Introduction

This assignment attempts to analyze the different types of compensation received by the lower
level government workers. These workers have either completed or are currently pursuing
degrees of lesser value like B.Comm or B.SC. However, they are qualified for government jobs,
but they cannot get promotions beyond a certain level unless they complete their education from
better universities or receive well known degrees. Their current financial conditions, however,
prevent them from pursuing higher education.
The interview was conducted in the Police Headquarters. In total, five government staff
members were interviewed. Out of them, four were constables while the other one was a civil
staff. They have been working for the government for around 8 to 9 years. They were asked
about their compensation, salaries and their duties.
When compared to the previous assignment on the maid servants and drivers, it can be
seen that these government workers receive more benefits. They not only receive salaries from
the government but also enjoy other sorts of financial and non-financial benefits. This paper will
highlight the benefits they receive and their level of satisfaction.

Respondent#1- Zakia Sultana


Ms. Sultana is a constable at the Police Headquarters. She completed her BA after getting the
job. Currently, she is not pursuing her education any further.
Her family consists of three people. Her monthly salary is 5220 taka. However, in
addition to her income, the government pays her 3100 taka for house rent, 150 taka as
convenience cost, 700 taka for medical treatment, 200 taka for married allowance (this is paid
only to the constables not to the officers in senior posts), 75 taka for her uniform costs, 50 taka
for haircut and 1566 taka as risk payment. Risk payment is paid to all the officers who do field
jobs. Since their job is very dangerous, the government is obligated to give them some extra
money as compensation for that risk. In total, her monthly income equals to 11061 taka.
Moreover, she also receives 2 bonuses per year.
Other than financial benefits, she also receives maternity leaves and casual leaves. A staff
quarter has also been allocated to her. She receives free medical treatments and transportation
facilities. Also in addition to the risk payment, she also gets an increase in her salary once a year.
Her daily job consists of mailing and receiving document, organize the important files
and input data into the computer. She also has to do field work at times.

Respondent# 2- Mahmuda
Ms. Mahmuda is one of the civil staff. Civil staff consists of civilians who are employed by the
government to take care of some official work. Most of the civil staffs are not so much educated.
Ms. Mahmuda completed BA. She has been working there for eight years. Her family consists of
6 people.
The civil staffs enjoy almost the same benefits as the constables. However, they do not
receive certain kinds of benefits. For example, the government pays them rent which is equal to
60% of their salaries. Moreover, since civil staffs do not do fieldwork, they do not receive any
risk payment. Ms. Mahmuda receives 6500 taka salary. In addition to that, she receives 3900 taka
for house rent, 150 taka as convenience payment, 700 taka for medical treatment, 200 taka as
married allowance, 75 taka for uniform costs and 50 taka for haircut. In total, her monthly
income equals 11575 taka. She also receives 2 bonuses per year. Her monthly salary is also
increased once every year.
Her other than financial benefits include accommodation and transportation facilities. She
also receives an allotted ration of food from the government. Along with that, she receives free
medical treatment and casual leave.
Her job mainly consists of filing the documents. She has to keep them in order. She also
has to receive several important documents and pass them off to her immediate senior officers.

Respondent# 3- Shila Chowdhury


Ms. Shila is a constable in the Police Headquarters. She has been working there for 9 years. She
is currently doing MA. Her family consists of 6 people.
Her monthly salary is 6480 taka taka. However, in addition to her income, the
government pays her 3100 taka for house rent, 150 taka as convenience cost, 700 taka for
medical treatment, 200 taka for married allowance (this is paid only to the constables not to the
officers in senior posts), 75 taka for her uniform costs, 50 taka for haircut and 1566 taka as risk
payment. In total, her monthly income is 12321 taka. She receives higher payment than Ms.
Zakia because she is more experienced and is slightly more educated. She also receives 2
bonuses per year.
In addition to the financial benefits, Ms. Shila also receives non-financial benefits like
accommodation and transportation. She also receives free medical treatment and allocated ration.
She also can take maternity leave and casual leaves. Moreover, due to her being more
experienced, she can also be sent to missions abroad. She also enjoys the benefit of holidaying
abroad.
Her main task is to make the computer database for recording important files and also has
to maintain it regularly. She needs to check and double check every file and keep them secured.
She is also tasked with keeping an eye on the daily news in case of any emergency. So she must
always have a stack of newspapers on her desk.

Respondent# 4- Arifatul Jannat


Ms. Jannat is a constable in the Police Headquarters. Currently, she is pursuing her honors level
studies on Islamic History. Her family consists of 7 people.
Ms. Jannat receives 5460 taka salary per month. In addition to that, she receives 3276
taka for house rent, 150 taka as convenience payment, 700 taka for medical treatment, 200 taka
as married allowance, 75 taka for uniform costs and 50 taka for haircut. In total, her monthly
income equals 11549 taka. She also receives 2 bonuses per year. Her monthly salary is also
increased once every year.
Her other than financial benefits include accommodation and transportation facilities. She also
receives an allotted ration of food from the government. Along with that, she receives free
medical treatment, maternity leave and casual leave. Ms. Jannat can also go for holidays abroad
or might be sent for missions abroad.
Her main work is to write and prepare documents on the computer. Moreover, in case if
any files are lost, she has to recover them or make the file again from scratch. And like all the
constables, she also needs to receive different documents. In some cases, she also has to do
fieldwork.

Respondent# 5- Nurija Khatun


Ms. Khatun is a constable in the Police Headquarters. She completed her HSC and is not
pursuing any degree at the moment. Her family consists of 6 people.
Her monthly income is 5700 taka. Along with that she receives 3100 taka for house rent,
150 taka as convenience cost, 700 taka for medical treatment, 200 taka for married allowance, 75
taka for her uniform costs, 50 taka for haircut and 1860 taka as risk payment. In total, her
monthly income equals to 11835 taka.
Other than the financial benefits, she receives a lot of non-financial benefits. Her other
than financial benefits include accommodation and transportation facilities. She also receives an
allotted ration of food from the government. Along with that, she receives free medical
treatment, maternity leave, casual leave and also go for holidays and missions abroad.
Her work consists of receiving important documents and mailing them. She also needs to
keep the files secured and make sure they do not get corrupted. She also inputs data into the
computer. Sometimes, she is called in for fieldwork.

Conclusion
All in all, it can be seen that even though the respondents are not so educated, they receive a lot
more benefits than other people because they are employed by the government. Their workload
is very low, but the nature of their work is very dangerous and critical. The documents they
receive not only contain information about criminals but also lot of matters about the state. If any
of the information is lost, it can cause huge damage. Moreover, their jobs are also risky because
they have to be in the forefront when any trouble breaks out. In the current political turmoil, their
work is now riskier. Therefore, they need to be properly compensated. Hence, despite their low
level education, they receive more benefits which are critical to keep them motivated.
