Inthistrainingmodule,wewilldiscussundergroundstoragetankoperatortraining.ByAugust8,2012,
eachownerandoperatorofanyregulatedUSTsystemmustcompleteanOfficeofStateFireMarshall
(OSFM)approvedtrainingprogramontheproperoperationofundergroundstoragetanksystems.Roles
andTrainingaredifferentiatedbetweenthreeoperatorclasses.AClassoperatorhastheprimary
responsibilitytooperateandmaintainthetanksystemandfocusesonthestatutoryandregulatory
requirements.AClassBoperatorisresponsibleforfieldimplementationoftheapplicableUSTsystem
requirementsandimplementsdaytodayaspectsofoperating,maintaining,andrecordkeepingforUST
systemsatoneormorefacilities.AClassCoperatorhasadailyonsitepresenceandisgenerallythefirst
lineofresponsetohandleemergenciesandalarmspertainingtoaspillorreleasefromthetanksystem.

Allfederallyregulatedstoragetanksystems,particularlythetanksandpiping,arerequiredtohave
releasedetection.Releasedetectionreferstoaprocessormethod,ofteninvolvingspecialequipment
and/orOperatortasks,toidentifyanyleaksthatoccurwithinthestoragetanksystem.Shouldarelease
(orleak)occurfromastoragetanksystem,itisimportanttodiscoverthemquicklytoavoid
contaminationtotheenvironment,suchasthegroundorwatersupply.

TherearemanymethodsofreleasedetectionuptosevenasidentifiedbyFederalregulations.
Dependinguponyourspecificstate,someofthesemethodsmaynotbeacceptable.Inthismodule,we
willdiscussreleasedetectionregulationsforyourstateandbrieflyreviewacceptablemethods.This
moduleisintendedforClassAandBOperatorsandwillsatisfytheReleaseDetectiontraining
