commission should study the adoption of a citizen-based form of local government


known as home rule. Home-rule designation gives a community the ability to establish
and implement policies to address local concerns.

n East Drumore Township residents will decide if privately owned businesses can sell
beer, wine and liquor.

n Strasburg Township voters will decide whether to approve the issuance of licenses
to conduct small games of chance.
