Each facility security plan approved under section 70103(c) of title 46, United
States Code, shall provide a system for seamen assigned to a vessel at that facility
and representatives of seamen's welfare and labor organizations to board and
depart the vessel through the facility in a timely manner at no cost to the
individual.
(a) In General- Subchapter I of chapter 313 of title 46, United States Code, is
amended by adding at the end the following:
`(c) Limitation on Statutory Construction- Nothing in subsections (a) and (b) shall
be construed as imposing any limitation upon the authority of the Secretary of
Commerce to modify, suspend, revoke, or sanction any Federal fishery permit
issued by the Secretary of Commerce or to bring a civil action to enforce such
modification, suspension, revocation, or sanction.'.
(b) Clerical Amendment- The analysis for such chapter is amended by inserting
after the item relating to section 31309 the following:

Section 3503(a) of title 46, United States Code, is amended by striking `2008' and
inserting `2018'.
Section 12102(c)(5) of title 46, United States Code, as amended by section 301(a)
of this Act, is amended by adding at the end the following:
`(D) the vessel has been issued a permit pursuant to part 648.6(a)(2) of title
50, Code of Federal Regulations, and the owner of the vessel--
`(ii) is required under the endorsement to land all harvested fish and
processed fish products at a United States port; and
Section 1120(c) of the Coast Guard Authorization Act of 1996 (110 Stat. 3977) is
amended--

(2) by striking paragraphs (3) and (4) and redesignating paragraph (5) as
paragraph (3); and
(3) in paragraph (3) (as so redesignated) by striking all after `shall expire'
and inserting `on the date of the sale of the vessel by the owner.'.
