I. SUMMARY
Program Executive Office, Unmanned Aviation and Strike Weapons (PEO (U&W))
PMA-242 is seeking industry input in the form of an informational paper to support
future acquisition planning to increase range of the AGM-88E Advanced Anti-Radiation
Guided Missile (AARGM). The Government seeks information on any research,
technologies, and existing programs that may assist in determining the feasibility and
affordability of providing increased range to AARGM. Though PMA-242 is interested in
solutions that could be applied to the AGM-88 family of missiles, the primary purpose of
this RFI is to solicit information regarding range increase for AARGM.
As a result of Naval Air Systems Command studies and other Government analysis,
PMA-242 is interested in a Solid Rocket Motor (SRM) with increased delivered impulse
to be incorporated into AARGM missiles for the purpose of increasing range. However,
non-SRM based solutions that improve range performance are also of interest.
The Government desires information concerning improvements for the AGM-88E missile
that meet a fielding requirement of Government Fiscal Year (GFY) 2022 Threshold
(T)/2021 Objective (O) following funding start in GFY2016. Production quantity for
AARGM is estimated to be between 200 and 1,000 units. Industry recommendations
should discuss concepts and designs that leverage existing AARGM hardware and
software to the greatest extent possible.
No capability improvements to the AARGM seeker and warhead performance are desired
at this time, and any modifications to the seeker or warhead to support range
improvement that adversely affect those two subsystems are to be avoided. Range
improvements may require changes to missile subsystems to include, but not limited to,
Guidance and Control (G&C) hardware, software, fuzing, radome and missile battery.

Request for information (RFI) responses are due by 5:00 PM EST, 27 March 2015, and
are requested to follow the instructions outlined in Section IV of this RFI. PMA-242
intends to host an industry day tentatively in spring 2015 as a forum to provide open
responses to respondent questions and to receive individual briefs on AARGM extended
range concepts. Details regarding the industry day will be published via RFI amendment
at a later date.

III. CONTENT OF RFI RESPONSE

The range improvements described herein are intentionally broad to ensure a comprehensive
market assessment. Responses to this RFI should encompass end-to-end lifecycle (conceptdevelopment-test-fielding) for AARGM. All respondents are requested to provide the
following information:

1. Description of proposed technologies that meet the thresholds in Tables 1& 2 and take
the design preferences in Table 3 into account.
2. Responses that include description of technologies that satisfy Tables 1 & 2 criteria
within the range of thresholds and objectives are encouraged. Be specific and describe if
technologies used to meet Tables 1 & 2 thresholds are the same or adapted to meet the
objectives, or if different technologies are required for each.
3. A proposed strategy, teaming arrangements, and schedule for system development,
testing, and deployment that meets the IOC requirement of 2022 (T)/2021(O). Identify
incremental development plans. Identify efficiencies to be utilized to streamline the
timeline to IOC.
4. An assessment of system and subsystem technology and manufacturing readiness
levels with supporting data (expressed as Technology Readiness Levels and
Manufacturing Readiness Levels) for the proposed technologies.
5. Describe what level of data rights the Government would receive with the proposed
technologies. For any company unique or proprietary items/data, provide the
Government terms of use for the items/data. The Government is interested in at least
Government purpose rights, so identify any unique or proprietary technologies that you
believe essential to your approach and provide the justification regarding why another
non-proprietary product would not suffice.
6. The responses should address the following areas (if more than one design option is
recommended for consideration to meet threshold and objective requirements,
please provide full responses for each):

Ground rules and assumptions made in response.
Technical approach.
Technical performance parameters as defined in the RFI and the
CLASSIFIED addendum.
Cost, schedule, performance, and risk tradeoffs of range improvements against
the current AARGM.
Physical layout, including size, weight, power, cooling, scalability, and
growth capability.
Hardware and software key elements.
Operational capabilities.
Tolerance of shipboard electromagnetic environment.
System limitations.
Whether the proposed technology is leveraged from past or existing DoD
programs, or leveraged from commercial programs.
Impact of design alternatives on missile reliability and performance.
Anticipated test and data requirements to qualify the proposed technology for
a flight clearance.
Build-up and maintenance of proposed technologies.
Government furnished information and equipment, including Government
facility usage.
Logistics impacts.
7. Provide a best value solution that assumes tradeoffs between the requirements in
Tables 1-3 above. Discuss the impact of tradeoffs, benefits of the proposed solution(s),
and rationale on why proposed solution(s) is/are best value.
8. A GFY phased Rough Order of Magnitude (ROM) cost for development,
procurement, qualification, deployment, and life-cycle support costs. Provide cost
elements/data in Microsoft Excel format.
a. Provide itemized costs for the requested performance improvements (to include
possible license fees), system test/evaluation, system engineering/logistics
support/program management, training, technical data, support equipment, and initial
spares projections and costs at a minimum.
b. Provide cost for Government purpose or unlimited data rights to the range
improvements data package.
c. Identify costs for unique or additional hardware that would be required beyond the
constraints identified in Section II.

V. SECURITY AND SUBMISSION INFORMATION
Parties interested in providing responses to the RFI are requested to submit a Statement
of Interest to the Contract Specialist, Ms. Cynthia Thompson (AIR 2.4.3.1.6), no later
than 5:00 pm EST, 20 February 2015. The statement of interest shall include a request
for the SECRET addendum and CLASSIFIED and UNCLASSIFIED limited distribution
data, and the following information in order to verify credentials:
1. CAGE code.
2. POC name and telephone number to contact for any necessary clarification, to receive
additional information, for additional data required by the analysis, and for
information on any necessary non-disclosure agreements.
3. Describe your companys ability to manage, secure, store and transmit information up
to the level of classification required.
Any material provided may be used in development of future solicitations. Submitted
information that is appropriately and properly marked as proprietary will be protected.
The Government will NOT be responsible for any proprietary information not clearly
marked. The Government intends to use contractor support services for the cost/technical
review of RFI responses.
The Government anticipates a comprehensive response to this RFI may contain classified
information. To the maximum extent possible all responses to this RFI should be
UNCLASSIFIED and for general access by the Government and their Systems
Engineering and Technical Assistance (SETA) contractor evaluators. Responses may be
complemented by classified appendices as required, but must meet the format and
delivery instructions described in this RFI and appropriate delivery must be arranged in
advance. Responses at classification levels above SECRET will not be accepted.
Classified responses must include identification of their source of classification guidance,
as well as the name, telephone number, and e-mail address of a point of contact having
authority and knowledge to discuss responses with Government representatives.
Company informational papers should include a two page Executive Summary and a
maximum of 50 additional pages in length, in PDF document format or Microsoft Word
2010 (minimum) format, single-line spaced, and utilizing 1-inch margins and Times New
Roman font size 12.
PMA-242 will attempt to review information papers within 30 days after receipt.
Information papers with strong technical merit and relevance to the U. S. Navy AARGM
mission and goals may be invited to provide additional information through a one-on-one
discussion.
Unclassified data submissions should be sent via electronic media to Ms. Cynthia

VI. ADDITIONAL INFORMATION

This RFI is an exchange of information between Government and Industry. It is the first
step of an iterative process aimed at understanding the existence of sources that can
deliver a limited inventory of Fleet operable systems capable of performing the mission
described herein. Additional RFIs requesting further detail may be issued in the future to
continue the Governments informational exchange with Industry. Any proprietary
information received and/or provided during one-on-one in response to this request will
be properly protected from any unauthorized disclosures; however it is incumbent upon
the respondent to appropriately mark all submissions. In order to complete its review, the
Navy Program Office must be able to share the information within the Government, and
with SETA contractor personnel assisting with the RFI responses. PMA-242 will work
with any SETA contractors whose personnel will have access to RFI response
information to get both Corporate Level and Employee Level Non-Disclosure
Agreements in place prior to allowing any SETA contractors to have access to any RFI
response information. Any responses marked in a manner that will not permit such
internal Government review may be returned without being assessed/considered.
Additional technical information will be made available to potential respondents of the
RFI upon request. Information available includes product specifications for the AARGM
missile system components and launchers.

program or contractual solicitation. PMA-242 is under no obligation to acknowledge
receipt of submissions or of the information received, or to provide feedback to
