May Day 2015 Briefing


Situation
May Day 2015 will take place on Friday, May 1st. Previous May Day protests saw property destruction and physical assault in the downtown business
district as a result of anarchist criminal activity. Self-proclaimed anarchists conducted criminal acts under the cover of the protest marches, resulting in
confrontations with the police and damage at various locations. Based on the success of last year's deployment, this year's event will be staffed
similarly, with adjustments made as needed.
There are three significant events scheduled for May Day, 2015. The first event begins at 1030 hours at MLK Jr. Park at 2200 MLK Jr. Way So. Entitled
"Black and Lumpin," the event has the possibility to be disruptive to the community if it leads to a march.
The largest event begins at 1400 hours at Judkins Park at 2150 S. Norman St. This is the annual immigration march that could involve up to 5,000
people. The march is scheduled to leave the park at about 1500 hours and will go to the Federal Courthouse at 700 Stewart St. This is traditionally a
peaceful march. There will be a smaller event beginning at 1300 hours at the CASA Latina at 317 17th Ave. S. Entitled "May Day! March in Solidarity
with Farm Workers," they will hold a rally and then join the Immigration March. This event will possibly have an attendance of about 100 people. Refer
to the attached map for the march route.
The final event is planned for 1800 hours at Seattle Central Community College. Information about this event is somewhat limited, but it is indicated
that it will include a rally and a march (route unknown). This event has been problematic in past years, resulting in property destruction and numerous
arrests. Last year, this event ended at about 2300 hours.
These events will be consolidated under a single command for the purpose of deploying SPD resources and providing for public safety needs. All events
will be under the 2015 May Day command structure.

Mission
The mission of the Seattle Police Department is to enforce the law and preserve order. The Seattle Police response priorities are life safety, incident
stabilization, property conservation and crime scene preservation.

Concept of Operation
COMMAND:
Assistant Chief Steve Wilske will be the city-wide commander for all SPD resources and will be located at SPOC.
Capt. Chris Fowler will be the Incident Commander for all May Day events.
Lt. Phil Hay will be the Operations Section Chief.
SPOC:
The Seattle Police Operations Center will be activated for this event. The SPOC will be staffed with the normal SPOC personnel and will be assisted by
the Seattle Fire Department, WSP, Federal Protective Service, US Marshals, FBI, Metro Transit, Seattle Department of Transportation and the
Downtown Seattle Association.
DEPLOYMENT PLAN:
The first deployment of SPD resources will begin with an 0800 hrs roll call at the West Precinct. This roll call will be attended by most of the resources
deployed for the day's events. Following this roll call, personnel will be deployed to the MLK Jr Park event and to other locations in the West Precinct to
establish an SPD presence early in the day. Lt. J. Arata will oversee resources assigned to the MLK Park event. Lt. M. Garth-Green will oversee
resources assigned into the West Precinct.
A second roll call will take place at 0900 hrs. This roll call will also be held at the West Precinct. Personnel assigned to this roll call are primarily from
the detective units that will be providing infrastructure protection throughout the downtown business core. Following this roll call, the personnel will
be deployed into the downtown area to provide a police presence in those areas that have seen violence and property destruction in during previous
year's.
The Immigration Rally and March at Judkins Park will be commanded by Lt. B. Grenon. Personnel assigned to this event attended the roll call at the
West Precinct at 0800 hours. Resources assigned to the Immigration Rally and March will gradually be shifted into that area with all assigned resources
in place prior to the start of the march. The SPD Traffic Section will provide an escort for the march.

Concept of Operation (continued)
There is an 1800 hours rally scheduled at Seattle Central Community College. This event has been problematic in the past. It generally results in a
march to an undisclosed location. The makeup of the crowd involved in this march has included individuals that are set on creating disruption, property
damage and confrontation with police. Lt. J. Arata will command the officers assigned to this event. As this event evolves, it may move into the West
Precinct (as it did in 2014). When that takes place, command of the event will transition from Lt. Arata to Lt. Garth-Green.
There will be three rapid deployment squads assigned to this event.
RDF #1... Lt. T. Mahaffey will command all 2nd Watch Patrol resources from the East and West Precincts
RDF #2... Lt. R. Smith will command four fully hardened squads, including South & East ACT (following the MLK Park event), 2nd Watch Patrol
resources from the SW Precinct and the CUTeams
Rapid deployment resources will be deployed as directed by the Operations Section Chief.
Freeway protection will be provided by WSP, Valley CDU and Bellevue PD.
There will be two separate Infrastructure Protection groups (IP) assigned to the event. Lt. J. Fitzgerald will oversee the IP-West group that consists of 5
squads of detectives and 1 squad of Port of Seattle PD Bikes. His group will be focused on the downtown business core. Lt. S. Strand will oversee the IPEast group that consists of the North and South 2nd Watch Patrol. His group will be focused on the business core in the East Precinct.
The East Precinct will use East CPT and East Burglary detectives to provide security for the East Precinct facility. Lt. Ballingham will oversee the precinct
security operation. They will be supported by field personnel in the event protestors move into the area of the East Precinct facility.
Citywide 2nd Watch Patrol personnel have been assigned to this event (see RDF and Infrastructure Protection deployment). All 1st Watch Patrol
personnel will work until 1600/1630 hours. All 3rd Watch Patrol personnel will be brought in at 1500 and 1530 hours.
Capt. J. Koutsky will oversee personnel assigned to SPD Headquarters security. Detectives will be assigned initially to specific posts throughout the day.
Field personnel will be brought in to augment the assigned detectives as needed for any protest activity near SPD HQ.
All personnel assigned to these events will wear their issued lime green traffic control vest. This does not apply to individuals assigned in undercover
capacities.

Uniforms...
All officers assigned to bikes will wear the standard SPD bicycle uniform
All ACTeam officers will wear black BDU's
All 2nd Watch Patrol officers will wear black BDU's
All 1st and 3rd Watch Patrol officers will wear the standard SPD Class A/B uniform with the 8-point hat

SPOC will be activated and available to provide additional logistics support as required.
Breakfast, snacks and beverages will be provided at the West Precinct. Following the roll calls, the prisoner transport vans and bicycle logistics support
vans will continue to provide snacks and beverages as required. Supervisors must ensure that their personnel have sufficient supplies prior to their
deployment and not rely on replenishment as the only source of snacks and beverages. SPOC will arrange for lunch deliveries to deployed personnel.

General Safety Message:


1. Taking enforcement action in any large group requires good judgement to ensure officer safety and to prevent inciting the
crowd. When possible, quickly remove suspects from the area to facilitate the continuation of the protest.
2. Officers must be mindful that plainclothes and undercover officers may be working within or near the crowd. When
contacting uniformed police officers under emergency conditions, non-uniformed officers will identify themselves. Nonuniformed officers will have official police ID on their persons at all times during the protest.
3. All officers will have eye protection on their person at all times. Officers should be aware that small items could be thrown
or propelled from within any large group.
4. All Officers will have their gas mask on their person at all times and wear their high visibility lime green vest.

Bikes: Will have primary responsibility for police presence during all marches. Will maintain a presence adjacent to all rallies
and gathering points for this event. When making arrests, bicycle officers will hand off arrestees to ACT or other arrest teams.
Will wear standard SPD bicycle uniform.
ACTeams: Will provide a police presence at all rallies and gathering points for this event. ACT officers will pre-stage along the
march route at various intervals as determined by the venue commander. ACTeam officers will also serve as arrest teams as
required. All ACT Officers will wear the SPD black BDU uniform. ACT personnel will deploy in their ACT Raid Vans.

Traffic: Will provide traffic control duties as directed by the Operations Section Chief. SPD Traffic personnel wear their normal
duty uniform.

and gathering points for this event. When making arrests, bicycle officers will hand off arrestees to ACT or other arrest teams.
Will wear standard SPD bicycle uniform.
ACTeams: Will provide a police presence at all rallies and gathering points for this event. ACT officers will pre-stage along the

Except for life safety or exigent circumstances, arrests will be made only at the direction and with the approval of an assigned
commander.
Special Instructions:
1. Taking enforcement action in any large group requires good judgement to ensure officer safety and to prevent inciting the
crowd. When possible, quickly remove suspects from the area to facilitate the continuation of the 1st Amendment activities.
2. Officers must be mindful that plainclothes and undercover officers may be working within or near the crowd. When
contacting uniformed police officers under emergency conditions, non-uniformed officers will identify themselves. Nonuniformed officers will have official police ID on their persons at all times during the protest.
3. All officers will have eye protection on their person at all times. Officers should be aware that small items could be thrown
or propelled from within any large group.

prevent violence and property destruction. All officers will take appropriate enforcement action when observing or made
aware of criminal behaviour. Squads will be assigned specific areas and will coordinate with the Operations Section Chief for
any redeployment or assignment changes. They will utilize Metro Van Pool vans for transportation to their area of
responsibility. They will wear the SPD Class A/B uniform.
Port of Seattle PD bikes will support this group with a roving response capability. They will deploy as directed by the

Resource Roles and Responsibilities:


Personnel assigned to the Freeway Protection Group will provide the necessary protection to ensure that protesters are unable
to gain access to or block any limited access roadway. The WSP will also ensure that traffic on the freeway's are unable to exit
the freeway when there is protest activity in the immediate area of the exit.
Except for life safety or exigent circumstances, arrests will be made only at the direction and with the approval of an assigned
commander.

Special Instructions:
1. Taking enforcement action in any large group requires good judgement to ensure officer safety and to prevent inciting the
crowd. When possible, quickly remove suspects from the area to facilitate the continuation of the 1st Amendment activities.
2. Officers must be mindful that plainclothes and undercover officers may be working within or near the crowd. When
contacting uniformed police officers under emergency conditions, non-uniformed officers will identify themselves. Nonuniformed officers will have official police ID on their persons at all times during the protest.
3. All officers will have eye protection on their person at all times. Officers should be aware that small items could be thrown
or propelled from within any large group.

Resource Roles and Responsibilities:
SWAT: Will respond as directed by the venue commander to assist with crowd management. Will also be available to assist
with other tactical needs. Will have the primary responsibility of CART response.
Prisoner Processing: Will respond to any arrest location and take custody of arrestees. Will provide transportation of arrestee
to the West Pct. and will process all paperwork required to book arrestees into KCJ. Prisoner Processing will provide prisoner
transport vans. The vans will be assigned to specific areas on the day of the events and they will monitor the radio channel
assigned.
Video Unit: Will video all criminal activity and police enforcement actions as directed by the Operations Section Chief.
Additionally, they will attempt to video any criminal activities that are related to these events, including activity prior to
enforcement actions. Video personnel will be deployed in teams of 2.

or explosive devices. ABS personnel will provide an EOD sweep at Judkins Park prior to the event at that location. They will
sweep MLK Jr. Park after the conclusion of the event at that location.
Evidence Section: Will remain in the Evidence Unit to assist with accepting large quantities of potential evidence recovered
from any location associated with this event. SPOC will contact the Evidence Section at 684-8730 for coordinate the
demobilization of the Evidence Section.

Seattle Fire has assigned an SFD medic unit and an SFD Aid Car to the May Day events. The medic unit will be
assigned to the event and will be shadowing the various events throughout the day as directed by the OSC. They

Medical Emergency Procedures
There are SFD resources assigned to the overall event. In case of a medical emergency, officers will contact SPD Radio via a
monitored talk channel and request medical aid. Officers will provide SPD Radio with all pertinent information regarding the
