At present provisions for Recruitment, attachment and Detachment of agents and granting agencies to relatives of Agents/ Medical
Examiners are covered by the following Circulars:
The various provisions as envisaged in the above mentioned Circulars has since been reviewed and the following revised instructions are
issued. For the purpose of easy understanding of the existing provisions as contained in the above Circulars and the corresponding
revised provisions in this regard are being enumerated below in a Tabular form:
1) The Designated Persons shall grant agencies to relatives of all exisiting agents and Medical Examiners only after approval by the Sr.
/Divisional Manager In-Charge of the Division.
2) Sr./ Divisional Manger In-Charge has to give permission in such cases after satisfying himself/herself that the agency is genuine and
not in substitution of the existing agency giving specific reasons and after obtaining the following documents:-
a) Certificate of residence from the prospective agent, existing agent and concerned Development Officer, if any.
b) Option letter from the applicant as to whether he/she want agency as 'Direct' or under a Development Officer in which case a letter
from the concerned Development Officer is also to be obtained.
3) Designated persons to ensure proper and safe custody of the above mentioned documents.
4) If at any point of time after grant of agency if the existing agent and his/her relative who has been granted agency start staying
together, the same should be brought to the notice of the Designated Person by both the agents. The Designated Person shall take
appropriate action of either making the agency direct or attach the agent under a Development Officer as the case may be from the date
of sharing of residence.
5) If at any time it is established that the change of residence of the existing agent or Medical Examiner or the applicant relative was done
for the purpose of obtaining agency, the said agency would be made direct or attached to a Development Officer as the case may be, ab
initio.
6) These rules will apply to all agencies given on or after the date of this Circular. Past cases / Complaints under investigation will be
dealt with as per old rules. No reference or representations will be entertained for past cases for allotment /re-attachement/ attachement
etc. under any circumstances.
This circular supercedes all the earlier instructions issued on the subject.
