Franco is co-owner of Level 2 Development, a D.C.-based real estate
development company that has built a number of residential apartment
and condominium buildings with ground oor retail space in the 14th and U
Streets corridor. He is also co-owner of the Universal Gear mens clothing and
accessories stores located in D.C. and other cities.

A D.C. police ocial who oversees the departments Gay and Lesbian Liaison
Unit issued an email alert to LGBT community activists on June 7 reporting that
customers of Nellies Sports Bar and Town Danceboutique that cater mostly to gay
men had been targeted for robberies and assaults during the rst week of June.
Please be aware that recent robberies in the Third District have raised
concerns for the LGBT community, said Lt. Cheryl Crawley in an email sent to
members of an LGBT community listserv.
According to Crawley, an unidentied suspect who met a Nellies Sports Bar
customer inside the bar walked with the customer to the customers car where
he sexually assaulted the customer and stole his car. Police have listed the
incident as a 1st Degree Sex Assault and a robbery by force and violence.
Crawley said a separate incident that took place inside Town involved a group
of suspects who were dancing with men and removing their wallets in the
process as part of what appeared to be a coordinated pickpocket operation.
D.C. police spokesperson Gwendolyn Crump said police arrested the three
suspects, ages 18, 20 and 25, who are residents of Alexandria.
Town co-owner Ed Bailey said police made the arrests outside the club after
at least one of the victims identied two of them standing near the club. He said
the third suspect walked toward the other two a short time later and was also
identied by the one of the victims.
Bailey said the arrests were made by ocers who work for Town under a
police department program that arranges for businesses to reimburse the city
for ocers who patrol mostly outside the businesses.
Crawley reported in her email that the third incident originated inside Town
when a victim met a suspect who assaulted and robbed the victim after he left
the club and was walking in an undisclosed location. Police listed that incident as
a robbery by force and violence.
Bailey said police did not inform Town about that incident and he and his sta
are skeptical over whether it was actually linked to Town.
Crump identied the three suspects arrested in the pickpocketing incident
as Anthony Bernard Snead, 25; David Davon Thompson, 20; and Scott Darring,
18. D.C. Superior Court records show they appeared in court Saturday morning,
June 6, and were released on the condition that they stay away from Town. The
three are scheduled to return to court on July 1 for a status hearing.

homophobic remarks years ago.

Nearly one year after President Obama announced he would sign an executive order
barring federal contractors from engaging in anti-LGBT discrimination, a group of 61
Democrats in Congress are calling on him to take additional action for grants, doing
business abroad and marketplace discrimination.
In an open letter dated June 8, the lawmakers led by Rep. Alan Lowenthal (D-Calif.)
and Sen. Ed Markey (D-Mass.) call for executive action to ensure federal funds arent
used to subsidize LGBT discrimination in the United States and overseas.
To promote our fundamental values of equality, equity, and diversity, we cannot
go half way at home and we certainly cannot halt the extension of these values at our
border, Lowenthal said in a statement. Our nation has what I see as a major role in
defending the innate rights of all human beings across the globeincluding the LGBT
communityto live, love, and prosper.
Although Obama signed an executive order against LGBT discrimination last year,
that directive was limited to workplace discrimination among federal contractors. As the
letter points out, the order doesnt apply to federal grantees or federal contractors hiring
and doing business abroad. Further, the order doesnt prohibit federal contractors from
denying goods and services to LGBT customers or suppliers.
According to the letter, several individual agencies are working to address these gaps
by developing policies to prohibit discrimination in service delivery by contractors and
grantees receiving U.S. aid dollars, but theres no administrative-wide rule.
We encourage you to make this an urgent, Administration-wide priority and
coordinate across agencies to ensure a broad non-discrimination policy is implemented
before the end of your Administrations tenure, the letter says. In doing so, this would
ensure LGBT people have access to the full range of services oered by U.S.-funded
programs and would guarantee our foreign aid dollars are aligned with the values of
promoting the human rights of marginalized people globally.
A White House ocial, speaking on condition of anonymity, said the administration
has received the letter and will reply as appropriate.

groups within the LGBT community and
there are many reasons to continue these
celebrations. Earl Fowlkes says in the City
Paper, If I had a dollar for everyone who
came to D.C. Black Pride and told me they
werent out when they went back home,
Id be a rich man. Youve got to have baby
steps. D.C. Black Pride is a good entryway to
being around other people who are openly
gay. So our community needs to focus on
the diversity within it and recognize gay and
lesbian people of color and transgender individuals often still face more discrimination than others in the community.
As we continue the ght, we shouldnt
demean and attack those who have worked
hard to accomplish the successes were
celebrating. Instead, we need to educate
everyone on what remains to be done. We
must recognize a real eort must be made
to diversify the participation and leadership
in our community if we are to win the battles that remain to be fought.

military or lack thereof. In that article I advocated that we must include all LGBT people when
we push for changes in law, policy and lobbying. Although we were not successful in adding
transgender to the MEO, OutServe-SLDN will
always include transgender individuals in all
of our eorts because when we separate our
community we do a disservice to the advancement of all of our rights. Now, some took criticism to that point but to those detractors I say,
by having the conversation about transgender
equality as part of our movements larger conversation we move the equality line just a little
bit further. It will be for us a year from now to
obtain transgender equality in the MEO because of the conversations we have had over
the last year.
I would further advocate that there is a
strong likelihood that open transgender service would be undermined in the absence
of non-discrimination protections. We have
experienced with the repeal of DADT that discrimination rose because service members
were allowed to serve openly but were still
not a protected class. Neither I, nor OutServeSLDN, believes it benecial to secure open
transgender service without having the necessary protections in place. The MEO does not
require DoD to have a medical policy, open
service policies, etc., to protect transgender
individuals from discrimination. Until recently,
only the Army had taken steps to slow the
process of discharging transgender service
members.
VIEWPOINT
In 2008, I told my progressive, hetero cousin that I was a Lambda Literary Foundation
Emerging Writer Fellow. It was an honor, but
not the Nobel Prize, and I wasnt expecting
thunderous applause. I was surprised, though,
when she asked, meaning no ill, Do you want
to be known as a gay writer?
I was reminded of this when Rita Mae
Brown, author of the landmark lesbian novel
Rubyfruit Jungle (released in 1973), received

states major city to celebrate Pride or
even travel to metropolitan meccas like
New York, L.A., Miami or Dallas. But across
America, small cities, too, are celebrating
what it means to be LGBT with all the
energy and excitement of our nations
Pride powerhouses but with much more
of a personal touch. If youre interested
in a lower-key denizen of diversity this
summer, head to these quaint-but-queer
destinations to get your gay on.

Circle City Indiana Pride, presented
by Pinnacle Vodka in Indianapolis, hosts
numerous events throughout the year to
prepare and raise funds for its annual fete,
but its the weeks worth of parties, races,

Thousands celebrate in
Brazil and Israel, while
Russians face arrest

LGBT rights advocates around the
world are celebrating Pride month with
parades, marches and other events.
Nearly two million people on June 7
attended Sao Paulos annual Pride parade
that took place along the Brazilian citys
main thoroughfare. Petrobras, a state-run
oil company, was among the sponsors of
the annual event that remains one of the
worlds largest Pride celebrations.
U.S. Ambassador to Cyprus John
Koenig on June 7 marched in the
second annual Pride parade in Nicosia,
the capital of the island country in the
eastern Mediterranean Sea, alongside
his counterparts from Australia, Austria
and the U.K.
The U.S. Embassy in Santo Domingo,
the capital of the Dominican Republic,
and other American diplomatic posts
have publicly displayed rainbow ags in
support of Pride month.
This is a worldwide initiative, said Bob
Satawake, husband of U.S. Ambassador
to the Dominican Republic James Wally
Brewster during a June 2 interview with a
Dominican radio station. Obviously the
embassy here in Santo Domingo is going
to participate in this initiative.
An estimated 180,000 people on Friday
are expected to take part in the annual
Pride parade in Tel Aviv, Israel.
Conchita Wurst, winner of the 2014
Eurovision Song Contest, and gay Seattle
Mayor Ed Murray are among those who
are expected to march in the parade that
organizers say will highlight transgender
rights. Gender Rights Maryland Executive
Director Dana Beyer is also in Tel Aviv
where she is attending a global advocacy
conference organized by A Wider Bridge,
a group that seeks to strengthen ties
between LGBT American Jews and their
Israeli counterparts, and Aguda, a local
advocacy group.
Beyer told the Washington Blade on
Tuesday in an email that Tel Aviv is
bedecked throughout with rainbow ags,
including one at the U.S. Embassy. She
said the ruling from Israels National Labor
Court earlier in the day that said gender
identity must be included in the countrys
Employment (Equal Opportunity) Law was
perfectly timed to advance trans equality,
the theme of this years Pride.

Its not unusual to see Deacon Maccubbin at Capital Pride events but it will
be even easier to spot him this year. On the occasion of the 40th anniversary
of the event he founded in 1975, he will serve as grand marshal of the parade
Saturday along with actor Wilson Cruz.
Maccubbin, who owned the Lambda Rising bookstore that closed in 2010
says the two ventures Pride and the shop were heavily intertwined.
Lambda Rising was never envisioned as a money-making enterprise. If
someone had told me you could make a prot selling gay books back then, I
would have laughed, says the 72-year-old Norfolk, Va., native. But, in fact,
Lambda Rising did well enough to grow and expand, to move into larger and
larger quarters and, eventually, to have stores in ve states and online, as
well as a major mail order component shipping LGBT books and rainbow ags
around the world. Lambda Rising was never just a business. It served as a de
facto community center back before D.C. had one and was a huge stimulus
for the visibility of the LGBT community.
He says the rst D.C. Pride event, a one-day community block party-type
event on 20th Street, N.W., looked a lot dierent then.
That rst Pride drew 2,000 people. By the fth year, it was 10,000 people
and had outgrown the space we had for it, so we turned it over to a non-prot
which moved it to a larger space nearby. This year, attendance is expected to
approach a quarter million. Yes, that blows my mind, he says.
Maccubbin and partner Jim Bennett live in a Dupont Circle condo lled
with antique art and sculpture of nude male gures. Maccubbin also collects
copperplate engravings from the 17th and 18th centuries and has many rare
and sometimes autographed LGBT books. He enjoys travel, music and theater
in his free time.
Why Washington?
I rst came to Washington on a two-week
vacation in 1969, fully intending to return
to Norfolk. I got a $15-a-week room in a
boarding house just o Dupont Circle and
set out to explore the city. The juxtaposition
of the buttoned-down bureaucrats, the highpowered politicians, the diplomatic stas
from around the world, the counterculturists,
the hippies, the civil rights workers, the antiwar protesters it was all so fascinating
and I plunged right in. After two weeks, I
called home and told them to sell everything
I owned, Im staying in D.C. Ive been
here ever since, mostly in Dupont Circle.
I think Washington is still one of the most
fascinating, most vibrant, most livable cities
in the world. I dont think I could have created
Lambda Rising anywhere but in D.C.

Big-screen adaptation of
hit show in theaters now

Openly gay actor Rex Lee credits the
show Entourage with turning his life
around and he returned the favor by
becoming a highly visible role model for
the LGBT and Asian communities.
From the start of the second season in
2005 through the series nale in 2011, Rex
appeared in 79 episodes of the HBO series
about struggling actor Vince Chase and the
childhood friends who accompany him to
L.A. and become his posse. Rex played Lloyd,
the amboyant but self-assured assistant to
highly abrasive super-agent Ari Gold (played
by Jeremy Piven) who ruthlessly turns Vince
into a star. Like all the other characters in
the series, Lloyd endured personal and
professional cruelty from Ari, but managed
to hold his own and eventually became an
agent in his own right.
Getting cast in Entourage made Lee a star.
I was a struggling actor and I didnt
have any presence in this entity we call
Hollywood, he says. I was lucky enough
to get on the show. All of the sudden I was
on the map. That job will always have a
special place in my heart because its the
job that changed my life.
Playing Gaysian Lloyd (as Ari calls him)
turned Lee into an accidental activist.
Hes been recognized as Outstanding
Supporting
Actor
(Television)
at
the AZN Asian Excellence Awards and
hes been an energetic spokesperson
for GLAAD (the Gay and Lesbian Alliance
Against Defamation) and other LGBT
groups. But Lee seems himself as an
actor rst and an activist second.
Im fascinated by the craft of acting. I
want to be an actor who works. I am just
trying to make my way in the world and you
better respect me, he says. I am trying to
be a person with integrity. I am trying not

Team D.C. will host the 11th annual
Night OUT at the Nationals on Wednesday
at Nationals Park as the Nats take on the
Tampa Bay Rays.
Proceeds from ticket sales will help to
fund the Team D.C. College Scholarship
Fund and the event continues to be the
largest LGBT community night in major
league sports.
When the Washington Nationals rst
came to town in 2005, one of the Team
D.C. board members, Mike Stebbins,
pitched the idea of a community night.
It was hard to know if the event would
be successful, says Brent Minor, founder
and executive director of Team D.C. We
bought 200 advance tickets and I thought
we might lose our shirt.
After those tickets promptly sold out at
Capital Pride, Team D.C. knew they were
on to something good. The event has
grown over the years and more extras
have been added thanks to Minors moxie.
In the beginning we didnt have the rst
pitch, the honorees or the Gay Mens Chorus
of Washington singing the national anthem,
Minor says. Major League Baseball was very
reluctant. They asked if the singers would be
coming out in costumes.
The progression of extras began in
2006 with the addition of the Gay Mens
Chorus and in 2007 a member of the LGBT
community began throwing the rst pitch.
Night OUT at the Nationals ticket sales
have plateaued at 3,500 to 4,000 and the
evening, always held the week following
Capital Pride, has become a social
event for some and a chance to watch a
Nationals game with members of their
own community for others.
The 11th annual Night Out at the Nationals will be held next Wednesday.
It is denitely a well-rounded
experience, Minor says. The most
gratifying part for me is the diverse
groups of people that it attracts. Besides
the LGBT sports teams, our All Star
Series Partners include womens groups,
corporations and religious groups.
Minor says that over the years, the
honorees from the LGBT community
who have participated in the pre-game
ceremonies have all been incredible, but
one stands out in his mind.
We honored Daniel Hernandez in
2011, the brave gay intern who helped
to save the life of Rep. Gabby Giords
following the Arizona shootings, Minor
says. It was the rst time that we were
able to honor someone publicly that
might not have been honored otherwise.
