She is one of the few
attorneys in Collin County that is death-penalty qualified.
Throughout her adult life, Angela has been involved in community service activities on a variety of
levels. During college, she was invited to become a lifetime member of Delta Sigma Theta Sorority,
Inc., which is a national public service organization. She has always been active in her church.
Angela currently serves on the Leadership Council and as Director of the Youth Ushers and Greeters at McKinney First Baptist Church. Angela is a member of the Collin County African American
Republican Club and serves in the capacity of Club Secretary. She is also on the Outreach Committee for Golden Corridor Republican Women and has been elected to the position of State Liaison
for 2010. Additionally, she has further supported the Collin County Republican Party by devoting
time to being a poll watcher, organizer, and working on various local campaigns.
As an active volunteer with McKinney ISD, she serves on various school committees/activities at
Wilmeth Elementary. Additionally, Angela is a speaker/mentor for the Community in Schools (CIS)
Program at Ruth Dowell Middle School which seeks to reach at-risk students.
Most of Angela's time is spent being a devoted wife to her husband James, and mother to their two
(2) children, Erica (10) and Marshall (2).

KEITH GORE

Keith graduated with Departmental Honors and summa

cum laude from Texas Christian University in 1994. Keith
was also honored with the Outstanding Senior Student
Award from the Speech Communication Department at
TCU. After putting himself through college on a mixture of
scholarships and hard-work, Keith returned to Mississippi
for law school (can't beat in-state tuition).
Keith graduated from the University of Mississippi School
of Law in May of 1997. While in law school, Keith earned a
spot on the Moot Court Board, won an academic scholarship and was inducted into the legal honorary society, Phi Delta Phi. Keith took and passed the
Mississippi bar examination prior to graduating law school.
Keith landed in the Dallas County District Attorney's Officeand was quickly promoted to be Chief
prosecutor in several County Criminal Courts. As a Chief prosecutor, Keith won convictions in a
wide range of criminal cases, including domestic violence, drug offenses and driving while intoxicated. Keith was then promoted to the position of felony trial prosecutor. As a felony trial prosecutor, Keith won cases against violent offenders, including robbers, burglars and rapists.
In 2004, Keith gained valuable civil litigation experience by joining the law firm Abernathy, Roeder,
Boyd & Joplin, P.C. During his time with the Abernathy firm, Keith handled many types of civil
cases, including complex commercial litigation, probate cases, land transactions and issues involving local towns and cities. In addition, while working for that firm, Keith also served as prosecutor in
the City of Frisco Municipal Court.
In 2005, Keith was one of four attorneys recommended by the Collin County Bar Association to the
Collin County Commissioner's Court to fill the position of judge for the newly created County Court
at Law No. 6. Keith remains humbled by that endorsement.
Keith also has judicial experience. Keith served as the Municipal Court Judge for the City of Trenton
in Fannin County, Texas. As a Municipal Court Judge, Keith presided over criminal offenses and
city ordinance violations, as well as matters involving juvenile and school related offenses. Keith
has also served, on a substitute basis, as a prosecutor for the City of Wylie.
Keith's legal career, both as prosecutor and a defense attorney, includes over 100 trials and dozens
of motions to revoke probation, bond reduction hearings, motions to suppress and plea hearings.
Keith has also practiced in the areas on civil litigation, juvenile and family law. Keith has also distinguished himself by becoming certified and approved by the Regional Administrative Judge for the
First Judicial District to handle death penalty cases.

JAMES ANGELINO

Criminal District Attorney
James Angelinos public service began when he became
a police officer with the Dallas Police Department in
1988. While continuing to work as a police officer, Angelino enrolled in S.M.U. law school, graduating in 1994.
During his tenure with the Dallas P.D., he was twice
decorated for saving lives.
In 1996 Angelino joined the Denton County District Attorneys office and soon became one of the offices most
successful prosecutors. In 11 years as an Assistant
D.A., he tried over 190 criminal jury trials to a verdict in all types of cases ranging from
possession of drugs to murder. Angelino also created and was chief of the DWI Prosecution Unit, becoming one of a handful of experts on intoxication for the State. For his efforts he was awarded the Outstanding Service Award from Mothers Against Drunk Driving for vigorous DWI enforcement. Additionally he has provided hundreds of hours of
advanced legal training to Texas prosecutors and law enforcement.
In 2001, Angelino heard the call of duty to serve his country and joined the U.S. Army
Reserves. Following the attacks of September 11, 2001 he volunteered for active duty
and served as a First Lieutenant in the U.S. Army at Forward Operating Base Speicher in
Tikrit, Iraq from 2003-2004. Angelino is a recipient of the Bronze Star, The Army Commendation Medal, The Iraqi Campaign Medal, and the Global War on Terrorism Service
Medal. He is presently a Captain in the Army Reserves.
In 2007, Angelino left the Denton County DAs Office and has been in private practice
since that time.
A Plano resident since 1993, Angelino is currently is in private practice with offices in
Frisco and Denton. He and his wife Misti, have two children, Cole and Gabriella. The
Angelino family attends Custer Road United Methodist Church

I am a conservative republican. Extensive legal experience, exceptional leadership, and
a commitment to service are qualities that distinguish me from the other candidates. With
an emphasis on trial work, I have tried and negotiated thousands of civil and criminal
cases. Having served as a Company Commander, Battalion Commander, and a veteran
in the U.S. Army, I offer unique leadership skills. A few of my other noteworthy accomplishments are the achievement of Eagle Scout and service as President of Plano West
Rotary Club.

Jeff Bray is a fifth generation Texan, and was raised in College Station. Jeff has been the
senior legal advisor to the Plano Police Department for three years. He was a prosecutor
for eleven years before that, starting out in Longview Texas, and spending the last three
years in the Collin County District Attorney's office.
Jeff met his wife, Jennifer (both Aggies) at a "baby prosecutor school" in 1996. Jennifer
was a new prosecutor in Cass County, Texas, where she was the only assistant. Jeff and
Jennifer were engaged several months later, and have been married for twelve years.
They have a three year old daughter, Charlotte, a fat beagle named Scout, and large
white shepherd named Atticus. Jennifer is an award-winning federal attorney in Dallas,
and a seventh-generation Collin County resident whose family on both sides comes from
Princeton. She is also a member of the Junior League of Plano.
Public service runs in Jeff's family. Both his parents were professors at Texas A&M, and
his grandmothers on both sides were public school teachers. Jennifer's mother teaches at
Davis Elementary in Plano, and her grandfather was an ag teacher in Princeton.

RAFAEL DE LA GARZA

Rafael De La Garza II, a Democratic candidate

for Collin County District Attorney, possesses
the qualifications and experience we need to meet the
needs of a growing community and demands of a
changing public safety environment.
De La Garza has 15 years of experience in criminal
law. After receiving his Bachelor of Science degree
from Texas A&M, he worked his way through law school
at Texas Southern University, Thurgood Marshall
School of Law. Upon receiving his law degree, De La
Garza became a prosecutor with the Dallas County District Attorneys Office under the tenure
of John Vance. As an Assistant District Attorney, Rafael De La Garza protected and served
the citizens of the greater Dallas area, gaining valuable experience prosecuting felony and
misdemeanor crimes of all types. De La Garza was quickly promoted to Chief Prosecutor in
Criminal County Court number five (5) and then Criminal County Court number eight (8). Due
to his prosecutorial accomplishments, he was selected to attend the prestigious "Top Gun"
Prosecutor School in Huntsville, Texas. No stranger to handing down tough convictions, De
La Garza worked with current Collin County First Assistant District Attorney Greg Davis in
prosecuting one of Dallas County's most notorious capital murderers where the death penalty
was sought.
After his tenure at the Dallas District Attorney's office, De La Garza was named Assistant
United States Attorney for the Western District where he was recognized for handling tough
drug and gang prosecutions and for his leadership and keen ability in coordinating multiagency federal investigations. As Assistant United States Attorney, De La Garza gained valuable insight and experience into classified investigations and grand jury investigations and
other aspects of law enforcement to which most prosecutors and defense attorneys are not
regularly exposed.
He entered private practice in 2001. Wanting to further expand his education, De La Garza
became Board Certified in Criminal Law by the Texas Board of Legal Specialization in 2002
and became re-certified in 2007. More recently, De La Garza has been named one of Texas
top lawyers by being recognized as a Texas Superlawyer in 2007, 2008 and 2009, an honor
that only the top five percent of lawyers in Texas receive each year. Currently, De La Garza
serves on the School Advisory Board for St. Mark Catholic School and is a member of the

Smiths corporate career began as an engineer at Texas Instruments and ended with middle management posts at EDS. While at EDS, Smith also served as an instructor in their internal leadership
development program.
Prior to his corporate career, Smith served in United States Air Force and Texas Air National Guard
civil engineering units.
Smith earned his Bachelor of Engineering degree from Vanderbilt University.
Smith was born in Port Arthur, Texas, and grew up in nearby Groves, where his father served as
Mayor. Smith has resided in Richardson or Plano for 30 years. Twenty of those years have been in
Plano and in Collin County.

I have 23 years of experience in both civil and criminal trial law. Each of my opponents
have minimal experience in either criminal or civil law (neither has both) and each has
just over the minimum number of years necessary to even qualify to run for judge. I have
served as the hearing master for the mental health court since 1996 (judicial experience)
and, because of my pro bono work in the past, I was named "Pro Bono Attorney of the

I have a BSW from UTA and a law degree from Baylor Law School (1992). I have been
licensed 17 years, working five years as a prosecutor with the Tarrant County District
Attorneys Office, and spent 2-1/2 years in the Crimes against Children Division. I have
been in private practice since 1997, practicing in the areas of criminal defense, appeals,
civil/family law, and school and administrative law. Since 2003, I have served as a hearing officer in contested administrative hearings.
The three most important issues facing our county are (1) managing the docket growth in
the courts as the county grows; (2) the need to maximize court time; and (3) the need to
create innovative programs to deal with the unique needs of certain populations, including
mentally ill offenders and youthful offenders. The drug court established by another court

Terrye has observed first-hand our towns turn into

into a major extension of the Metroplex. Collin
Countys high growth rate poses major challenges

citizens.
Terrye believes we need to maintain a citizens
perspective while we make the hard budgetary and policy decisions within the department.

Lances career has involved litigation work in both civil
and criminal matters. Throughout his career, he has
successfully handled hundreds of cases with a broad
range from DWI to capital murder. As a skilled litigator,
he has represented clients in civil cases such as personal injury, contract disputes and employment matters.
Lance also has experience in judicial proceedings. Since
1996, he has presided over thousands of cases as a
hearing master for the Collin County Mental Health Court.

BARNETT WALKER

MILITARY VETERAN
Barnett Walker is a Gulf War veteran who retired as one of the
most decorated Senior Master Sergeants in the Air Force. He
spent the majority of his 22 year career working for various
Joint Military Units including, U.S. Central Command, U.S.
Readiness Command and the U.S. Special Operations Command. He has traveled extensively performing classified
operations throughout the world including Korea, Bosnia,
Germany, Honduras, Egypt, Turkey, United Kingdom, Saudi
Arabia, Kuwait, and Iraq. Prior to retiring he supervised over
80 people and a $100 million dollar program that was responsible for detecting missile launches and nuclear weapon
testing and detonations around the globe.
EDUCATIONAL PURSUIT
The long hours and constant travel did not deter him from pursuing his educational goals. He attended night and
weekend classes at the University of Tampa, University of Maryland, Regis University, and Columbia College
where he eventually graduated Summa Cum Laude with a degree in Criminal Justice and a cumulative 3.95
grade point average.

Barnett received his Juris Doctorate from Southern Methodist University Dedman School of Law. While attending law school he was twice chosen to participate in the National Criminal Moot Court Championship, which pits
the brightest law students in the nation to present legal arguments in front of Justices of the California Supreme
Court. In 2002, Barnett was on the winning National Team, which also placed 2nd in the "Best Brief Category."
In 2003, he was selected as the "Best Oral Advocate" from among the 100 competitors nationwide. This coveted
award is presented to the one individual with the best presentation and legal argument.
Barnett also won numerous other accolades while at SMU including: Order of Barristers, Board of Advocates
"Masters Level" honors. He was a student member of the Mac Taylor Inn of Court, Director of Judging for the
Board of Advocates, and Vice-President of the Texas Trial Lawyers Association. He served as a student attorney for the Legal Aid of Northwest Texas where he provided legal services to indigent local residents.
ASSISTANT DISTRICT ATTORNEY
After graduation he joined the Collin County District Attorney's Office where he quickly became known for his
legal prowess, stellar trial presentations, and impeccable work ethic. He was promoted to Court Chief and later
to felony prosecutor where he was assigned to the Crimes Against Children Division. There he worked closely
with victims, their families, and law enforcement to incarcerate dangerous sexual predators. Among the cases
he tried was State of Texas v. Glen Bracy who received four consecutive life sentences. This is thought to be
one of the longest sentences handed down in Collin County.
Barnett has prosecuted everything from petty theft to murder, including the well-publicized case of the State of
Texas v. Albert Sterling, where an Allen man was found guilty of hiring a hit man to kill his eight month pregnant
wife. The three week trial was heavily covered by the news media including Dallas Morning News columnist,
Tiara Ellis, who called it the most exciting trial she has covered.
PRIVATE PRACTICE
Barnett knows that not everyone charged with a crime is actually guilty. After leaving the District Attorney's
Office he opened his own law practice and quickly became known for the same tenacity and attention to detail
that he displayed as a prosecutor. His tireless efforts have directly led to numerous dismissals or acquittals in
cases ranging from sexual assault, burglary, assault family violence, driving while intoxicated, and drug charges.

I also took the Law School Admissions Test and entered Southern University Law Center. I graduated with a Juris Doctor degree and began the practice of law. I was offered and accepted a judicial clerkship. During my clerkship, I discussed cases and case law with judge, helped write opinions, and assisted with docketing cases. Few attorneys get this opportunity and it provides me with
a unique understanding of court administration.
After completing my judicial clerkship I began the private practice of law with an emphasis on trial
work in civil and criminal cases. I moved to Dallas and married my wife Laura. While I was preparing for the Texas Bar Exam I worked at the Office of General Counsel for the Social Security Administration. Upon admission to the Texas Bar I resumed my private practice. I have been practicing law since 1996.
In January 2003 I was called to service in support of Iraqi Freedom and Operation Noble Eagle. My
son, Ben, was born on May 29th 2003. I served two years and returned home to restart my practice.
During my military career, I have served as a company commander and a battalion commander. As
a commander I was required to use my discretion in making decisions of whether an offense should
be charged and how offenders should be punished. The army provided leadership training and I
am a graduate from the Combined Arms Services Staff School and the Command and General
Staff College. My combined service now exceeds twenty years, and I will soon be promoted to
lieutenant colonel.
My daughter Catherine was born on July 3, 2007. I am very proud of my family.
I am a conservative Republican who believes in tough and fair enforcement of the law and strict
interpretation. I have worked at many of our Lincoln Day Dinner events and served as a delegate to
the Republican State Convention in 2006 and 2008. I have served as a vice president in the Collin
County Republican Mens Club four times. As a volunteer David has worked on many campaigns
walking, posting signs and working phone banks for fellow Republicans. Most recently, I worked on
the phone bank for the McCain/Palin Campaign.

Jay Bender is not a Native Texan,

but he got here as soon as he
could. Mr. Bender attended Spring
Valley Elementary, Northwood Jr.
High (now the RISE Academy) and
graduated from Richardson High
Mr. Bender then followed his family tradition that stems back to the American Revolutionary War and enlisted in the U. S. Navy. He attended Austin College in Sherman, Texas
while serving in the Reserves.
After graduating cum laude with a double major in Business Administration and Economics from Austin College in Sherman, Texas, Mr. Bender was recruited by Andersen Consulting. He worked there for two years before starting his own consulting practice.
Mr. Bender then decided to matriculate into law school. During law school Mr. Bender
was honored by his classmates when he was elected President of their Student Bar Association. Upon graduating from law school, Mr. Bender was bestowed many honors and
accolades including the most prestigious St. Mary's University wide award, the Presidential Award.
Upon graduating from law school, Mr. Bender was employed as an Assistant Criminal
District Attorney in Dallas County under D.A. Bill Hill. He quickly rose through the ranks
having proven his trial skills to the level of Felony 2.
Mr. Bender then became an Assistant Criminal District Attorney in Collin County for The
Honorable John Roach. While working for Judge Roach he married a Marine brat,
Lynn. Jay then opened his own private practice to better support his family. This allowed
him to expand his areas of practice into family law, civil law, and business law in addition
to criminal law. He is also General Counsel to Counterterror Training and Consulting, Inc.
which provides training to law enforcement and military members in fighting terrorism.

The breadth of my legal experience distinguishes my candidacy. Ive prosecuted and
defended criminal cases and litigated civil and family law matters. A former municipal
court judge, I was Foreman of the Grand Jury in 2008 and I am certified to handle death
penalty cases.
