Dear Secretary Myers:

I am writing to request participation in the Delegation of Authority Program


pursuant to 287 (g) of the Immigration and Naturalization Act. Given our past
relationship with ICE, this partnership will enable us to better serve and meet the
needs of the residents of Guilford County.

I have been in contact with Resident Agent in Charge, -.~~, , and


Spec:al Agent " concerning this request and they have been very
helpfuJ and enc:)UrElging. With their advice, I am proposing the following:

Establishing Identification Review Officers/Detention Processing


Officers within two of our facilities located in Greensboro and High
Point (eight Detention Officers).
Train one Detective and one Special Operations Officer pursuant to
287(g) that are currently working with homicides and other serious
crimes (two Deputy Sheriffs).
Train one Officer per platoon , per district. This would give us at least
1-2 Officers 24/7 day per week coverage to assist Field Officers with
criminal activities occurring during routine work hours (12 Deputy
Sheriffs).
Training facilities are available in Guilford County where instructors can
utilize computer-training aids, videos, and any other materials they
may need in instruction.

This program will allow us to enter into a memorandum of understanding that will
enable us to .participate with ICE i!1 identifying criminal, illegal aliens who pose a
risk tQ., t ~"! citiz~ns of Guilford Courlty.

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for
the Guilford County Sheriffs Office.

On April 2, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC), and the Field Operations Director (FOD) for the Atlanta, GA area of
responsibility (AOR). The SAC and FOD Atlanta, along with a member of your staff will need
to conduct a feasibility assessment study. After completion, the assessment will be reviewed at
ICE Headquarters and a determination will be made to either accept or deny your request to
participate in the program.
