Dear Administrator McCarthy:


Since 2010, the success of the American biodiesel industry under the Renewable Fuel Standard (RFS) has
had a strong positive impact on the economy of Illinois, with nearly quarter billion gallons in production
during 2012. During that time, the industry has become a significant economic force in our country supporting thousands of American jobs in tough economic times and driving growth in the promising
field of alternative energy. Yet recently, the EPA proposed 2014 RFS requirements that would significantly
reduce biodiesel production next year. Following through with this proposal would be a mistake, with
serious consequences for people in my district and around the country.
Biodiesel has been an unmitigated success under the RFS. The industry has proven it is ready and able to
meet the requirements, increasing production to a record high of 1.7 billion gallons and exceeding the
RfS requirement in recent years. This significant growth in production has spurred job creation: this year,
the biodiesel industry is supporting more than 62,000 American jobs nationwide. The biodiese! standards
have also been successful environmentally, decreasing our reliance on foreign oil and reducing
greenhouse gas emissions by between 57 and 86 percent when compared to traditional petroleum diesel.
Turning back now would be a mistake, putting these early industry successes in serious jeopardy.
Over the past three years, the growth of the biodiesel industry has been a bright spot in an uncertain
economic landscape - one that people in my district, and around the country, have come to rely on.
Maintaining current RFS biodiesel requirements at 1.28 billion gallons, despite record production of 1.7
billion gallons in 2013, would have the effect of drastically curtailing biodiesel production next year. This
could have significant economic consequences districts like mine. A group of over thirty US Senators,
including Senator Dick Durbin, has already written to you requesting that you set the RFS requirements
for biodiesel at the current industry production level of 1.7 billion gallons. Please reconsider the 2014
RFS requirements for biodiesel and take action on this important issue.

Dear Administrator McCarthy:
We are writing to urge the Administration to reconsider the proposed 2014 Renewable Fuel
Standard (RFS) volumes for both Biomass-Based Diesel and Advanced Biofuel. We are
particularly concerned that this proposal could cut U.S. biodiesel production in half from
current run rates of more than 2.0 billion gallons, causing dozens of plants to close and
thousands of Americans to lose their jobs. We believe this is contrary to this Administration's
commitment to creating quality manufacturing jobs across the United States and its strong
position over the past five years to support the development of Advanced Biofuels, including
Biomass-based Diesel, as part of an all-of-the-above approach for domestic energy policy. In
short, we believe the proposal cannot be supported under EPA's statutory obligations to ensure
at least the statutory volumes are produced.
We strongly encourage this Administration, consistent with its direction under the statute, to
continue annually increasing Biomass-based Diesel production. Specifically, we urge you to
establish a volume for Biomass-based Diesel of at least 1.7 billion gallons in 2014 and 2.1 billion
gallons in 2015, while enforcing the 2014 Advanced Biofuels program at the volume specifically
required by Congress at 3.75 billion gallons. The proposed volume increases for Biomass-based
Diesel are minimal in the context of the overall fuels marketplace. The industry has already

Dear Ms. McCarthy,
I write today on behalf of the Missouri Department of Agriculture and following a January 24,
2014 letter from Governor Jeremiah W. (Jay) Nixon regarding a proposed Environmental
Protection Agency rule that would lower the Renewable Fuel Standard.
Missouri is a Top 10 state for corn and soybean production, as well as for ethanol and
biodiesel production, and continues to invest in the growing renewable fuels industry.
Missouri's biodiesel industry currently supports more than 2,300 jobs, and ethanol production
within the state has grown from directly providing 65 jobs to more than 1,500 over the past ten
years. Today, biodiesel provides a quarter billion dollars in added value for producers, and
ethanol more than $162 million in added value. Renewable fuels have also spurred
innovation among producers, as evidenced by continued increases in yield on fewer acres
and with fewer inputs.
Reducing the availability of renewable fuels through the proposed changes to the Renewable
Fuel Standard is both unnecessary and contrary to consumer demand for renewable fuels
and options at the pump. I urge you to reconsider the proposed rule in light of its potentially
negative impacts on producers and consumers, as well as our communities.
