Victory likely to trigger more


attacks from right-wing opponents

The U.S. Supreme Court is expected to hand down
its decision on marriage litigation by late June, and
a ruling striking down laws prohibiting gay nuptials
could dramatically change the landscape for couples.
Through their decision, justices could institute
same-sex marriage not only in the states where
lawsuits before the court are challenging bans on gay
nuptials Michigan, Ohio, Kentucky and Tennessee
but all remaining 13 states in the country without
marriage equality.
U.S. Associate Justice Anthony Kennedy, whos
considered the swing vote on the bench, sent mixed
signals on the constitutionality of those bans during oral
arguments, but at times expressed the sentiment that
The U.S. Supreme Court is expected to rule on marriage by next month.

Iconic Baltimore nightclub,
opened in 1972, prepares to close

The Club Hippo, one of Baltimores oldest and most iconic LGBT
institutions, is poised to close its doors after 43 years.
As conrmed at a meeting with employees on May 9, Hippo owner
Chuck Bowers has negotiated to convert the building at the southwest
corner of Charles and Eager streets into a CVS store.
The negotiations between CVS and Bowers began early in 2014.
Under the arrangement, Bowers will retain ownership of the building

Casa Ruby house for homeless LGBT youth set to open

The rst ve residents of the Casa
Ruby house for homeless LGBT youth
were scheduled to move into the threestory Victorian townhouse in the citys
Columbia Heights neighborhood this
weekend, according to Casa Ruby founder
and executive director Ruby Corado.
Seven more residents were expected to
move in within the next few weeks, she said.
They will be cared for by a support
team consisting of paid sta members
and volunteers, including house monitors
who will be on site in three shifts 24
hours a day, seven days a week, Corado
said while taking a Blade reporter and
photographer on a tour of the house.
We will provide food, she said.
We have volunteers that are actually
going to help with nutrition. We have a
clinical team which is making sure they
dont only have a place to live but they
also are supported emotionally and
psychologically, Corado explained in
referring to the LGBT residents.
We have a team of about 30 people
that are supporting the house, she said.
Corado said among those moving
in this weekend are two transgender
residents, two gay male teenagers, and a
21-year-old lesbian.
As part of a project thats been in the
works for nearly two years, Corado said
a D.C. government grant will pay the
rent for the sprawling house with 2,799
square feet of living space plus a mostly
nished basement.
City property records show that the
house, which was built in 1910, had 8
bedrooms and ve bathrooms, with a
total of 14 rooms. In preparing the house,
Casa Ruby ocials have used a few of the
bedrooms for other purposes, including
meeting space.
The furnishings, including 12 brand
new single frame and bunk beds,
living room furniture, desks, and oce
furnishings for the sta, have been paid
for by private donations, Corado said. In
a storage area on one of the oors there
are multiple racks of clothes of all types
all appearing new or in perfect condition.
We want to make sure they have
access to things they need because
theyre homeless, said Corado. They
dont have any income. Their parents
threw them out. Sometimes the system
just cant deal with them and they come
here, she said.
I want them to have good things. I
want to make sure they have everything
they need.

We have a gay touch to the house,
Corado said. Theres lots of color. The
gay ag, the chandeliers its a beautiful
home and its very gay. Thats what makes
this a very unique space, she says.
Its where gay people and trans
people can be themselves, where they
can come in and they dont have to
worry about being undermined, hurt,
violated, repressed, harassed. It is a place
where people can come together and be
supported by people who know what its
like to have that done to them.

block of Columbia Rd., N.W., less than
four blocks from the Casa Ruby LGBT
community center and social services

According to Corado, the link between
Casa Ruby and the new home on
Columbia Road will provide something
that most homeless shelters or longerterm residential facilities for the homeless
do not provide a series of programs to
help the residents get on their feet and
become self-sucient, possibly within a
period of six months or less.
If theyre not in school or theyre not
working they have to be in our daytime
programs, Corado said, which means
they have to come to Casa Ruby to
participate in the job program or the
other activities that are linked to getting
them involved in services that will help
them sustain independence.
She added, I thank the supporters
who have given hundreds of hours of
volunteering,
nancial
contributions,
toiletries, things like this, because I feel like
its a community taking care of people.

Fairfax County schools ban anti-trans bias


Opponents outnumber
supporters at stormy meeting

The Fairfax County School Board voted 10 to 1 with
one abstention last Thursday to expand its public school
systems non-discrimination policy to include protections for
transgender students and employees.
The vote followed a stormy meeting in which more than
200 parents and observers cheered and jeered as 10 citizens
testied for or against the proposed policy change before the
boarddebated and voted on the issue.
At least three parents expressing opposition to the policy
change said it would violate the privacy rights of female
students by allowing male students claiming to be female to
use the girls locker rooms and bathrooms.
Any male that claims female identity can get access to
female restricted areas, said one parent, who called on
the board to support an amendment proposed by board
member Elizabeth Schultz to postpone the vote until the
boards October meeting.
Whats the rush for? she said.
Supporters of the proposal, led by board member Ryan
McElveen, who introduced the proposed policy change,
disputed claims that the change would lead to problems in
bathrooms or locker rooms.
McElveen noted the board would not make any changes
involving locker room and bathroom policy until after an
independent consultant is retained to advise the board on the
best ways to address bathroom and locker room related issues.
The real impact of the policy change, McElveen said, would
be to expand civil rights protections for transgender students
and employees.
He joined the majority of board members in a separate
vote rejecting a motion calling for delaying a decision on

thetrans non-discrimination proposal until October.


Our board will be remembered not for postponing, not for
delaying civil rights but for protecting all of our employees
and all of our children, he said.
Northern Virginia gay activist Joshua Israel, who was
among those who testied, said many U.S. cities and other
jurisdictions, including Los Angles, Houston and Miami, have
adopted similar transgender non-discrimination policies and
none has experienced problems with bathrooms.
This is an important policy, he said. It is hardly
unprecedented. And the sky has not fallen.
Also testifying in support of the proposal was Rev.
Emma Chattn, pastor of the LGBT supportive Metropolitan
Community Church of Northern Virginia.
These kids are so brave, said Chattn, who told of her
conversations with transgender students in the Fairfax
school system. I urge you to be brave and vote for this. This
is about respect and respecting dierences.
The boards vote to add gender identity to the Fairfax
school systems non-discrimination policy came six months
after the board voted to add sexual orientation protections
to the policy.
The changed policy now states, No student, employee,
or applicant for employment in the Fairfax County Public
Schools shall, on the basis of age, race, color, sex, sexual
orientation, gender identity, religion, national origin, marital
status, or disability, be excluded from participation in, be
denied the benets of, or be subjected to discrimination
under any education program or activity, as required by law.
The policy adds, It is the expressed intent of the School
Board that every policy, practice, and procedure shall conform
to all applicable requirements of federal and state law.
Fairfax School Board Chair Tamara Derenak Kaufax, who
presided over the meeting, repeatedly called on audience
members to refrain from shouting and jeering, saying people
interrupting the speakers would be escorted out of the
auditorium at Luther Jackson Middle School in Falls Church,
where the meeting was held.

LGBT-backed candidate wins Ward 8 D.C. Council race


Attorney and community activist LaRuby May, who received the backing of most of
the citys LGBT community leaders, won her race for the Ward 8 D.C. Council seat by a
razor-thin 79-vote margin, according to a nal but unocial count released May 8 by the
Board of Elections.
The April 28 special election was called to ll the seat that became vacant when former
mayor and D.C. Council member Marion Barry died last November.
May, who expressed strong support for LGBT rights, was nearly overtaken in the vote
count by former Ward 8 school board member and Barry protg Trayon White, whose
positions on LGBT issues are largely unknown.
In an 11-candidate race, May nished with 1,955 votes, or 26.76 percent, compared
to White, who received 1,876 votes, or 25.67 percent. May outspent White in campaign
funds by a more than a 6-to-1 margin and enjoyed the support of Mayor Muriel Bowser,
who campaigned in the ward on her behalf.
In a separate race, Brandon Todd, who also received LGBT community support,
easily won election to the Ward 4 Council seat that became vacant when then-Council
member Bowser won election last November as mayor. Todd had served on Bowsers
Council sta as constituent services director and later served as nance director for
Bowsers mayoral campaign.
Todd also has expressed strong support on LGBT issues.
Todd and May were scheduled to be sworn in at a 6:30 p.m. ceremony on Thursday at
the Wilson Building. The election board was scheduled to ocially certify their election at
a 10:30 a.m. meeting that same day.
Whites strong showing surprised many of the citys political observers, who now say he
is in a strong position to challenge May in the June 2016 Democratic primary, when Barrys
former seat is up for election.
When the Washington Blade contacted White last week to ask him about his views on
LGBT issues White requested that questions be sent to him in writing. As of late Tuesday,
he had not responded to a series of written questions on LGBT issues, including whether
he would have voted for the citys same-sex marriage law if he were on the Council when
that legislation came up.
Barry, who White has said was one of his political mentors, was one of two
Council members to vote against the marriage equality law when it came before
the Council in 2009.

Metro mum on teen suspects linked to anti-gay assault

A spokesperson for Metro Transit Police disclosed on April 15 that investigators


had identied two juvenile suspects linked to an April 11 incident at the Congress
Heights Metro station in which a gay man was attacked and beaten while being
called anti-gay names.
The 23-year-old victim suered a concussion, broken jaw and loosened teeth at the
hands of four male suspects who assaulted him inside the station at about 10:45 p.m.,
according to a police report.
Nearly one month later, neither Metro Police nor D.C. Attorney General Karl Racine,
who is in charge of prosecuting juvenile oenders, have disclosed whether the two
juvenile males, ages 16 and 17, have been arrested or prosecuted under the citys juvenile
justice system.
On April 22, Metro spokesperson Morgan Dye told the Blade the two suspects had not
been arrested at that time. She said a juvenile court proceeding known as a Pre-Petition
Custody Order (PPCO) hearing was expected to be held the following week to determine
how the case should proceed.
But since that time Dye said she has been unable to determine from Metro Transit
Police whether arrests have been made in the case. Detectives were seeking to identity at
least one more suspect, she said.
The victim, who has asked that his name not be disclosed, told the Blade he was invited
to a meeting with a Metro Transit detective and a representative of the Attorney Generals
Oce on April 28.
They asked me if I want to press charges and I said yes I do want press charges, he
said. They have my medical records from the hospital, the victim said. I signed papers
to have them released.
He noted that he underwent emergency surgery to reset a broken jaw, which included
the wiring of the jaw in a closed position to allow the bone to heal.
The Attorney Generals representative told him he would likely be called to testify in
court, but as of Tuesday he had not heard back from anyone, he said.
Robert Marus, a spokesperson for the D.C. Attorney Generals Oce, said his oce
could not comment on any juvenile case, including whether or not an arrest has been
made, under the citys strict condentiality rules pertaining to juvenile oenders.

Rev. Wayne Schwandt dies at 65


Pastor, longtime
advocate of LGBT rights

The Rev. Dr. Wayne Edward Schwandt,


pastor of a progressive Christian ministry
aliated with the United Church of Christ
in Annapolis, Md., and a longtime advocate
for LGBT equality, died May 5 at Prince
Georges County Hospital. He was 65.
Chuck Riley, his husband and partner
of 30 years, said Schwandt suered
what doctors believe was a seizure at the
couples home in Southeast Washington
on May 3 that led to complications,
including heart failure.
A native of Wisconsin, Schwandt received
a bachelors degree from the University of
Wisconsin before receiving a Masters of
Divinity degree from Wesley Theological
Seminary. He later received a Doctorate
of Creation Spirituality from Wisdom
University of the San Francisco Bay area.
Rev. Ryan Sirmons, pastor of United
Church of Christ in Annapolis, said
Schwandt in the mid-1990s founded
Evolve Chesapeake, a ministry associated
with Creation Spirituality, a progressive
branch of Christianity that embraces
diversity. The ministry, which welcomed
the LGBT community, was based in
various locations in the Annapolis area,
Sirmons said, before it merged in 2013
with United Church of Christ in Annapolis.
Starting at that time, Schwandt
performed a 6 p.m. service each Sunday
at the church, which he preferred to call
an Evolve Sacred Gathering, Sirmons said.
Among
other
things,
Schwandt
performed marriage ceremonies as an
ociant in the Chesapeake Bay area for
gay and straight couples alike. Many of the
couples whose weddings he performed
oered both high praise and condolences
in postings on Schwandts Facebook page
after learning of his passing.
Schwandt is credited with founding
Chesapeake Pride, an annual LGBT
Pride event held along the banks of the
Chesapeake Bay in a rural section of Anne
Arundel County that Sirmons said helped
spread the message of LGBT equality.
Sirmons and Gale Ransom, president of
Evolve Ministry Network, called Schwandt
a dedicated and committed minister
who reached out to people, including
members of the LGBT community, who
often were not welcomed in the more
conservative Christian denominations in
which they were raised by their families.
Wayne was somebody who was
especially called to minister to or to nd
people who felt like they were on the edge
of society and outside of the mainstream
and tell them they were beloved of God,
Sirmons said.

Thats what Wayne did, he said.


He went to the outskirts of society to
people who werent included in the main
discussion, who were outside what was
considered acceptable or normal and he
made them know they were loved. And I
think thats a rare gift.
Riley said Schwandt volunteered for a
number of other organizations, including
an HIV support group associated with the
Anne Arundel County Health Center.
He gave of himself to his church and the
organizations he worked for, said Riley.
How lucky I am to have loved and
known the man, Wayne Schwandt,
Riley wrote in a posting on Schwandts
Facebook page. Lucky is the right word,
for he makes saying goodbye today so
hard for us all.
Riley said he was especially moved by a
note he received in a condolence card by
one of Schwandts friends, Ellen Spence.
Wayne was a man of passion, love
and ideals, Spence wrote. He had
compassion to his fellow travelers and a
desire to bring the love of God and selfacceptance to his ock. He lived his life
with a contagious joy. He walked the walk
and talked the talk.

Schwandts life was held May 9 in Annapolis.
In addition to Riley, Schwandt is survived
by four sons that the couple raised
Scott Riley of Ranson, W.Va.; Kyle Riley of
Sydney, Australia; Matthew Riley of Dover,
Del.; and Jason Schwandt of Durham, N.C.;
a brother Bill Schwandt of Appleton, Wis.;
and sister Roxanne Corpus of Delevan,
Wis.; ve grandchildren; and an aunt.

Fiorina reverses position on gay marriage ban


Bush references opposition
to same-sex nuptials

Presidential candidate Carly Fiorina
this week reversed her position on
a federal constitutional amendment
banning same-sex marriage, saying she
now opposes such a measure.
The former Hewlett-Packard CEO told
Caeinated Thoughts, a conservative
blog in Iowa, that she would accept a
potential Supreme Court ruling in favor
of same-sex marriage across the country.
I think the Supreme Court ruling will
become the law of the land, and however
much I may agree or disagree with it, I
wouldnt support an amendment to reverse
it, Fiorina said. I very much hope that we
would come to a place now in this nation
where we can support their decision and
at the same time support people to have,
to hold religious views and to protect their
right to exercise those views.
But Fiorina, who once defended the
controversial Indiana religious freedom law
seen to enable anti-LGBT discrimination,
added the country should protect religious
liberty as it prohibits discrimination.
I think this is a nation that should be
able to accept that government shouldnt
discriminate on how it provides benets
and that people have a right to their

religious views and those views need to


be protected, Fiorina said. We need to
protect religious liberty in this country.
Fiorinas remarks stand in contrast
to the views of Republican presidential
candidate Ted Cruz, who in his capacity
as a U.S. senator has introduced
constitutional amendments that would
prohibit
courts
from
overturning
state marriage laws. Likely Republican
presidential candidate Wisconsin Gov.
Scott Walkersaid he would support such
an amendment.
Fiorinas positionalso stands in contrast
to Republican presidential candidate Mike
Huckabee, who has said the U.S. Supreme
Court lacks the authority to instate a ruling
in favor of same-sex marriage.
Fiorinasremarks also reect a change
in her own views. According to the New
Civil Rights Movement, an LGBT blog,
Fiorina indicated she supported a federal
marriage amendment during her failed
2010 U.S. Senate campaign on a voter
guide from the Christian Coalition.
In a related development, Jeb Bush, who
hasnt yet ocially announced his 2016
candidacy, delivered the commencement
speech Saturday at Liberty University,
which has a reputation for anti-LGBT views.
Emphasizing the importance of
exercising religious conscience, the
former Florida governor decried the
current situation of politics in which he
said leaders are forced to disavow their
Christian beliefs.

It can be a touchy subject, and I am


asked sometimes whether I would ever
allow my decisions in government to be
inuenced by my Christian faith, Bush
said. Whenever I hear this, I know what
they want me to say. The simple and
safe reply is, No. Never. Of course not.
If the game is political correctness, thats
the answer that moves you to the next
round. The endpoint is a certain kind of
politician weve all heard before the guy
whose moral convictions are so private,
so deeply personal, that he refuses even
to impose them on himself.
Bush
accused
the
Obama
administration of complete disregard
for religious conscience, saying in a free

society, the response from individuals of


faith should be no.
An opponent of same-sex marriage,
Bush ticked o a number of secular
dogmas to which he said religious people
and churches are being forced to subscribe.
Those dogmas can be hard to keep up
with, Bush said. So we nd ocials in a
major city demanding that pastors turn
over copies of their sermons. Or federal
judges mistaking themselves for elected
legislators, and imposing restrictions and
rights that do not exist in the Constitution.
Or an agency dictating to a Catholic
charity, the Little Sisters of the Poor, what
has to go in their health plan and never
mind objections of conscience.

Business leaders mum during Texas anti-gay debate

on marriage measure

As Texas lawmakers prepared this
week to vote on legislation aimed at
circumventing an anticipated U.S.
Supreme Court decision in favor of samesex marriage, the states business leaders
kept quiet.
(A Thursday deadline for a vote on the
measure came after Blade press time;

The business communitys opposition
in Indiana helped ignite a media restorm
against a religious freedom law there that
is so far absent in the Texas debate.
The Texas House was set to vote late
this week on HB 4105, a bill that would
prohibit the use of state or local funds
to issue a marriage license to a same-

sex couple. Additionally, the legislation


one of among more than 20 pieces of
pending anti-LGBT measures in the state
legislature would block state or local
employees from recognizing a same-sex
marriage license and prohibit the use of
funds to recognize such unions.
Chuck Smith, executive director of
the statewide LGBT group Equality
Texas, said in a conference call Monday
the mean-spirited piece of legislation
seeks to subvert same-sex couples from
marrying in Texas if the Supreme Court
strikes down state bans on gay nuptials.
While lesbian and gay couples in the
rest of the country will celebrate the
ability to get married, those in Texas will
nd yet another roadblock placed in their
way denying them the ability to exercise
their constitutional right to marry the
person they love, Smith said.
Rebecca Robertson, legal and policy
director for the American Civil Liberties
Union of Texas, said the legislation is
patently unconstitutional, but doesnt
know what impact a ruling from the

Supreme Court would have on the


measure if it were enshrined into law.
Until we see what ruling the Supreme
Court issues and how it is framed, I dont
think well know what the impact on this
law is, Robertson said. I think if this law
were to go into eect, we are destined for
litigation one way or the other.
Defeating HB 4105 seems unlikely. The
legislation as of Monday had a total of
87 co-authors, which exceeds the simple
majority necessary to pass a bill in the
150-member chamber, according to the
Texas Legislatures website.
But the House in Texas is seen as
the more moderate chamber of the
legislature. Blocking passage in that
chamber is crucial because the Senate is
likely to pass the bill and Gov. Greg Abbott,
an opponent of same-sex marriage, is
expected to sign the measure into law if
it reaches his desk.
The good news for LGBT advocates
is that 204 bills were scheduled for a
vote this week ahead of the marriage
legislation and the deadline was

Thursday at midnight for the House to


pass legislation that hasnt been already
approved by the Senate. After that time,
the bill would be essentially dead.
Advocates were looking to the business
community to step in much like it did
against religious freedom measures seen
to enable anti-LGBT discrimination in
Indiana, Arkansas and Arizona.
Smith said although business leaders
havent been public in speaking out
against HB 4105, behind the scenes
theyre meeting with lawmakers to
express concerns.
With estimated revenue of $407.6
billion in 2013, the largest company by
revenue headquartered in Texas is oiland-gas giant ExxonMobil. Scott Silvestri,
an ExxonMobil spokesperson, responded
to the legislation by saying, We do not
support discrimination of any kind.
Several other large companies, including
AT&T, declined to comment when
reached by the Blade this week.

Gender reassignment for inmates emerges as hot topic


Despite legal setbacks,
advocates condent
change will come

Ensuring
access
to
gender
reassignment surgery for transgender
inmateshas emerged as a hot topicinthe
transgender rights movement amid
recent developments in court cases led
on behalf of inmates.
Mara Keisling, executive director of
the National Center for Transgender
Equality, said ensuring prisoners have
access to gender reassignment surgery is
the same issue as making sure private
insurance pays for the procedure, which
many providers refuse to cover.
The priority is to get society to
understand that this is medically
necessary care and as such, it is illegal
for employers not to have plans covering
it because youre discriminating against
certain employees, Keisling said. Its just
as illegal, except its unconstitutional, to
deny it to prisoners.
Major medical and psychological
groups, including the American Medical
Association, have endorsed gender
reassignment surgery as treatment for
gender dysphoria.
On Monday, the U.S. Supreme Court
announced it has declined to hear a
lawsuit led on behalf of Massachusetts
transgender inmate Michelle Kosilek, who
was prescribed gender reassignment
surgery in prison but then denied
the procedure by the Massachusetts
Department of Corrections. As a result of
being denied treatment, Kosilek has selfmutilated and has twice attempted suicide.
Kosilek has beenserving a life sentence
since the early 1990s, when she was
convicted of murdering her spouse,
Cheryl McCaul, by strangulation. Kosilek
killed her spouse following an altercation
after McCaul discovered Kosilek wearing
womens clothes.
The U.S. First Circuit Court of Appeals
in an en banc ruling armed the states
ability to deny her the procedure. Now
that the Supreme Court has declined
to hear the lawsuit, the case is at an
apparent dead end and the appeals court
ruling will be the nal word on the matter.
Keisling said the Supreme Court had
the opportunity to put the issue to rest by
taking up the case.
Its hard to know what kind of
reasoning they have for not granting
cert, Keisling said. Sometimes its they
dont think its ripe, sometimes they dont
want to handle it, sometimes they dont
have enough time. We have no reason to
know what it is, but for now the decision

On the same day the Supreme Court
indicated it wouldnt hear the case,
California Attorney General Kamala
Harris led a request before the U.S.
Ninth Circuit Court of Appeals seeking
to halt gender reassignment surgery for
Michelle-Lael Norsworthy, a transgender
inmate at Mule Creek State Prison in Ione,
Calif., as her case proceeds on appeal.
Norsworthy, whos serving time for
second-degree murder, was denied the
procedure by the California Department
of Corrections & Rehabilitation, but
granted gender reassignment surgery
as a result of an order from U.S. District
Judge Jon Tigar.
In both these cases, attorneys
representing the transgender inmates say
denying them the procedure constitutes
cruel and unusual punishment under
the Eighth Amendment to the U.S.
Constitution.
Kellan Baker, a senior fellow at the
LGBT project for the Center for American
Progress, said ensuring access to gender
reassignment surgery in prison is a
major priority for transgender advocates
across the country.
The denial of medically necessary
care to transgender people who are
incarcerated is harmful on the individual
level and also undermines the very real
needs and basic humanity of transgender
people
everywhere,
Baker
said.
Respecting a persons identity should
never come with a qualication.
Ezra Young, an attorney at the New
York-based law oce of Jillian T. Weiss,
has handled pro bono insurance appeals
for transgender people for seven years
and said theres no reason to deny gender
reassignment surgery for transgender
people in prison or otherwise.

I do not see a dierence between


seeking care for our incarcerated
brothers and sisters and seeking care
for folks through private and public
insurance, Young said. Moreover, I do
not believe that the promise of health
equality for all trans folks is diminished
by simultaneously pursuing coverage
for incarcerated persons and those
on the outside. In both cases, we have
wide swaths of our community who are
unable to access quality, safe, medically
necessary care for no reason other than
institutional, systemic, and deep-seated
personal biases against trans people.
Young sought to allay potential concerns
among transgender people themselves
that incarcerated individuals like Kosilek can
obtain gender reassignment surgery at the
taxpayers expense, but for the population,
the procedure remains out of reach.
I understand it is frustrating that a
convicted murderer had a chance at
getting the same medically necessary
care that you need but currently cant
get in many places because of legal
impediments and anti-trans bias, Young
said. However, denying Kosilek and those
like her access to medically necessary
care will not make your journey any
easier, and most denitely will not help
us change the structural and institutional
barriers that prevent all trans folks from
living free from bias.
Transgender people in prison who
seek gender reassignment surgery must
obtain it at taxpayers expense because
incarcerated individuals dont have
access to personal nances. Estimates of
the initial cost of the procedure for maleto-female transgender people range from
$7,000 to $24,000, while estimates of
the cost for female-to-male transgender
people exceed $50,000.
It should be noted these expenses pale
in comparison to the cost incurred by the
state to ght granting the procedure to
inmates through the appeals process.
Babs Siperstein, a New Jersey-based
transgender advocate whos a member
of the Democratic National Committee,
said shes come around to believe
transgender people in prison should have
access to the procedure.
As a small business owner, I pay medical
insurance for myself, for my employees,
Siperstein said. I look at people who are
incarcerated and, say, Hey! Why should
they get more than me? But then I look
at it [and say], Hey! This is basic medical
care. If we have to rely on physicians for
whats basic and necessary medical care,
why shouldnt we do it for everyone?
The sense that granting prisoners
access to gender reassignment surgery
should be a priority is pervasive among
transgender advocates. One group that
has yet to weigh in on the issue is Log
Cabin Republicans. Asked by the Blade

about the position of the organization,


Gregory Angelo, Log Cabins executive
director, replied, LCR has not taken a
position on this issue at the present time.
High-prole Dems oppose procedure
for inmates
Now that many high-prole Democrats,
such as President Obama, have evolved
to support the once highly contentious
idea of same-sex marriage, transgender
rights issues have begun to command
more attention. But that doesnt
necessarily mean otherwise progressive
Democrats support gender reassignment
surgery for inmates.
When running for U.S. Senate in 2012,
progressive champion Elizabeth Warren
was asked during a radio interview about
a lower court ruling granting Kosilek
gender reassignment surgery and she
replied, I have to say, I dont think its a
good use of taxpayer dollars. Her Senate
oce hasnt responded to multiple
requests from the Washington Blade
over the course of this year on whether
her views have since changed.
Meanwhile, Harris, whos considered
a champion of LGBT rights in California,
has elected to appeal on behalf of her
state a court order granting gender
reassignment surgery for a transgender
inmate. The attorney general takes this
action as she pursues the Democratic
nomination to succeed Barbara Boxer
(D-Calif.) in the U.S. Senate.
Siperstein
said
shes
extremely
disappointed Harris has sought to appeal
this decision as she continues to seek public
oce and questioned the candidates
commitment to transgender rights.
I would think that any political
candidate, or any public servant, that
would ght to prevent basic and necessary
medical treatment for any person would
be incompetent to serve, Siperstein said.
How can you trust any public servant,
any elected ocial, who ghts to prevent
basic and necessary medical service for
any person? Whos next?
The attorney generals oce has
insisted Harris is appealing the order on
behalf of a decision made by other state
ocials, but her obligations as Californias
top attorney havent stopped her before
from seeking alternative means to protect
LGBT rights. Harris refused to defend
Prop 8 before the Supreme Court, which
resulted in a decision by the court letting
a lower court decision stand restoring
marriage equality to the state.
More recently, Harris requested a court
order to allow her to refuse to certify a
ballot measure that would make gay
sex a crime punishable by death, even
though attorneys general in California are
required to provide an ocial title and
summary for proposed initiatives.

Court ruling for marriage likely to trigger right-wing attacks

against the laws.
Same-sex couples say, of course,
we understand the nobility and the
sacredness of the marriage, Kennedy
said at one time. We know we cant
procreate, but we want the other
attributes of it in order to show that we,
too, have a dignity that can be fullled.
But in terms of legal procedure, the
Supreme Court ruling wont be the nal
word before couples would be able to
marry in the states where same-sex
nuptials are prohibited.
Adam Romero, senior counsel and
Arnold D. Kassoy Scholar of Law at the
Williams Institute, University of California,
Los Angeles, said he expects appellate
courts with jurisdiction over states with
bans on same-sex marriage to issue
subsequent decisions making clear the
Supreme Court ruling aects those laws.
Well see all the appellate courts move
very quickly to strike down the remaining
bans, but that will need to happen for
an injunction to be put in place against
those bans, Romero said.

Appeals courts for the First, Fifth,


Eighth, Eleventh Circuits and potentially
the Sixth Circuit if the Supreme Court
remands the case for further action
would be in the position of issuing
subsequent rulings to make clear states
in those jurisdictions that dont have
marriage equality now enjoy it.
Such actions would be similar to what
happened in 2013, when the Supreme Court
let stand a district court decision against
Californias Proposition 8 by determining
anti-gay groups lacked standing to defend
the law, and in October, when the Supreme
Court refused to review decisions from
three federal appeals courts in favor of
marriage equality. The appeals courts
aected by the rulings issued mandates
before same-sex couples began to wed in
the jurisdictions.
Still, Romero said state ocials if
theyre smart will automatically cease
enforcement of state prohibitions on
same-sex marriage on their own accord
because if a couple is blocked from
marrying before the appeals courts act,
they could sue and hold states liable for
costly attorneys fees.
The longer the state ocials resist,

the states could be liable for increasing


attorney costs as more needs to be done
to get the state in compliance with this
hypothetical Supreme Court, but if they
were to stop enforcing the bans, then
obviously attorneys costs would be likely
less, Romero said.
But Romero acknowledged that ocials
in other states where same-sex marriage
is unpopular may choose to continue
to enforce marriage bans, regardless
of the risk of increased attorneys fees,
until further rulings from appeals courts
against those specic laws.
The voluntary decision to cease
enforcement of a state marriage ban is
what happened in West Virginia after the
Supreme Court in October refused to hear
the U.S. Fourth Circuit Court of Appeals
decision overturning the marriage ban in
Virginia. Because West Virginia is in the same
jurisdiction as Virginia, Gov. Earl Ray Tomblin
and Attorney General Patrick Morrisey
without further court action announced
their states law is unconstitutional and
allowed same-sex couples to wed.
It remains to be seen whether courts
in other states would seek to resist
a federal ruling in favor of same-sex

couples across the country. After all,


after U.S. District Judge Callie V. Granade
issued a decision against Alabamas
marriage ban, the Alabama Supreme
Court in a decision many believed was
contrary to the Supremacy Clause of the
U.S. Constitution issued a contrary
decision saying the law is constitutional.
Its also possible that states where
Republicans control the legislature would
seek to move forward legislation that
would block or hinder a Supreme Court
ruling. That would be along the lines of
legislation that could come up for a vote
this week in Texas and would prohibit
the use of state or local funds to issue a
marriage license to a same-sex couple.
Although the Texas legislature has until
Thursday at midnight to act on the
measure as a standalone bill, a lawmaker
could bring up the measure as an
amendment to a larger bill at a later time.
Dan Quinn, a spokesperson for the proLGBT Texas Freedom Network, said he
could envision Rep. Chuck Bell, the sponsor
of the bill, taking such actionif a standalone
version doesnt come up this week.

Last dance for Baltimores Hippo

and lease it to CVS. There is no date


set for the anticipated last dance, but it
will likely take place sometime after the
summer at the earliest.
Upon completion of the deal with
CVS, it would mean an end of an era
for an establishment seen by many
as the epicenter of Mount Vernons
gayborhood. Recently, that area has
also been jolted by the closing of Jays on
Read, a piano bar that had a loyal LGBT
following and Comprehensive Car Care, a
long-time staple on Eager Street.
The Hippo, which opened on July 7,
1972, is home to one of the largest dance
oors of any club in the state. During
discos heyday, the Hippo ourished
with huge crowds dancing to the beats
of vintage and newer disco hits on its
spacious rectangular oor bathed in
glimmering, colorful lights. As musical
tastes changed in succeeding years, so
did the music and the Hippo kept up.
The club also features a popular video
bar where karaoke and weekly show
tunes video presentations are held and
a saloon area that was renovated several
years ago. Those renovations dispensed
with the two pool tables near the bars
large glass windows and added more
seating at tables within the saloon.
Through the years, the Hippo, whose
motto is Where everyone is welcome,
hosted such extravaganzas as the Miss
Gay Maryland pageants and Mr. Maryland
Leather contests as well as Twelve Days of
Christmas, an annual aair that benets
local non-prot organizations. The Hippo
had also served as the venue for Gay
Bingoa weekly event in which non-prot
organizations shared in the proceeds. To
broaden its appeal, the Hippo has held
weekly hip-hop nights the past few years.
There have been numerous specialty
events held at the Hippo with well-known
DJs and drag performers entertaining the
masses. Many of those individuals began
their drag careers at the Hippo.
The clubs Halloween celebrations are
legendary, showcasing the communitys
creativity, and the Hippos annual New
Years Eve gala has always been a popular
stop that attracted local celebrities
LGBT and straightto the club.
The Hippo hosted fundraising events
throughout the referendum battle in
2012 in an eort to secure marriage
equality. Baltimore Mayor Stephanie
Rawlings-Blake, who appeared at some
of those events, customarily spends
her birthday at the Hippo for one of the
charitable bingo nights.
Bowers, who recently turned 70, has
donated sizable amounts of money to
LGBT non-prots, primarily to Baltimore
Pride and its sponsor, the Gay, Lesbian,

Bisexual and Transgender Community


Center of Baltimore and Central
Maryland. The Hippo has been one of the
focal points for the annual Pride block
parties along Eager Street.
In addition, he has allowed other
organizations to hold fundraising events at
the club. Early in the 1980s when the AIDS
crisis began, Bowers was one of the rst to
help raise money to ght the disease.
There has been a decline in gay bar
patronage over the past few years for
a variety of reasons, and the Hippo
was impacted by that trend as well.
Nonetheless, many folks in and out of
Baltimores LGBT communities view the
Hippo as more than just a bar. It was a
popular go-to destination for visitors who
discovered Baltimore as a gay-friendly city.
To others, it meant much more. The
Hippo is an anchor of LGBT openness
in Baltimore, Tree Turtle, a Baltimore
resident, told the Blade. It routinely
brings together a broad cross-section
of Baltimore of all colors and creeds.
Regardless of the progress of LGBT human
rights, regardless of the mainstreaming of
queer people, and no matter how tough
the economic climate is, we still need
community havens. We still need people
to love us for our dierence. Yes: we are
both same and dierent.
She added, Where would we be but
for the openness and distinctiveness of
the leather daddies, the drag queens,
and the drag kings? Thats why we need
to be accepted for our work as well as our
play. Thats why we need the Hippo, the
Baltimore Eagle, the GLCCB, and all LGBT
refuges in Baltimore.

straight Baltimore has had a slice of gay
life mainstreamed into their everyday
experience for 40 years. Early on,
that really mattered. Chuck Bowers
vision and tenacity created something
groundbreaking and important. Gutting
it for a CVS just doesnt seem tting.
As for Bowers, there is much nostalgia.
When I come into the bar on a daily
basis its quiet, no one is here yet. I walk
through the building and look around. I
hear the music, I see the lights, I hear the
glasses clinking and then I stop, he said
in a statement.
And then I see the people whom I have
met over the years. This is to me, the
most valuable asset this club provided
me. Their laughter, their smiles and
more importantly their friendship over
these years. I want each and every one of
you to know how much you have meant
to me and for your ongoing support and
friendship that has encouraged me to
keep the club open for you.

Trans Pride set for this weekend


The ninth annual Capital Trans Pride is scheduled to take place on Saturday at
the Reeves Municipal Center in Northwest D.C. beginning at 10 a.m.
A number of workshops on a variety of topics are scheduled to take place during the
daylong event. These include legal name and gender changes, trans people living with
HIV, access to health care and employment, incarceration, immigration and asylum and
gender variant youth.
Participants are scheduled to march from the Reeves Center at the intersection of
14th and U Streets, N.W., to Dupont Circle at 4 p.m. in what organizers have described
as a Trans Visibility Walk. An after party is slated to take place at the Gryphon on
Connecticut Avenue, N.W.
The D.C. Center for the LGBT Community, Whitman-Walker Health, the D.C. Oce of
Human Rights, AIDS Healthcare Foundation, SMYAL, Kaiser Permanente and La Clinica
del Pueblo are among the sponsors of this years event.
Capital Trans Pride is an important part of the Pride celebration, said Ryan Bos,
executive director of the Capital Pride Alliance, in a press release. D.C.s transgender
community is an integral component of the broader LGBTA community and we are
committed to making sure that Capital Prides programming reects inclusion and
recognition of our transgender brothers and sisters.
First held in 2006, this years Capital Trans Pride will take place against the backdrop
of increased visibility of trans-specic issues at the local and national level.
D.C. Police Sgt. Jessica Hawkins in March became the rst trans supervisor of
the Metropolitan Police Departments Gay and Lesbian Liaison Unit. Then-D.C.
Mayor Vincent Gray last October walked Casa Ruby CEO Ruby Corado down the
aisle at her wedding.
Defense Secretary Ash Carter in February spoke favorably of allowing trans
service members to serve openly in the armed forces. Then-U.S. Attorney
General Eric Holder late last year announced that Title VII of the Civil Rights Act
of 1964 that bans gender-based discrimination also includes gender identity.
The White House in March held a brieng that focused specically on trans
women of color, but serious challenges remain for this historically disadvantaged
and marginalized group.
Lamia Beard of Norfolk, Va., is among the more than half a dozen trans women
of color who have been reported killed across the country so far this year.

FreeState Legal introduces new director


FreeState Legal is inviting the public to welcome its new executive director, Patrick
Paschall, into the Baltimore legal community at a cocktail event on May 20 from 5-7
p.m. Venable, LLP will host the reception on its terrace and lounge space at 750 East
Pratt St. Beer, wine and hors doeuvres will be provided.
An activist on LGBTQ issues for over a decade at the local, state and national
level, Patrick brings passion, enthusiasm, and vision to lead FreeState into a future
of expanded services and deeper impact in Marylands LGBTQ community, wrote
Jer Welter, deputy director of FreeState Legal, in an email.
FreeState Legal is a non-prot legal advocacy organization serving low-income
LGBT individuals.
An LGBTQ ally, Paschall has had a varied career in LGBTQ activism that included
working for the National Center for Transgender Equality, Lambda Legal, Family
Equality Council and Pride at Work. Paschall is also a local elected ocial, having

LGBT history on display at Creative Alliance


The Gay, Lesbian, Bisexual and Transgender Community Center of Baltimore and
Central Maryland will showcase a collection of photographs and other items from
its archives beginning May 15 at the Creative Alliance. The exhibit is called Picture
It, and will present historical images as well as dozens of unidentied photographs
from the collection.
Also on display will be a selection of posters, apparel, Pride memorabilia,
documents and other items representing the history of Baltimores LGBT community.

We are asking members of the LGBT community to come help identify any
people, places, or events in the photographs to ensure their proper preservation
and documentation, said Patrick Alexander, a member of the GLCCB Archives
Committee, which is coordinating the exhibit.
The mission of the Archives Committee is to preserve the GLCCBs 40 years
of service to Baltimores LGBT community. In partnership with the Special
Collections Department at the University of Baltimore, it has been organizing and
caring for memorabilia, documents, photographs and other items accumulated
over the decades.
A reception and LGBTQA Film Festival kick-o will take place on Friday, May 15
from 5-7 p.m. followed by a gallery talk on May 16 at 2 p.m. The exhibit will be
on view from Tuesday to Saturday, 11a.m.-7 p.m. from May 15-30 at the Creative
Alliance, 3134 Eastern Ave. in Baltimore.

Chesapeake Pride cancelled for 2015


Citing nancial diculties, the Chesapeake Pride Festival, which usually occurs on
the rst Saturday in August, will not celebrate its 10th annual event this year.
It takes $8,000 to $10,000 in donations to make the festival happen each year,
John Petrosillo, the festivals publicity director, told the Blade. We simply do not
have the nancial support to swing it this year. Frankly, we also lack the interest
of people wanting to volunteer and/or be on the planning committee. We plan to
hold smaller events this year, some of which will be fundraisers, in order to make
Chesapeake Pride Festival 2016 possible.
The festival is the only annual Pride event held in Anne Arundel, St. Marys or
Calvert counties.

FDA issues draft policy for gay blood donors


One-year abstinence for
MSM remains in proposal

As it announced it would in December, the
U.S. Food and Drug Administration issued a
draft guidance on Tuesday reiterating an
earlier proposal recommending that gay and
bisexual men abstain from any same-sex
sexual relations for one year before being
allowed to donate blood.
The proposed guidance would replace
the FDAs longstanding existing policy that
permanently bans men who have sex with
men from donating blood during their lifetime.
The 24-page draft guidance was to be
published in the Federal Register and open for
public comment for 60 days before the FDA
issues nal rules to put the policy in place.
The proposed changes come after LGBT
advocacy groups have called on the FDA
to allow blood collection organizations like
the Red Cross to screen all potential donors
based on their individual risk for HIV infection
or other blood borne diseases rather than
imposing a ban of any time period for people
based solely on their sexual orientation.

LGBT advocates have noted that advanced


scientic developments since the start of the
AIDS epidemic in the early 1980s make blood
screening for HIV far more reliable than the
screening technology of years past.
While the new policy is a step in the right
direction toward an ideal policy that reects
the best scientic research, it still falls far
short of a fully acceptable solution because
it continues to stigmatize gay and bisexual
men, said David Stacy, government aairs
director for the Human Rights Campaign.
This policy prevents men from donating
life-saving blood based solely on their sexual
orientation rather than actual risk to the blood
supply, Stacy said. It simply cannot be justied
in light of the current scientic research and
updated blood screening technology.
U.S. Sen. Tammy Baldwin (D-Wisc.) issued a
statement saying she, too, considers the FDA
proposal an important rst step in ending
what she called an outdated policy.
[B]ut it doesnt go far enough, she said. I
look forward to continuing to work with the
[Obama] Administration and stakeholders
to implement this rst phase swiftly so we
can soon achieve our ultimate goal of blood
donation policies that are based on individual
risk factors that dont unfairly single out one
group of individuals and that allow all healthy

Americans to donate.
In addition to the change in policy on
blood donations for men who have sex with
men, the FDAs draft guidance document
proposes a change for transgender
donors. The proposal calls for changing a
questionnaire given to all potential donors
asking about their sexual and medical
histories so that the gender of donors will
be self-identied and self-reported.
The existing policy calls on potential donors
to state on the questionnaire what their birth
gender was rather than the gender with which
the donor currently identies.
But the draft guidance adds, In instances
where a donor has asserted a change in
gender identication, medical directors
may exercise discretion with regard to
donor eligibility.
In support of its decision to retain
its proposed one-year period of sexual
abstinence for men who have sex with men,
the document appears to dispute claims by
LGBT advocacy groups that individual risk
factors, such as whether gay men are in a
monogamous relationship, should be used
rather than imposing a one-year sexual
abstinence period.
[T]he available epidemiologic data in
published literature do not support the

concept that MSM who report mutual


monogamy with a partner or who report
routine use of safe-sex practices are at low risk
for HIV, the draft guidance says.
Specically, the rate of partner indelity
in ostensibly monogamous heterosexual
couples and same-sex male couples is
estimated to be about 25 percent, and condom
use is associated with a 1 to 2 percent failure
rate per episode of anal intercourse, the
document says. In addition, the prevalence
of HIV infection is signicantly higher in MSM
with multiple male partners compared with
individuals who have only multiple opposite
sex partners.
LGBT and AIDS activists have said gay and
bisexual men who are interested in donating
blood, just as their heterosexual counterparts,
would willingly remove themselves from
the donor pool on a case-by-case basis if,
upon being told of individual risk factors,
they determine they could be at risk for HIV
infection.
Once the 60-day comment period closes,
the Agency will carefully review and consider
all comments in nalizing the guidance, FDA
spokesperson Tara Goodin said. While we
are unable to commit to a specic timeline, we
consider nalizing the guidance to be a high
priority.
Goodin added, FDA welcomes and
encourages all interested parties to provide
input.

Ready for summer in Rehoboth


Community center to
celebrate 25 years of progress

Each year before Memorial Day,


the Washington Blade hosts a summer kickoff party in Rehoboth Beach
at the Blue Moon. For many, its become the unofficial start of the new
beach season. Rehoboth denizens
are creatures of habit and this party
caters to locals who will be very busy
for the next four months. Before the
onslaught, Tim and Randy, two of the
co-owners of the Moon, got married
in front of hundreds at the Nassau
Valley Vineyards in Lewes. The officiant at the wedding was Bishop Gene
Robinson, the first gay bishop in the
Episcopal Church.
Two weeks before Memorial Day there
wasnt a parking space to be had in Re-

hoboth on a Friday evening. People were


taking advantage of one of the last weekends before parking meters are in eect.
The work on Route 1 was nearly complete
and the outlets were open and ready
for business. Over the years, Rehoboth
Beach has become more of a year-round
town. If you come and fall in love with the
beach call Joe Maggio at Maggio/Shields
or Alan Jarmon at Remax and they will
show you how to make Rehoboth your
new home.
Many restaurants are now open all
year and more people are seeing it as
a great place to retire. Many of those
retirees head to the warm climes of
Florida for the winter months, including my sister and sister-in-law, but are
now home and the business owners are
happy about that. Baltimore Avenue,
LGBT central, is coming alive. CAMP,
the LGBT community center, begun 25
years ago, is still led by the indomitable
Steve Elkins with the help of his husband Murray Archibald. So many people who now enjoy the warm welcome
they receive in Rehoboth dont realize
how much of that is due to the work of
Steve, Murray and all the people who
have worked with and supported CAMP
over the years.
Today, Rehoboth has a lesbian city
manager, Sharon Lynn. I havent met
her but hear only good things about the

work she is doing. The Rehoboth Beach


Commission, made up of six commissioners and the mayor, has always
walked a ne line between the sometimes parochial interests of longtime
residents who ght change, and the
business community and tourists whose
dollars support the town. Being the city
manager of a town that makes most of
its income in a four-month period isnt
an easy job. But then Lynn came from
being city manager of Provincetown,
Mass., and is used to this.
As the summer season heats up,
literally and figuratively, its great to
see the businesses on Baltimore Avenue thrive. In the CAMP courtyard is
Loris where great breakfast and lunch
sandwiches are always available. Take
a moment to look at the art of Ward
Ellinger in his courtyard Gallery. The
food on the avenue runs the gamut
from elegant to casual. The queen of
restaurants is the Blue Moon, whose
chef Lion Gardner always amazes. After dinner stay to hear Pamala Stanley
who sings Sunday-Thursday in the busy
bar. On the other end of the block is
Hobos, whose owner and chef Gretchen Hanson always has great vegan and
seafood specials. Then there is Frank
and Louies Italian Specialties take
out and catering with fantastic sandwiches, baked goods and lasagna that
cant be beat. You wont be disappointed in anything you get there.
Each year the gay community awaits
the opening of Aqua Grill, which this
year is Friday May 15. You cant beat the
Aqua deck on a nice summer evening

World Bank must boost ght for gay rights


Leaders should fund
progress, not discrimination

The World Bank blocked a $90 million loan to
Uganda last year because of its anti-LGBT laws,
the rst time it has explicitly linked a loan to
the rights of sexual minorities. Has this had an
impact? In a recentBuzzFeed interview, World
Bank President Jim Yong Kim implied that it has
it seems to have slowed the passage of antigay laws in other countries. Everyone knows
now that I will do this and so everyone is watching very carefully,Kim told the site.
That may be true. But the fact is that the
Bank, and other international organizations,
could still do a lot more to help LGBT individuals who are being criminalized and sometimes
killed in their own countries, and the time to
start doing that is now.
In 2014, when the Bank withheld the loan
from Uganda, it did so because the country
planned to deny gay men and men who have
sex with men access to hospital HIV services
provided by through Bank funding. This policy is rooted in the Anti-Homosexuality Law
in Uganda, but the Bank did not say a word

against it while it was being drafted even as


the United Nations, UNAIDS and other institutions were warning Kampala to not pass the
measure. Amid rising pressure from civil society groups the Bank nally moved to block
the funding. But these people who risked their
lives to protect human rights were not even acknowledged by President Kim in his interview.
Uganda is not the only country seeking to
criminalize LGBT individuals, yet the Bank has
remained largely silent as country after country
moves to restrict gay rights or vilify gay people.
Where has the Bank been when The Gambia,
a country ruled by Yahah Jammeh, one of the
most notorious modern day autocratic leaders,
passed itsanti-gay lawand began the current
practice of hunting LGBT individuals? Why is
it silent when Democratic Republic of Congo
proposed a bill similar to that of Uganda, and
what does the Bank have to say now when lawmakers inKenya, a country seen as one of the
most liberal in Africa, are discussing presenting a similar bill to its legislature? Where is it on
Cameroon, which has been in the news with
increasing attacks onLGBT people?
All of these moves against the LGBT community have come since Uganda passed its
anti-gay law. And yet the World Bank has remained silent.

The Bank may hope to avoid taking public political stances and stick to the work of
infrastructure projects, but that work is not
happening in isolation. In perhaps the starkest case, Nigeria passed an anti-gay law similar to Ugandas and yetBank projects are still
funded there, including an HIV surveillance initiative, which is a direct threat to the safety of
gay people. This program collects data on how
many people are living with HIV, and in order
to participate people have to state their sexual
orientation. In Nigeria, being openly gay is illegal so either people jeopardize their safety by
participating or they do not take part, limiting
the impact of the Banks program.
The Bank is already under re following a
newreportthat says some 3.4 million people
have been physically or economically displaced by various World Bank-funded projects
over the last 10 years, violating its own pledge
to protect the poor.
Kim has talked about a proposal for updated safeguards for human rights that is
being drafted to guide the Banks lending policies. But the safeguards will still be rooted in
the local laws of each country. So, in the case
of Nigeria, the Bank has put itself in a very difcult position because it will still be dealing
with a domestic legal framework that justies

criminalization of homosexuality. So there is


clearly more work to go on crafting the protocol so that the Bank does not simply put its
stamp of approval on local laws that facilitate
discrimination.
I am not completely dismissing the eorts
of the World Bank and I think what Kim did in
Uganda was important. I am asking the Bank to
be consistent in its policies and to treat all countries the same and to pull funding for projects
that similarly exclude LGBT individuals.
Further, I am not dismissing the hard work
of President Kim to restructure the World
Bank and I commend him for creating a Sexual Orientation and Gender Identity Advisory
Group on which I serve.
But the fact is the Bank, and other major international organizations, could do a lot more
to help the activists across the world who are
paying with their lives to make their countries
a better place to live and to the LGBT individuals whose lives are in jeopardy every day because of the restrictive laws. The Bank should
be funding progress, not discrimination.

When it comes to a ready reex to grow


government and its regulatory burdens absent any concern for the real-world eect on
local businesses or even city agency capacity
to administer the latest whatever-rule, D.C. political sophisticates arent very sophisticated.
District ocials dont much think things
through.
That is again evident with newly introduced
legislation by D.C. Council members Vincent
Orange and Mary Cheh to impose a jaw-dropping requirement on all alcohol-licensed dining,
drinking and dancing establishments. This law,

if approved, would aect the nearly 1,500 bars,


restaurants and nightclubs throughout the city.
The bill, the Nightlife Regulation Amendment Act of 2015, would create a massive new
paper-shuing task for city bureaucrats that
would bury them in worthless information.
The irony is that all the prescribed number
crunching would prove totally without value.
Oranges proposal, co-sponsored by Cheh,
would require alcohol-licensed restaurants,
bars, nightclubs and some special-license
multi-purpose facilities to measure the noise
levels emanating from their establishments
once an hour from the hours of 9 p.m. and 4
a.m. every night they are open to the public
and require the establishment to report those
measurements to the Alcoholic Beverage
Regulation Administration (ABRA). Businesses would be required to purchase a decibel
meter to measure the sound level outside the
establishment and record the decibel levels
on a form prescribed by ABRA [that] must be
submitted on a weekly basis.
Businesses failing to le weekly reports or
supposedly self-reporting violations of the
citys noise ordinance would be subject to a
four-step violation schedule ascending from
a warning to a ne to license suspension and
revocation. Its a paper-pushers dream and
a taxpayers nightmare, and a small business

operators new burden to bear.


Lets do the math. Calculate 1,500 businesses open an average of six nights a week
recording exterior sound levels eight times a
night and reporting those numbers once a
week to the city utilizing a handwritten paper
form. This produces 72,000 individual numbers per week and 3.75 million data points
each year.
D.C. may drown both its golden goose and
itself in a mountain of meaningless paper.
Why require the Districts predominantly
small business hospitality enterprises the
citys largest hometown business sector, major
employer, leading tax generator, and primary
revenue producer and economic development contributor to assume a task that is
best conducted by qualied city inspectors?
Why necessitate huge new expenses for both
the city and businesses when it serves no real
purpose?
Whatever pitiful-in-scope problem the proposal purports to solve also serves as the singularly worst so-called solution possible. It requires that local businesses purchase special
equipment, attempt to properly take sound
readings from appropriate locations and outsources reporting to those being monitored.
Are you chuckling yet?
Lets also examine the actual scope of the is-

sue. The tiny cadre of chronic complainers about


noise from nighttime venues, rooftop decks and
sidewalk cafes admit that there are around a
dozen nuisance establishments citywide at any
given time. Yet city inspectors very rarely find actual noise ordinance violations when conducting
on-site testing in accordance with the law.
Rather than a behemoth beehive of superuous statistics overwhelming the citys alcohol agency, there is a simpler sensible solution.
Instead of a punitive adversarial scheme,
why not a productive and proactive approach?
For far less cost than all that recordkeeping and
hamster-wheel-spinning futility, the District could
initiate an executive-level resource managed by
the citys economic development office.
Better to fund professional sound engineering specialists to consult with existing venues
and new applicants to improve or plan designs by integrating materials and congurations utilizing emerging technologies in soundmitigation and soundproong. Assisting local
small businesses by providing eective technical assistance beats a rotting deluge of data
dumps.
Being the best neighbors possible is almost
without exception the goal of community
nightlife businesses. They could use a hospitable helping hand instead of a slap in the face
from D.C. politicians.

After frigid winter, bars and


restaurants prepare for
summer madness

Despite one of the coldest Rehoboth
Beach winters in recent memory,
during which even the ocean froze,
LGBT businesses ourished and are
now heating up in preparation for the
onslaught of summer visitors from D.C.
and elsewhere.
Gone from the scene are Big Sissies
(37385
Rehoboth
Ave.
Extended),
replaced by The Swell Tiki Bar and Grill,
which may be open by mid-May, and, on
Wilmington Avenue, Planet X and Cypress
(former home of Caf Zeus and Yum Yum,
known for its Sunday teas), which will be
replaced by an extended Avenue Hotel.
Most of the stalwarts remain in place.
Blue Moon (35 Baltimore Ave.), now in
its 34th year, will continue with summer
entertainment, award-winning dining and
its popular Sunday brunch. You can hear
Pamala Stanley perform in her tenth
fabulous season from Sunday to Thursday,
Rehoboth Idol will continue and you will
be able to see the original Chantels and
other performers during the summer, as
well as popular female impersonators.
Rigbys (404 Rehoboth Ave.) will focus
on live entertainment on most evenings
and a ne menu, bar food and happy hour.
Aqua (54 Baltimore Ave.) reopens
on May 15 and will continue to sponsor
special events and provide entertainment
with music by Kathy Gorman, John Flynn
and others. According to owner Bill
Shields, Aqua also plans to do something
to celebrate CAMP Rehoboths 25th
anniversary of serving the community.

May 16 after a short-lived stint as Dive Bar.
The owner, John Meng, promises to bring
back the popular ManDance on Saturdays.
After about 25 years at the corner
of First Street and Baltimore Avenue,
Adriaticos has been replaced by another
Italian Restaurant, DiFebos, which was
established in 1989 in Bethany Beach.
Loris, open for breakfast and lunch
is located in the CAMP courtyard and is
beginning its 19th season. There will be
several new items on the menu, including
a 4 B salad (Bleu, Blueberry, Bacon and
Balsamic on greens). Breakfast sandwiches
have been added to the menu.
Although under new ownership,
Rehoboth Ale House (15 Wilmington
Ave.), a popular bar with the lesbian
crowd, but still under the management
of the two previous owners, Betsy and
Jodi, promises to continue its successful
formula by providing live entertainment
by Viki Dee.
A popular lesbian-owned bar, Seafood
Shack (42 1/2 Baltimore Ave.) returns for
its 9th season and will continue to oer
live music. Dos Locos (208 Rehoboth
Ave.) continues to oer some of the
best margaritas in town. The Ponds (3
S. First St.) speed bingo on Tuesdays is
popular with locals and the gay-owned
bar/restaurant also hosts live music
throughout the season.
Leo Cabreras Modern Mixture (62
Rehoboth Ave.) continues to grow, adding
an outdoor caf and a bar area. Many
remember Leo as a waiter at Crystals,
Blue Moon and Cloud 9.

On May 16, Jonathan Harper, author of
Daydreamers will hold a book signing,
and later in the summer, John Simpson and
Roberts Cummings will read from their gay
anthology. Owner Jocques LeClair says to
expect more readings this summer.
Gidgets Gadgets (123 Rehoboth
Ave.) has a new look and now oers an
extensive array of vinyl records as well as
continuing to provide retro toys, games
and even candies.
Snyders Candies (65 Rehoboth Ave.)
celebrates its 75th anniversary. It has
been owned for the past nine years by
Je Balk, a gay man who formerly owned
Rehoboth Gayzette. Balk has changed
the stores logo to include the rainbow
colors and among other things sells plush
toys, collectibles and retro candies, as
well as chocolate delicacies. As part of
the anniversary year, it will have specials
featuring the number 75.
Now in its 23rd year as a gay-owned
coee shop, and a favorite stop for Today
show host Hoda Kotb, The Coee Mill at
Rehoboth Commons (127 Rehoboth Ave.)

has several special events scheduled this


year, including a fundraiser for Breast
Cancer Delaware featuring Kotb, who is a
regular customer.
The owner of the Coee Mill will also
celebrate the rst year of BRASHhh (1 N.
First St.), a shop featuring mens fashions
and swimwear.
Yes, there are a few businesses in
Rehoboth that arent gay owned. A few
highlights of the new season: the former
Stoney Lonen is gone and replaced by
208 Social (208 2nd St.), featuring Eastern
Shore-inspired cuisine and comfort food.
The always-packed Bramble & Brine (315
Rehoboth Ave.), which closed abruptly
last year, is slated to reopen May 15. And
perhaps the most buzzed about addition to
the local food scene isnt in Rehoboth but
just down Route 1 in Dewey, where Dewey
Beer Co. (Route 1 and Saulsbury Street),
a brewery and restaurant, is scheduled to
open for Memorial Day Weekend.
There will be an art walk held the second
Saturday of each month when most of the
numerous galleries in Rehoboth invite you
to visit. Most will also have special shows
throughout the summer.

How long have you been out and who
was the hardest person to tell?
Since I was 18. My mom asked me as I
was packing the car to leave for college. I
dont remember being scared to tell any
particular person, but left my mom to tell
my dad. So that must have said something
about my comfort level to tell my dad.
Both were and are loving and caring
parents.

Drexel Davison is in the business of making people feel good about
themselves. Hes the owner of Rehoboths BadHairDay?, an AVEDA Salon and
Spa that specializes in hair styling, manicures, pedicures, facials, massages
and waxing.
This week, the salon moved from its former location across the street into
a new space at 20 Lake Ave. in downtown Rehoboth Beach. The move follows
an extensive months-long renovation; among the design elements is a blue
motorcycle owned by Davisons father that is proudly displayed in the salon.
Originally from Dover, Del., Davison, 48, is living the single life in his current
home of Lewes, Del. He has no children.
I always gured if there were any out there, I might possibly hear from
them sometime in my late 30s. Not a word, Davison jokes.
But hes not going to rule out moving in with a partner when the time is
right.
Im open to it, Davison says. Perhaps in the Plaza penthouse condo that
hes just purchased for me from Tommy Hilger.
Davison moved to D.C. in the mid-1980s when he had a friend with a
townhouse on the Hill. Afterwards, he moved to New York City for a few
years before settling again in Delaware.
In his spare time, Davison enjoys doing local charity work and getting a
massage with the drapes pulled and windows open. He has worked on
the boards of the Joshua M. Freeman Foundation and The Freeman Stage
at Bayside, The BIGGS Museum of American Art, Board of Ambassadors of
Beebee Hospital and Rehoboth Beach Mainstreet.

past or present?
I would have to say the DC Eagle! Yep, the
Eagle. I wasnt afraid of anyone or anything
and I liked to talk shit.

Wow. Almost makes me want to cry. I
reckon the dream wedding would be
that you are both young and beautiful and
carefree, with the excitement of a long life
ahead to share. I hope there is someone
special out there for me. I have never had
a long-term relationship. I have always
been focused on my work and aside from
my public persona, I am a bit shy and
insecure. I am ready to nd that person
now, however. Anyone want to come and
live at the beach? I have a nice life to share
with someone.

my favorite restaurant, DiFebos, in Bethany
Beach, Del.

sexual orientation, what would you do?
I would remain who I am. I like being gay. I
am proud to be gay. I wouldnt change that.

What do you believe in beyond the


physical world?
I hope that life continues and that we
get to see our loved ones again. I am a
spiritual person, but dont have a lot of use
for organized religion. I believe there is an
energy that is God, and that energy lives in
each of us and connects us to one another
and to all things living and non-living in the
universe.
Whats your advice for LGBT movement
leaders?
I reckon I would say keep up the good
work. Certainly a great big thank you for
all you have done to make life better for
me and for all of us! Thank you! Also I think
to remind us that as in all minorities and
groups in general to remember that often
we are harder on and meaner to our own
selves than they are to us.

What would you walk across hot coals


for?
To protect my mother and family.

What LGBT stereotype annoys you most?


That one has to be the man, and one has to
be the woman.
Whats your favorite LGBT movie?
Im not a big moviegoer. Its hard for me to
sit that long. However, I do like true stories
and documentaries. Therefore I might have
to say MILK. Its not a movie but I still love
Will & Grace. Jack and Karen have gotten
me through some dicult, low periods in
my life.

Whats the most overrated social


custom?
First to mind is New Years Eve.
What trophy or prize do you most covet?
Each year I play a role in the local
elementary school musical. It is an
extremely well put together professional
production. I loved playing Daddy
Warbucks in Little Orphan Annie. It was
my most favorite experience of my life. To
say yes to something that scares the hell
out of you, to move forward through the
fear and succeed is the trophy, is the prize.

What do you wish youd known at 18?


That everything would be OK. To not have
been so hard on myself. To have loved
myself more. To have told the self-critical
voice in my head to go away. And nally to
have had the courage to open up, ask for
help, gotten honest with myself and others
about who and what I was/am that I could
have let go of the fear!

Men have decided to be Casino Royale
ready, and it is showing. Convincing
procedures that can be done in relative
short visits are the best-kept secrets
with men. Surgeon Dr. Navin Singh, of
Washingtonian Plastic Surgery, dishes on
how to look ready for swimwear through
what his patient trends reveal:
Trends are changing. Women may have
started the laser lipo trend, but men have
taken it to new heights. Men are choosing
to have denition, chiseled muscles, and
sculpted torsos with laser-lipo. Many men
remove unwanted back and chest hair
with laser hair removal treatments. Yet,
the most commonly sought out procedure
is for love handles. Even if you have a
protruding tummy, its the love handles
that make a man look sloppy.
Fit, athletic men often have diculty
losing weight in specic areas like
love handles; regular changes in diet
and exercise have their limitations.
With procedures like Laser Lipo, CoolSculpting, and Zerona, there are options
for every budget. This top procedure is
so classied it is rarely discussed with
family. Chances are we all know someone

Katori Halls The Blood Quilt is the


story of four African-American sisters, all
very dierent but ultimately connected
through heritage and the enduring
memory of their mother. In this impressive
new work, Hall uses unabashed humor
and gut-wrenching pain to paint the
complete picture of a complicated family.
Featuring a marvelous ve-woman cast
and sure handedly staged by Kamilah
Forbes, the comedic drama is now making
its world premiere at Arena Stage.
When we rst meet the far-ung
Jernigan sisters, second sister Gio
(Caroline Clay) is smoking a joint in her
dead mothers living room. Her older
sister Clementine (Tonye Patano) makes
some half-hearted protestations about
it, and then takes a few hits herself. The
next couple of days promise to be tense
and they need a little fortication.
Each year in early May, the four
Jernigan sisters have joined their mother
in the family home on Kwemera Island
o the coast of Georgia for a few days
of collaborative quilt making. This is the
rst time theyre gathering without their
mother who recently died after an arduous
illness. But Clementine, who nursed her
mother during those hard nal months
and now lives in the house, is particularly
determined to keep up the tradition.
Bawdy, argumentative Gio has travelled
home from Mississippi where shes a cop.
Next to arrive is Cassan (Nikiya Mathis),
a mother-hennish army nurse, and her
teenage daughter Zambia, a budding
activist who snappily punctuates her
speech with Internet slang. The last
to show up is Amber (Meeya Davis), a
Harvard-educated entertainment lawyer
based in Los Angeles. The baby of the
family and their mothers favorite, Amber
has missed the quilting bee in recent
years. In fact, she even missed her
mothers recent funeral.

come to the surface. The biggest beef
concerns Gios resentment toward
Amber. Armed with a bottomless quiver
of earthy insults and well-timed ripostes,
Gio begins by poking fun at Ambers
designer duds and pricy Brazilian blonde
weave, and then goes for the jugular.
Without giving too much away, secrets
are revealed and discoveries are made
involving HIV, sexuality and abuse that
have the potential to alter the womens
relationships forever.
But for the moment theres a quilt to
be made. The Jernigan women have been
making quilts for hundreds of years. Not
just a blanket, theyre a repository of
their secrets, joys, stories and pain. Its a
beautiful tradition entrenched with ritual,
a place to preserve their Geechee culture
and family history surrounding strong
women reaching back to Africa.
In addition to a tradition of quilting, the
mother leaves behind a legacy of hurt
thats magnied by a divisive will. Hatori
tells their story with a sometimes rough,
pitch perfect dialogue and beautifully
crafted lyrical prose.
Set designer Michael Carnahan
envisions the Jernigans modest waterside
home, as a well-worn but orderly place
decorated in orange and rust-hued quilts.
To the side of the house is a small wharf.
A three-foot deep strip of real water
separates the actors from the audience,
stressing the islands remoteness.
For Amber, Kwemera has always been
a place from which to escape. Her mother
aectionately referred to her as her little
bird because she ew away from home
and soared toward her goal. Clementine,
a midwife by trade like her mother,
experiences the island as a source of
healing. Its a haven away from the modern
world. And for the middle sisters its a
place to visit, a long ago home shaded with
memories, some funny and others grim.

D.C. chefs get to the


heart of artichokes

There are certain types of vegetables
where you cant help but wonder who
actually got the idea to try to eat them in
the rst place. Artichokes, the buds of a
owering plant that grows to be three feet
tall, tend to be on that list, but whoever
was brave enough to rst give them a
try made a delicious discovery. Once you
get past their thorny exterior, they reveal
tender leaves with a rich texture and a
distinctive nutty avor, but they can still
seem somewhat daunting to even the
most seasoned home cook.
People are intimidated by artichokes
because they see this vegetable that takes
a little work to clean, says chef Samuel
Kim at 1789 Restaurant. However, once
the technique of turning artichokes is
learned, it is quite easy to clean and enjoy
them. Preparing artichokes is actually
pretty simple: wash them rst to remove
the bitter lm on the leaves that can
aect the avor, then trim the pointy tips
o the leaves and cut o about an inch
from both the top and bottom.
Domenico Apollaro, executive chef
at Lupo Verde, nds that outside of
Italy, where artichokes are a commonly
used vegetable, many are unsure about
how to cook them. To make it easier, I
recommend cooking the artichoke upside
down in a casserole with water, any spice
like bay leaves, rosemary and lemon, and
cook it until tender, he says. When ready,
you can serve it as you like. I love to use it
mostly on top of sh, salads or by itself.
Indeed, while we often think of artichokes
as being served steamed whole with melted
butter to dip the leaves in, 1789s Kim says,
I nd that this water logs them and makes
them somewhat mushy in texture. He likes
cooking them la Barigoule by putting the

cleaned artichokes into a large casserole


dish with thyme, carrots, white wine and
olive oil; cover tightly, then braise in a
300 degree oven until the artichokes are
cooked through.
Artichokes lend themselves to a variety
of cooking techniques. Bibiana chef
Jake Addeo is partial to baby artichokes,
which he prefers to showcase quite
simply, fried to a crisp and topped with
Italian parsley, lemon juice and olive

easy preparation is to shave raw chokes
and toss with some lemon and mint
vinaigrette, says Addeo creating a
perfectly light spring salad.
Exploring artichokes through the eyes
of a chef can open up a lot of possibilities.
I love them raw, cut into very thin slices
and sauted in a wok with some olive oil,
seasoned with salt, and pepper and they
are delicious, says chef Josu Zubikarai
of SER Restaurant in Arlington. Zubikarai
also sees artichokes as a great vehicle for
rich proteins, using them as a base for
sauted fresh foie gras or cooking them
stued with lobster.
For Addeo, artichokes are much more
than just an ingredient they are a fond
family memory. My favorite recipe is always
my Grandma Emilys stued artichokes, he
says. She made them for special occasions
and you had to put your order in before she
started the process. I always ordered two. If
you didnt get your order in, you didnt get
any. This caused some greatfamily ghts at
the dinner table!

Hearing a remixed version of a song on


the radio or in the club can be both jarring
and familiar at the same. Gay contemporary
artist Darren Waterston has taken that Ive
heard this before feeling from an auditory
sense to a visual experience with his new
art piece Peacock Room REMIX: Darren
Waterstons Filthy Lucre located in the
Freer and Sackler Galleries of Art (1050
Independence Ave., S.W.).
Filthy Lucre is a contemporary take
on the acclaimed Peacock Room by 19th
century American artist James McNeill
Whistler that is on permanent display
in the Freer and Sackler Galleries of Art.
Waterstons reimagining of the room
depicts how Waterston views the original
Peacock Room in context with the rooms
tragic history. The exhibit opens Saturday
and will remain open through January 2017.
When I walked into the Peacock Room
for the rst time I was struck by how
extraordinarily beautiful it was, Waterston
says. Theres something about the Peacock
Room that had this sense of decadence
that was so beautiful and excessive that it
almost becomes grotesque.
That feeling is very much attached to
the rooms history. Whistler was asked by
his friend and patron Frederick Richards
Leyland for a color scheme in Leylands
recently redecorated dining room
in South Kensington, England. While
Leyland was away on a trip, Whistler
completely repainted the room without
consulting Leyland. Leyland was outraged
and refused to pay Whistler for his work.
Their feud lasted for the rest of their lives.
Waterston found himself connecting
with Whistlers hardships in nding
recognition for his work at the beginning
of a gilded age in art as well as the issues
between money and art. They are themes
that Waterston believes are still relevant
in todays world of art.
You have this incredible collision
of enormous wealth that has been
dissimilated and extraordinary deprivation

and hardship, Waterston says. We are


living in our own gilded age.
He began creating the piece while doing
a yearlong residency at Massachusetts
Museum of Contemporary Art. He decided
to reach out to Lee Glazer, Associate
Curator of American Art at Freer and
Sackler Galleries of Art. Her mentorship
over the project resulted in her inviting
Waterston to display the work alongside
the original Peacock Room in the gallery.
Alternative rock group and LGBT
activists BETTY created the background
music that plays when entering Filthy
Lucre. Waterston says that he had known
the group for years and reached out to
them to collaborate on the project. He
says that the music came together before
he had even started to build the room.
They composed a huge, beautiful
symphonic piece called Filthy Lucre and
then not unlike how the room was built,
we dissembled it, broke it, fractured
it so that the sound scape is actually
fragments and shards of the original
piece, Waterston says.
Filthy Lucre appears to also be
fragments of the original Peacock
Room. Peacock Room is an elaborately
decorated blue and gold creation
while Filthy Lucre appears to be a
deconstructed and worn down version
of the same room. Glazer says that she
didnt even realize the two pieces would
be complementing each other in such a
way until after it was completed.
It is very much a commentary of what
might have happened to the Peacock
Room if it had remained a room inhabited
by people and had not been elevated to
iconic masterpiece status, Glazer says.
Waterston wants to bring forward
the idea of beauty in masterpieces with
Filthy Lucre and have people reexamine
their initial thoughts on the idea.
The room itself kind of demands this
scrutiny of looking at our own relationship
with beauty and our sort of longings
and desires that we come to when we
come to a work of art that is noted for its
extraordinary beauty, Waterston says. I
wanted to create a sort of upheaval in that
and to understand how beauty is a very
unstable idea and a very unstable concept.

Two very dierent slices of the American
LGBT experience will be onscreen in D.C. this
weekend. Eat With Me, a gentle indie lm
about a Chinese-American family in crisis in
contemporary Los Angeles, is showing May 15
as the Reel Armations monthly lm series.
Bessie, a boisterous glossy biopic about the
bisexual Empress of the Blues Bessie Smith,
premieres on Saturday on HBO.
Eat With Me is a thoroughly delightful
romantic comedy about a man who reclaims
his life through dumplings. Elliot (Teddy
Chen Culver) is adrift. A lackluster chef, he
struggles to keep the Chinese restaurant
he inherited from his uncle aoat. Hes
estranged from his family, who didnt react
well when he came out to them. And hes
alone, unable to commit to a relationship.
All of this changes when his mother
Emma (Sharon Omi) suddenly appears on
his doorstep. Shes decided to leave her
emotionally distant husband Ray (played
by Omis real life husband Ken Narasaki).
Among other things, hes decided to take
o his wedding ring because its giving
him headaches. Emma spends all her
time caring for her family; the only spice
in her life comes from the ery sriracha
she douses on everything she eats.
Elliot and Emma initially have a hard
time connecting. Uncomfortable with
his sexuality, Emma is too shy to ask her
son about his life. Instead, she scrubs his
apartment, tossing all of his empty liquor
bottles away. Hes too embarrassed to
tell her about his emotional and nancial
problems. Things start to turn around
when he asks her to teach him how to
make her traditional Chinese dumplings.
Culver and Omi make a warm and

engaging mother-son team. Both have


excellent comic timing and nd nuanced
ways to express the frustrations and
repressions that bind their characters.
They have an eortless chemistry that
serves the story well.
Their reunion is facilitated by an
interesting supporting cast. Nicole
Sullivan (MADtv) is a dizzy delight as
Elliots neighbor Maureen. She gently
helps Emma break out of her shell,
especially when she accidentally oers
Emma a tab of ecstasy instead of an
aspirin tablet. Aidan Barstow is charming
as Ian, a bass player who initially confuses
Elliot by wanting to go out on a date
instead of just jumping back into bed.
Jamila Alina and Scott Keiji Takeda are
amusing as Elliots frustrated restaurant
sta and George Takei is perfect in a lowkey cameo appearance as himself.
First-time feature director Daniel Au,
who also wrote the excellent screenplay,
has a rm and uid touch with this delicate
material. The pacing is strong and the
narrative and emotional arcs are always clear
and easy to follow. The dialogue is pleasantly
spare, without a wasted word or gesture. The
comic and dramatic scenes are natural and
unforced. Au also has a strong collaboration
with Director of Photography Amanda
Treyz and composers Unobahn. The subtle
camerawork and bouncy score are strong
contributions to this moving and funny lm.
Bessie turns to a very dierent time and
place in LGBT life in America: the turbulent
career of bisexual African-American singer
Bessie Smith, known as the Empress of the
Blues. Smith rose to fame in the 1920s and
1930s and became the highest-paid black
entertainer of the era. Her unique style built
on the tradition of the iconic Ma Rainey
and inuenced such later singers as Louis
Armstrong and Billie Holiday. Her charismatic
presence and powerful voice helped to
popularize the blues as an art form.

Who loves a party?


You do, thats who! You love the
invitations, the decorations and the
balloons. You love the cake and ice
cream and the games are fun. If theres
a magician or a clown, thats even better.
But what if the party wasnt quite right?
What if the guest list made you upset? In
the new book Stella Brings the Family
by Miriam B. Schier, illustrated by Holly
Clifton-Brown, a little girl learns how to
make things all better.
One day at school, Stellas teacher said

she had something special for the class.


They were going to have a Mothers Day
celebration and everybody could invite
their Mommies as special guests.
That was ne for Jonathan and Leon
and Carmen. Howie had two mothers,
and he was sure theyd both come. It
was ne for all the other kids, but it really
worried Stella because she had two dads.
That meant shed be the only one at the
party who didnt have a mother.
All week long, Stella fretted. She
worried. She couldnt stop thinking
about it. Even her friends noticed she
was sad but when Stella explained her
situation, they didnt quite understand.
Leon wondered who made Stellas lunch.
Howie wanted to know who read bedtime
stories in Stellas house. Carmen asked
who kissed Stellas boo-boos.
But lunch and bedtime and boo-boos
werent the problem. Finally, Jonathan
made a suggestion: Why didnt Stella
bring her whole family? She should bring
all the people who made her lunches and
gave her hugs and kisses.
Stellas Daddy liked that idea. Her Papa
did, too, but Stella wasnt so sure.

A few days later, when it came time for


the class to get ready for the party, Stella
worked very hard. The decorations went
up, the invitations were made and Party
Day arrived! So did Howies two mothers
and Jonathans grandma plus a whole
family of people who belonged to Stella!
And that was more than OK. In fact, they
had the best Mothers Day party ever.
But Fathers Day was coming up soon.
What would Stella do next?
Some sticky social situations, sadly,
have no lower age limit. Still, theres
always a solution, as your child will see
inside Stella Brings the Family.
Head-on and with no fuss, author
Miriam B. Schier deals with an issue
thats actually been around for a long
time: what happens when a celebration
occurs and a child is absent the right
parent to laud? In this case, Schier gives
her main characters a nice x for what
could be an upsetting day and then takes
things a bit further in a sweet, casually
told story with captivating illustrations.
The audience here, I think, is right
around the 4-to-7 age group and
preschool classes will want this book on

Kiesza performance thrills

You can tell how good a concert is by
how much energy you feel in the room.
By that logic, I was clearly at a good concert
earlier this week at the Lincoln Theater,
where Betty Who and Kiesza performed to a
packed crowed of mostly gay men.
Everyone was on their feet in the
crowded theater for the near duration
of the show, with both acts lasting more
than two hours combined.
Confession: I had no idea who Kiesza
was before the show. Im still not even
sure I know how to pronounce her stage
name. I ended up at the Lincoln Theater
earlier this week after buying a lastminute ticket on Craigslist because my
friend is obsessed with Betty Who and
had asked me to join him.
And I wasnt the only person there who
felt that way. On our way out, someone
told me that he, too, was there only for
Betty Who, but that Kieszas performance
was 10 times better.

That might be a bit of an exaggeration:

numbers as well as her more campy hits
many will recognize, like High Society.
If youre still not sure who she is, Google
Somebody Loves You gay proposal. A
large part of the performers fame and a
good reason for her cult popularity within
the gay community has to do with the gay
marriage proposal, gone viral via YouTube,
set to her song, Somebody Loves You.
These days, it often goes without saying
that live vocal performances are nowhere
near as strong as they are on the records
that buer singers real pipes with heavy
autotune and sound editing. But Betty
Who clearly oers an anomaly to that
trend: Her vocals at the show were pitchperfect and maybe even more interesting
than her records.
I had already seen Betty Who perform
at Pride. But the strongest portions of her
show at the Lincoln Theater had more to
do with her cute commentary between
songs. For instance, in one of her more
somber songs, she insisted on having a
moment with a dude in the front row.

pitting each side of the theater against the
other to see which group could sing the
loudest. And later on, she stole someones
phone and took seles with the audience.
To be honest, shes probably too big
and too talented to be someone elses
opener in D.C., a city where she regularly
performs, even if she isnt exactly a
household name like other female pop
stars. Or if shes relegated to being a
special guest instead of the name at

the top of the ticket, she should perform


alongside bigger names like, for example,
Katy Perry, who she opened for on the
Australian leg of Perrys tour.
But as an opener, she certainly did
her job: By the time she blew a kiss to
the audience and bounced o stage, the
vibes in the room were already palpably
positive, setting the stage for a highenergy Kiesza performance.

Advice for sellers: Buy first, sell later


Once you have a contract,
it wont take long to sell
existing place in D.C.

Spring is here, and the sap is running
wild, my high school English teacher
used to say. Not just the sap in the trees,
but that which is coursing through the
veins of D.C.s buyers and sellers.
Did you know there is a pent-up desire
to buy in this economy? It used to be that
the average American moved every 4.9
years. With the recession, that gure has
almost doubled to 9 years. That means
that not only are there a lot of buyers in
this spring market, but a bunch of sellers
with a pent-up desire to buy after rst
selling their existing homes.
The market continues to be strong
for sales. The median sold home price
in the Washington region for April 2015
was $524,900. Thats a 5% increase over
April 2014, and a 5.5% year to date increase over this same period (JanuaryApril) of 2014. Closed sales for April are
almost 15% higher than the 5-year average, while pending (under contract) sales
are up 11.3%. Homes are going under
contract in 8 days (thats the median), the
least amount of time in 10 years.
Part of whats driving those gures
is the relative lack of inventory. In April,
there was only 1.8 months supply of
homes for purchase, 33% below the

5-year average of 2.7 months. Months of


supply is usually taken as an indicator of
the market balance between sellers and
buyers. In a balanced market, there is
a six-months supply of homes for purchase. (That is the time it would take to
sell o all the existing inventory if no new
homes came on the market.) We havent
seen six months of supply since June of
2009, though Aprils 1.8 months of supply
is higher than the low point for almost 10
years in January of 20151.49 months.
With rapid sales and low inventory, its
no wonder that active listings are so low:

than the ve-year April average of 1,499.
So whats a motivated seller to do if
they want to stay in the Washington region, maybe to move up or maybe to
downsize an empty nest? The conventional wisdom used to be to sell rst,
then buy later. But many potential sellers
are reluctant to do this, given how fast
their homes might sell, leaving them no
place to move. So I turn that wisdom on
its head: Buy rst, sell later. Its probably
going to take a while to nd a home that
you can successfully compete to buy, but

once youve got a contract to buy, it probably wont take you too long to sell your
existing place.
